1. INTRODUCTION

1.1 The 41ST South India Rally is a round of FMSCI INDIAN NATIONAL RALLYCHAMPIONSHIP (INRC) 2019 and will be run in compliance with the InternationalSportingCodeoftheFIA(anditsappendices),theGeneralPrescriptionsforrallies(4W)of The Federation of Motor Sports Clubs of India (FMSCI), the relevant RegulationsconcerningINRCchampionshiporcup,theseSupplementaryRegulationsandbulletinsissuedbytheFMSCI.

TheFederationofMotorSportsClubsofIndia(FMSCI)istheASNofFIAinIndia.

Modifications, amendments and/or changes to these SupplementaryRegulationswillbe announced only by numbered and dated bulletins (issued by Organisers or theStewards).

TheOrganisersmayrefund50%oftheentryfeetothosecompetitorswho,forreasonsof“ForceMajeure”(dulyacceptedbytheorganizingcommittee),wereunabletostartintheRally.

5. INSURANCE

5.1.1 DescriptionofInsuranceCover

CoverprovidedbyFMSCIwithpermit:

Competitors (maximum 250) connected with the event are covered under GroupInsurancePolicyforPersonalAccidentandmedicalexpensesforRs.5,00,000/-.100 Officials are covered for Rs 25,00,000/- Personal accident and Rs 1,00,000/- formedicalexpenses.

Public Liability: Insurance for Rs.50,00,000/-, which adequately covers any LiabilityincurredduringtherunningoftheeventforinjurytoThirdPersonsorDamagetoPublicPropertyhasbeentaken.

AdditionalPublicLiabilityInsurancehasbeentakenbytheOrganiserforRs.50,00,000/-,



withamaximumperpersonliabilitylimitofRs.15,00,000/-incurredduringtherunningoftheeventforinjurytoThirdPersonsorDamagetoPublicPropertyattheMMRT.

5.2 AccidentReporting

In theeventofanaccident thecompetitororhis representativemustnotify thenextradiopointifonaspecialstageORtheClerkoftheCourseinwritingassoonaspossibleorwithin 4 hours if during a transport / liaison section. Hemust provide full detailsincludingthenamesandaddressesofthoseinvolvedandanywitnesses.

5.3 Thecompeting carsmustpossessRallyCover Insurancevalid from28thTo30th June

2019.

5.4 TheServiceandReconnaissanceVehicles,eventhosebearingSpecialPlatessuppliedbytheOrganisersmayneverbeconsideredasOfficialParticipants in theRally.Theyaretherefore not covered by the Insurance Policy of the Rally and will remain the soleresponsibilityoftheirowners.

6. ADVERTISING

6.1 Advertising is permitted on the car, including the roof. Advertising on windows isprohibitedwiththeexceptionofamaximum10cmwidestripontheupperpartofthewindscreenandrearwindow.

6.2 Competitorsareallowedtoaffixanykindofadvertisementsontheircarprovidedthat:

• ItisauthorizedbytheNationalLawsandFMSCIRegulations.

• Itisnotlikelytocauseanyoffense.

• ItisnotPoliticalorreligiousinnature.

• Itdoesnotencroachuponthespacereservedforplates&competitionnumber.

6.3 OptionalAdvertisingisasperAppendix4

SpacefortheOrganizer’sadvertisementmustbereservedonthecar,unlessthehigherentryfeesasperArt.4.4arepaid.

6.4 AdvertisinginServiceParkBayArea

Displayofadvertisementsbyteams&participants,intheirrespectiveServiceParkBayArea,mustbeconfinedtotheinnerwallsoftheBay.Anyadvertisingspaceotherthantheinnerwallswillneedthepriorpermissionoftheorganizer’sandcostRs.200/-persqfeet.Organizersshallhavethediscretiontorefuseorcancelpermissionatanypointintime.

9. RECONNAISSANCE

9.1 ProcedureforRegistrationCrews must report to Rally Headquarters for registration prior to commencingreconnaissance.Theymustsubmitdetailsofthereconnaissancecar.

Eachcrewwillbeissuedwithtwovehicleidentificationcardswhichmustbedisplayedon the topof theco-driver’s sideof the frontwindscreenandon theco-driver’s rearsidewindowduringreconnaissance,andapassvalidforuptoTWOpassagesovereachspecial stage. This passmust be carried in the reconnaissance vehicle, shown to andendorsed by an official at the start and finish of each special stage duringreconnaissance.

9.2 Specificand/orNationalRestrictions

9.2.1 ForallcompetitorsreconnaissancewillbecarriedoutinaccordancewiththeFMSCIGeneral Prescriptionswith amaximumof 2passesover every stage in accordancewiththereconnaissanceschedulegiveninAppendixII.

9.2.2 ReconnaissanceoutsidetheschedulewillbeconsideredaveryseriousoffenceandwillbereportedtotheStewardswhomayapplysanctions.

9.2.3 Reconnaissancewillbeconductedstrictlyinaccordancewiththepublishedschedule.Nolateentryintoastageforreconnaissancewillbepermitted.

9.2.4 Maximum speed allowed on all special stages during reconnaissance is 45 KmphexceptSuperSpecialStage.

9.2.5 Crews must have the vehicle headlamps switched on while traveling on specialstagesduringreconnaissance.

9.2.6 CrewsareonlypermittedtoenteraspecialstagefromthestartpointsshownintheroadbookandwillNOTunderanycircumstancesdriveinadirectionoppositetothatoftherally,unlessinstructedbyanofficialoftheevent.

9.2.7 CrewsmuststopattheStartandFinish(andotherlocationswhereinstructed)ofthestagewhererallyofficialwillendorsethecrew’sreconnaissancepasscard.



9.2.8 Penaltiesforexcessivespeed

Rallywill finish at TC 11A. There after crewsmust follow the instructions of officialsduring thepodium finish ceremony.Restof the carswill report to FinishPark FermeandremaintheretillofficialfinalclassificationorinstructionbyStewardsofthemeet.WhilethecarsarebetweenFinishtoFinalScrutineeringlocation,theywilltravelunderParkFermeregulationsandwillbeobservedbymarshals.

15.2 ProtestFees

The protest fee set by the FMSCI is Rs. 18,000 + GST( 21,400/-) for Nationalchampionshipevents.

15.2.1 Iftheprotestrequiresthedismantlingandre-assemblyofdifferentpartsofacar,theprotestormustlodgeanadditionaldeposit.Theadditionaldepositper itemforaprotest involvingaclearlydefinedpartof thecar(engine,transmission,steering,brakingsystem,electricalinstallation,bodywork,etc.)isRs.10,000+GSTperpart(11,800/-).

15.2.2Theexpensesincurredfortheworkandbythetransportofthecarshallbebornebythe claimant if the protest is unfounded, or by the competitor against whom theprotestislodgedifitisupheld.
