A simple and direct tool to assist people involved in drafting administrative measures: ten questions and a schematic flow chart of the procedure for people who draft administrative measures, offering a number of areas for consideration prior to structuring and drafting measures.

Questions cover:

A.Compliance analysis - the issue, parties involved and conciseness;B.Minimising time scales;C.Cost reduction (IT, financial, compliance and changes required for implementation);D.A proportional approach to compliance concerning parties at a disadvantage such as, by way of example, micro enterprises or differently-abled people.

The Regional Council was informed of the results of administrative measure-related trials initiated in March 2011, and gave the go-ahead to make the checklist operational through a Regional Council communication issued by President Formigoni, in agreement with Regional Minister Maccari (28 July 2011).

Use of the checklist to assess and act preventively in order to avoid administrative burdens while formulating new measures is part of the initial monitoring procedure in place for measures:

• From 1 October 2011, regarding Regional Council measures

• From 1 January 2012, regarding management measures.

Progress in simplification policy-related issues was verified at Task Force sessions, starting with the process of establishing the SUAP one-stop shop for enterprises

On 24 February 2011, Regional Minister Carlo Maccari met with Professional Boards and Associations to promote involvement and empowerment regarding simplification-related issues, in order to enhance efficiency and quality of service.

Raising awareness among all Association members about progress and future developments of simplification activities implemented by and with the Lombardy Region.

Since 1 December 2010, all citizens, enterprises, associations and bodies have been able to submit their own input – provide proposals to simplify regulations and procedures, flag up red tape, and propose good practice worth spreading undertaken by other government bodies – via the “Semplific@ con noi” online consultation service, accessible directly from the DG website: www.semplificazione.regione.lombardia.it.

An initial four-monthly report on recommendations received between December 2010 and March 2011 has been published. The second one is forthcoming.

First level of analysis Reports of red tape, poor service and complaints are sent to the “Communication with Citizens” service, and then forwarded to the relevant government departments.

Proposals for simplification and positive experiences are received by the DG for Simplification and Digitisation and examined in partnership with the relevant departments.

Select examples of input received: Simplification of procedures to grant a permit for woodland thinning; Reconciliation of the PUGSS (General Urban Subsurface Plan) with the PGT (Territorial Management Plan); Review of regional regulation 2/2006 on the issue of concessions for diverting surface or underground water.

Target group: Managers and Middle Managers (around 600 people) Period: April to late July 2011 Length: two half-day modules Delivery: 1st module in the classroom; 2nd module workshop Content:1. Classroom learning: general principles and the definition of priority

simplification objectives, a presentation of the “Simple Lombardy” Agenda, simplification as a driver of organisational innovation, and process analysis methods and techniques (i.e. checklists, procedure analysis formats, etc.).
