I am happy to report that we remain a vibrant and active society. This is supported by the 2012 INFORMS Annual Meeting, where I-Sim had a strong presence with 47 presentations in 14 sponsored sessions. I-Sim also co- sponsored the 2012 Winter Simulation Conference, which was held in Berlin, Germany this past December. As always, the Winter Simulation Conference featured a comprehensive program ranging from introductory tutorials and a hands-on introductory workshop to state-of-the-art research and practice. It was an excellent venue for our community to continue its effort in promoting and advancing simulation modeling, analysis, and applications worldwide. I- Sim was again one of the co-sponsors of the PhD Colloquium, which involved 28 student presentations with a keynote talk by Professor Adelinde Uhrmacher from the University of Rostock. It is important to note that 17 students were provided with travel support to attend the conference. Special thanks go to Professor Michael Fu, Professor Russell Barton, and Professor Sheldon Jacobson for making this possible. Business meetings were held during both the INFORMS Annual Meeting in October and the Winter Simulation Conference in December. I-Sim honored the following colleagues for their major contributions to our community in the Winter Simulation Conference business meeting: Professor Donald L. Iglehart − Lifetime Professional Achievement Award. Professor Jeffrey S. Smith − Distinguished Service Award. Professor L. Jeff Hong and Professor Guangwu Liu − Outstanding Publication Award. Other honorees included CUMW Award recipients Marlies de Keizer (Wageningen University), Kara A. Olson (Old Dominion University), and Roy L. Hayes Jr. (University of Virginia), and Best Student Paper Award winner Chang-han Rhee (Stanford University). You can find the photos and full award citations on the I-Sim website. President’s Message Bahar Biller Greetings! I am happy to report that we remain a vibrant and active society. This is supported by the 2012 INFORMS Annual Meeting, where I-Sim had a strong presence with 47 presentations in 14 sponsored sessions. I-Sim also co-sponsored the 2012 Winter Simulation Conference, which was held in Berlin, Germany this past December. As always, the Winter Simulation Conference featured a comprehensive program ranging from introductory tutorials and a hands-on introductory workshop to state-of-the-art research and practice. The 2013 I-Sim Research Workshop will be held at Georgia Tech in Atlanta, GA, based on the theme of “Simulation for Modeling, Analysis, and Optimization of Large Scale Systems” (August 12 - 14) under the leadership of Professor Christos Alexopoulos, Professor Sigrun Andradottir, Professor David Goldsman, and Professor Seong-Hee Kim. Planning has also started for the 2013 INFORMS Fall Meeting and the 2013 Winter Simulation Conference. We are looking forward to your support and participation in making these events successful. I encourage you to vote in the election of new I-Sim Council Members. You can find the voting instructions, along with a description of the candidates in this newsletter. Unaudited Retained Earnings Statement for January 1, 2012 – December 31, 2012

Notes:

• An explanation of the $22.735.76 reversal is given in the Fall 2012 newsletter. In addition, $20,750 remains in the I-SIM account and belongs to the liability account shared by all 4 WSC sponsors.

• National meeting expense includes the business meeting at INFORMS and travel expenses of the sub-divisions council representative. Local meeting expense includes the business meeting at WSC and the Ph.D. colloquium lunch.

The subdivision payment ($10K) is a transfer to the I-SIM local checking account from which WSC awards are given (lifetime professional achievement award, distinguished service award, etc.). Presenters at the Ph.D. colloquium are also given a reimbursement for registration. This amount was higher than in previous years due to the increased registration fee at WSC Berlin for colloquium presenters ($425/presenter). The local checking account retains the excess of this transfer and will have a balance of $3,775.10 after all checks have cleared from WSC 2012.

Call for Nominations: Lifetime Professional Achievement Award Barry L. Nelson The Lifetime Professional Achievement Award (LPAA) of the Institute for Operations Research and the Management Sciences (INFORMS) Simulation Society is the highest honor given by the Society. The purpose of this award is to recognize major contributions to the field of simulation that are sustained over a professional career, with the critical consideration being the total impact of those contributions on computer simulation. Past recipients are George Fishman, Donald Iglehart, Jack Kleijnen, Averill Law, Peter Lewis, Richard Nance, Alan Pritsker, Julian Reitman, Reuven Rubinstein, Robert Sargent, and Thomas Schriber. An individual’s contributions may fall in one or more of the areas listed below:

• Research: Dissemination of Knowledge • Service to the Simulation Profession • Practice: Development of Hardware or Software • Advancement of the Status or Visibility of the

Field A nominee is not expected to demonstrate contributions in each area. A full description of the Award Rules can be found at http://www.informs.org/Community/Simulation-Society/Awards/Lifetime-Professional-Achievement-Award/LPAA-Rules. The annual award consists of a plaque, a $1000 cash prize, and reasonable travel expenses incurred by the

recipient when attending the presentation ceremony. If given, the award will be presented in December during the opening session of the Winter Simulation Conference. An individual selected for this award should normally be in or near their retirement; the award may also be given posthumously. Nominations may be submitted in the form of pdf files by anyone (including self-nominations), but they may not be made anonymously. The burden of offering evidence of merit falls on the nominator. Each nomination should include:

• The nominee’s complete resume • A clear-cut, comprehensive description of the

nominee’s major contributions to the profession, with complete supporting documentation

• At least three letters of endorsement providing evidence of the significance and magnitude of the nominee’s professional achievements

Nominations for this award must be received by the Chair of the LPAA Selection Committee by no later than September 1, 2013. Please send complete nominations, including all supporting letters and documentation (if possible in the form of pdf files attached to a single e-mail), to the Committee Chair. Call for Nominations: Distinguished Service Award Pierre L’Ecuyer To recognize individuals who have provided longstanding, exceptional service to the simulation community, the Institute for Operations Research and the Management Sciences Simulation Society (INFORMS-Sim, https://www.informs.org/Community/Simulation-Society/) has established its Distinguished Service Award, which may be given to at most one person annually. Sustained service to the simulation community should extend over a period of 15 to 20 years or longer and be acquitted with distinction. The concept of service for this award does not include teaching or research contributions. Areas of volunteer service include, but are not limited to, the following: 1. Elected offices in simulation societies; 2. Editorial responsibilities for simulation such as area

editor and editor-in-chief; 3. Conference responsibilities involving simulation

such as program chair, proceedings editor, general chair, and membership in the organizing or program committee;

4. Appointed positions for simulation-related activities such as serving on committees and being a newsletter editor; and

5. Undertakings and actions that promote simulation in the “larger community.”

Nominations for the Distinguished Service Award can be made by anyone and are made by sending a letter of nomination to the chair of the award selection committee by September 1, 2013, by email. Letters of nomination should identify the nominee's areas of exceptional service, detailing the activities for which the nominee is believed to deserve this award. The nominee's current vita must be included with the nomination letter. The individual(s) making the nomination have the primary responsibility for justifying why the nominee should receive this award. Call for Nominations: Outstanding Simulation Publication Award Marvin Nakayama To recognize outstanding contributions to the simulation literature, the INFORMS Simulation Society annually sponsors an Outstanding Simulation Publication Award. Nominations for the award to be given in 2013 should be sent by September 1, 2013, to the Awards Committee Chair:

Anyone is eligible to win the award. Journal articles, proceedings articles, books, book chapters, and monographs copyrighted in 2010, 2011, and 2012 and written in English are eligible for the award. Technical reports, research memoranda, working papers, theses, and dissertations are not eligible. Nominations for the

award may be made by anyone, including the author(s), but they may not be made anonymously. Nominations should include:

• a copy of the written work, including all bibliographical information (in the case of books, the Awards Committee will obtain copies);

• a short statement suitable for reading at the award ceremony if the work is chosen; and

• any other information thought relevant by the nominator.

If given, the Outstanding Simulation Publication Award will be presented at the 2013 Winter Simulation Conference in Washington, DC. The Award carries with it a cash prize of $500. Call for Participation: Ph.D. Colloquium and Poster Session Sponsored by the ACM-SIGSIM and I-Sim Societies Nurcin Celik The PhD Colloquium addresses PhD students that are within one year of their graduation (planning to graduate by Dec. 2014). Students close to graduation will be given an opportunity to showcase their work during a short presentation session in the Colloquium (apart from the regular tracks). All Colloquium students will then participate in the Colloquium Poster Session. Presenting your PhD efforts to your peers and supporting society members will give you valuable feedback, support your research with additional ideas and parallel ongoing work, and introduces you to a network that can be very helpful with your career once you graduate. The PhD Colloquium will be conducted on Sunday, 8 December 2013 starting with lunch.

The keynote speech for the Ph.D. Colloquium will be given by Dr. Frederica Darema, a member of the Senior Executive Service and Director of Mathematics, Information and Life Sciences at Air Force Office of Scientific

Research in Arlington, Virginia. There are three options to participate in the PhD Colloquium with different benefits: 1. Poster Only: Submit your work as a poster with 2-page extended abstract, get accepted, and you will have a good reason to come to the WSC 2013. Note: Students who showcase their work as a

poster in regular WSC poster sessions are not eligible to participate in Colloquium (and vice versa). Hence, one should select to participate in either the regular poster session or the Colloquium (not both).

Benefit 1: Both ACM-SIGSIM and INFORMS-Sim provide a complimentary one-year membership.

2. Poster and Presentation: Submit a presentation in addition to your poster; get accepted, then Benefit 1: Both ACM-SIGSIM and INFORMS-Sim

provide a complimentary one-year membership. Benefit 2: ACM-SIGSIM and INFORMS-Sim will

reimburse their conference registration fee. Benefit 3: You will be eligible to participate in the

PhD lunch.

3. Poster, Presentation, and Full Paper: Submit a full paper to a regular track in addition to the poster and presentation; get accepted, then Benefit 1: Both ACM-SIGSIM and INFORMS-Sim

We recommend that you use approximately 4 feet X 6 feet of space for your display. There is no requirement that you fill the board. Your poster should cover the main points of your work and be as self-explanatory as possible. However, you should participate in the evening event when the posters are presented, as peers and society members will have additional questions. Even when you gave a presentation, the poster session is always a great opportunity to talk about details, discuss relevant related research, and bond with fellow PhD students. Presentations: If you submit a student paper for the conference you can use your presentation for the PhD colloquium as well as for the track presentation. You may need to edit the

slides a little bit, as we may be more time constraint, but you do not have to present something special in the PhD colloquium that cannot used in the regular sessions. Confirmations: Final year students who wish to take part in the presentation session should have their thesis advisor send an email to the Colloquium Chair at [email protected] before August 19, 2013 stating that the student: a) is within one year of graduation, b) is the main author of the submission, and c) will participate in the Ph.D. Colloquium. Student Papers: Student papers are part of the regular conference and fall under the submission and review guidelines as

documented on the WSC website http://www.wintersim.org. If you have an accepted paper at the WSC 2013 and would like to participate in the Ph.D. colloquium as well, please send a short note with the details of the accepted paper to the Colloquium Chair at [email protected] before August 19, 2013. Donald Iglehart Receives 2012 Lifetime Professional Achievement Award Barry Nelson

The Lifetime Professional Achievement Award is the highest honor given by the Institute for Operations Research and the Management Sciences’ Simulation Society. The purpose of the award is to recognize major contributions to the field of simulation that are sustained over a professional career involving, some combination of

• Research and Dissemination of Knowledge; • Service to the Profession; • Practice; and • Advancement of the Status or Visibility of the

Field.

The award committee, consisting of Reuven Rubenstein, Averill Law and me, are please to present the 2012 Lifetime Professional Achievement Award to Donald Iglehart, Professor Emeritus of the Department of Management Science & Engineering at Stanford University. Don is being honored for his foundational work on recognizing and exploiting the underlying stochastic structure of simulation as a means of producing enhanced simulation methodologies; for his ability to clearly organize and articulate deep theory in his presentations and writing; and for educating Ph.D. students who have had, individually and cumulatively, a profound impact on simulation education and research. It is no exaggeration to say that Don Iglehart’s contributions made simulation a respectable research discipline in some circles of the operations research community. Don is a member of the National Academy of Engineering, a winner of the John von Neumann Theory Prize, and a Fellow of INFORMS and the Institute of Mathematical Statistics.

Jeffrey Smith Receives 2012 Distinguished Service Award Pete Welch

The INFORMS Simulation Society is pleased to recognize Jeffery S. Smith with its Distinguished Service Award. The Distinguished Service Award, given at most once a year, was established "to recognize individuals

who have provided long-standing, exceptional service to the simulation community." The award was presented during the opening ceremonies of the 2012 Winter Simulation Conference, held in Berlin, Germany. The Selection Committee consisted of past awardees Preston White, Pierre L'Ecuyer, and Peter Welch. Jeffrey Smith has rendered outstanding service to the international simulation community through his work with the Winter Simulation Conference. Moreover through his leadership in the area of manufacturing simulation and through his publications in all areas of simulation, Jeff has significantly advanced the impact and visibility of the field worldwide.

Jeff served as coeditor of the Proceedings of the WSC '01, Jeff was instrumental in reducing the publication cost of the Proceedings when WSC was faced with a thirty-percent drop in attendance following the terrorist attacks of September 11. Jeff was the registration chair for WSC ’03 as well as the chair of an ad hoc committee of the WSC Board that was charged with soliciting bids for conference management during the following three-year period. In 2003 Jeff laid the foundation for an orderly transition of WSC management to INFORMS, thereby reducing projected conference-management cost by at least forty percent. In 2004 Jeff was the general chair of WSC. He radically restructured significant segments of the WSC ’04 program and heavily promoted the revamped program to WSC’s traditional constituencies in academia, government, and industry. By this extraordinary effort, Jeff managed to restore conference attendance to its pre–9/11 levels. Jeff Smith played a critical role in successfully bringing the WSC through the most difficult period in its forty-five-year history. He was registration chair in 2009, and business chair in 2010. Since 2010 Jeff has served on the WSC Board of Directors as co-representative of the Institute of Industrial Engineers. In 2012 he was webmaster for the WSC web site.

Quantiles of random performance distributions are often used as measures of risk in fi nance or to measure the quality of service in certain systems. Good quantile estimators have been available for a long time. But there are many situations, for example in optimization contexts, where the performance random variable depends on a parameter θ and we want to estimate the derivative of the quantile with respect to θ. This is much more difficult. In the first article, Jeff Hong shows how to write this derivative as a conditional expectation, and constructs an asymptotically unbiased stochastic derivative estimator based on that. This estimator turns out not to be consistent, but Hong leverages it to construct a consistent estimator by batching data and averaging independent copies. He studies the large-sample behavior and derives a central limit theorem for the

resulting estimator. The method is easy to implement and is applicable to a large class of problems. The construction is based on a new approach to estimate the derivative of the expectation of a discontinuous function, via perturbation analysis. This approach has already found applications in subsequent papers. The second article considers estimating the derivative for another popular risk measure, the conditional value at risk (CVaR), which is the expected value conditional on being larger than a certain quantile. Hong and Liu show how to write this derivative as a conditional

expectation, propose an estimator, analyze its asymptotic properties, demonstrate its use in optimization settings where the CVaR appears in the objective or in constraints, and perform numerical studies. As one of the nominators puts it: These papers are the kind of work that, in retrospect, we might wish we had written because of the creativity and clarity of thinking involved.

Report on the Informs Journal on Computing Marvin Nakayama, Journal on Computing Simulation Area Editor In the one-year period ending March 19, 2013, the Simulation Area of the INFORMS Journal on Computing (IJOC) received 15 new submissions and 6 revised manuscripts. During this period, 3 papers were accepted and 10 rejected; there are 4 submissions currently awaiting various stages of editorial feedback. The average turnaround time over all rounds of submissions completed during this period was 88 days. Seong-Hee Kim has joined as an associate editor (AE) to replace Russell Barton, who recently stepped down after serving admirably as an IJOC AE since 2007. The

continuing AEs in the IJOC Simulation Area are James M. Calvin, Raghu Pasupathy, and Bruno Tuffin. I thank all of the AEs for doing a great job! The IJOC Simulation Area covers all computational aspects of stochastic simulation. We seek high-quality research on the computational aspects of simulation model building, simulation data structures, simulation modeling and experiment environments, stochastic input modeling, random-variate generation, output analysis, optimization, variance-reduction methods for simulation experiments, and other aspects of simulation modeling, experimentation, and analysis.

Report on the Simulation Area for Operations Research Stephen E. Chick, Operations Research Simulation Area Editor For the period of September 24, 2012, to March 31, 2013, there were 11 new submissions and 4 resubmissions. There were 7 rejections, 5 papers continue under review, 2 revise-and-resubmit decisions and 2 acceptances. Of the editorial decisions made in this period, 2 were late (between 4 and 6 months from date of submission) and none were very late. The first three issues of 2013 have now been filled and sent to the publisher. Editorial work is ongoing for two special issues, one on Simulation in Complex Service Systems (20 submissions) and the other on Emerging Methodologies and Applications in Stochastic Simulation (19 submissions). The planned special issue on Modeling and Simulation on High-Performance Distributed Systems will not be published, due to an insufficient number of high-quality submissions (17 rejections out of 18 submissions). A special issue in honor of Donald L. Iglehart is planned to appear in 2014. This one is by invitation only. The ACM Transactions on Modeling and Computer Simulation (TOMACS) provides a single archival source for the publication of high-quality research and developmental results in computer simulation. The subjects of emphasis are discrete event simulation,

combined discrete and continuous simulation, as well as Monte Carlo methods. The use of simulation techniques is pervasive, extending to virtually all the sciences. TOMACS serves to enhance the understanding, improve the practice, and increase the utilization of computer simulation. Submissions should contribute to the realization of these objectives, and papers treating applications should stress their contributions vis-a-vis these objectives. TOMACS articles tend to have a long-lasting impact. For example, about 53% of citations to TOMACS are to articles more than 10 years old. In 2011, for instance, only 10% of citations were to TOMACS articles published in 2009 and 2010. For this reason, the ISI two-year impact factor (which only counts citations to articles published in the previous two years) largely underestimates the true impact and quality of TOMACS articles. Report on the IIE Transactions Enver Yücesan and Chun-Hung Chen, Simulation Department Editors The Associate Editors in the IIET Simulation Area are Wai Kin Victor Chan. Alan Johnson, Loo Hay Lee, Hüseyin Topaloğlu, and Roberto Szechtman. For the period of March 1, 2012, to March 1, 2013, there were 21 new submissions. There were 8 rejections, 5 revise-and-resubmit decisions, and 2 acceptances. 6 manuscripts are currently under the first round of review. In addition, Loo Hay Lee from National University of Singapore is taking the lead on a special issue on “simulation optimization and its application”. The guest editors for this special issue also include Ek Peng Chew, Peter I. Frazier, Qing-Shan Jia, and Chun-Hung Chen. The submission has been very encouraging; there are 21

submissions. After thorough reviews, 8 papers are selected for publications in this special issue. The final print is expected to come out in July 2013. The guest editors want to thank everyone for the high interests in this topic. Along with the change in the editorship of the journal, the Simulation Department Editors have stepped down on March 1, 2013. We would therefore like to take this opportunity to thank the AEs and all the reviewers for their rigorous work over the past three years. It has been an honor to collaborate with them. Report on the Journal of Simulation (JOS) Simon J E Taylor, Loo Hay Lee and John Fowler (Editors) In 2012 there were 64 submissions. 14 were accepted, 20 rejected and 30 are in process. There are four issues a year. In 2012 one was dedicated to Parallel and Distributed Simulation (6.2). In 2013 there will be two (Agent-based Simulation and Input Output Analysis). Currently there is one open special issue on Sustainable Healthcare (see the website for details). The main news for JOS in 2012 was that the journal was accepted by Thomson Reuters for indexing and

inclusion in the Science Citation Index (SCI) at the first request. This means that JOS will receive an impact factor this year. JOS also offers AOP and open access for authors. The Journal also welcomed three new associated editors (Strassburger (Ilmaneu), Tjahjono (Cranfield) and Heavy (Limerick)). Bob Sargent and Jim Wilson acquired audio tapes of interviews conducted during the 2012 Winter Simulation Conference in Berlin. Videotaped interviews were created during January at NCSU and in California in February of this year. The attached picture shows the committee following a breakfast held by the NCSU Libraries to recognize Bob Sargent for his contributions and efforts over the past several years and continuing in 2013. INFORMS Simulation Society Business Meeting 2012 INFORMS Annual Meeting

By Young-Jun Son, Secretary Bahar Biller, President of the Society, called the meeting to order at 6:18pm. Departing officers and council/committee members were thanked for their services. She recognized efforts of Theresa Roeder, Pete Welch, Enlu Zhou, and Peter Haas to update and maintain the I-SIM website (www.informs.org/Community/Simulation-Society). Any volunteer for columns or reviews on books or papers are welcome. A motion to approve the minutes from the I-SIM business meeting in WSC 2011 was made and the motion passed. At 6:20pm, Bahar Biller, on behalf of Seong-Hee Kim, gave the Vice President’s report. At INFORMS 2012, there were 14 sponsored sessions and 47 presentations. She thanked to all session organizers. She then invited the I-SIM members to participate or submit their papers for the following upcoming conferences:

At 6:21pm, Young-Jun Son gave Secretary’s report. As of 09/30/12, the society had 592 active members. There were 158 international members and 186 new members. Twelve members have kept their memberships since 1976. For those whose membership will end soon, they were reminded to renew their membership. At 6:23pm, John Shortle, Treasurer, reported on the financial status of the society. There were positive $4,705.00 net revenue from 1/1/12 to 6/30/12 and the ending balance of the society as of 6/30/12 was $99,747.75. John then explained that in the next earnings statement, there will be a significant drop in the balance to correct an erroneous credit of $43K in 2008. Christos Alexopoulos also clarified why this had happened. First, it was noted that the I-SIM society balance changed from $38,770.24 in Fall 2008 to $101,102.35 in Fall 2009, where this sharp increase in the I-SIM balance is due to the $43,485.76 credit entry at the end of 2008 after the audit, and then another credit entry of $22.735.76 in May 2009. John then explained the $22.735.76 credit: In 2008, it was computed that each of 5 societies had $43,485.76 in WSC capital. One of the societies, ASA no longer wanted to be a financial sponsor for WSC. Their $43,485.76 was returned to them and donated back to WSC and eventually the WSC Foundation. The remaining 4 societies – ACM, IIE, I-SIM and SCS – remained financial sponsors for WSC. Each of these societies allotted $20,750 of their $43,485.76 to be held as seed money. The remaining $22,735.76 per society was returned. And this is what we received in May 2009. However, it was a mistake that I-SIM was also returned the entire $43,485.76 share of the WSC holdings in 2008. This has been noticed very recently, questioning our position as a financial sponsor for WSC. Therefore, we have to return $43,485.76 to be in an equal position with each of the other three financial sponsors. Consequently, this will reduce the I-SIM balance from $99,747.75 to $56,261.99. John has thanked Christos Alexopoulos, Doug Morrice, Seong-Hee Kim, and Ernie Page for handling this issue and clarifying what has to be done. A concern was addressed from the audience on why it has taken too long to find out the error, and it was suggested this be discussed further at Winter Simulation Conference 2012 in Berlin between WSC board and INFORMS staff. At 6:35pm, Feng Yang gave a report for the Committee on Underrepresented Minorities and Women (CUMW). The goal of this award is inclusiveness and outreach to those who need funding to attend WSC. PhD candidates or recent PhD’s within 1-2 years out are eligible and requirements include a reference letter, resume, description of other

sources of support and essay (why qualified for UMW status and how would benefit from attendance). It was encouraged that people submit letter of interest and letter of recommendations by October 22nd to Feng. At 6:36pm, Bahar Biller, on behalf of the WSC PhD Colloquium committee, reported the status of WSC 12 PhD colloquium. There are 18 final-year students giving talks and 28 posters. Adelinde Uhrmacher of University of Rostock is the key note speaker. She encouraged members to attend the colloquium. At 6:37pm, an announcement was made for seeking inputs on nominations for election of officers to serve 2013~2015, and two Council members (one from outside the United States). Nominations are accepted till March 1. Ballots will be in early spring newsletter. At 6:37pm, journal editors (Raghu Pasupathy, Steve Chick, Sheldon Jacobson, and Bahar Biller (on behalf of other editors)) gave reports on INFORMS Journal on Computing, Operations Research, IIE Transactions, and ACM TOMACS. INFORMS Simulation Society Business Meeting 2012 Winter Simulation Conference

Berlin, Germany December 11, 2012

By Young-Jun Son, Secretary Bahar Biller, President of the Society, called the meeting to order at 6:31pm and each person at the meeting introduced themselves (name and affiliation) at 6:32pm. At 6:36pm, the President thanked council and committee members. She also thanked departing officers and council/committee members. The departing members are Oliver Rose, Paul Sanchez, Mike Kuhl from Council; Preston White, Averill Law, Thanos Avramidis from awards committees; Roberto Lu, Peter Welch, Jim Wilson, Raghu Pasupathy, Demet Batur, Ali Tafazzoli from committees; Preston White and Doug Morrice from I-Sim Representatives. At 6:37pm, Bob Sargent gave a report on Simulation Archive whose URL is http://www.tinyurl.com/simulation-archive. The members of the Simulation Archive Advisory Committee are Richard Nance (chair), Robert Sargent, and Jim Wilson. The Archive’s endowment is $37,160, where $5,000 was newly donated by ACM SIGSIM. All back numbers of the WSC Proceedings including 6 papers that were published in Simuletter have been digitized. He encouraged people to make tax-deductible donations for the Simulation Archive Endowment via [email protected]. At 6:39pm, Barry Nelson gave a report on WSC Foundation (WSCF) whose URL is http://wintersim.org/node/44 (which is also linked from http://wintersim.org/). The WSCF's mission is to insure the continuance and quality of the WSC by providing loans and grants from its fund. The fund was created through Patrons' donations, where details and a list of Patrons are available at the WSC website. The fund balance is approximately $73,000, and the only expenditure to date is a grant of $1500 to film the Titans' talks at WSC 2011. Barry mentioned that the Foundation will continue to hold funds to insure the continuance of the WSC and support new initiatives to enhance the quality of WSC. At 6:40pm, a motion to approve the minutes from an I-Sim business meeting at 2012 INFORMS was made and the motion passed. At 6:40pm, Seong-Hee Kim gave the Vice President’s report. She reported on the 2012 INFORMS conference in Phoenix, AZ. The Society sponsored 14 sessions with 47 presentations. She thanked 14 session organizers. There are several upcoming events:

At 6:42pm, David Goldsman invited the I-SIM members to participate in 2013 I-Sim Research Workshop to be held on August 12–14, 2013 (Mon – Weds) at Georgia Tech, Atlanta, GA. Contacts for the workshop are Christos Alexopoulos, Sigrún Andradóttir, Dave Goldsman, and Seong-Hee Kim. The theme of the workshop is Simulation for Modeling, Analysis, and Optimization of Large-Scale Systems. David described some detailed workshop activities such as Mini-keynote plenary talks, Q&A / breakouts, Poster sessions, Working lunches, and After-hours tours and social stuff. It was announced that a formal call will be sent out in the near future, and some travel funds may be available. At 6:44pm, Seong-Hee Kim, on behalf of Jeff Hong, reported on the 2012 NSF Workshop on Simulation Methodology in Shanghai, China, July 23 – July 25. There were 35 attendees with 4 keynote speakers. She recognized the organizers and sponsors. A special issue in the ACM Transactions on Modeling and Computer Simulation (TOMACS) is being edited on emerging methodologies and applications in stochastic simulation.

At 6:46pm, Young-Jun Son gave the Secretary’s report. As of 12/03/12, there were 625 active members, where there are 171 are international members and 212 new members. Twelve members have kept their memberships since 1976. Members were reminded to renew their subscriptions. At 6:47pm, John Shortle gave the Treasurer’s report. I-Sim is in a good financial shape. Its current balance as of September 30, 2012 was $87,947.06. John explained that in the next earnings statement, there will be a significant drop in the balance to correct an erroneous credit of $43K in 2008. Christos Alexopoulos also clarified what this has happened. First, it was noted that the I-SIM society balance changed from $38,770.24 in Fall 2008 to $101,102.35 in Fall 2009, where this sharp increase in the I-SIM balance is due to the $43,485.76 credit entry at the end of 2008 after the audit, and then another credit entry of $22.735.76 in May 2009. John then explained the $22.735.76 credit: In 2008, it was computed that each of 5 societies had $43,485.76 in WSC capital. One of the societies, ASA no longer wanted to be a financial sponsor for WSC. Their $43,485.76 was returned to them and donated back to WSC and eventually the WSC Foundation. The remaining 4 societies – ACM, IIE, I-SIM and SCS – remained financial sponsors for WSC. Each of these societies allotted $20,750 of their $43,485.76 to be held as seed money. The remaining $22,735.76 per society was returned. And this is what we received in May 2009. However, it was a mistake that I-SIM was also returned the entire $43,485.76 share of the WSC holdings in 2008. This has been noticed very recently, questioning our position as a financial sponsor for WSC. Therefore, we have to return $43,485.76 to be in an equal position with each of the other three financial sponsors. Consequently, this will reduce the I-SIM balance from $99,747.75 to $56,261.99. John has thanked Christos Alexopoulos, Doug Morrice, Seong-Hee Kim, and Ernie Page for handling this issue and clarifying what has to be done. At 6:53pm, Enver Yücesan was announced as a new board member representing I-SIM as the term of Doug Morrice is over. I-SIM members congratulated him. At 6:54pm, Ali Tafazzoli reported the status of WSC 12 PhD colloquium (other committee members are Andreas Tolk (Chair), Nurcin Celik, and Mamadou Seck). Adelinde Uhrmacher of University of Rostock was the keynote speaker (“Seven pitfalls in modeling and simulation research”). The Colloquium was jointly sponsored by I-Sim and ACM/SIGSIM. The format of this year’s Colloquium mirrored the main conference with a lunch, a keynote, oral presentations with themed sessions, and posters. There were 28 student presentations, where 19 of them have an accepted paper. 18 of them have participated in the award competitions, and two winners were selected (each sponsored by I-SIM and ACM-SIGSIM). At 6:56pm, Bahar Biller thanked NSF and program directors (Michael Fu, Russell Barton, and Sheldon Jacobson) for providing travel support for 17 students to attend WSC 2012. At 6:56pm, Sheldon Jacobson, Program Director for OR at US NSF, introduced US NSF, OR program, and potential funding opportunities for simulation researchers and I-SIM members. At 6:57pm, Peter Haas gave a report on Nominations Committee, which consists of Peter Haas (chair), Jeff Smith, and Bruce Schmeiser. The committee is seeking input on nominations to serve 2013-2015 for two Council Members. Nominations via petition will be accepted through March 1, 2013. Ballots will appear in the Spring Newsletter. AT 6:58pm, editors’ gave reports on journals: • Marvin Nakayama for the Journal on Computing. He thanked associate editors (Russell Barton, Jim Calvin,

Raghu Pasupathy, Bruno Tuffin) for their service. For one-year period ending September 21, 2012, there were 13 new submissions and 9 resubmissions with 5 acceptances and 9 rejections. Marvin Nakayama encouraged people to submit high-quality simulation papers with computing aspect to the journal.

• Chun-Hung Chen and Enver Yücesan for IIE Transactions. From October 1 2011 to September 15 2012, there were 14 new submissions with 3 acceptance, 6 rejections and 5 revisions/resubmissions. For the special issue on “simulation optimization and its applications” led by Loo Hay Lee, 21 submissions have been received, and it is expected to complete all of the reviewing process by the end of this year.

• Pierre L’Ecuyer for TOMACS. There were 145 submissions in 2012 with 60 immediate desk rejections by Editor-in-chief, 23 acceptances, 25 pending manuscripts with TOMACS, and 13 manuscripts in revision with authors. There are four special issues: simulation methods in statistics (guest editors: C. Robert and A. Doucet), simulation in complex service systems (guest editors: P. Haas, S. Henderson, and P. L’Ecuyer), high-performance distributed systems (guest editors: K. Morse, W. Cai), and Emerging Methodologies and Applications (guest editors: J. Hong, J.Hu, S. Kim).

• Loo Hay Lee and John Fowler for Journal of Simulation. Loo Hay provided a brief overview of the journal and encouraged people to submit high-quality simulation papers to the journal.

At 7:08pm, there were discussions on new business: • Volunteers were sought for maintenance of WSC’s web site. I-SIM communications committee will meet and

come up with candidates for volunteers. At 7:15pm, David Goldsman gave a speech in Memoriam of Jerry Banks (1939-2012). Jerry was a professor in the School of ISyE at Georgia Tech (1965-1999), a professor at Monterrey Tech, and a senior Simulation Advisor for Brooks Automation. He was an author or editor of 13 books, a WSC proceedings, several book chapters, and many scholarly papers. He was a leading contributor to and participant in WSC (Board member, conference organizer), and was passionate about simulation, which he introduced to countless thousands of people all over the world. He was recipient of the 1999 Distinguished Service Award given by the INFORMS Simulation Society. Jerry had terrific sense of humor and was an exceptional teacher. He has amazingly dedicated to simulation, and was a great friend. At 7:19pm, Soren Asmussen gave a speech in Memoriam of Reuven Rubinstein (1938-2012). Reuven was a professor since 1973 at the School of IE and Management at the Technion and a visiting Professor/scientist at over 20 schools and research groups, including Columbia, Stanford, Harvard, IBM, and AT&T Bell Labs. He was a leading contributor in the areas of Monte Carlo simulation, applied probability, stochastic modeling, and stochastic optimization. He authored six books and over 100 papers, and his book “Simulation and the Monte Carlo Method” (Wiley) has almost 3,600 Google Scholar citations! Reuven was recipient of the 2010 Lifetime Professional Achievement Award given by I-SIM, and recipient of the 2011 Lifetime Professional Award given by the Operations Research Society of Israel. The meeting moved to awards at 7:23pm. Awards:

• Ali Tafazzoli announced WSC 2012 Best Student Paper Awards (other committee members are Andreas Tolk (Chair), Nurcin Celik, and Mamadou Seck). Chang-han Rhee (Stanford) won the best MS/OR-focused paper award for his paper “A New Approach to Unbiased Estimation for SDE’s”. Christian Hammel (Technische Universität Dresden) won the best CS-focused paper award for his paper “Network Optimization Prior to Dynamic Simulation of AMHS”.

• Demet Batur presented the CUMW Award (other committee members are Devaushi Singham and Feng Yang). The awards were presented to Marlies de Keizer (Wageningen University), Kara A. Olson (Old Dominion University), and Roy L. Hayes Jr. (University of Virginia).

• Pierre L'Ecuyer presented the Outstanding Publication Award (other committee members were Thanos Avramidis and Marvin Nakayama). The award went to Jeff Hong and Guangwu Liu (Hong Kong) for their papers “Estimating quantile sensitivities” and “Simulating sensitivities of conditional value-at-risk” which appeared in Operations Research in 2009 and Management Science in 2009, respectively.

• Pierre L'Ecuyer presented the Distinguished Service Award (other committee members were Peter D. Welch (Chair) and K. Preston White, Jr.). Jeffrey S. Smith was selected as this year’s recipient with his exceptional involvement with the WSC (Proceedings Editor, General Chair, Business Chair, Webmaster, Board of Directors). He has been instrumental in reducing conference costs (proceedings and management) and keeping the WSC afloat amid the hard times that followed 9-11. Jeff significantly advanced the impact and visibility of the field worldwide, through his leadership and publications.

• Barry Nelson presented the Lifetime Professional Achievement Award, the highest honor in the society. Other committee members are Reuven Rubinstein and Averill M. Law. This year’s recipient is Donald L. Iglehart of Stanford University. Peter Glynn noted “Don’s research made clear the deep connections between simulation and stochastic OR/applied probability. As a consequence, it is no longer the case today that the dominant view of simulation is as a “last resort” methodology. Rather, in large part because of Don’s influence, simulation is now firmly embedded within the operations research, probability, and statistics communities as a central tool, and not as an afterthought.” Donald gave a speech accepting the award on “Milestones Along the Journey of My Professional Career”.

Brief Biographical Sketches for Candidates for I-Sim Council VICTOR W. K. CHAN is an Associate Professor of Industrial and Systems Engineering at the Rensselaer Polytechnic Institute (RPI), Troy, NY. He received his Ph.D. in industrial engineering and operations research from the University of California, Berkeley. He presently serves as a conference co-chair of the 2013 Industrial and Systems Engineering Research Conference (IIE Annual Conference), an Associate Editor for IIE Transactions, a track coordinator for the Analysis Methodology track of the Winter Simulation Conference in 2009 and 2013. He also served as a track coordinator for the Agent-based Simulation track of the Winter Simulation Conference in 2011 and a co-chair of the Ph.D. Colloquium of the Winter Simulation Conference in 2005 and 2006. He is a member of I-SIM, INFORMS, IIE, and IEEE. SHELDON H. JACOBSON is a Professor and Director of the Simulation and Optimization Laboratory at the University of Illinois at Urbana-Champaign. He has a B.Sc. and M.Sc. (both in Mathematics) from McGill University, and a M.S. and Ph.D. (both in Operations Research and Information Engineering) from Cornell University. He has been a member of I-SIM (and its predecessor, the College on Simulation) since 1988, serving as its Treasurer from 1994 to 1996, on the Best Publication Award Committee from 1997 to 1999 (chairing the committee in 1998), and the Membership Committee from 2000 to 2002. He also served as an Associate Editor for Operations Research, Simulation Department from 2001-2005. He presently serves in a number of editorial roles, including the Focused Issue Editor for IIE Transactions, Operations Engineering and Analysis (since 2009). A regular attendee of the Winter Simulation Conference and INFORMS national meetings, his research has been disseminated in a wide spectrum of journals, as well as in two research videos and through the popular media. He is a member of INFORMS, IIE, ASEE, and SIAM. He is presently serving as the Program Director for Operations Research at the National Science Foundation. LOO HAY LEE is an Associate Professor in the Department of Industrial and Systems Engineering at National University of Singapore and was a visiting professor at the Department of Systems Engineering and Operations Research at George Mason University. He received his B.S (Electrical Engineering) degree from the National Taiwan University in 1992 and his S.M and PhD degrees in 1994 and 1997 from Harvard University. He is a senior member of IEEE, and has served as a council member, newsletter editor and the chair for the committee of Recruiting and Retention of Members in the simulation society of INFORMS. He was also the proceeding editor for the 2009 Simulation workshop. His research focuses on the simulation-based optimization, maritime logistics which includes port operations and the modeling and analysis for the logistics and supply chain system. He has co-authored a book: Stochastic Simulation Optimization-Optimal Computing Budget Allocation (World Scientific) and co-edited the book Advances in Maritime Logistics and Supply Chain Systems. She received her Ph.D. degree in Industrial Engineering and Management Sciences from Northwestern University in 2006. Her research focuses on metamodeling, design of experiments, and applied statistical methods. She is interested in developing methods for production and supply chain management, toxicology studies of nanomaterials, and sensor-related applications. Her research has been supported by National Science Foundation, National Institute of Health, and NASA. She was the Committee Chair for Underrepresented Minorities and Women (CUMW) of the INFORMS Simulation Society in 2012. She has served as session chairs for the INFORMS annual meetings and the Winter Simulation Conferences.
