SECTION A:

SIMCOE COUNTY ATHLETIC ASSOCIATION (SCAA)

ASSOCIATION PHILOSOPHY

Providing opportunities for our students, as future leaders, through athletics is of the utmost importance. School athletics are essential in that they are accessible to all students who express a desire to participate. The positive values of integrity, sportsmanship, and hard work are integral components of the school athletics’ experience. Students must have these experiential opportunities to develop in order to obtain a complete and well-rounded education. The skills necessary to be both productive and successful in their futures will be constructed upon the very foundations that are built within a school’s athletics’ program. Co-operation, communication, flexibility, problem solving, and adapting to change are core concepts within the athletics’ curriculum. The SCPHEHA established the SCAA in order to deal, specifically, with the athletics’ area and all corresponding administration and management. The equality of the Instructional and the Extra-Curricular programs, as mandated by OS:IS, was the driving force behind the birth of this association. The SCPHEHA continues to be a source of expertise and experience. The SCAA and the SCPHEHA jointly support the positive and valuable experiences of student athletes. The administration and the regulation of extra-curricular issues will focus on providing the best, most equitable opportunities for all involved. The SCAA functions to:

serve as mediator and liaison between schools and the SCDSB as well as that of other affiliated school boards and private school members administration

co-ordinate “in school” volunteer coaches and convenors

co-ordinate convenors and sport associations (GBSSA/ OFSAA)

provide services to student athletes and coaches

set expectations and standards for student athletes

Re-examination of policies, guidelines, and related issues must be on going to ensure the survival and growth of the SCAA as the sports’ governing body for the SCDSB; other affiliated school boards and private schools. Financial restraints limit the athletic programs currently in place. In order to maintain all existing programs, implementation of financial alternatives will have to be considered. The balancing act between maintaining quality, diverse programs, and obtaining adequate funding will be an on-going challenge. The SCAA assumes the leadership role in establishing the standards of excellence necessary in the delivery of the “superb athletic program” which currently exists throughout Simcoe County.

SECTION B:

SECONDARY SCHOOL ATHLETIC ACTIVITIES OPERATING

PARAMETERS

(as per the Simcoe County District School Board)

(a) As much as possible, all regular scheduled league play should occur after school hours. The travelling team(s) may be permitted to depart prior to the end of the school dismissal time in consideration of the following criteria: (i) daylight needed for the activity (ii) distance to be travelled (iii) dismissal time of the host school (iv) safety concerns (v) available coverage for the teaching assignment(s) of the departing teacher(s)

(The principal(s) of the travelling team(s) will approve the departure time of the team(s).) (b) Possible Start Times for Leagues: 3:30 PM - for all indoor sports 2:30 PM - for all fall and spring field sports

(exception: Boys’ Football - See the Football Guidelines) (c) Specialty Sports: The equivalent of school day time as determined by the convenors/sport advisors

(i) Alpine Skiing - 3 full day Meets (ii) Golf - 2 full day Qualifying Events per division (iii) Nordic Skiing - 2 full day Preparatory Meets (iv) Tennis - 1 full day Regional Meet (v) Track & field - 1 full day Zone Meet (vi) Wrestling - 4-1/2 day Meets (+1 ghost)

Exception: due to facility and set up issues: start time for wrestling meets will be 1 p.m.

For specialty sports a minimum of 2 prep meets/ competition must be participated in to be eligible for playoffs.

(d) Play-Off Events:

(i) County Play-offs should operate in accordance with league schedule times. (ii) Each sport is allotted one (1) instructional day for GBSSA competition.

(e) For each GBSSA event, a maximum of one instructional day will be allotted for the activity. Each

participating school will release one teacher/coach per team for this day. Release of additional coaches will be at no cost or coverage requirement to the school and at the discretion of the principal, when student safety is involved. It is understood that GBSSA will pay for the release of one convenor for each event and for the release of one referee for the final game of the event. Events requiring a large number of volunteers will need to recruit these volunteers from parents and others willing to assist.

(f) Schools in the Simcoe County District School Board and Simcoe Muskoka Catholic District

School Board may host invitational events during instructional time. These invitational tournaments will be approved and coordinated by the SCAA Chair. Participation in invitational events outside Simcoe County is a school-based decision made by appropriate staff and administration.

(g) In the individual sports for OFSAA, schools should group their competitors so that the competitors from several schools could be accompanied/ supervised by one teacher rather than expecting every school to provide a teacher/supervisor.

(h) It is understood that there will not be an increase in student fees for the purposes of meeting

teacher coverage costs for participation in GBSSA events. The principal and the appropriate staff will assess priorities and allocate funds from the sources available to defray these costs.

GENERAL GUIDELINES

The General Guidelines and Sports’ Regulations prepared by the Simcoe County Athletic Association (SCAA) govern the preparation of schedules and play-offs for athletic competition within Simcoe County. These General Guidelines and Sports’ Regulations must be recommended by the Simcoe County Athletic Association and approved by the Principals’ Liaisons of the Public and Separate Schools involved.

PART I: LEAGUE STRUCTURE AND POLICY

1. Declaration of Classification "A", "AA", "AAA”

The SCAA representative of each school will indicate, by sport, the classification of play in which the school will be competing during the following year for Simcoe County play.

2. League Structure In general, the following criteria are to be considered when leagues are being structured: (a) Regional competition is favoured as the prime concern. The A/AA and AAA

divisional format will be in place for the school year 2015-16 (Appendix A-2) for all sports with the exception of badminton (remaining in 3 divisions. (APPENDIX B); curling, golf and tennis (old North and South - APPENDIX C-1) and track and field “balanced” 2 division (n/s) format (APPENDIX C-2).

(b) In the interest of developing a positive educational experience, the promotion of

equality of competition is recommended when feasible. (c) Teams from the same school should not be travelling to different locations. (d) The following sports (to be considered on a program NOT on a team basis),

basketball, curling, flag football, football, ice hockey, rugby, soccer, and volleyball, schools will compete in their region to a maximum of six leagues games per season (ideally, one game per week). If less than four teams exist in a region, then teams may be shifted to another region for competition (or regions may be combined).

(e) Exceptions to the classification based format are: alpine skiing, cross-country

running, golf, gymnastics, nordic skiing and wrestling. Badminton will use the old 3 division format (APPENDIX B); curling, golf and tennis the old 2 division format (APPENDIX C-1) track and field will use the “balanced” old 2 division format (APPENDIX C-2).

(f) The first three appendices at the end of the General Guidelines are listings of all

Simcoe County Area Secondary Schools. Each page indicates the school population (as of October 31, of the previous year) and the school classification in accordance with OFSAA regulations.

(ii) APPENDIX A-2: alphabetical list of all Simcoe County Area Secondary Schools within A; AA and AAA divisions. The closest geographical areas are to be used for scheduling for the 2015-16 school year

(iii) APPENDIX B: an alphabetical list within the three (3) region (alphabetical North/Central/South) for badminton only

(iv) APPENDIX C-1: an alphabetical list within the two (2) regions (alphabetical within North/South) for curling, golf and tennis only

(v) APPENDIX C-2: an alphabetical list balanced for number of schools within the old North/South format for Track and Field only

(g) Any school located outside of Simcoe County must travel and incur all transportation expenses in order to compete in SCAA leagues (this includes both league and playoff games).

3. Eligibility

(a) The rules for eligible student athletes follow those listed in the GBSSA constitution, as approved by OFSAA. All students transferring schools must follow the GBSSA/ OFSAA Transfer Policy. A student-athlete may not participate in any game, tournament or exhibition competition until ruled on by the GBSSA transfer committee. Any student enrolled as a full-time lifeskills student in an SCAA member schools is exempt from the maximum age rule for SCAA competition only.

(b) The AELS eligibility form is the recognized registration format.

(i) Schools must file completed, signed AELS (GBSSA) eligibility lists (containing the level of competition, names, ages, and birth dates of players, and the required signatures) with the SCAA Chair and regional/district convenor no later than 24 hours prior to the competition. Note that GAMES played by players of schools who have not filed eligibility lists will be declared a forfeit (loss).

(ii) Any school that has not submitted the appropriate sport eligibility form

will forfeit their first league game. The SCAA chair will notify the principal of the school in order to prevent further league competition to forfeitures.

(c) A student athletes is deemed to have played in a game if they are present at the game, in uniform, identified on the game sheet and part of the school program.

4. Scheduled Dates (a) There shall be no scheduled (league or preparatory) sporting activities organized on

Professional Activity Days. (b) All Simcoe County fall activities are to be completed before winter activities begin.

No Simcoe County winter activities may begin until one full week following the last fall OFSAA final.

(c) In order to have schedules completed in time to have play-offs prior to OFSAA dates,

all league schedules should be set at a maximum of six (6) league playing dates.

(d) For all winter sports at least one league game shall be played after February 1st., where possible

5. Additional Games Existing scheduled dates must remain intact. Additional games may be scheduled to

provide a balance in schedules, up to the maximum permitted in that sport's regulations. These additions are subject to the approval of the convenor and sport advisor.

6. Play-offs

(a) No regular season games (make up games) will be played during the playoff week set time. Seeding dates will be set by the chair and included in the calendar times.

(b) No school may participate in play-off competition unless that school has participated

in league play where such exists or in the required number of qualifying meets. (c) The play-off structure will be based on the number of teams, which have actually

competed in the Simcoe County league schedule, in their school classification.

(d) In general, all competing teams will make the play-offs. The pages at the end of the General Guidelines are listings of the play-off format.

(i) APPENDIX D: the Play-off Structure to determine SCAA Champions Where possible the quarterfinal and semifinal games should be held on the day or successive days. The SCAA championship game shall be held a minimum of 3 day prior to the GBSSA championship date. (ii) APPENDIX E: the Play-off Structure to determine four (4) teams for GBSSA. This item is six pages in length! (iii) SCAA Championship games may start later than the approved times at the discretion of the host school. Later start times must be coordinated through the chair and permit department. For indoor sport single header SCAA Championship games may start at 5pm, doubleheader SCAA Championship games may start at 4pm (or an agreed upon time convenient for both schools). Officials’ availability, travel time and length of school day for opponents should be considerations when determining start time.

(e) A team, that forfeits a play-off match, will be ineligible for further competition in that sport for that season.

7. Seeding Committee(s) and the Seeding of Teams (a) Team sports use a seeding for play-offs will access the standing seeding committee.

The SCAA chairperson shall coordinate the process; assigning at least two members from the standing committee. The members of the SCAA standing seeding committee have the final decision on the placement of teams in seeding where disputes arise. The decision of the committee is final and will not be overturned. The seeding committee will use the following criteria: (i) The seeding committee will use as its primary criteria overall league record

and league games at classification. As these parameters may not always provide a clear ranking of teams

(ii) Tournament play, exhibition “head to head” and “tournament” game play results with common opponents may be used as additional secondary criteria.

(iii) Where no significant separation of teams is evident from the information submitted a random draw/coin flip may be used.

(b) The seeding form is especially important to ensure that all results are complete and

accurate. The form is to be used by all coaches of sports that use seeding for playoffs. It is to be completed and submitted to the chair of the standing seeding committee immediately following the last scheduled regular season game or to coincide with the meeting of the committee. (FORM 1)

(c) The opportunity to provide input on their seeding is via the Form 1 seeding sheet.

Failure to submit the appropriate information affects the seeding of all schools competing at that classification level. Once the seeding has been set and distributed, the format will not be changed.

(d) Each seeding committee will complete the seeding work sheet (FORM 13), complete

with notes and submit it to the chair for distribution to schools.

8. The Athletic Calendar

The calendar shall include only information pertaining to those sports recognized by GBSSA. Only league games, preparatory meets, qualifying meets, play-offs, GBSSA, and OFSAA dates shall appear in the calendar. In addition, invitational tournaments may be included on weekends and statutory holidays. Officiating clinics may be included on the calendar providing they are held after school hours.

The athletic calendar identifies the approved inter-school athletic activities. A time allowance is necessary as per the SCAA budget.

(a) The following sports are approved activities:

Curling Basketball Ice Hockey Volleyball Boys’ Football Rugby Soccer Alpine Skiing Girls’ Flag Football Nordic Skiing Badminton Gymnastics Cross Country Running Tennis Golf Track and Field Wrestling Baseball Slopitch

Motions to revise sports regulations are to be sent to the chair electronically by Jan 30 of the current school year (in lieu of a formalized sport guidelines meeting). Motion packages will be redistributed to schools prior to the end of February for discussion by coaches.

(b) Time Lines: A master calendar will be prepared by sport season September

Confirmation of Fall Teams for the current season at the SCAA Meeting. Declaration of classification level for play-offs for Fall Sports.

In the final week the Fall Sport Calendar and Sport Guidelines are sent to each secondary school.

9. Minor Calendar Changes (a) Minor changes to the Calendar can be made with the approval of the principals of the

schools involved (after consultation with the SCAA representative) and with the convenors concerned. All minor changes must be sent by the athletic director/co-curricular coordinators to the SCAA chair/calendar chair with the approval of both schools involved

(b) Changes to the Guidelines may occur if 65% of schools are represented in the voting

and a majority vote occurs.

10. Moratorium Period: Schools are to observe a period of 5 school days prior to the first day of exams. No practises,

games or events shall be held during the moratorium period.

11. Voting Procedures: When voting during a specific sports’ meeting, each school present will be permitted one

vote. A simple majority is required for changes. All proposed changes are subject to approval by the SCAA and the School Board Administrative Representative(s).

(a) The Jury of Appeal: The Jury of Appeal consists of 5 members.

(i) the SCAA chairperson or the SCAA Secretary (ii) the SCAA Constitutional Representative or Guidelines Representative (iii) the SCAA Principals' Representative (iv) the convenor of the sport (v) the SCAA sport advisor

In the event of a conflict of interest of any of these members, the SCAA secretary will

act as the replacement. The decision of the Jury of Appeal is binding. Considered under the jurisdiction of

this Jury are items that are not covered by rules of the game, GBSSA Board of Reference, the General Guidelines, and/or any breach of the Sports’ Code of Ethics.

(b) The decision to hold a Board of Reference hearing will be in the hands of the regional

chairpersons of the Board of Reference, as per the GBSSA constitution.

PART II: LEAGUE PROTOCOL (day to day operations)

1. Conflict: If a conflict exists between the SCAA General Guidelines and individual sports’ regulations,

then the General Guidelines will take precedence 2. Start Times: Refer to the Secondary School Athletic Activities Operating Parameters (page 5). 3. Game Sheets:

a) The game or score sheet is the official record of the game. It must include the date; the teams competing; age division (if appropriate); the names and jersey numbers of all players as well as the final result.

b) The game or score sheet must be emailed or faxed to both the convenor and the SCAA chair within 24 hours of the event/competition.

c) Failure to provide the official record within one week of the game will result in forfeiture

of result. 4. Game Order: In team sports in multiple level activities, the game order will be youngest to oldest unless

the travelling (visiting) school is otherwise notified by the SCAA representative of the host school by Tuesday noon of the week prior to competition.

5. Preparatory Meets: (a) In all sports that do not have league schedules, approved preparatory meets and

their locations shall be included in the calendar. (b) Preparatory meets shall be cost neutral. Entry fees should cover the facility use and

incidental expenses.

6. Exhibition Matches: Sports that have a definite recognized schedule (basketball, cross country running, curling,

flag football, football, ice hockey, rugby, soccer, volleyball, and wrestling), will not host any exhibition tournaments during school hours on Professional Activity Days. Certain exhibition games may be played during school hours only at the discretion of the Principals and Co-Curricular Leaders of the schools involved. Philosophically, it is recommended that funding for exhibition activities should not come from the school's basic budget.

7. Payment of Officials:

(a) League Officials:

(i) The home school is responsible for the payment of all officials for home games.

(ii) Schools that do not have facilities for hosting home games are responsible for the payment of officials when playing at a neutral facility and the game is designated as a home game.

(iii) If a team has to default a game with less than 24 hours’ notice, the defaulting team must pay the officials costs.

(b) Play-off officials: costs are to be shared among the teams involved. (i) Tournaments: shared costs among teams involved. (ii) Single games: paid by host team. (iii) Neutral court: shared among teams involved. (c) League tournament officials: costs are to be shared among the teams involved. (d) No staff member shall referee a game for remuneration before the official end of the

regular school day.

(e) No student shall officiate a game for remuneration before his/her classes end for the day.

(f) School procedures for paying officials should be in accordance with the

Administrative Procedures Handbook. 8. SCAA and GBSSA Report of Concern and Disqualification Report

(a) SCAA Report of Concern: this form should be carried by all coaches to report issues of concern regarding SCAA schools/competition. A copy of this report must be sent to anyone named in the letter, the principal and athletics coordinator of the school in question, and the current chair of the SCAA. The date and method of communication must also be indicated. (see FORM 11 in the SCAA guidelines)

b) GBSSA Disqualification Report: It is the responsibility of each coach for all sports

to carry a copy of the GBSSA Disqualification Report to ALL COMPETITIONS! The team coach MUST give this report to the referee when an incident occurs involving his/her team. Coaches are to advise their SCAA representative and principal of any incident that may result in a Board of Reference or that may require additional school-based sanctions. This applies to exhibition and weekend tournament events as well as league play. A copy of this form can be found in the GBSSA Constitution under Appendix J or the SCAA web page.

c) GBSSA Report of Concern: To be used to report issues arising during any GBSSA

Championship event. A copy of this form is found in the GBSSA Constitution under Appendix K.

9. Procedures for the use of Fields and Ball Diamonds (approved in March 2005)

WET FIELDS POLICY/ RAIN-OUT PROCEDURE

In an effort to avoid damage to our sports’ fields and to avoid injury to players, the

following procedures will apply. Simcoe County District School Board fields/ball-diamonds will be considered

UNPLAYABLE if the following conditions exist: 1. The ponding of water on the surface of the field/diamond. 2. Water sponging up around one’s feet when walking on the field/diamond. 3. Unsafe weather conditions such as lightning and thunderstorms.

If any of the above noted conditions exist or occur, then the field/diamond will be

considered UNPLAYABLE and the practice will be cancelled or the game will be rescheduled. The Board, through the direction of the principal or his/her designate, will have the exclusive right to cancel any (booked) game due to wet field conditions.

If a group arrives at a field and the above noted conditions exist or if the conditions develop

during the course of a game, they are NOT PERMITTED to play on (or continue to play on) the field/diamond. Several factors must be considered in deeming a field/diamond “unplayable”. Such factors are to include the following: 1. the safety of the participants 2. the possibility of liability through accidents or injury 3. the unnecessary expense of field/diamond repairs and maintenance

If a group ignores the UNPLAYABLE conditions, then the following sanctions will be

imposed: 1. The permit holder will be required to pay for all damages to the field/diamond

arising from abuse to the facility. 2. The permit holder could be held liable and responsible for accidents or injuries

incurred because of unsafe conditions. 3. The permit holder may have their permit suspended or revoked for any future use

of fields/diamonds.

FIELDS/ BALL DIAMONDS ARE NOT TO BE USED IF LIGHTNING IS

VISIBLE

All people on the field/diamond are to be immediately directed to move to a safe location,

away from metal structures (backstops, fences, etc.), tall structures (light standards, trees, etc.), and out of the open field.

10. Changeroom Procedures:

(a) Student-athletes must remain fully clothed in an appropriate team uniform in the competition area, and use a designated locker room/change area to change into and from competition attire. The first offence is a verbal warning. Second offence will be dealt with as per the rules of the sport (technical foul, yellow card; point awarded etc.).

(b) Since some teams carry “opposite sex” players, the SCAA representative of the host school should be apprised of this situation prior to the arrival of the team, in order that arrangements can be made for changeroom facilities.

11. Spectators

None are permitted from the visiting school(s) during school hours, unless agreed upon by the Principals and SCAA Representatives of the schools involved. In such cases and for special games (i.e. championships), the visiting school will provide staff supervision for its spectators.

12. Cheerleaders

Cheerleaders are not spectators; they are a team. When they travel to another school, they must have their own staff supervision. The SCAA representative of the host school should be informed of their presence (and needs) within 24 hours of the game.

13. Music

Warm-up music may be provided for the competitors in the gymnasium only, and only if provided by the host school. External loudspeaker devices are not to be brought by visitors.

PART III: LEAGUE POLICY SANCTIONS:

1. Regular Season Defaults If a team defaults a regular season game, it is designated as a loss. If two teams are tied at

the end of the season, then the team with the default will automatically receive the lower placement.

Any team that defaults a regular season game cannot receive the # 1 seed in the playoffs. (if

seeded first, they shall be automatically placed as 2nd seed). 2. Convenorship and Consequences of Failing to Convene Many sports have established convenor rotations. Schools MUST FULFILL their

responsibility regardless of whether or not they have a competing team. If a school cannot convene an activity, then a “substitute convenor” MUST BE FOUND by that school. Failure to comply with this regulation will result in the school of the rotational convenor being ineligible to compete in that sport for that season.

CODE OF ETHICS FOR INTER-SCHOOL ATHLETICS

COACHES As the central figure in the scheme of inter-school athletics, the coach, as a role model, must: (a) Exemplify the highest moral character, behaviour, and leadership. (b) Demonstrate a mastery of, and continuing interest in, principles and techniques of coaching

through professional improvement. (c) Strive to develop in each athlete the qualities of leadership, initiative, and good judgement. (d) Ensure that athletes are familiar with the rules of their sport and abide by those rules in letter

and in spirit. (e) Respect the integrity and personality of the individual athlete. (f) Treat opponents as guests and respect the integrity and judgement of officials who are also

guests. (g) Display modesty in victory and graciousness in defeat. (h) Seek to instill the development of good health habits and sound training practices as well as

the highest standards of conduct and scholastic achievement in all athletes. (i) Fulfil responsibilities to provide health services and an environment free of safety hazards.

TEAM CAPTAINS As a team leader and spokesperson, the team captain(s) should: (a) Greet the opposing captain in a cordial manner.

(b) Demonstrate a respect for the officials and treat them as guests. Any questions regarding

decisions should be asked during a time out in a quiet and respectful manner and ONLY for the purpose of clarifying a ruling so that it may be conveyed to the teammates and the coach.

(c) Prevent team-mates from entering into arguments with opponents, officials and spectators. PLAYERS Players should: (a) Display good sportsmanship and self-control at all times both on and off the field/court.

(b) Treat officials and opponents with respect.

(c) Be familiar with the rules of their sport and accept the spirit or intent of the rules.

(d) Display modesty in victory and graciousness in defeat. OFFICIALS Well-trained, competent officials are the key to a successful competition through their influence on the crowd and players. An official should:

SIMCOE COUNTY SPORTS’ PLAYING REGULATIONS

GIRLS' & BOYS’ BASKETBALL

1. Simcoe County Guideline Category: Girls’ and Boys’ Activities - League Play 2. Season: Girls’ Season: September to November Boys’ Season: December to March 3. Location of Finals and Date: Regional playoffs are to begin at least two (2) weeks prior to GBSSA The location will be determined annually, depending on the standings. 4. School Classification and Levels: "A" "AA" “AAA” Junior and Senior 5. League Structure and Play: (including tie-breaking procedures) Number of dates in schedule per school: 6 maximum Number of dates involved for play-offs: 2 maximum before GBSSA (a) League Structure: see the General Guidelines. (b) League Play: (i) Play will be within the restructured divisions (APPENDIX A-2) (ii) A maximum of six (6) games in each region will be scheduled. Convenors

should make sure that each school plays the schools within their classification before they play teams outside their classification. (For example, all “AA” schools within a region should play each other.)

(iii) If there are fewer than six league games scheduled, then the convenor may

attempt to schedule additional games to complete the schedule.

(iv) If all schools have played each other once, then the convenor will draw from a hat (randomly), to determine the opponents for each additional game to complete the six-game schedule. The convenor should keep in mind that schools will play within their classification where possible.

6. Play-off Structure and Play: (a) Every team qualifies for the play-offs. Play-offs will be county wide. All teams will

be seeded in their category (“A”, “AA”, and “AAA”, ) based on league play, head-to-head competition, common opponents, tournament play, and exhibition play.

(b) The Seeding Committee and the seeding of teams:

i) The standing seeding committee will be used to determine the placement of teams for the playoffs. Overall league play results will be used as the primary criteria.

ii) A “Team Record Sheet” was developed in June 2004. This form is to be used by all coaches. It is to be completed and submitted to the appropriate seeding committee chairperson immediately following the last scheduled league game. (FORM 1)

(c) To Determine an SCAA Champion: Simcoe County Schools qualify for the GBSSA

Southern District representative by winning the SCAA championship. (presently used for “A”, “AA”, and “AAA”), the championship format is outlined in the General Guidelines. (APPENDIX D)

(d) Entry to GBSSA: The SCAA champion plays the CASC representative to advance

as the Southern District of GBSSA representative. The GBSSA title game is the winner of the North District (MPS) representative versus the South District (SCAA champion vs CASC representative.). When no MPS school participates in a classification (ie AAA), the Southern District of GBSSA winner will also be the GBSSA champion.

7. Start Times: See the General Guidelines; Secondary School Athletic Activities Operating Parameters, as per the SCDSB 8. Dates For Declaring Classification and the Number of Teams:

Classification is to be declared at the same time as intent to participate information is submitted to the calendar committee.

9. Convenorship Rotation:

(a) Convenors will be assigned for a two-year term. The rotation is alphabetical by school name.

(b) See the General Guidelines, APPENDIX A-2, for the alphabetical listing of all schools

by Region. (c) See the General Guidelines for the consequences for a designated school failing to

convene when it is that school’s turn to do so. 10. Eligibility: as per the GBSSA Constitution (BY-LAW 2, Sections 1 to 13).

(a) Schools must file completed, signed GBSSA eligibility lists (containing the level of competition, names, ages, and birth dates of players, and the required signatures) with the SCAA Chair and regional/district convenor no later than 24 hours prior to the competition. Any player changes require 24-hour notice prior to that player’s first competition. Note that games played by players of schools that have not filed eligibility lists will be declared a forfeit (loss).

(b) All players must comply with the GBSSA transfer policy and procedure.

(c) All junior players must be under 15 years of age, as of January 1st prior to the start of the school year.

(d) All senior players must be under 19 years of age, as of January 1st prior to the start

of the school year.

11. Expenses: Convenors may charge a levy to cover administrative expenses (telephone, fax, postage,

photocopies, paper, etc.). This levy is to be shared by all schools competing in the league. 12. Rules: (a) As per the National Federation of State High Schools Association (NFHS).

(b) The pre-game on court warm up time for any league match should be a minimum of 20 minutes. This time begins when the court and benches are available. If both coaches agree the warm up time may be adjusted.

13. Uniforms: as per the Canadian Basketball Association. 14. Awards:

Using the SCAA playoff format (Appendix D), SCAA Champions will be declared at each classification (A, AA, AAA) and level (junior and senior) for both boys’ and girls’. An SCAA championship banner will be awarded to each winning team

15. Protest Procedure:

(a) Protests may be lodged on situations not under the jurisdiction of the officials or the GBSSA Board of Reference.

(b) All protests must be made within 24 hours of the incident, by phone, to the league

convenor and followed by a written report within three (3) school days to the league convenor. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

(c) The SCAA Jury of Appeal will deal with protests.

(d) The $10.00 cheque will be refunded if the protest is upheld.

League Structure and Play: Number of dates in schedule per school: 6 maximum Number of dates involved for play-offs: 2 maximum before GBSSA (a) League Structure: see the General Guidelines (b) League Play: (i) League play will be within the two divisions: North and South. See APPENDIX C-1.

(ii) Each division should organize games as facility use permits. (iii) A six game schedule will be used, ideally one game per week.

(iv) All league games will consist of six (6) ends.

(v) A win is worth 3 points. A loss is worth 1 point. A default is worth 0 points. A win by default is still worth 3 points. (vi) Any game resulting in a tie will have the tie broken by means of an extra

end of continuous play. If the tie still remains after this one extra end, then the tie will be broken by a “draw to the button” by one member of each team with the other team members acting as broom-holder and sweepers. After the “draw to the button” attempt, the following scoring will be used:

1. A rock biting the 12-foot circle will be worth 1 point. 2. A rock biting the 8-foot circle will be worth 2 points. 3. A rock biting the 4-foot circle will be worth 3 points. 4. A rock biting the button will be worth 4 points.

If a tie still exists, then it will be broken by another “draw to the button”.

(vii) At the end of league play ALL points accumulated will count toward final standings.

(iii) The seeding committee will determine the actual structure for the play-offs

using the 8 team SCAA Championship format. (APPENDIX D) as a guide. Play in or qualifying games will be assigned based on numbers of participants. This structure should be determined by mid-season or as soon as the total number of competing teams is known.

7. Entry to GBSSA:

(a) The Simcoe County Champion will play the CASC representative to determine the Southern District of GBSSA representative. The North District (MPS champion) plays the Southern District winner (SCAA vs CASC) for the GBSSA title.

(b) If the “Far North” (MPS) has no entry, then Southern District of GBSSA winner (SCAA vs CASC) will be the GBSSA champion.

13. Rules and Officials:

(a) The OCA (Ontario Curling Association) Handbook with the exception of any rules set by OFSAA will govern all competition.

(b) Any team in competition may make a substitution of their 5th player for any position

at the beginning of a subsequent game. (c) Each team in competition will be allowed a five-minute practice session on the sheet

of play before a league game starts.

(d) The team “with the hammer” will have the first practice. The team “without the hammer” will get the choice of rock colour.

(e) There will be a two-minute coaching break at the end of the third end.

(f) Each team is permitted a one-minute time-out during a game when that team is “in

control of the house”. 14. Uniforms and Equipment: School colours for each team member are recommended. 15. Awards:

Using the SCAA playoff format (Appendix D), SCAA Champions will be declared at each open classification for both boys’ and girls’. An SCAA championship banner will be awarded to each winning team.

made, in writing, to the competition convenor/official. These protests should be dealt with immediately.

(b) Protests may be lodged on items not under the jurisdiction of the officials or GBSSA

Board of Reference. (c) All protests must be made within 24 hours of the incident, by phone, to the league

convenor and followed by a written report within three (3) school days to the league convenor. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

(d) The SCAA Jury of Appeal will deal with protests. (e) The $10.00 cheque will be returned if the protest is upheld.

GIRLS’ & BOYS’ ICE HOCKEY

1. Simcoe County Guideline Category: Girls’ and Boys’ Activities - League play 2. Season: Girls’ Season – December to February Boys’ Season – December to February 3. Location of Play-offs and Date: These are to be completed one week prior to GBSSA The location will be determined annually, depending on the standings. 4. School Classification and Levels: “A/ AA” and “AAA”

Open 5. League Structure and Play: Number of games dates in schedule per school: 6 maximum (a) League Structure: (i) Leagues will be structured in three divisions A/AA; AAA and tier 2 non body

checking league at the local level will be included. An SCAA championship will be awarded at tier 2 but without access to GBSSA.

(ii) Available ice times must be submitted to the convenor prior to or on October

15th in order to be eligible for league play. (iii) A minimum of 1½ hours of ice time must be reserved for all league and play-

off games. 2 Hours of ice time must be reserved for SCAA semifinal and final playoff games.

(iv) Home teams are responsible for ice rental costs and referees.

(v) Two or three officials are to be assigned for all games.

For girls’ games, at least one official should have a minimum Level 2 certification.

For boys’ games, at least one official should have a minimum Level 3 certification.

(vi) One of the officials must be at least 20 years old. If an official is still a student,

they shall not officiate games involving their school. All officials must have a minimum level 1 certification.

(b) League Play:

(i) A. Approved games sheets are mandatory at each game including league games, exhibition games, and tournaments. These MUST be filled out and faxed to the convenor and the SCAA Chair the next day.

B. Game sheets may be available through the convenor. If this is not the case then the team MUST arrange to purchase games sheets from their local minor hockey association.

(ii) Games will consist of two 12-minute stop time periods and one 15-minute stop

time period. There will be a minimum rest of 5-minutes between the second and third period.

(iii) If a five (5) goal spread exists, then the clock will run “straight time” until the

gap is a three (3) goal spread. At this latter point the clock will revert back to stop time.

(iv) Warm up will consist of 3 minutes and will commence when the first team

enters on to the ice surface.

(v) No games shall start before 2:30pm without the approval of administration of both schools as per the SCAA Guidelines.

(vi) If the game is ‘curfewed’ by rink management, the score of the game stands.

Tie games shall “stand as ties” in league play. 6. Play-off Structure:

(a) All teams will qualify for the play-offs. Play-offs will be county wide. Teams will be seeded in their category (“A/ AA” and “AAA”) based on league play, head-to-head competition, common opponents, tournament play, and exhibition play.

(b) The Seeding Committee and the seeding of teams:

(i) The standing seeding committee will be used to determine the placement of teams for playoffs.

(ii) A “Team Record Sheet” was developed in June 2004. This form is to be used

(c) To Determine Entry to GBSSA .: The SCAA champion will play the CASC

representative to become the Southern District of GBSSA winner. The North district (MPS champion/rep) will play the South District of GBSSA representative for the GBSSA title. If the Far North (MPS) has no representative then the South District of GBSSA winner will be the GBSSA champion. The SCAA Championship Playoff structure is as indicated in APPENDIX D.

7. Tie-Breaking Procedure: Boys Hockey

(a) Ties during league play-offs, will be decided by a three (3) player shoot-out with shots taken simultaneously by both teams. For all SCAA semifinal and final games ties will be decided by a 10 minute sudden victory overtime. The 3 player shoot out will be used if still tied after overtime.

(b) Following the three (3) player shoot-out, if a tie still exists, then a simultaneous

sudden victory shoot-out will determine the winner.

(c) No player may take more than one shot in the shoot-out until the entire team has taken one shot, excluding the goalkeepers.

Girls Hockey

(d) One five-minute sudden victory overtime period using a three-on-three system shall be played until a winner is declared.

(e) In the event that one team is serving a penalty at the end of regulation time, it shall be four-on-three until the first whistle after the penalty has expired. At the expiration of the penalty the penalized player shall return to the ice and the teams shall play four-on-four until the first whistle at which time the teams shall revert to three-on-three.

(f) If the game is still tied, a three (3) girl simultaneous shootout will take place. Shooters

and one alternate must be declared on the game sheet prior to the start of the game. Substitution for an injured or penalized player is allowed. Penalized players may not participate in a shootout.

(g) If the game is still tied, a one (1) girl simultaneous sudden victory shootout shall take

place using the same players in the same order as above. 8. Start Times: See the General Guidelines; Secondary School Athletic Activities Operating Parameters, as per the SCDSB 9. Dates for Declaring Classification and the Number of Teams:

Classification is to be declared at the same time as intent to participate information is submitted to the calendar committee.

. 10. Convenorship Rotation:

(a) Convenors will be assigned for a two-year term. Each convenor will look after both the A/AA and AAA divisions. The rotation is alphabetical by school name.

(b) The rotation of schools (for convenor) is alphabetical by school in each classification

(APPENDIX A-2).

11. Eligibility: as per the GBSSA Constitution (BY-LAW 2, Sections 1 to 13).

(a) Schools must file completed, signed AELS GBSSA eligibility lists (containing the level of competition, names, ages, and birth dates of players, and the required signatures) with the SCAA chair and the regional/district convenor no later than 24 hours prior to the competition. Any player changes require 24-hour notice prior to that player’s first competition in each sport. Note that any games played by players of schools that have not filed eligibility lists will be declared a forfeit (loss).

(b) All players must comply with the GBSSA transfer policy and procedures.

(c) All players must be under 19 years of age, as of January 1st prior to the start of the

school year.

(d) BOYS who compete on an OHA Junior Team after the first league game of the high school season, WILL BE INELIGIBLE for high school competition. One exception to this rule: a Junior “C” or “D” team is allowed to AP a high school goalie to be called up in an emergency situation and appear on a game sheet and/or play up to a maximum of two exhibition/league and /or playoff games in total.

(e) GIRLS who compete on an CWHL, U18 and U22 National Team after December 1st

OR after the first league game of the high school season, WILL BE INELIGIBLE for high school competition.

12. Waiver and Declaration of Participation: All male players are to sign “a waiver” as presented at the end of these guidelines. This is a

“Declaration of Participation” to verify that the player is eligible to play at the high school level. The player’s signature on this form verifies her/his age and status. It also verifies that he/she fulfils the eligibility regulations as per items (b), (c), (d), and (e) in the eligibility section.

All boys’ coaches MUST USE the “Declaration of Participation Form” (FORM 2 ). The

completed form with the required information and all signatures MUST be submitted to the chair and convenor 24 hours before a team’s first league game. Failure to comply with this regulation will result in the forfeit of any league games played prior to the receipt of the information.

In the event of the discovery of an ineligible player on a winning team in a play-off game, the

convenor will report this discovery to the Board of Reference. It is recommended that, if time permits, the Board of Reference should direct a restructuring of games to rectify the situation. All costs are to be borne by the offending team.

13. Expenses:

(a) During the regular season and playoffs, the home team is responsible for both ice rental costs and for the payment of officials, while the visiting team is responsible for their own travel expenses

(b) Convenors may charge a levy to cover administrative expenses (telephone, fax,

postage, photocopies, paper, etc.). This levy is to be shared by all schools competing in the league.

14. Medical Personnel: The “home team” MUST have qualified first-aid personnel on site for all games. 15. Rules and Officials:

(a) CSA approved face masks must be worn by all participants. Players must wear a throat protector and goalies must add on a “Billy-Goat” protector. An inner mouth guard is mandatory for practices and games.

(b) The maximum numbers of players to dress for a game is twenty (20). All personnel

on the players’ bench must be listed on the game sheet. Injured players assisting on the players’ bench must wear a full helmet and cage as well as being listed on the game sheet.

(c) The red line shall be eliminated with regard to the offside rule.

(d) Boys Hockey – If a player is assessed three (3) minor penalties in one game, then

that player will receive a “game ejection” (GE) for the remainder of that game. (e) Girls Hockey - If a player receives four (4) penalties or three (3) stick penalties in one

game, she is ejected for the remainder of the game (GE).

(f) Minimum Suspensions apply as follows:

(i) All suspensions apply to both league games and play-off games.

(ii) During the period of suspension, players MUST ALSO NOT PLAY in exhibition games and/or tournaments.

(g) Minimum Suspensions are as follows:

(i) GM Codes (game misconduct codes) during the first or second period will

result in a two (2) game suspension.

(ii) GM Codes during the third period will result in a three (3) game suspension.

(iii) Exceptions to the above two rules are as follows:

1. A “GM 30” which will result in a suspension from all further play for the remainder of the season.

2. A “GM 50” which will result in an ejection from the current game and the next game. NO Board of Reference will be required.

(iv) GRM Codes (gross misconduct codes) during the first or second period will

result in a four (4) game suspension.

(v) GRM Codes during the third period will result in a five (5) game suspension. (vi) MP Codes (match penalty codes) during the first or second period will result

in a five (5) game suspension.

(vii) MP Codes during the third period will result in a six (6) game suspension.

(viii) A player assessed a GM code because of a resulting injury with no malicious intent; the referee is given the discretion to declare “No board of reference”.

(h) All “game misconducts”, “gross misconducts”, and “match penalties” MUST be

reviewed by a Board of Reference with the exception of a two-minute “Check from Behind” (GM 50).

(i) No body checking shall be allowed for girls only. Body checking will result in a two

(2) OR five (5) minute penalty at the discretion of the referee.

(j) Each team can be granted one 30-second time-out per game.

(k) Any player who fights in high school hockey is automatically suspended for the duration of the hockey season. Additional consequences may also be imposed.

(l) Any and all disqualifications (in league, exhibition, or tournament play) MUST involve

the completion of all paperwork and MUST be reported to the school principal, convenor, and the SCAA Chairperson in order to initiate a Board of Reference.

16. Uniforms and Equipment:

(a) The “home team” is responsible for ensuring that the sweaters that are worn by the players are distinctive. In the event of a controversy, the “home team” must change.

(b) Each team/school is responsible for supplying its own approved equipment.

17. Awards: Using the SCAA playoff format (Appendix D), SCAA Champions will be declared at each

classification (A/AA, and AAA) and level for both boys’ and girls’. An SCAA championship banner will be awarded to each winning team.

18. Protest Procedure:

(a) Protests may be lodged on situations not under the jurisdiction of the officials or the GBSSA Board of Reference.

(b) All protests must be made within 24 hours of the incident, by phone, to the league

convenor and followed by a written report within three (3) school days to the league convenor. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

(c) The SCAA Jury of Appeal will deal with protests. (d) The $10.00 cheque will be returned if the protest is upheld.

SIMCOE COUNTY SPORTS’ PLAYING REGULATIONS

GIRLS’ & BOYS’ RUGBY

1. Simcoe County Guideline Category: Girls’ and Boys’ Activities - League play 2. Season: April to June 3. Location of Finals and Date: One week before OFSAA Location to be announced. 4. School Classification and Levels: “A/ AA” and “AAA” Junior and Senior 5. League Structure and Play-offs: (including tie-breaking procedures) Number of dates in schedule per school: 6 games Number of dates involved for play-offs: 1 (a) League Structure: See the General Guidelines. (b) League Play:

(i) Single round robin play. Home and away games will be balanced by the convenor.

(ii) A team that is not located in Simcoe County, but is competing in the Simcoe County League, MUST travel for all league games.

(c) Selection of GBSSA Entries:

(as per SCAA seeding procedures) (i) When 8 or more teams are participating, where possible; quarterfinal and

semi final games should be played on one day; then all finals to be played on a separate non sequential day

(ii) In the quarterfinal round where the ¼ final and semi final games are played

on the same day the following sequence shall occur: 1. A group: The 8-1 & 5-4 games shall be played at the same time. 2. B group: The 7-2 & 6-3 games shall be played at the same time. 3. Semi final #1 shall be the winning teams from the A group of games

and will be played first. 4. Semi final # 2 shall be the winning teams from the B group of games

and will be played second. 5. The duration of these games will be 40 minutes. There is no overtime

in these game, teams proceed directly to kicks if tied at the end of regulation play. (refer also to the GBSSA regulations).

6. The championship final game will be 60 minutes in duration.

(iii) Schools participating in play-off games will share the cost of officials.

(d) Tie Breaking Procedure in Games:

(a) In the case of ties after regulation time, there will be two five minute halves played with 10-a side (5 forwards; 5 backs) with two minutes between halves. The ten players on each side must be selected from the players on the pitch at the end of regulation time. The remaining 5 players shall be directed to the end zone outside the dead ball line, to remain there until the completion of the overtime period. These players are eligible for substitutions and can be selected to kick at the end of the overtime period. If the teams are still tied at the end of the two 5minute halves, the game shall proceed to kicks.

(b) Kicks: Each team will select up to three players from among the players on

the field at the end of regulation time. (1, 2 or three kickers may be used).These players shall be organized to place or drop kick from designated spots at the same goalposts with the wind at their backs. A best of three format shall be used. The kicks shall be in the following sequence on the 22m line:

(i) 1st - midway between sidelines and 22m line (ii) 2nd - left 15m line and 22m line (iii) 3rd - right 15m line and 22m line

(e) In the event of a single entry at a junior provincial championship (ie Barbarian Cup) the AAA winner will be the automatic entry, unless the A/AA champion wishes to challenge. The challenge must be issued and received by 12p (noon) the day following the championship. The winner of the challenge game will be the representative. The host site will rotate between the two, in even numbered years for the A/AA and in odd numbered years AAA.

12. Medical Personnel:

(a) Qualified medical personnel must be on site for each game. Possible contacts are St. John’s Ambulance, the Red Cross, or Barrie Sports’ Medicine and Rehabilitation.

(b) It is the responsibility of the home team to make the appropriate arrangements.

(c) The cost of medical services is the responsibility of the home team.

(d) Many referees have indicated that they will not officiate unless medical personnel are

present at the start of the game. 13. Field Use: See the “Wet Fields Policy” in the General Guidelines. 14. Rules and Officials:

(a) All Simcoe County rugby games will follow the most up to date OFSAA regulations as modified in the current year.

(b) Where possible players and coaches from opposing teams shall be on opposite sides

of the field and a coach from each team is permitted to coach from the try zones. One coach must remain with the players at all times. When teams must be on the same side of the field, players and coaches will be located between the try line and 10m line on their respective half, for the duration of the game. Additionally a coach is permitted to coach from the try zone area, as long as one coach remains with the players at all times

(c) A local exception to the IRB Laws is an amendment to the substitution rules. This

amendment allows for “open substitution at dead ball situations”. This amendment MUST BE DISCUSSED AND AGREED UPON AMONG THE COACHES AND REFEREE(S) BEFORE THE GAME BEGINS . Each team may have an unlimited roster. The player/game roster sheet provided by the coach prior to the start of each game must identify all players to compete in each game.

(d) All referees will be certified.

(e) Note “Law 10” - Foul Play: “Foul play is anything that a person does within the playing enclosure that is against

the letter and spirit of the Laws of the Game. It includes obstruction, unfair play, repeated infringements, dangerous play, and misconduct.”

(e) Yellow and Red Cards:

(i) When a player has been cautioned and temporarily suspended in a match, the referee will show that player a yellow card. When a player has been cautioned and temporarily suspended (sin bin) in a match, the referee will show that player a yellow card.

The time in the sin bin shall be; 5 minutes for a 40 minute game; 7 minutes in a 50 minute game or 8 minutes if the game is 60 minutes in duration.

(ii) When a player has been “sent-off” in a match, the referee will show that player a red card.

(iii) A player, who is “sent-off”, takes no further part in that match AND MAY

NOT PLAY in any future games until that player has attended a Board of Reference.

(iv) A GBSSA Disqualification Report Form must be completed immediately for

any player who receives a ‘red card’. The form must be sent to the SCAA Chair and convenor within 24 hours.

(f) A Simcoe County Rugby Scoresheet has been developed. A copy of the form is at

the end of these guidelines. (FORM 7) (g) The Simcoe County Rugby Roster and Scoresheet must be used and completed

with ALL INFORMATION FOR BOTH TEAMS AT EACH GAME. (FORM 7) At the completion of every match, it is the responsibility of the host school to forward the forms, immediately, to the SCAA Chair.

15. Uniforms and Equipment: as stated in IRB Laws of the Game

(a) The wearing of mouth guards is mandatory. (b) Numbered jerseys, based on O.F.S.A.A. Guidelines, are required.

16. Awards: Using the SCAA playoff format (Appendix D), SCAA Champions will be declared at each

classification (A/AA, and AAA) and level (junior and senior) for both boys’ and girls’. An SCAA championship banner will be awarded to each winning team.

17. Protest Procedure:

(ii) A maximum of six (6) games in each region will be scheduled. An even draw of home and away games will occur as the numbers in the schedule allow. Double games against the same teams are drawn, by chance, by convenor.

(iii) OFSAA (triplicate) Score sheets are mandatory at each game and must be

fully completed to include date of game, score and roster information for both teams. A legible copy must be faxed/emailed to the SCAA Chair and convenor immediately following each game.

(iv) Points will be awarded as follows: Win = 3 points Tie = 1 point (v) No penalty kicks will be used to break a tie in regular season play. (c) Tie-Breaking Procedure: to determine placement for league play-offs:

(i) For ties between two teams:

1. Match between tied teams in the regular season. 2. Goals “against” between the tied teams. 3. Goals “against” for the entire regular season. 4. Flip a coin.

3. If all else fails, flip a coin. 6. Playoff Structure and Play: (including tie-breaking procedures)

(a) All teams will qualify for the play-offs. Play-offs will be county wide. An SCAA championship will be awarded at each classification and level.

(b) Teams will be seeded in their category (“A”, “AA”, “AAA”) based on league play,

head-to-head competition, common opponents, tournament play, and exhibition play.

(c) The Seeding Committee and the seeding of teams:

(i) The standing seeding committee will be used to determine the placement of teams for playoffs. (ii) A “Team Record Sheet” was developed in June 2004. This form is to be used by all coaches. It is to be completed and submitted to the appropriate sport convenor immediately following the last scheduled league game. (FORM 1)

(d) To Determine Entry to GBSSA: The SCAA champion will play the CASC

representative to determine the winner from the South District of GBSSA. The North District (MPS champion/representative) plays the South District (SCAA vs CASC winner) representative in the GBSSA final. The SCAA championship playoff structure is outlined in the General Guidelines. (APPENDIX D)

(e) Tie-breaking Procedure in a Play-off Game:

(i) 2 – 10 minute halves

(ii) 5 penalty kicks if the game is still tied

(iii) sudden-death penalty kicks if the game is still tied

This official should not be a member of the teaching staff for either of the competing

teams, nor should the official be a student or the parent(s) of a student from either of the competing schools’ team.

(c) Two (2) competent linespeople should be used (if possible).

(d) Uncarded linespeople cannot call “off-sides” during any games. (e) “Infractions and Consequences” Guidelines have been established by coaches.

(Refer to the page at the end of these Soccer Playing Regulations.) (f) Substitution Rule:

Up to three players may be substituted at any one time. Substitution is "unlimited".

Substitutions will be permitted during a stoppage in the play called by the referee. The following situations create the opportunity for substitutions:

(i) goal kicks (ii) the scoring of a goal (iii) injury to a player (iv) a throw-in, when the substitution is initiated by the team throwing the ball into

play (v) half-time (vi) the beginning of an overtime period (vii) the beginning of a half-time over-time period

(g) All schools MUST USE an official game sheet (either from OSA or OFSAA). This

should be a triplicate game sheet; copies are to be distributed accordingly. 14. Infractions and Consequences Guidelines: The information on the page at the end of these soccer guidelines should be given to the

referee before each game. There is often confusion between “summer area/league soccer” and high school soccer games. Due to our ‘Board of Reference’ regulations and in order to somewhat curtail the number of Board of Reference hearings, please educate officials regarding the Guidelines for Soccer Infractions (found following these sport regulations) by providing each with a copy. 15. Uniforms and Equipment:

(a) Players must wear the same tops and similar shorts, but socks may differ.

(b) Cleats with metal tips are not allowed.

(c) Shin guards are mandatory. The referee shall make a visual examination of all players' footwear prior to the game.

(d) “Sweats” can be worn in cold conditions.

16. Awards:

Using the SCAA playoff format (Appendix D), SCAA Champions will be declared at each classification (A, AA, AAA) and level (junior and senior) for both boys’ and girls’. An SCAA championship banner will be awarded to each winning team

17. Protest Procedure:

(a) Protests may be lodged on situations not under the jurisdiction of the officials or GBSSA Board of Reference.

(b) All protests must be made within 24 hours of the incident, by phone, to the league

convenor and followed by a written report within three (3) school days to the league convenor. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

(c) The SCAA Jury of Appeal will deal with protests. (d) The $10.00 cheque will be returned if the protest is upheld.

GUIDELINES FOR SOCCER INFRACTIONS AND CONSEQUENCES

“Chippy” behaviour and back talk on the field usually precede more aggressive play and abusive language. It is the responsibility of each coach to identify these preliminary signs and try to cool down the situation. Withdrawal from play and a brief talk with a player may be of great help in this area. It is also asked that the officials exert their authority on the field and warn players that if their unacceptable language, rough play, or unsportsmanlike behaviour continues then a yellow card is imminent.

Yellow Card Infractions: A player receives a yellow card, which means “a caution”, if in the opinion of the referee:

(a) He/she persistently infringes the rules of the game. (b) He/she shows by word or action dissent from any decision by the referee. (c) He/she is guilty of unsportsmanlike conduct. (d) He/she enters, re-enters, or leaves the field of play, after the game has commenced,

without the permission of the referee.

Yellow Card Consequences:

The referee is encouraged to make liberal use of the yellow card penalty if, in the official’s opinion, it improves the tone of the game and results in fewer red cards.

(a) A five (5) minute “off the field” penalty with substitutions allowed. (b) A second yellow means removal from remainder of game. (c) There is no player substitution for a player who receives a second yellow card.

Red Card Infractions:

A player will receive a red card, which means “ejection”, if in the opinion of the referee: (a) He/she is guilty of violent conduct or serious foul play. (b) He/she uses foul or abusive language directed at officials, players, or spectators. (c) He/she persists in misconduct after having received a caution or yellow card.

Red Card Consequences:

(a) An ejection from the game (b) An automatic suspension for, at least, one game (c) A Board of Reference inquiry is required for serious offences as determined by the

official. (d) The “carded player” may not participate at any level of play until the Board of

Reference convenes and adjudicates. (e) The referee is given the discretion to declare “No Board of Reference Required” for

intentional handballs. (f) There is no player substitution for a player who receives a red card.

run, with a maximum of six (6) games. If less than four programs exist in a region, then those teams may be shifted to the next closest geographical region for competition. Convenors must use regional play as the priority in scheduling.

(iv) League play will consist of 3/5 matches using the rally point scoring system

to 25 points. Games 1 to 4 will be to 25 points with a 2-point margin and no ceiling. Game 5 (the deciding game) will be played to 15 points with a 2-point margin and no ceiling.

7. Play-off Structure and Seeding: (a) All teams in each classification, at each level, will make the play-offs. The play-offs are county wide. An SCAA championship will be awarded in each classification. All matches will be 3/5 with the same parameters as during league play. The top seeded team in all cases will host the matches. (b) The league convenors should contact the “Far North” (MPS) early in the season and

establish which teams and how many teams are competing in that area. It is imperative to have this information since it determines which of our play-off structures will be used.

(c) The Seeding Committee and the seeding of teams:

(i) The standing seeding committee will be used to determine the placement of teams for the play-offs.

(ii) A “Team Record Sheet” was revised in June 2010. This form is to be used by all coaches. It is to be completed and submitted to the appropriate chair of the seeding committee immediately following the last scheduled league game. (FORM 1)

(d) Entry to GBSSA: The SCAA champion (APPENDIX D) will play the CASC

representative to determine the South District of GBSSA representative. The North District (MPS champion) plays the South District (SCAA vs CASC) champion for the GBSSA title. If there are no MPS entries at that classification the South District of GBSSA (SCAA vs CASC) champion will be the GBSSA champion.

12. Eligibility: as per the GBSSA Constitution (BY-LAW 2, Sections 1 to 13).

(a) Schools must file completed, signed AELS GBSSA eligibility lists (containing the level of competition, names, ages, and birth dates of players, and the required signatures) with the SCAA Chair and regional/district convenor no later than 24 hours prior to the competition. Any player changes require 24 hour notice prior to that player's first competition in each sport. Note that matches played by players of schools who have not filed eligibility lists will be declared a forfeit (loss).

(b) All players must comply with the GBSSA transfer policy and procedures.

(c) All junior players must be under 15 years of age, as of January 1st prior to the start of

the school year.

(d) All senior players must be under 19 years of age, as of January 1st prior to the start of the school year.

13. Expenses: Convenors may charge a levy to cover administrative expenses (telephone, fax, postage,

photocopies, paper, etc.). This levy is to be shared by all schools competing in the league. The total league charge is not to exceed $75.00.

14. Rules and Officials: VC (Volleyball Canada) Rules, including the number rule, with the variances listed below, will be used:

(a) Positive coaching on a dead ball is permitted. (b) The host school will provide a currently registered VC Referee and all minor

officials. (c) Games will be played on centre court, if facilities are available, as determined by

the host school. (d) 20 player names are permitted on the score sheet for both juniors and seniors.

(e) Simcoe County will allow a “libero” to be used according to OFSAA

(f) Finger tip passing will be permitted in the junior classification level. (g) The “time-out format” will be as follows: (i) two (2) - one minute discretionary time-outs per game

(ii) Teams cannot enter the playing court until signalled to do so by the official’s whistle.

(h) The ‘pre-match on-court warm-up time’ for any league match (including the second

match of a double-header), is set at a minimum length of 25 minutes. This time begins when the court and the benches are available (excluding the net height change).

(i) The above noted ‘warm-up time’ should be arranged in a “15-5-5” format for warm-

up. In the event that a team is late arriving to a site, or when extenuating circumstances are involved, the minimum time should be granted.

15. Uniforms and Equipment:

(a) As per Volleyball Canada including the number rule. (b) All players must wear identical jerseys; shorts must appear the same at first glance. (c) The “Libero” will be exempt from the number rule in relation to matching their team

jersey number, and/or in relation to having a numbered jersey in the first place. The different colour requirement is still to be in place.

(d) The official game ball for league/playoffs is any Tachikara 5W ball or the Baden 150

ball.

16. Awards:

(a) The league will be divided into A/AA and AAA divisions (APPENDIX A-2) when four (4) or more teams exist in each division.

(b) If less than four (4) teams exist in either division, then the league structure will be

countywide.

(c) There will be at least two (2) days between games, where possible.

(d) Three (3) home games and three (3) away games are to be scheduled.

(e) As much as possible, double-headers should be scheduled in order to save on expenses for referees, travel, and the lining of the fields.

(f) The Flag Canada Rule Book are the official rules of the game. In Simcoe County

play the following variances will be in effect listed as (APPENDIX G).

(g) Results (i) All Teams are to use the official SCAA Girls Flag Football Game sheet for

recording results. Both teams’ rosters and all game information (date/opponents/player numbers/score/officials name) must be completed.

(ii) This sheet must be faxed/emailed to the convenor and SCAA chair within 24 hours of the game.

(iii) A copy of the game sheet is found in the Forms section of the guidelines as Form 4.

(h) Tie-Breaking Procedures: (to break a tie in league standings)

(i) Review and use the results of the match between the tied teams during the

season.

(ii) Tie breaking will follow standing seeding committee parameters using

league results, head to head and any tournament information to separate

tied teams. A random draw or coin flip will be used when needed.

6. League Play-off Structure and Seeding:

(a) All teams will qualify for the play-offs. Play-offs will be county wide. A Simcoe County Championship will be awarded at A/AA and AAA in junior and senior divisions. .

(b) The Seeding Committee and the seeding of teams:

(i) The standing seeding committee will be used to determine the placement of teams for playoffs.

(ii) A “Team Record Sheet” was developed in June 2004. This form is to be used by all coaches. It is to be completed and submitted to the seeding committee chair immediately following the last scheduled league game. (FORM 1)

(c) To Determine GBSSA Entry: The SCAA championship structure is outlined in the

General Guidelines. (APPENDIX D). The SCAA champion will play the CASC representative to determine the South District of GBSSA representative. If no MPS school participates in a league then the South District of GBSSA champion will be deemed the GBSSA champion as well.

(d) Play-offs will be held using a one (1) day format, with quarter finals and semifinals

held on the same day. The finals will be held on a separate day.

(e) The location and date of the play-offs will be at the discretion of the convenor. This information will be in the Simcoe County Athletic Calendar.

(g) The playoffs at the junior and senior division will be divided into AA (with both A and AA schools playing in this division) and AAA classifications.

(h) Semifinals will be played at the home of the highest seed on a designated date set by the convenor. All finals will be played at the Orillia Sports Fields. The convenor will assign the officials for semifinal and final games 7. Start Times:

(b) When there is a rule interpretation question, a coach may ask for an official time-out

for clarification of the rule from the official(s). If the inquiry is legitimate, then no time-out will be charged to the team requesting the rule clarification. If it is deemed that the inquiry is not legitimate, then a time-out will be charged to that team. If the inquiring team has used its two allotted time-outs, then a delay of game will be charged.

(c) At the beginning of each game both teams will line up on their 40 yard line for a player

check. This will include proper flags, shirts tucked in, mouth guard. No jewellery is to be worn.

(i) A seeding committee of three (3) people will be used to determine the placement of teams for tournament purposes. This committee will be comprised of the league convenors and the umpire-in-chief.

the tournament including umpires, diamond rental, balls, medical personnel and awards.

(c) Each team is responsible for its own travel cost(s).

(d) Convenors may charge a levy to cover administrative expenses (telephone, fax,

postage, photocopies, paper, etc.). This levy is to be shared by all schools competing in the league.

12. Rules:

(a) The Slo-Pitch National rules shall govern play at the Simcoe County Secondary League.

(b) It is the responsibility of the host school/home team to submit to the SCAA chair and /or convenor the SCAA Slo-pitch Roster/scoresheet (FORM 8) for all home games with the players on both teams clearly listed and game results within 24 hours of the game.

13. Uniforms:

All competitors are expected to dress in uniforms that are neat, clean and which maintain the integrity of the school's/Association's name, colours and logos. All uniforms must have numbers on the back of the uniform shirt. No sport club insignia on uniforms shall be permitted. A sport club is defined as a community, provincially or nationally based organization whose primary purpose is participation in organized competition in single or multi sport programs. Sponsorship recognition is permitted to be visible but must conform with the placement guidelines outlined in OFSAA By-Law 6, Section 2(h).

14. Awards:

Championship Plaque and 20 individual medallions for each of the championship and finalist teams. An SCAA championship banner will be awarded to each winning team at A/AA and AAA levels.

15. Protest Procedure:

(a) Protests may be lodged on situations not under the jurisdiction of the officials or the G.B.S.S.A. Board of Reference.

(b) All protests must be made within 24 hours of the incident, by phone, to the league

convenor and followed by a written report. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

(c) The S.C.A.A. Jury of Appeal will deal with protests. (d) The $10.00 cheque will be returned if the protest is upheld.

SIMCOE COUNTY SPORTS’ PLAYING REGULATIONS

BASEBALL

1. Simcoe County Guideline Category: Boy’s Activity 2. Season: April to June 3. Location of Finals and Date: Regional playoffs are to begin two weeks prior to GBSSA The location will be determined annually, depending on the standings. 4. School Classification and Levels: "Open” Varsity 5. League Structure and Play: (including tie-breaking procedures) Number of dates in schedule per school: 6 maximum Number of dates involved for play-offs: 3 maximum before GBSSA

(i) League play will consist of two tiers. Tier one will be composed of the top 8 teams from the

previous year. Tier two will be composed of the remaining teams. Any new team entering

the league for the first time will automatically be in the tier two league. The winner of the

tier two league will advance to the tier one league the following year.

The tier one team with the worst record that does not advance past the 1st round of playoffs

will be relegated to tier 2 for the next season. For the 2015-16 season (pending approval)

the tier one league will be composed of:; Barrie North; Nottawasaga Pines SS; Innisdale

SS; Collingwood CI; Eastview SS and Nantyr Shores SS.

(ii) A maximum of six (6) games will be scheduled.

(iii) Home teams are responsible for

a. payment of umpires b. payment of any diamond rental fees charged by township/municipality c. providing bases for the game d. lining the infield with foul lines (from home plate to grass outfield) e. completion and submission of SCAA gamesheet within 24 hours of end of game.

(iv) Two umpires are to be assigned for all games. Umpires must have a minimum Level 2

certification, be over the age of 18 and not from the participating schools.

(v) Approved Baseball Scorebook is mandatory at each game including league games, exhibition games, and tournaments. These MUST be filled out results must be faxed to the SCAA chair and convenor by the home team the next day.

(vi) An official record of the game (gamesheet ) needs to be electronically forwarded to the SCAA chair for storage within 24 hours of the game. This game sheet can be found in the forms section of the guidelines ( FORM 3).

6. Play-off Structure and Play: (a) Playoffs will be separated into tier one and tier two formats. (i) The tier one champion will be the SCAA/GBSSA champion and represent the area as the

OFSAA rep. (ii) The tier two playoff with SCAA championship will be held as per SCAA regulations. The winner

of the tier two championship will play in the tier one league the following year. If the school declines, the tier two runner up may opt to enter the tier one league the following year. If no team from tier two moves up there will be no relegation from the existing tier one league.

(iii) If a tier two team wins the SCAA championship in consecutive years they must compete in the tier one league in the third year.

(b) The Seeding Committee and the seeding of teams:

(i) The standing seeding committee will be used to determine the placement of teams for playoff seeding .

(ii) Seeding of teams for playoffs will be based on regular season record. If 2 teams are tied with the same record, head-to-head results will be used to break the tie. If the 2 teams did not play each other during the regular season, runs for / against will be used to break the tie. If the RF / RA statistic is equal, a coin toss will break the tie. If 3 or more teams are tied with the same record, ALL OF THE TIED TEAMS MUST HAVE PLAYED EACH OTHER during the regular season in order to use the head-to-head tie breaker. If there is no common schedule between all teams tied, the same RF / RA statistic, then a coin toss will be used.

(iii) A “Team Record Sheet” was developed in June 2004. This form is to be used by all coaches. It is to be completed and submitted to the sport convenor immediately following the last scheduled league game. (FORM 1)

(c) To Determine Four (4) Teams: when four (4) teams from Simcoe County qualify for GBSSA

(presently used for “AAAA”), then the structure outlined in the General Guidelines. (APPENDIX E) 7. Start Times: See the General Guidelines; Secondary School Athletic Activities Operating Parameters, as per the SCDSB 8. Dates For Declaring Classification and the Number of Teams: Classification and intent to compete is declared in early March as per the calendar committee deadline.

9. Convenorship Rotation:

(a) Convenors will be assigned for a two-year term. Each convenor will look after both the North and the South Region. The rotation is alphabetical by school name.

(b) The convenor for the 2015-16 and the 2016-2017 seasons are as follows:

(c) See the General Guidelines, (APPENDIX A), for the alphabetical listing of all schools.

(d) See the General Guidelines for the consequences for a designated school failing to convene when

it is that school’s turn to do so. 10. Eligibility: as per the GBSSA Constitution (BY-LAW 2, Sections 1 to 13).

(a) Schools must file completed, signed AELS GBSSA eligibility lists (containing the level of competition, names, ages, and birth dates of players, and the required signatures) with the SCAA chair no later than 24 hours prior to the competition. Any player changes require 24-hour notice prior to that player’s first competition. Note that games played by players of schools that have not filed eligibility lists will be declared a forfeit (loss).

(b) All players must comply with the GBSSA transfer policy and procedures

(c) All players must be under 18 years of age, as of January 1st prior to the start of the school year.

11. Expenses:

(a) During the regular season and playoffs, the home team is responsible for both diamond rentals and for the payment of umpires.

(b) For play-offs, the home team is responsible for determining the total cost of the diamond and the

umpire(s). This total is to be communicated to and shared equally with the visiting team. The visitors are to bring a cheque in the said amount with them to the game.

(c) Each team is responsible for its own travel cost(s).

(d) Convenors may charge a levy to cover administrative expenses (telephone, fax, postage,

photocopies, paper, etc.). This levy is to be shared by all schools competing in the league. 12. Rules:

The Official Major League Rules of Baseball, (OBA) shall govern play at the SCAA level with the following exceptions: (a) All games will be seven (7) innings except when a team is leading by 10 or more runs after five

(5) innings or four and a half (4½) innings if the home team is ahead. Then the mercy rule will apply and the game is ended.

(b) Tie games will be broken as follows (playoff scenario only): The teams will place a runner at second base (last player who made an out) and play extra

innings until a winner is declared. (c) Any player not in the starting line-up may be used as a courtesy runner. The Courtesy runner

may be used for the pitcher or catcher at any time during the game. The courtesy runner is still available to enter the game for another player.

(d) Pitching Restrictions: Once a pitcher has left the mound, he may move to any other position on the field or exit the game. He is not available to pitch again in the same game.

Regular Season / Playoff Elimination Games A pitcher may pitch a maximum of 75 pitches per game or 100 pitches over two consecutive days. If the maximum limit is reached while facing a batter, the pitcher may pitch to the earlier of:

(i) the completion of that batter, or (ii) the end of the inning. A pitcher, who pitched 75 or more pitches in one day or 100 pitches over two consecutive days, cannot pitch the next calendar day. Special Notes: (i) When counting pitches, a balk will be considered a pitch if the ball is thrown. (ii) An official pitch count recorder must be identified by the score keeper and must provide the pitch count to either manager or the umpires. (iii) It is the Pitch Count Recorder’s responsibility to inform the home plate umpire that the pitch count limit is reached. If the Pitch Count Recorder fails in this action, it is the responsibility of the defensive team’s manager to remove the pitcher.

(e) Runners are instructed to slide or attempt to avoid making contact with a fielder. A player who maliciously runs into another player is to be declared out and is to be automatically ejected from the game. No Board of Reference is required.

(f) This is an all wood bat league. All bats used must conform to the Ontario Baseball Association. Composite bats are permitted. The bat cannot have a diameter at its thickest part of more than 2 5/8 inches.

(g) No “on the field” live batting practice may occur at any diamond/field 6 hours prior to the start of the game. The use of a net/screen or system which allows for off field hitting drills may be used. Whiffle balls, soft toss or t-works may be used for batting practice. The infield is not to be used during warm up. (Note: Live practise involves the use of regulation baseballs)

. (h) Only baseballs approved by Baseball Canada for use by Midget age and up (16 and over) shall be used in High School competition.

(i) Shoes with metal cleats or rubber molded cleats are permitted.

(j) Catchers must wear a helmet and mask with adequate throat protection at all times. Note: This includes practice and warm-ups. Coaches must wear at least a mask in all practice and warm- up situations.

(k) The use of all tobacco products, including smokeless tobacco by all on-field participants (players, coaches, managers, trainers, umpires, etc.) is prohibited at all times and is subject to automatic ejection from the game. No Board of Reference is required.

(l) No visible jewellery is allowed. 13. Uniforms:

14. Awards: Using the SCAA playoff format (Appendix D), SCAA Champions will be declared at each classification

(Tier 1 and Tier 2). An SCAA championship banner will be awarded to each winning team. 15. Protest Procedure:

SIMCOE COUNTY SPORTS’ PLAYING REGULATIONS

BOYS' FOOTBALL

1. Simcoe County Guideline Category: Boys' Activities - League Play 2. Season: September to the end of November 3. Location of Finals and Date: the end of November 4. School Classification and Levels: Open to all schools A/AA and AAA Junior and/or Senior, OR Varsity 5. League Structure and Play: (including tie-breaking procedure) Number of dates in schedule per school: 6 maximum Number of dates involved for play-offs (for the winner): 3 maximum (over 2 weeks) (this includes GBSSA)

(a) All schools playing football in Simcoe County will play in one single league.

(b) A team will have only one 2-game-week in the regular schedule. There will be at least 2 days between games. Doubleheaders are to be scheduled, when possible, to save on expenses for items such as

referees, travel costs, and the lining of fields.

(c) Tie-Breaking Procedure: in the event of a tie at the end of regulation time, the CIS overtime rules will apply.

(d) Regular Season Overtime Rules: if at the end of regulation time, the score is tied, overtime will

be played, as follows: Each team will have one possession. There will be no sudden death. If after each team has had one offensive possession the score is still tied, the game will be recorded as a tie. Prior to the overtime, a coin toss, called by a visiting team captain, will determine the following choices. The winner of the coin toss will choose either: 1. start on offence or defence OR 2. which end to play in for the first set of offensive series in that period. The loser of the toss will select the remaining option. The winner of the toss may not defer its choice. For the second set of offensive series, the team that lost the original coin toss will choose one of the above choices first. The ball will be put in play at the 25 yard line for the beginning of each offensive series. No timeouts during overtime. The rules regarding fumble recoveries and interceptions are as per the CIS Men’s Football rules (D.8.e). For the regular season standings the winning team will be credited with a win. The losing team

will credited with a tie.

(e) Playoff Overtime Rules: If at the end of regulation time, the score is tied, overtime will be played until a winner is determined. The teams will have equal possessions until a winner is determined. There will be no sudden death. In the initial extra period, each team will be guaranteed 2 offensive series. If at the end of the first extra period of two offensive series each, the score is still tied, each extra period will consist of one offensive series each until a winner is determined. A coin toss, called by a visiting team captain, will determine the following choices. The winner of the coin toss will choose either: 1. start on offence or defence OR 2. which end to play in for the first set of offensive series in that period. The loser of the toss will select the remaining option. The winner of the toss may not defer its choice. From that point on, the winner of the original coin toss will have first choice of the above options on all odd-numbered series and the loser of the original coin toss will have first choice on all even-numbered series. The ball will be put in play at the 25 yard line for the beginning of each offensive series. No timeouts during overtime. After two offensive series each (i.e. after the initial extra period of two offensive series), if the score is still tied, all converts must be two-point attempts. The rules regarding fumble recoveries and interceptions are as per the CIS Men’s Football rules (D.8.e).

6. Play-off Structure and Play: Prior to the beginning of the regular season, all junior and senior teams will declare whether they will

compete in post-season playoffs at the A/AA or AAA level.

(a) Every team qualifies for the play-offs. Play-offs will be county wide. All teams will be seeded based on league play, head-to-head competition, common opponents, tournament play, and exhibition play.

(b) The Seeding Committee and the seeding of teams: The standing seeding committee will be

used to determine placement of teams for playoffs, and use the draw from a hat for tied team placement..

(c) Tie-Breaking Procedure (to be used by the Seeding Committee): (i) Involving Two (2) Teams: if two teams are tied for a given position, then the results of

regular season games between the two tied teams are to be used to determine the higher ranking. If two games were played and there was a “split result”, then the points differential (for those games only) will determine the higher ranking.

(ii) Involving Three (3) Teams: if three teams are tied for a given position, then the results of regular season games between the tied teams are to be used and applied as follows:

Situation #1: Team A has defeated team B and C. Team B has defeated Team C. The ranking order is A, B, C. Situation #2: Team A has defeated Team B and C. Team B and C tie or do not play. Team A receives the top position and there is a “coin flip” between B &

C for the higher ranking. Situation #3: Team A has defeated team B. Team B has defeated team C. Team A tied team C or defeated team C. The ranking order is A, B, C. Situation #4: Team A has defeated team B. Team B has defeated team C. Team C has defeated team A. The ranking order is determined by the drawing of the names (of the

three teams) from a hat. (d) To Determine Four (4) Teams: Using the SCAA playoff format (APPENDIX D), SCAA champions

will be declared in each classification (A/AA and AAA) and level (junior and senior). An SCAA Championship banner will be awarded to each winning team.

(e) Simcoe County Champions/ GBSSA Champions: The SCAA champions plays the CASC

representative to determine the Southern District of GBSSA winner. The GBSSA title game is the North District (MPS) versus the South District (SCAA vs CASC) champion. If Muskoka-Parry Sound (MPS) DOES NOT field a team (and, therefore, provides NO ENTRY to GBSSA), then the South District GBSSA Champions will be declared the GBSSA Champions (APPENDIX D).

7. Start Times: (a) Double-Headers: Labour Day to first Friday in October 2:30 pm Second Monday to Daylight Savings Time 1:30 pm After Daylight Savings Time 12:30 pm (b) Single-Headers: Labour Day to Daylight Savings Time 2:30 pm After Daylight Savings Time 2:00 pm 8. Date For Declaring the Number of Teams and Classification:

Intent to compete and classification level is to be declared prior to scheduling for that season, as determined by the calendar committee.

9. Convenorship Rotation: Currently, there is no set rotation. Convenors volunteer for a two (2) year term at the Simcoe County

Coaches’ Meeting (which occurs every two years). 10. Eligibility: as per the GBSSA Constitution (By-Law 2, Sections 1 to 13).

year. 11. Expenses: Convenors may charge a levy to cover the league championship expenses .This may include the rental of

the field, cost of officials, cost of athletic trainer, cost of awards, cost of luncheon for championship convenors and assistants, and any other costs deemed necessary to stage the championship game(s). This levy is to be shared by all schools competing in the league. This fee will be collected at the beginning of the season.

12. Field Use: See the “Wet Fields Policy” in the General Guidelines. 13. Uniforms and Equipment:

(a) As per CAFA Rules. (b) Where uniforms are similar enough to cause difficulty for the players or for the officials, pinnies or

jerseys will be provided and worn by the visiting school. 14. Awards: Using the SCAA playoff format (Appendix D), SCAA Champions will be declared at each classification

(A/AA, and AAA) and level (junior and senior). An SCAA championship banner will be awarded to each winning team.

15. Rules and Officials:

(a) C.A.F.A. rules will apply, juniors and seniors will both play three (3) down football. The “Numbers Rule” will apply.

(b) Simcoe County Football Officials Association. (c) The official game ball is the Wilson CFL composite ball. Furthermore, the home team will provide

two game footballs of the same type to be used for the entire game and overtime at the discretion of the referee.

(d) No yards penalty will be assessed as follows:

. i) If a ball is fielded in the air and a player on the kicking team is deemed to be inside the 5 yard restraining area, the penalty shall be 15 yards from the spot of the catch or the result of the play. ii) If a ball touches the ground prior to being fielded and a player on the kicking team is in the restraining area but not involved in the tackle, the penalty shall be 5 yards or the result of the play; and a player on the kicking team is in the restraining area and actively attempts and succeeds in leaving the restraining area prior to making the tackle, the penalty shall be

5 yards or the result of the play; and a player on the kicking team is in the restraining area and is involved in the tackle, the penalty shall be 15 yards or the result of the play.

(e) “Crack Back Blocking” in the expanded box – see referee rules (f) The (FORM 5 & FORM 6) approved roster and score sheet (complete with numbers), and

disqualification sheets, must be available at the scorer’s table five (5) minutes prior to kick-off. If these are not present, then the offending team will be assessed with a time-out/delay of game penalty. SHEETS MUST BE PRESENT PRIOR TO KICK-OFF.

(g) The roster and score sheets (FORMS 5 & FORM 6) FOR EACH GAME must be sent to the

convenor for game results to be official. (h) If a team voluntarily FORFEITS a game then the other team is awarded the win and the forfeiting

team is NOT ELIGIBLE for the play-offs. All other games during the schedule are awarded to other teams as wins.

(i) NEW RULE: “Cool Down”: The officials are in charge. At the referee’s discretion, players may

be sent from the field to “cool down” and allow the player’s coach to deal with the player’s behaviour. The cool down period will consist of three series. That is, if the incident occurred when the player’s team was on offence, the player will sit for the rest of that series, his team’s next defensive series and his team’s next offensive series. After that the coach must approach the referee and request that the player may re-enter the game.

When the player is initially sent off, the referee will notify both benches and write on the game report the player’s number and the fact that he has received a cool down “yellow” card. Following the game the referee should take the time to describe the incident in more detail. A Game Disqualification Report or Board of Reference is not required. If the player receives a second yellow card, he is ejected from the game then requiring a Disqualification Report and is suspended until the player goes before a Board of Reference.

(j) Timing of all games: (i) All levels as per CAFA rules – 12 minute quarters using “White Book Timing”. (ii) The clock will stop at all times for injuries, penalties, scores, measurements, ball going

out of bounds, change of possession and at the discretion of a referee until such time that the referee signals time to resume as per CAFA rules.

(iii) Home team will supply a trained timekeeper while the Visiting Team supplies an assistant.

(iv) If the game is called due to darkness by the referee, an official game will have occurred if 3 quarters have been played. The score at the time of the game being called will be the official final score

16. Protest Procedure:

(a) Protests may be lodged on situations not under the jurisdiction of the officials or the GBSSA Board of Reference.

(b) All protests must be made by 3:00pm of the next school day after the incident, by email, to the

league convenor and SCAA Chair. A cheque for $10.00 must be made out to the Simcoe County Athletic Association and a copy of that cheque must be emailed with the protest.

(c) The SCAA Jury of Appeal will deal with all protests.

(d) The $10.00 cheque will be returned if the protest is upheld.

SIMCOE COUNTY SPORTS’ PLAYING REGULATIONS

ALPINE SKIING

1. Simcoe County Guideline Category: Co-ed Activities & Preparatory Meets 2. Season: December to February 3. Date Of Championship: The championship will be at the GBSSA level. It will be held in the last 2 weeks of February to comply

with O.F.S.A.A. regulations. There will be no Simcoe County final. See item 5(b) of the O.F.S.A.A. regulations (regarding entry).

Entries must be received by the O.F.S.A.A. convenor no later than one week prior to the meet. No late

entries will be accepted. 4. Location: The location will be determined by the Convenor, at the GBSSA Annual General Meeting of the school

year prior to the championship. It is recommended that this race be held at one of the following ski clubs: Alpine, Blue Mountain, Craigleith,

Devil’s Glen, Georgian Peaks, Osler Bluffs, or The Toronto Ski Club. 5. School Classification and Levels: There will be boys' and girls' team divisions in both Level 1 and Level II. 6. League Structure:

(a) Definitions of Teams and Team Members: Level 1 Team Race: participants are school-trained athletes only. They have no ski league

affiliation, present or past, beyond the U12 category. Level 2 Team Race: participants are those who have trained beyond the U12 category.

(b) Events: Two runs in each event will be run, if possible. The decision as to the starting time of the final run

will be let to the discretion of the race committee. The competition will take place over one day. Slalom and Giant Slalom; GBSSA will be GIANT SLALOM. 7. Entry: There will be two (2) or more qualifying races each year. (a) Each school shall compete in two (2) qualifying races run by Association schools. Each racer must

compete in at least one (1) of the Association race to qualify for the GBSSA Championship.

(b) Member schools of the Association must submit their intent to compete by December 1st for that school year.

(c) The top twelve (12) boys' and the top twelve (12) girls' teams from the qualifying meets in our

schedule will gain entry into the Championship. Additional teams above the top twelve (12) may be admitted at the convenor’s discretion.

(d) Schools will be allowed to enter one (1) boys’ team and one (1) girls’ team in each of the Level 1

and Level 2 races. Teams will be made up as follows: Boys': 5 team members, 5 to race in the event, 3 to count. Girls': 5 team members, 5 to race in the event, 3 to count. (e) All racers must be declared on the entry form. Any substitution must be declared at the coaches'

meeting immediately prior to the event. Such skier must race in the same running order as the skier being replaced and must have the same required documentation as other team members.

(f) At least one coach or representative from each school must attend the pre-race coaches’ meeting

in order for their school to participate in the event. (g) Entries to a “qualifying race” may not exceed 30 boys’ teams and 30 girls’ teams. 8. Scoring:

(a) The competitor with the fastest total time in each event shall receive 1 point; the 2nd fastest time, 2 points, 3rd, 3 points; etc. In case of ties, the competitors will be scored the same and appropriate places left out. The team with the lowest score is declared the winner.

(b) Team scores in each of the Boys' Level I, Girls' Level I, Boys' Level II and Girls' Level II shall be

calculated by adding the best three (3) individual scores. In the case of a tie for first place, the lowest total of individual times of the three racers will be used. If a tie still exists, the place of the tied teams' 4th place finisher shall be used.

(c) Disqualifications:

(i) Disqualifications in the first run may receive a second run (a provisional run may be given only by the Jury of Appeal). As per the discretion of the Race Committee.

(ii) DNFs (Did Not Finish) and those who missed gates shall receive a score which is twice the

number of disqualifications or 50% of the total field, whichever is greater, added to the last proper score in that event. Disqualifications do not include DNS (Did Not Start), profanity, unsportsmanlike conduct, other infractions, changed numbers, etc. Such competitors will be not assigned a score.

(iii) Racers should not under any circumstances use terrain park facilities at the race venue on

the scheduled race day. Any racer caught in the terrain park may be disqualified by the race organizer.

9. Date for Declaring the Number of Teams and Classifications: Each member school of the Association must submit their "Intent to Compete" form by December 1st of

that school year in order to be eligible for the GBSSA Championships. 10. Start Times: See the General Guidelines; Secondary School Athletic Activities Operating Parameters, as per the SCDSB 11. Convenorship Rotation: (a) There will be a two year convenor rotation as follows: 2014-2015 Huntsville + Stayner 2016-2017 LeCaron 2018-2019 Orillia SS + North Simcoe SS (Midland/Penetang) 2020-2021: Twin Lakes + Eastview (b) See the General Guidelines for the consequences for a designated school failing to convene when

it is that school’s turn to do so. 12. Eligibility:

(a) As per the GBSSA Constitution (BY-LAW 2, Sections 1 to 13).

(b) Open: all students will be under 19 years of age, as of January 1st, prior to the start of the school year.

(c) Schools must file completed, signed AELS GBSSA eligibility lists (containing the level of

competition, names, ages, and birth dates of competitors, and the required signatures) with the SCAA Chair and regional/district convenor(s) no later than 24 hours prior to the competition. Any competitor changes require 24 hour notice prior to that competitor’s first competition. Note that any events whereby competitors of schools that have not submitted eligibility lists participate will result in disqualification.

(d) To represent a school in any activity co-ordinated by the Federation, a student MUST: (i) be eligible for competition under the Constitution, By-Laws, and Standing

Rules (Playing Regulations) of the Association to which his/her school belongs.

(ii) be certified as eligible by the Principal of the school. (iii) meet the following age requirement: the individual's birth certificate indicates that he/she

has not reached his/ her 20th birthday by August 31st prior to the start of the school year in which the competition is held.

(iv) be in Grades 9-12.

(v) be eligible for no more than five (5) consecutive years from date of entry into Grade 9 (as

per the GBSSA Constitution).

(vi) be eligible under the O.F.S.A.A. Transfer Policy (as per the GBSSA Constitution).

(vii) have signed the “Rules of Behaviour Signature Form” for the competition, as defined by individual schools.

(viii) have executed the Ski Resort's "Release of Liability" form. (e) Only students who were entered as members of a school's team of five skiers, in the Association

meet, where held, are eligible to participate for that team in the Championship. For example:each student must participate in at least one meet in his/her declared category in order to be eligible for GBSSA

(f) Co-educational Alpine Skiing is classified as a team sport. A school team skier is defined as an

individual who practices under the direction of the designated school coach at least once a week (dry-land or on-hill) during the ski season which shall begin no earlier than November 1st and end with the O.F.S.A.A. Championship. All racers must have participated in a minimum of eight (8) school practice sessions (dry land and/or on-hill). There must be on-hill training with the school team.

(g) All competitors must comply with the GBSSA transfer policy and procedure. 13. Expenses:

Convenors may charge a levy to cover administrative expenses (telephone, fax, postage, photocopying, paper, etc.). This levy is to be shared by all schools in the competition and will be collected as part of the activity competition fee. The total administration levy should not exceed $50.00 per team ($15.00 per entrant).

14. Rules and Officials: Any new modifications approved by OFSAA that are NOT different in intent from the existing regulations,

will be adopted into the Simcoe County Regulations. Such updates will be made as they are received them from OFSAA

The current FIS Rule Book shall govern competition at the Championship with the following exceptions: (a) Starting Order In the first run of each event each school shall have a skier in the first seed section. For the first

run, each seed shall be drawn independently and randomly. Each school will have one team member in each subsequent seed. For the second run, the current FIS Rule Book will be followed as per the "Bibbo System”: the first fifteen places after first run, ski in reverse order in second run; the remaining skiers in the second run, ski in the order in which they finished after the first run.

(b) If a skier loses equipment while on the course, he/she has thirty (30) seconds (at the discretion of

the technical delegate) to get back into the course except as the FIS rule applies in the finish area only. If the racer is overtaken by another racer, then he/she is disqualified.

(c) No competitor may shadow any part of the course or go through the gates, in any way, prior to the

race. The type of course inspection is determined by the technical delegate.

(d) The convenor is responsible for obtaining the following competently trained individuals for each race course:

technical delegate and/or chief of race chief gatekeeper and gatekeepers are required starter and assistant starter

chief timekeeper and assistant (e) The "skier down yellow flag” or the “crossed poles” warning system will be used for blind areas on

the course. Failure to respond to this warning system may result in a disqualification. (f) Electrical timing equipment should be used for all events. (g) Racers are required to adhere to all local rules and regulations at the Host Resort; for example

safety bars on chair lifts are to be used, no jumping, and no speed skiing. 15. Uniforms and Equipment: All skiers must wear ski brakes. In both the slalom and the giant slalom all racers must wear a hard-shell

protective helmet designed for skiing or snowboarding. Downhill suits and protective equipment are permitted. Athletes must be fully covered from the neck down.

16. Awards: (a) Each meet presents its own award(s). (b) An attempt will be made to reduce meet costs by providing inexpensive awards such as certificates. 17. Protest Procedures: According to the current FIS International Competition Rules. 18. Jury of Appeal:

(a) The Jury of Appeal will consist of three (3) members: the GBSSA Representative, the tournament convenor, and one other neutral party at the discretion of the convenor.

(b) The Jury of Appeal will handle disputes that do not fall within the jurisdictions of the officials or

within the jurisdictions of the GBSSA Boards of Reference.

(c) All protests must be submitted, in writing, to the convenor within one hour after the incident in question. A cheque for $25.00 made out to the GBSSA Treasurer (or the cash amount) must accompany the written report.

(d) The $25.00 cheque will be returned if the protest is upheld.

(e) If the protest is found invalid, then the cheque will be forwarded to the GBSSA Treasurer.

BADMINTON

Location of Finals and Date: Where possible teams from the same school should play at a single facility. North Region: Location to be determined by the convenor. The tournament is to be held at least one week prior to GBSSA Central Region: Location to be determined by the convenor. The tournament is to be held at least one week prior to GBSSA South Region: Location to be determined by the convenor. The tournament is to be held at least one week prior to GBSSA 4. School Classification and Levels: Open to all schools Junior: Boys’ and Girls’ Singles, Boys’ and Girls’ Doubles, Mixed Doubles Senior: Boys’ and Girls’ Singles, Boys’ and Girls’ Doubles, Mixed Doubles 5. League Structure and Play-offs: (including tie-breaking procedures) Maximum number of dates per event/level of competition (excluding play-offs): 2 Maximum number of dates per event/level of competition for play-offs: 1 (a) League Structure: NORTH REGION / SOUTH REGION / CENTRAL REGION (b) League Play: (i) Each region will run Junior and Senior tournaments on the same date in multiple gyms in

same area, where it is possible. (ii) Competition for each level will consist of:

1. One preparatory meet. To reduce transportation for preparatory meets, regions may sub-divide if all participating schools agree.

2. Qualifying Regional Meets: (Re GBSSA entries)

The top three from each region (North, Central, and South) will advance to the Junior and Senior GBSSA Tournament.

3. (1) Schools must seed individual players (2 entries per school), per event. The

convenor will then seed players according to past records. The number one seed for each school will be on the opposite side of the draw compared to the same school’s number two seed.

(2) A standard “double elimination” draw will be followed. (An example is included at the end of these guidelines.)

(c) All players must comply with the GBSSA transfer policy and procedures.

(d) All junior players must be under 15, as of January 1st prior to the start of the school year.

(e) All senior players must be under 19, as of January 1st prior to the start of the school year.

10. Expenses:

(a) The host school assumes preparatory Meet costs (shuttles).

(b) The entry fee per player covers Regional Meet costs.

(c) Convenors may charge a levy to cover administrative expenses (telephone, fax, postage, photocopying, paper, etc.). This levy is to be shared by all schools in the competition and will be collected as part of the activity competition fee. The total administration levy is not to exceed $50.00.

11. Rules and Officials: Canadian Badminton Association Rules will apply. 12. Uniforms and Equipment:

(a) Whites or School Badminton uniforms are to be worn.

(b) Doubles’ team competitors must be in similar uniforms; this means that both players are to be wearing whites or both are to be wearing school badminton uniforms.

(c) Yonex Cork base 300 shuttle cocks and/or sanctioned shuttle cocks are to be used.

(d) Protective eyewear must be worn by all players to meet OFSAA Guidelines.

13. Awards: Medals will be awarded to competitors at the regional tournament: 1st place (gold)

2nd place (silver) 3rd place (bronze)

14. Protest Procedure: A protest which cannot be settled by the meet director(s), will be settled by the following procedure:

(a) Protests may be lodged on situations not under the jurisdiction of the officials or the GBSSA Board of Reference.

(b) All protests must be made within 24 hours of the incident, by phone, to the league convenor and

followed by a written report within three school days to the league convenor. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

(c) The SCAA Jury of Appeal will deal with all protests.

(d) The $10.00 cheque will be returned if the protest is upheld.

(ii) Qualifiers for GBSSA must compete in a minimum of two of the four meets.

(iii) There must be a record of the athletes competing in each event.

(iv) There must be a record of the finishing position of the athletes competing in each event.

(b) League Competition and Meet Results:

(i) The race organizer must publish a complete set of race results, with all finishers’ names ranked. Racers not finishing must be included in this list (DNF). A copy of the results must be sent (ASAP) to the convenor. Other copies are to be distributed to coaches at the following week’s Meet.

(ii) A school team in any division may have an unlimited number of runners. Scoring for teams will be awarded on a 10-8-6-5-4-3-2-1 basis for places 1st through 8th respectively. Team ties will be broken on the basis of the 4th place runner. A school may receive points for only one team in places 1st through 8th in each race. All additional teams will receive 1 point awarded towards the “overall” team total ONLY “for the season”.

All other teams in each race earn 1 point for participation.

(iii) Individual Scoring: 1st = 10 points 2nd = 8 points 3rd = 6 points 4th = 5 points 5th = 4 points 6th = 3 points 7th = 2 points 8th = 1 point

competitors are permitted only one year of midget eligibility, and it must be in year one of high school.

(f) All junior competitors must be under 15, as of January 1st prior to the start of the school year.

(g) All senior competitors must be under 19, as of January 1st prior to the start of the school year.

11. Expenses:

(a) A league fee of up to $50.00 will be charged to each competing school to cover the cost of races and league awards.

(b) Convenors may charge a levy to cover administrative expenses (telephone, fax, postage, photocopying, paper, etc.). This levy is to be shared by all schools in the competition and will be collected as part of the activity competition fee.

(c) The total administration levy is not to exceed $50.00.

(d) The convenor will create a yearly financial statement to be used to set the following year’s team fees.

12. Rules and Officials:

(a) As stated in the O.F.S.A.A. Regulations.

(b) Individuals involved with moving course markers during the meet will be disqualified for the season.

13. Uniforms and Equipment:

(a) Runners MUST wear identifiable school jerseys.

(b) Runners MUST wear school tops as the outer-most layer of clothing throughout the whole race.

(c) No runner shall wear personal electronic devices (such as walkmans, I-pods, MP3’s, etc.) during the race.

14. Awards:

At the conclusion of the fourth league meet, points will be awarded based on the total of the four races.

(a) (i) Individual: medals for the top 3 runners in each division, ribbons for 4th to 8th place. An athlete can only receive an individual award in one age category.

(ii) Teams: medals for the top 3 teams in each division with at least 5 runners; ribbons for 4th to

6th place

(b) Trophy: for the top team at the end of the season

15. Protest Procedure:

(a) On the day of the Meet, protests should be made, in writing, to the Meet organizer/official. All protests will be dealt with immediately by the following:

(i) the convenor or designate (ii) the Meet organizer (iii) a neutral coach

(b) Protests may be lodged on items not under the jurisdiction of the officials or the GBSSA Board of Reference.

(c) All protests must be made within 24 hours of the incident, by phone, to the league convenor and followed by a written report within three (3) school days to the league convenor. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

School Classification and Levels: Girls: One County Wide Open Division Boys: ‘Old’ North & South Division (appendix C-1) Junior & Senior Levels 4. League Structure and Play-offs: (including tie-breaking procedures) Number of preparatory dates: 2 per division per level Number of dates involved for finals: 1 per level Two (2) full days are required per division per level: two (2) in the fall for the Senior Boys and the Girls’ Divisions and

and two (2) in the spring for the Junior Boys’ Division

(a) A team will consist of 4-6 male players or 4 – 6 female players.

(b) The best four scores will be used for team standings.

(c) Schools that are unable to field a full team can have players play as individuals for their school.

7. Eligibility: as per the GBSSA Constitution (By-Law 2, Sections 1 to 13).

(a) Schools must file completed, signed AELS GBSSA eligibility lists (containing the level of competition, names, ages, and birth dates of players, and the required signatures) with the SCAA chair and regional convenor no later than 24 hours prior to any competition. Any player changes require 24 hours notice prior to that player’s first competition in each sport. Note that any events participated in by players of schools that have not filed eligibility lists will result in disqualification.

(b) All competitors must comply with the GBSSA transfer policy and procedures.

(c) All junior players must be under 15 years of age, as of January 1st prior to the start of the school

year.

(d) All senior players must be under 19 years of age, as of January 1st prior to the start of the school year.

8. Rules and Officials:

(a) As per the Royal Canadian Golf Association (RCGA). The use of range finders (distance calculations only) is permitted. No device which measures slope, wind speed, elevation etc. will be allowed. These devices must be checked prior to the start of play by the convenor and/or other event supervisors.

(b) Prior to each competition, coaches MUST attest to each player’s capability to play quickly,

knowledgeably, and competently.

(c) All coaches are to serve as on course supervisors or marshals. Coaches should be assigned to travel with a foursome to authenticate scores (where number of coaches is sufficient).Other duties (scoring/ travelling with an assigned group/foursome) may be assigned at the convenor’s discretion. Coaches are not permitted to golf during the event.

(d) During competition the double par rule is in effect. i.e. Par 3, hit it 5 times, pick up, mark at six.

(e) Cell phones, music devices, and other electronic devices are not to be used on the course.

9. Uniforms and Equipment:

(a) Competitors must supply their own clubs, balls, and tees.

(b) Competitors must wear golf shirts and long pants (NOT JEANS).

(c) Golf shorts are acceptable but they may NOT be blue jeans, cut-offs, or frayed, tattered, or torn shorts!

(d) Attire must be in accordance with these guidelines AND in accordance with the dress code of the

Golf Club where each competition is being held.

(e) Golf shoes or running shoes as approved by the Host Golf Club must be worn. 10. Awards: at the discretion of the convenor 11. Protest Procedure:

GIRLS' GYMNASTICS

1. Simcoe County Guideline Category: Preparatory Meets 2. Date: The meet will be held within the winter sport season. Meets must occur at least one week before GBSSA. 3. Location: Meet convenors are decided at the coaches meeting immediately following the GBSSA championships.

Bracebridge is the convenor for 2015-16. The location of the meet will be determined by the convenor. 4. Classifications: Competitive Divisions The levels are 1 to 6 as defined in the most recent O.F.S.A.A. gymnastics’ regulations. 5. League Structure / Playoffs: Athletes may directly enter GBSSA championships when Prep meets are not available. If a prep meet is

held, it is mandatory for athletes to participate in order to qualify for the GBSSA championship. A school may enter any number of competitors per event, per level.

6. Eligibility: as per the GBSSA Constitution (By-Law 2, Sections 1 to 13).

(a) Schools must file completed, signed AELS GBSSA eligibility lists (containing the level of competition, names, ages, and birth dates of the competitors, and the required signatures) with the regional/district convenor no later than 24 hours prior to the competition. Any competitor changes require 24 notice prior to that competitor’s first competition in each sport.

(e) All dance elements will count only once for a value part and for a series of special requirements; therefore, each leap or jump should be used only once in a routine. The only exception to this is if the same element is done twice, directly connected, without having done that element at any point earlier in the routine.

10. Scoring Method: (for both Team and Individual Scoring) (a) The top four scores/ team/ level/ event will count towards the team scores. (b) An individual’s raw scores per event will count towards her all-around score. 11. Uniforms:

(a) Leotards must contain at least one of the school colours. (b) Competitors must be in competitive attire for the march in and award ceremonies. (c) Shorts may be worn for all events, march in and award ceremonies.

12. Equipment: the same as O.F.S.A.A. wherever possible. 13. Awards:

(a) Ribbons are given to the top six (6) per event, per level. (b) GBSSA crests are given to the overall individual level champions, 1-6.

(c) A plaque is awarded to the level team winners:

Junior: level 1 and 2 Intermediate: level 3and level 4 Senior: level 5 and level 6

(d) A plaque is awarded to the overall school winner. (e) A plaque is awarded to overall Novice and Open sports aerobics winner

14. Protest Procedure:

(a) Protests may be lodged on items not under the jurisdiction of the officials or the GBSSA Board of Reference.

(b) All protests must be made within one hour of the incident, in writing, to the meet convenor. A

cheque for $10.00 made out to the GBSSA Treasurer must accompany the written report.

(c) The Jury of Appeal will consist of three (3) members: the GBSSA representative, the tournament convenor, and one other neutral party at the discretion of the meet convenor.

(d) The $10.00 cheque will be returned if the protest is upheld.

(e) The cheque will be forwarded to the GBSSA treasurer, if the protest is found invalid.

in boys’ singles, boys’ doubles, girls’ singles, girls’ doubles, and in mixed doubles. Each school will have the opportunity to participate in one preparatory Meet to prepare for regional

finals. (See Appendix Warm-up for Group 1 begins at 9:00 am Matches for Group 1 begin 9:30 am If there are 16 entries in an event, they are divided into four groups. Each team in the group plays every other team in the group - a total of 6 matches (with each team playing 3 matches).

Staggered start times for the different groups would allow some players to arrive later than others at the tournament.

Matches for each group will be timed matches of 20 minutes, with no ad scoring. At the end of the prescribed time, a whistle is blown and players must stop. A game that is partly won goes to the team that is ahead. This prevents the team that is ahead (in number of games won) from stalling as they wait for the whistle that ends their match).Players report the total number of games won at the end of each match, and their totals, after all six matches have been played, determine their rank within their group of four.

Semifinals The top team in each group of four moves on to semifinals. These teams will be permitted a 10 minute warm up time before their semifinal rounds. In semi finals, the 1st and 4th teams play, and the 2nd and 3rd teams play. These matches can be full Kramer sets, or they could be timed (30 - 40 mins) matches with no ad scoring.

The finalists play a full Kramer set with regular ad scoring. Third place would be determined in a match between the two losing teams from the semis.

If there are 12 teams in an event, there would be three groups of four. The round robin preliminary matches would go as above: A plays B

tournaments. This will ensure the proper seeding of last year's Regional/GBSSA semi-finalist and finalist.

(iv) Coaches are asked to identify any club level players. Entries to GBSSA may be separated

into high school and open divisions where numbers warrant. Coaches should rank the level of playing ability of their athletes to aid the convenor(s) in the seeding process.

6. Start Times:

Sr. divisions in any National and or International Association.

(e) All junior players must be under 15 years of age, as of January 1st prior to the start of the school year.

(f) All senior players must be under 19 years of age, as of January 1st prior to the start of the school

year.

(g) Any junior-aged player, who qualifies for or participates in the Fall GBSSA Tournament, will be deemed a senior player and, therefore, will be unable to participate in junior-aged tournaments for that school year.

County. (d) The meet is to be held during the week prior to GBSSA or earlier if facilities are available. 4. wear identical tops. Equipment specifications are as per the rules. 15. Awards: (a) Ribbons will be awarded to the top six (6) finishers in each event. (b) A total of three Team Championship will be awarded in both the North and South Divisions. Plaques will be awarded to the school(s) for overall Boys; Overall Girls and overall Combined Zone Champions. (c) To determine the overall team Champions the following point system shall be used. All results for all athletes participating in events including relays should be eligible and counted towards team totals.

(c) The Jury of Appeal for the day of the Meet will follow IAAF Procedures. A $20.00 fee is required. The members of the committee will be chosen from three (3) schools that are not involved in the dispute. The Meet Director will choose the committee members for the Jury of Appeal.

(d) The $20.00 fee will be refunded if the appeal is upheld.

(e) Protests may be lodged on items not under the jurisdiction of the officials or the GBSSA Board of

Reference.

(f) All protests must be made within 24 hours of the incident, by phone, to the league convenor and followed by a written report within three (3) schools days to the league convenor. A cheque for $10.00 made out to the Simcoe County Athletic Association must accompany the written report.

(g) The SCAA Jury of Appeal will deal with protests.

(h) The $10.00 cheque will be returned if the protest is upheld.

GIRLS’ & BOYS’ WRESTLING

1. Simcoe County Guideline Category: Co-ed Activities & Preparatory Meets 2. Season: Winter 3. Location of Finals and Date: the second week in February The date and location of league championships will be scheduled at the yearly meeting and the event will

be run as a dual meet format. 4. School Classification: Open to all schools Levels of Competition: (a) Junior: under 15 years of age, as of January 1st prior to the start of the school

year AND in their first or second year of High School. (b) Intermediate: cannot have placed 1st in GBSSA (above 97 lb. weight class). (c) All levels are divided into weight categories. 5. League Structure and Play-offs: (including tie-breaking procedures) Number of dates in schedule per school: 6 maximum Number of dates involved for play-offs (for winner): 2 maximum (a) League Play: (i) Wrestlers qualify at the Junior and/or Intermediate Simcoe County team championships

and League Meets to compete at GBSSA Each wrestler must have participated in two (2) Meets in the above league to qualify for the

GBSSA Championship. Exceptions such as transfers and injury may be approved by the coaches prior to or at the

GBSSA championships by a majority vote of schools. (ii) League Meets: A. Wrestling will be in 4 person groupings based on the closest weight and level of

experience (code groupings by letter to cover any weight discrepancies). B. The time of the bouts will correspond to OFSAA times. The time will be reduced in

duration, at the start of the season, at the direction of the meet convenor. C. Ribbons (available from the convenor) will be awarded. D. The designation of officials for meets will be determined by the current convenor.

(iii) Simcoe County Intermediate Tournament: (where numbers dictate) A. Facility: Weight classes with six (6) or more athletes will wrestle using a double elimination

format. Weight classes with three (3) to five (5) athletes will wrestle using a round-robin format. Weight classes with only two (2) athletes will wrestle using “the best two out of three bouts” format.

Each is shown in the O.F.S.A.A. rulebook. Please use multiple bout sheets shown on the eight person draw rather than individual sheets for ease of running the tournament.

school from outside Simcoe County. If more than 4 schools are competing, resulting in more than 30 matches per mat, a third

mat surface is to be used. (ii) An unlimited number of team members could participate, no matter what weight class they

were in, since we will weigh in each wrestler; group them by exact weight in a class of 4 wrestlers where they will participate in a round-robin, using the following draw format:

(iii) Any wrestler who was a champion in any GBSSA championship will be eligible to compete

in these preliminaries. But they will be compelled to take the approved referees’ course at the cost of the school, so that they will referee these meets at no cost. Referees who are not from the host school should be paid $30.00 per mat and divided as per work. Referees are to be registered with the OAWOA.

(iv) Provision will be made in the development of a schedule to allow schools with 2 mat

surfaces visiting schools with traditionally larger teams. Schools with one mat surface will generally meet teams that are the year before lower in number. It should also be noted that any school in Simcoe County can request a no cost board move of mats twice within one year.

(v) If other schools should develop a team in any year, the schedule should be expandable.

5. (c) Simcoe County League Finals: to be held in April (i) Those teams with 9 weight classes filled must indicate by the intermediate tournament that

they will compete in the league championship duel Meets. This will be one event with the trophy awarded on that Championship Day.

(ii) Start Times: See the General Guidelines; Secondary School Athletic Activities Operating Parameters, as per the SCDSB (iii) Two mats are required for five teams. Three mats are required for six or more teams (iv) Round-robin team-format using the 15 O.F.S.A.A. weight classes. (v) The winner is determined by: 1. Who has the most team vs team wins. 2. If tied – head to head match between those tied. 3. If tied – most good points between tied teams. 4. If tied – most pins./superiority wins between tied teams. 5. If tied most technical wins between tied teams. 6. Most total points scored in the matches between the tied teams.

(vi) There is no cost for this tournament.

(vii) A trophy is given to the Team Champion. (viii) Those teams who do not have the required weight classes may participate in a final Meet

on the same day using the four person round-robin format. (ix) Referees should be paid $30.00 per mat plus $30.00 for the referee in charge. (x) Officials are to be registered with the OAWOA. 6. Date for Declaring School Involvement:

Intent to compete and classification level is to be declared prior to scheduling for that season, as determined by the calendar committee.

7. Convenorship Rotation:

8. Eligibility: as per the GBSSA Constitution (By-Law 2, Sections 1 to 13).

(a) Schools must file completed, AELS GBSSA eligibility lists containing the level of competition, names, ages, and birth dates of the competitors, and the required signatures) with the SCAA chair and regional/district convenor no later than 24 hours prior to the competition. Any competitor changes require 24 hour notice prior to that competitor's first competition in each sport.

(b) All competitors must comply with the GBSSA transfer policy and procedures. (c) All competitors must be under 19 years of age, as of January 1st prior to the start of the school

year. (d) All competitors must comply with the regulations of the “Levels of Competition”.

9. Expenses:

Before the season starts the convenor will determine the cost of the season by calculating the following expenses: mat moves; fee for a trainer at all 4 meets, officials and awards costs. This amount will then be divided evenly by the number of schools participating. This fee must be paid at the first Simcoe County League meet of the season.

10. Rules: as per the GBSSA Constitution/Sport Regulations. No exceptions! 11. Uniforms and Equipment:

(a) A wrestling singlet must be worn appropriately by all competitors on and off the mat. A singlet shall not be removed partially nor shall the straps be lowered or removed unless in the privacy of a changeroom. At no point and time shall an athlete walk around bare back or in sports undergarments. b) Except for league finals (GBSSA) and provincials (OFSAA) where a wrestler must wear a school wrestling singlet and wrestling shoes, an athlete may wear clean indoor running shoes with taped laces and a sleeved school t-shirt and knee length school gym shorts for league meets.

12. Awards: League team trophy Ribbons will be awarded to weight group winners at league competitions: 1st place, 2nd place, and 3rd place. 13. Protest Procedure: A protest, which cannot be settled by the meet director(s), will be settled by the following procedure:

(a) Protests may be lodged on items not under the jurisdiction of the officials or the GBSSA Board of Reference.

(b) All protests must be made within 24 hours of the incident, by phone, to the league convenor and

RESPONSIBILITIES/DUTIES OF THE SCAA SPORT ADVISOR

The SCAA assumes the leadership role for athletics in Simcoe County. The Association is the liaison between student athletes, coaches, convenors, sport associations, and school and school board administration. An advisor for each Simcoe County sport is appointed annually from among the SCAA representatives. This is usually done at the final June Meeting of the SCAA The following is a chronological, itemised list of the responsibilities of each sport advisor. 1. Prior to the Season:

(a) review the General Guidelines (b) review the Sport Specific Regulations (c) be aware of the classification levels of all competing schools (d) check the number of teams competing for each school (e) assist the convenor in preparing the league schedule (f) receive the schedule from the league convenor (g) review the league schedule as received and check for the following:

that each team has six (6) games that each team has a balance of home/away games that teams play (where possible) within their classification that team travel has been considered that the appropriate guidelines have been followed that play-off dates/times have been established

(h) submit the schedule to the Calendar Committee before the first Friday in May 2. Early in the Season:

(a) ensure that the play-off dates are set (b) review the play-off structure; ensure that it is in keeping with the guidelines (c) check the classification of each school (d) confirm the number of competing teams (e) contact the convenor(s); confirm all information for the season and play-offs

3. In the Middle of the Season:

(a) contact the convenor(s) (b) confirm the play-off structure (c) confirm the play-off date(s) and the play-off site(s) (d) contact the GBSSA convenor regarding the date(s), site(s), and the number of Simcoe County

Qualifiers (or confirm that the convenor(s) has/have done this)

4. At End of the Season:

(a) attend and chair the annual SCAA Sports’ Meetings (usually in January) (b) review and/or establish and record the convenor rotation (c) consult with the convenor(s) regarding problems with the season and/or play-offs at the Simcoe

County level or at the GBSSA level (d) record any and all suggestions for improvement for next year’s convenor (e) record recommendations regarding scheduling and school travel (f) review and/or establish (and record) new convenors according to the sport regulations and

rotations (g) record proposed changes/requests regarding the S.C. Sport Regulations

(h) record proposed changes to the GBSSA Guidelines (i) submit proposed changes for both Simcoe County and GBSSA to the SCAA Guidelines

Committee Chairperson (j) apprise and/or remind the movers and seconders of GBSSA motions that at least one of the

two people MUST be present at the Annual GBSSA Meeting or the motion(s) will be declared “out of order”

(k) poll schools for possible/probable participation in the next season (l) submit all information to the Guidelines Committee Chairperson

5. After the Season and After the Annual Sports’ Meetings:

(a) attend the subsequent SCAA Meeting (b) ensure that the proposed changes to the guidelines are correct (c) be prepared to speak about the proposed changes (based on the discussion at the Sport

Meeting) to the SCAA (d) be advised of the changes that are accepted/rejected to amend the existing sport guidelines (e) be advised of any rule changes, GBSSA changes, or O.F.S.A.A. changes that impact the sport (f) update any files (g) forward ALL information to the incoming convenor(s) for this sport

2014 SIMCOE COUNTY GIRLS’ FLAG FOOTBALL RULE VARIANCES

The Flag Canada Rule Book are the official rules of the game with the following rule variances

Rule Varied to read Games will be initiated with a coin toss. The winners of the toss have the following options 1. Kick or receive OR 2. Choose ends. The second half will start with the opposite team kicking and a change of ends QB does not have to be 5 yards from LOS- can take snap directly from center Games are to be played in halves of 27 minutes + 5 play

Rule 4.2.1

When the score is tied at the end of the game, overtime procedures are as follows: • A 3-minute rest period is allowed at the end of the 4th quarter; • Team captains will assemble for a coin toss (like pre-game); the winner of the coin toss chooses to start on offense or on defence. • Each team has 3 attempts to score a 1 or 2 point convert, at their convenience. Overtime for SCAA & GBSSA Playoffs only.

Rule 4: 4.1 In the event of a tied game unless otherwise noted on league or tournament regulations, overtime will be played. The period between the end of the game and the start of the overtime period will be 3 minutes. A coin toss determines first possession of overtime. There will be no time outs granted during the overtime. Overtime for SCAA & GBSSA Playoffs only

7v7 Rules: Rule 6:3.6 No forward passing on Kickoff returns

7v7 Rules: Rule 6: 12.2 A SAFETY not a TD is awarded to the receiving team when a punt is blocked or tipped by the receiving team inside the end zone of the kicking team, and the ball does not cross the goal line or goes out of bounds inside the end zone.

A forward handoff behind the line of scrimmage is a legal play A designated rusher shall line up 7 yards from the line of scrimmage at

both junior and senior levels. Spinning is not allowed.

General Rules: Rule 10: 1.8 And Rule 12: 1.1

Play does not become live on a play-action fake or fake hand-off

General Rules: Rule 15:1.1 No seven second rule for QB passing as QB is allowed to run

Rule 18.1.5 After the center sets the ball for the snap, a defender cannot move directly in front of the center and prevent the center from moving forward after the snap. (Remove all references to 3 yards from center)

REQUEST FOR CONSIDERATION OF NEW SPORT ACTIVITIES:

This is a process that is, at minimum, 4 years in duration. EXHIBITION STATUS NOTE: Before any sport is to be considered by the Simcoe County Athletic Association (SCAA), that sport must first be sanctioned by OFSAA either with Festival or Provincial Championship Status. In order for a sport to request to be recognized by the Simcoe County Athletic Association, the sport must first be able to prove viability / sustainability by conducting 2 full seasons of Exhibition play. Throughout the 2 seasons of Exhibition play, the following criterion is to be recorded, by the convenor, in order to assist in a formal presentation to SCAA:

Participation statistics must be tracked and recorded A minimum of 8 school programs must declare and consecutively participate for both season The league is to follow a basic structure Each school must have their own program (coach, practise schedule etc) A set of working guidelines are to be developed and adhered to. A volunteer convenor must be established There is no option for budget based funding in this format

In order for SCAA to be made aware of any sports intent to participate in a bonafide league, the convenor of the sport must submit (FORM 9) Application of Intent – Exhibition Status to the SCAA Secretary and Chairperson NO LATER THAN the first (September) SCAA meeting. With the above criteria in place, after 2 years of Exhibition play, a sport may then apply to SCAA to seek Demonstration Status, whereby SCAA will govern the league for another 2 years before being fully sanctioned. DEMONSTRATION STATUS After 2 years of exhibition play, the sport should be able to prove interest and sustainability. The sport can then apply to SCAA for Demonstration Status. Demonstration Status would provide for formal guidelines, follow league structure, adhere to eligibility requirements and provide a route to enter GBSSA and OFSAA Championships. In order to be considered for Demonstration Status, Application of Intent – Demonstration Status, (FORM 10) must be completed. The following information must be attached to the Application and be submitted to the current chairperson and secretary -- by April 30 of the 2nd exhibition season calendar year.(for inclusion of schedule placement in the county athletic calendar & therefore access to GBSSA and OFSAA championships). The Convenor must be willing to conduct a formal presentation of guidelines and statistics to the SCAA Members at large. The following criteria must be attached to the application:

Formal Guidelines adhering to the standards, format and expectations of SCAA Participation statistics of the Exhibition Seasons (include number of school programs, number of

athletes currently active in school athletic programs, number of athletes new to school athletic programs and number of coaches)

When a sport activity has experienced a progressive decline in participation, sport may be considered for removal from the approved activities. If the number of schools competing drops below six, a consecutive period 2 years the sport will be dropped from the guidelines.

Rules: Round robin Matches are 20 minutes timed. (no ad scoring) Games partly completed go to the team that is ahead. All games start and end at whistle A game that is partly won goes to the team that is ahead. This prevents the team that is ahead (in number of games won) from stalling as they wait for the whistle that ends their match).Players report the total number of games won at the end of each match, and their totals, after all six matches have been played, determine their rank within their group of four. .

SemifinalsThe top team in each group of four moves on to semifinals. These teams will be permitted a 10 minute warm up time before their semifinal rounds.

In semi finals, the 1st and 4th teams play, and the 2nd and 3rd teams play. These matches could be full Kramer sets, or they could be timed (30 - 40 mins) matches with no ad scoring.

The finalists would play a full Kramer set with regular ad scoring. Third place would be determined in a match between the two losing teams from the semis.

The two teams with the highest number of games won in these matches would play in a final 8 game Kramer set with regular ad scoring. The team that is eliminated would place 3rd.

For draws that are not multiples of 4; additional teams/individuals can be added to make a round robin group of 5. Each team will still have 3 matches, with one of the 5 teams having an additional match to make this possible. The team with the extra match would use the average of their last two matches to be included in their team total.
