WHAT: what is an intervenor?

An intervenor is someone who has decided to be a formal participant in the application phase of the FERC proceedings.

WHO: who can be an intervenor?

Any individual or group/organization who feels they are impacted by the pipeline project can be an intervenor.

WHY: why be an intervenor?

Anyone who wants to participate (to make their voice heard) and/or have legal standing in the FERC process would want to be an intervenor.

HOW: how to become an intervenor?

Any individual or group/organization that wants to become an intervenor can file a Motion to Intervene with FERC.

WHERE: where do I file a Motion to Intervene?

A Motion to Intervene is filed with FERC either online at http://ferc.gov (much preferred) or via postal mail. (FERC “strongly encourages electronic filings”)

WHEN: when do I file?

The deadline to file for intervenor status in the TGP Agawam Projects proceeding is: 5pm November 23, 2018! (Friday after Thanksgiving)

— I live in the Pioneer Valley

— I work in Springfield

— I am opposed to natural gas expansion in my area

— I am a resident whose health, safety, air quality, drinking water, home, ...

will/may be affected

— I am a Columbia Gas or Holyoke Gas & Electric ratepayer

Gas utilities - Columbia Gas and Holyoke Gas & Electric - have contracted for capacity from TGP’s Agawam project. Columbia will seek to charge ratepayers for the cost of building the project.

There are two electronic (preferred) methods to filing:

— Doc-less : just type in your reasons up to 6,000 characters— E-Filing : upload a prepared document of unlimited size

You can also file via postal mail if you are unable to file electronically. Must send an original and five (5) copies of the motion to intervene by overnight services to:

"Motions to intervene must be served on the applicant. Any subsequent submissions by an intervenor must be served on the applicant and all other parties to the proceeding. Contact information for parties can be downloaded from the service list at the eService link on FERC Online. Service can be via email with a link to the document."
