Friday 26th May is the Club’s trophy night, if

you’ve had a podium outright or in class during

PRESIDENTS REPORT Welcome to the May edition of the Bulletin. The editorial team is gaining experience, with Andrew and Kate Bayley

playing a large part in its preparation for the first time. They are off to a good start. Kate brings skills as a professional

graphic artist and designer to our team.

If you have an H plated vehicle or would like to place a vehicle on this scheme please read carefully the information on

page 17. I offer thanks to Chris Hall for leading a review of how this system will work within our club. He has put to-

gether a small team to help him. The new system begins on May 23, 2017. We trust that this system will work well.

Thank you to Dave Stewart who carried the load for quite some time. He will now take a rest from this function. Dave

has also paved the way for our club to be involved in an exciting new event to be held in conjunction with the

Maryborough Wings and Wheels Festival, which promises to provide a major financial benefit to the club.

I thank Garry Harrowfield for his very thorough research into the insurance needs of our club to cover us from all of

the eventualities which may befall us. We will now be in a position to take out appropriate cover as a result of Gary’s

hard work. Geoff Boyd has put considerable effort into refining our financial accounting systems and making sure this

important area of club is working smoothly. Barney Haddon prepared the autocross track for our Off Road Rush visi-

tors and then again for the VCAS autocross event last Sunday. The track quality received many compliments. This event

was run beautifully by Ben McKee and his team. Well done. Arron Secombe interrupted his return to rally competing,

to give support to the Tunbridge rally organisers. At the time of writing I do not know if there will be enough entries and

whether all the effort will lead to a successful event.

The most important part of my report this month relates to the preparation of a new set of rules which will determine

how our club is organised and how it will function in the future. Because we are an Incorporated Association, Consumer

Affairs Victoria require that we have an approved constitution that deals with all manner of items to do with club life.

Our original set of rules dates all the way back to the formation of the Ballarat Light Car Club in 1991, growing out of

the Light Car Club of Australia (Ballarat branch). The relevant act of Parliament was updated in 2012 and many mem-

bers to put a lot of thought into how our rules should be updated to match the new requirements. The State government

provides an example set of rules, called the Model Rules, and our club solicitor, I believe, has performed a great service

for us in combining the new with the old.

We need to consider and formally vote to adopt this combined set of rules to place our activities on a very clear and un-

ambiguous basis. For the most part, you will not see any difference in the way things happen, except perhaps for the

committee election. We are recommending a compromise between the Model Rules where all 12 stand down each time

and our usual 4 stand down each time. Under the proposed rules 6 stand down each time. Thus an individual committee

member will be elected for a 2 year term. We believe this is a good blend between keeping experience and providing for

some refreshment of the group.

The publishing of this Bulletin and the placing of the proposed new rules on the club website will trigger a period of 21

days for you to look at the changes to your own satisfaction. A copy of the rules will be available at our monthly meeting

on 26 May. The formal voting on a resolution to adopt these rules will take place at a Special General Meeting on Fri-

day, 9 June at 8 PM. I would urge you all to attend this meeting. We require at least 20% of our members to attend in

person or by proxy and we need 75% of those who do attend to vote in favour in order for the resolution to pass. If you

are not able to be at the meeting you are welcome to vote by proxy using the form at the end of this Bulletin. You can

bring this form, or others that will be available to the monthly meeting on 26 May, or send them to the Returning Officer

at least 24 hours prior to the Special General Meeting at which the voting will take place. Thank you for your effort in

order to help us put the club on a sound governance footing.

Welcome to our new look Bulletin!

It may only be a week or so into May but it’s been a week of full -on work to

get this Bulletin ready to go and the results show; we’ve got a new style and

new motivation to provide you with a Bulletin that can truly represent our club.

The new Bulletin is only a small part of the action that is going on through the

club, Phonebooks are being delivered and we’ve just finished the VCAS round,

which you can read about inside, and the Mitta Mitta Rally which showcased

some great driving and navigating from our club members. Our upcoming

Trophy night promises to be an excellent evening so don’t miss out!

We’ve put this out ahead of the usual time to give you a chance to read and

review the new club rules that have been proposed before a Special General

Meeting in June. So have a look, read up on the new rules and we’ll see you

then.

Hello Members,

As we are all aware the Club needs to be up to date with all compliances; one of these compliances is the online component. This

includes but not limited to Facebook, Emails, Twitter, Website, Team App, The Bulletin and so on. I have completed a draft and

would like feedback on this, so I can complete this policy and have it accessible to BLCC members. Please read the below :

GUIDELINES FOR SOCIAL MEDIA PARTICIPATION

AS PART OF THE BALLARAT LIGHT CAR CLUB INC.

SOCIAL MEDIA GUIDLINES

These guidelines apply to Ballarat Light Car Club members either financial or social who create or contribute to BLCC Social Media. Whether

you log into Twitter, Instagram, Team App, Website and Facebook page, or comment on online media stories — these guidelines are for you.

While all Ballarat Light Car Club members are welcome to participate in Social Media, we expect everyone who participates in online

commentary to understand and to follow these simple but important guidelines. These rules might sound strict and contain a bit of legal-

sounding jargon but please keep in mind that our overall goal is simple; to participate online in a respectful, relevant way that protects our

reputation and of course follows the letter and spirit of the law.

1. Your honesty will be noted in the Social Media environment, if you are writing about BLCC or associated partners (CAMS, Motorsport

Complexes, Other Car Clubs and Events Series.). If you have a vested interest in what you are discussing, be the first to say so.

2. All statements must be true and not misleading; all claims must be substantiated.

3. Post meaningful, respectful comments — in other words, please, no spam and no remarks that are off-topic or offensive.

4. Use common sense and common courtesy: for example, it’s best to ask permission to publish or report on conversations that are meant to be

private or internal to The Ballarat Light Car Club. Make sure your efforts to be transparent don't violate Ballarat Light Car Club privacy,

confidentiality, and legal guidelines.

5. When disagreeing with others' opinions, keep it appropriate and polite. If you find yourself in a situation online that looks as if it’s becoming

antagonistic, do not get overly defensive and do not disengage from the conversation abruptly: feel free to ask the Media/Online Compliance

Officer for advice and/or to disengage from the dialogue in a polite manner that reflects well on Ballarat Light Car Club.

6. If you want to write about CAMS, State and Local Government departments, Motorsport Complexes, Other Car Clubs and Events Series,

make sure you behave diplomatically, have the facts straight and that you have the appropriate permissions.

7. Please never comment on anything related to legal matters, litigation, or any parties Ballarat Light Car Club may be in litigation with.

8. Never participate in Social Media when the topic being discussed may be considered a crisis situation. Even anonymous comments may be

traced back to your IP address. Refer all Social Media activity around crisis topics to Media/Online Compliance Officer.

9. Be smart about protecting yourself, your privacy, and Ballarat Light Car Club confidential information. What you publish is widely

accessible and will be around for a long time, so consider the content carefully. Google has a long memory. NOTE: Mainstream media inquiries

must be referred to the Media/Online Compliance Officer.

VCAS ROUND 5 On the 7/5/17 the Ballarat Light Car Club held it’s round of the 2017 VCAS.

The round didn’t exactly clash but having the Mitta Mitta VCRS on the same weekend saw a drop in numbers

from the usual 80 - 90 cars to a field of 43 competitors but considering what 90 VCAS drivers get up to during an

event, a smaller field was a nice change.

Greeted with decent weather with just the right amount of drizzle every so often to keep the track damp,

our directors Ben McKee and Rod Hall gave us the usual briefing and the event was underway around

10:30am.

A full-length track with the tricky dogleg at the bottom in use produced some very fast laps, right up

to the point when the cars came screaming into the dogleg off the main track and missed the corner

completely.

Aside from the previously mentioned corner of mayhem and the occasional spin in the horseshoe there was only

one other incident when a Lancer tore a wheel centre from it’s rim and came to a sudden stop on the track, except

for the remains of the wheel, which seemed intent on finishing the lap by itself.

Barney Haddon came to the rescue with a jack and the car competed for the rest of the day, with one odd

wheel on the rear. While the Lancer was being rescued it was seen as a perfect opportunity to deliver some lunch

then and with Paul Duncalf barbequing all of our officials were well fed, not to mention the

rest of the entrants and crews who enjoyed the food on offer at our Dusty Diner.

With dark clouds overhead most of the afternoon, it was surprising when we only had one shower of rain after the

drizzle we had during the parade lap and it even got to the stage where the water truck was sent around and the

familiar dust clouds were showing up by the last run.

With four runs completed and a majority of the field packing up the event was finished by just about 3pm.

Which just leaves us with a list of people to thank, Ben and Rod, for directing the event, Noel and Barney for

scrutineering, Ian Brain, Paul Gladman, Damien and Brayden Quirk, Wayne Holness and

Mick Goossens for helping out because without a team of people to run these events, then they just

wouldn’t happen.

CLUB RULE DECISION TIME

Why we need to consolidate our rules

Currently, we have two sets of rules to guide our activities. We have the BLCC Rules draft-

ed in 1991 complying with a 1981 Act of Parliament and we have the 2012 Model Rules

complying with a 2012 Act of Parliament. There is the potential for perceived or actual

conflicts between these two sets of rules, as occurred leading up to our recent Committee

“reset”. It is therefore in the interests of good governance for our club to clarify the situa-

tion by combining these rules into one unified document.

How we have consolidated the rules

The Model Rules cover everything that is required by the new act and is therefore the main

basis for our consolidation. However, there are some items addressed by our existing old

rules that are part of our traditions and ongoing practices of the BLCC Club. Thus it is im-

portant to add or merge these aspects of the old with the new.

The committee has considered and agreed to the items to be included in this rule merger.

The drafting solicitor

The rules presented for your approval have been drafted by our long term Club solicitor of

choice, Paul Stephens. Paul drafted our original rules in 1991, and is highly experienced

with the current Act and in this area of the law. Paul was asked to use the Model Rules as

the basis of our proposed new rules, and to add pertinent aspects of our old club rules, pay-

ing particular attention to those items identified by the Committee as of high regard.

Inspection of proposed new rules

You may inspect the full length document (44 pages) on the front page of the BLCC web-

site (www.blcc.net.au). There are also full length paper copies of the same rules for your

inspection at the club rooms. We will have a single purpose Special General Meeting to

consider ratifying these rules. This meeting will be held on Friday 9th June at 8pm (doors

open at 7:30pm) at our Club rooms.

To pass the new rules

This meeting will require an attendance in person or by proxy of at least 20% of our member-

ship, and it will require 75% of those in attendance to vote in favour of the Special Resolu-

tion to adopt the new rules.

How to vote

Attend the Special General Meeting on Friday 9th of June 2017 at the BLCC Clubrooms.

The doors will open at 7:30 pm and the meeting will start at 8:00 pm.

If you cannot attend, please use the proxy form from p23 the May Bulletin and may be given

to the Returning Officer, Rod Hall at the 26th May monthly meeting, or to the Returning Of-

ficer, Rod Hall not later than Thursday 8pm 8th June 2017. Spare proxy forms will be availa-

ble at the May monthly meeting.

CLUB PLATE SCHEME (CPS)

NEW CPS APPLICATIONS

Once becoming a member of the BLCC and after a period of 3 months a member can apply to place a vehicle

or motorbike into the CPS

There are forms for the Club and Vic roads to be completed as well as a series of 7 photos of the relevant ve-

hicle. A current RWC is also required.

A check list of documents required is available at the Club

Bring all documents to the Friday meeting and submit to our Permit Officer (Rick Pope).

After obtaining Club approval all documents are taken to Vic Roads by the applicant for processing.

You can apply for a 45 or 90 day permit.

A fee of $5 is payable to BLCC on application.

RENEWALS

As of May 23 2017 all CPS renewals will be carried out at the Friday night general meetings.

The procedure is as follows.

On arrival to the meeting, members will be able to place the Vic Roads renewal form on a marked table just

inside the door (accompanied by the $5 fee), to be signed by one of our signatories (Rick Pope; Barney

Haddon; Chris Hall).

At the completion of the meeting members will be able to pick up the signed form on departure.

Members will be notified if an inspection of the vehicle is required prior to signing.

If unsure that an inspection is required, call the Permit Officer prior to the meeting.

CAMS - OFFICALS PATHWAYS Licence Structure and Pathway

The Licencing and Accreditation Guide is a reference guide

for new and current CAMS Accredited Officials containing

information on the National Officiating Program; licence applica-

tion, upgrade and maintenance; training and development; policies

and procedures.

The CAMS Accredited Official licencing structure has two

parts: Graded Officials Licences and Non-Graded Officials

Licences.

Graded Officials Licences have six grading levels and are

available to all CAMS Accredited Officials to achieve. Non-

Graded Officials Licenses have two types: Specialist Licence

holders are those that hold professional qualifications and are

registered medical service providers. Appointed Licence holders

are those that have been appointed by the management of CAMS.

The diagram (right) shows the licence pathway and the

available disciplines in which to specialize at Bronze level. Each

of the disciplines in blue have an associated training module, as

does General Official (Introductory Module), Club Chief and Sil-

ver level.

An official may hold different levels for different disciplines

of officiating at any one time (e.g. they could be a Gold Steward

and a Bronze Rally Official). The graded levels are defined as

follows:

Trainee

General Official

For those with motor sport officiating experience who are capable of working under indirect supervision at all events.

Club Chief (Club Level Specific)

For those with motor sport officiating experience working without supervision, capable of performing the role of Clerk of

the Course/Event Director, assuming a team-leader role (except Chief Scrutineer) or Chief Steward role at Club/Multi-Club

events (excluding race, rally and off road events).

Bronze

For those officials qualified to officiate without supervision, capable of performing the role of team-leader (may take

responsibility for other officials), officiating as Chief up to and including State level events and act as General Official at any

level event.

Silver

For those officials with motor sport officiating experience qualified to work without supervision, capable of assuming a

team-leader role (and taking responsibility for other officials), officiating as Chief up to and including National level events, and

act as a General Official at any level event.

Gold

For those officials with motor sport officiating experience qualified to work without supervision, capable of assuming a

team-leader role (and taking responsibility for other officials), officiating as Chief up to and including International level events,

and act as a General Official at any level event.
