CURRENT SITUATION/ WEATHER SUMMARY:
Irma was declared post-tropical by the National Hurricane Center early Tuesday morning. Mostly sunny skies are expected statewide with rain chances less than 20%. Temperatures will be near normal, but index values could reach the mid 90s this afternoon. Significant river flooding will continue over the next several days as heavy rainfall from Hurricane Irma drains into Florida Peninsula rivers. River Flood Warnings are in effect for 16 major river stems and creeks in Florida. Major to record flooding is occurring or expected along the following rivers: St. Johns, St. Mary’s, Black Creek, Haw Creek, Santa Fe, Ocklawaha, Deep Creek, Durbin Creek, Anclote, Hillsborough, Alafia, Little Manatee, Myakka, Horse Creek, Peace, Fisheating Creek, Imperial and Caloosahatchee. Water levels may take several days to weeks to recede.

STATE OFFICE CLOSURES:
State Offices in all 67 counties are close.
OPERATIONAL OBJECTIVES:
1. Conduct lifesaving and life sustaining response operations in impacted communities.
2. Conduct debris clearance of prioritized critical transportation routes to facilitate movement of commodities, emergency responders, DSA Teams, and other critical workers for disaster survivor support.
3. Deliver life sustaining commodities directly to prioritized shelter and Points of Distribution
(PODs) in impacted counties.
4. Consolidate shelter operations.
5. Identify temporary short-term housing requirements, implement Transitional Sheltering Assistance (TSA), and develop a long-term housing strategy.
6. Move commodities to prioritized counties in impacted areas.
7. Conduct assessments for critical facilities and power restorations in impacted counties.
8. Conduct comprehensive and inclusive public messaging to provide timely, targeted, and
accessible disaster-specific information to the disaster survivors, stakeholders, and the general public.
9. Implement and deliver FEMA Individual Assistance Programs to disaster survivors.

ESF 10 Environment
Is working with FlaWARN to support Cocoa Beach Water Utilities to maintain water pressure which is currently affecting 40% of the area population.
Mobilized 12 Hazardous Assessment and Response Teams (HART) to assess sites and respond to releases and other storm impacts.
o DEP HART Teams are staging with the assistance of EPA and USCG to assess hazardous waste facilities.
DEP has expanded order for power plants to cover the entire state to assist any facility recovering from the storm
DEP has published a new order to waive certain rules for fuel facilities impacted by the storm.
DEP is standing up Beach Response Teams and participating with assistance of USACE in efforts to expedite recovery of Florida beaches.

ESF 13 Military Support
Florida National Guard (FLNG) currently has 7,520 Florida National Guard Soldiers and Airmen on duty and 1,545 National Guard from other states (through EMAC)
At the SEOC FLNG personnel are staffing ESF 13, the Logistics Desk, ESF 5 (Planning), and ESF 5 (RECON), meteorology, and Air Operations Branch. ESF13 and the Logistics
Missions to staff the SLRC and county liaisons (SERT LNO) are activated.
FLNG headquarters and major command units are actively planning for future operations.
Continue logistics support to the SLRC and LSA locations.
SAR teams with ESF 4, and 9 teams are conducting missions within the Joint Operations Area (JOA)

ELECTRIC & NATURAL GAS UTILITIES (Public Service Commission) o The state is monitoring the power grid for sufficient power and the natural gas
infrastructure for any damages that can cause a loss of service to power plants. The state is coordinating with utilities to identify and resolve fuel, equipment, and resource needs.
o All utilities are assessing damage and focusing on restoration of transmission line restoral. Substations would be next to be repaired and then the distribution feeders. Restoration time estimates will be forthcoming.Obtained Mutual aid for Vero Beach from FPL, OUC and Texas.
ESF 12 Fuels
Monitoring EM CONSTELLATION missions, monitoring Bulk Fuel Supply, monitoring Fuel Supply along evacuation route(s), monitoring USAR needs. Coordinating emergency fuel resupply.
o Preparing to survey Fuel supply along evacuation routes for US1 Turnpike, I-75 “from Ft Lauderdale to Tampa”, and I-95 “from Miami to Palm Beach”.
o Coordinating with State emergency fuel vendor, “Emergency fuel contractor has secured 1.5 million gallons of fuel for initial delivery and confirmed that additional fuel supply for future deliveries. Also, they have sent us a list of available equipment resources available”.
o Fuel equipment assets available • Working with fuel industry to get more fuel into the state • Working with power companies to get fuel. • Working on entry plan in the Keys.

Monitoring EM Constellation for missions involving USDA foods
Ensuring adequate food resources are available to residents impacted by Hurricane Irma, and are prioritizing these resources based on areas where landfall occurred first and based upon urgency of need. These areas in particular are: Monroe, Charlotte, Collier, Lee, Sarasota, and shelters of last refuge.
Working with retail partners to obtain food resources for shelters in the most critical areas and with the most critical needs. Most of these retail partners, in addition to mainline food distributors, are currently conducting damage and travel assessments.

Awaiting approval from USDA Food and Nutrition Service (FNS) to release foods sourced from The Emergency Assistance Food Program (TEFAP) and Commodity Supplemental Food Service (CSFP) foods to be used by all counties per the Presidential Disaster Declaration.
Ensuring ice is available for shelters, canteens, kitchens, and military support operations. ESF 11 is also ensuring that they have the ability to hold and store ice. If not, we are sourcing the availability of reefer trucks for use.
Drawing down USDA Foods from the state inventory (405,000 meals) as well as inventory from the North Carolina Department of Agriculture (427,000 meals) for meal preparation. Food preparation capability are currently being assessed.
Staging infant and toddler supplies in Pensacola for distribution for missions received. We are working with the SEOC Logistics section to locate pre-staged resources so that they can be redirected to counties on the SW Coast.

Incident Command Post (ICP) located in Kissimmee/Osceola County at University of Florida, Institute of Food and Agricultural Sciences (UF/IFAS) Extension Office.
Locating advanced base locations in south Florida; coordinating with UF/IFAS on possible location.
Establishing a staging area at the ICP tomorrow to accept donations, response supplies and equipment.
Working a Pasco County request for veterinarian and Animal Health Technician assistance for pet shelters.
Florida Fish and Wildlife Conservation Commission (FWC) checking on reports received about wolf hybrid issues in Desoto County.
Working an EMAC REQAs to request a short Type lll IMT and a Veterinary Response Team from Mississippi.
Working an existing FEMA Mission to utilize local federal USDA personnel for incident response.
FDACS Division of Fruit and Vegetable, Plant Industry and the Office of Ag. Water Policy offering personnel for response actions.
Preparing a RRF for National Veterinary Response Teams or a DoD veterinary team.
Working vector control missions through the ESF-17 Mosquito Control Incident Response Team (MCIRT).
Coordinating with the Bureau of Dairy, FDACS Division of Food Safety, on addressing dairy issues and fuel prioritization and obtaining generators through Garner Environmental.
Coordinating with Florida Veterinary Medical Association (FVMA) for solicitation of veterinary and animal health technician volunteers from the Florida Veterinary Corps.
FWC contacting Class 1 facilities and venomous reptile facilities to confirm that the animals are secure.

The Department of Economic Opportunity is readying the Disaster Unemployment Assistance Program to provide temporary income support to eligible individuals in counties approved for FEMA Individual Assistance.
