- The Lifetime Rocker Band that was scheduled for July 6th has been re-scheduled for our Halloween Dance in October.

- For the remainder of July, there will be a free Mid-Summer Dance on July 20th with a Custom Playlist.

- The annual “Lobsterfest” on August 3rd has been planned. Olive Events was able to come up with a menu similar to last year for $60.00 per person.

- We have scheduled blues guitarist Nathan James for a return appearance on August 17th on the upstairs bayside patio, due to the huge success of his performance on June 9th.

- On August 31st, we will have a Pirate Costume Dance Party featuring the band, Nitro Express. - The Co-Chairs of the EC have both scheduled vacations out of the country, during the middle of

August. At this point, there will be no additional report for the month of August.

5. Fleet – Mark Berdan Mark reported the PA system was bad at the Beer Can Race after-party and he asked if they could use the Club’s sound system in the future. Commodore Woodley said the last time they were allowed to use the sound system they damaged it and it cost the club a lot of money to have it repaired. 7. Internal Affairs – Stu Seymour – Written report received. 6.7.1 Plaque for Ozzie complete - the plaque is installed. 6.7.2 Kitchen

There are 6 drains floor drains each area floor drain will have to be broken out cleaned and turned to be a fraction or several lower. There are some problems with this approach. The floor consists of 2 layers of 3/8 plywood and an epoxy finish. The spec called for a round FD-Watts 100-A drain which is round. The ones in place are square. Assuming the ones in place are what was spec’d apart from the drain the lowering of the grate should be straight forward after the demo debris is cleaned away. Each drain will present its own challenge. The drain in the bar was lowered. Ed did the work. It was a little more than anticipated but was successful.

6.7.3 Port of San Diego Master Plan I will give an update on this at the General Membership meeting on Friday 7/19. I have prepared comments on the section that addresses Shelter Island. It appears that an agreement was talked about with the Port that would prohibit a promenade extending across our holdings, but it was never memorialized in the lease or any other document that can be found. It would be good for everyone to send a letter to the Port that addresses the Shelter Island development. The SGYC organization should probably send an official one also. If the Port doesn’t hear anything, they will assume we all like the plan and move ahead. Development after the plan is approved that differs from it may require an amendment to it.

6.7.4 June 13,2019 – Shelter Island Port Tenants Association Meeting, Kona Kai Resort, 1230Hrs The propose of the meeting was to address The Port of San Diego’s Port Master Plan Update (PMUP). This report addresses the future of the port tidelands and uses for the next 30 years. This is the first stage of a guide for developing the port lands. After approval by the Board of Port Commissioners an EIR (Environmental Impact Report) will be prepared. This PMUP will serve as a general guide for development on port lands for the next 30 yrs. Items discussed: PSD Draft Port Master Plan Update (PMPU) Realignment of Anchorage Way

Addition of 1300 plus hotel rooms on SI Extend walkway around Boat Basin

• Parking reconfiguration of and narrowing of Shelter Island Drive on the island. • Promenade and bike ways all the way around the boat basin from Kellogg beach to

Kona Kai. The existing promenade on Shelter Island presently runs from the Police Dock to the Shelter Island Marina. It presently ends just South of our Crane dock.

• This PMPU addresses many things on Shelter Island and many will affect SGYC. The most drastic effect to us would be the continuation of the walkway around the Shelter Island boat basin. It presently ends just south of our boat crane at the Shelter Island Marina. If this comes to pass it would continue around the Shelter Island Boat Basin on the water front, and the water side of Humphry’s, Pearson, SDYC SWYC and continuing to Kellogg Beach across from the Police dock.

• Parking – Other impacts would be a parking realignment along the Island an increase in hotel rooms of 147%. These impacts are just on the Island and many more impacts will happen around both Shelter Island and America’s Cup yacht basins. The report does address improvements all around the bay with the intent of them taking place over a 30-year time-frame.

The important pages in the report as they relate to SGYC are pages 10, The Master Plan Purpose, pages 17-18, 25-26, and pages 30 thru 59. The pages that relate to Shelter Island and SGYC are pages 123 thru 137. It is very important that the Port of San Diego receive written comments on the actions proposed in the document by 7-31-2019. Comment cards are available from the Port website.

6.7.5 Comments on PSD Port Master Plan – Update by Stuart Seymour o Page 127 PD 1.3 – Temporary Anchorage

The Document talks about a temporary Anchorage for Transient Vessels but doesn’t give a location other than in the vicinity of Shelter Island. This is needed. The only anchorage right now is between SDYC and SWYC and then only on weekends with reservations. The bay side is moorings. Where would it expand to? More sheltered anchorages are needed especially during weather events.

o Page 127 PD 1.5 – Bayfront Circulator system How will this be implemented, public, private, bikes? “local Gateway Mobility Hubs.” This only shows near the fishing pier on Shelter Island and again near the dinghy dock off Harbor Drive on America Cup Harbor. How would these be serviced? Bus? A special trolley? Would this serve to limit auto traffic on the island?

o Page 128 – PD-1.12 – Promenade How will major redevelopment contribute to a minimum 12-foot promenade? Would this be cost prohibitive, especially where a promenade would require in water construction, like the Bay Club and Humphrey’s?

o PD1.13 – Twenty (20) Foot Wide Multi Use Path Is this for auto traffic or just bike and pedestrian? How would that be separated for the varying means of travel? It seems wide but not wide enough for motorized and none motorized traffic. How wide are the existing paths on each side of the island? The list of paragraphs seems contradictory. Planting trees even with an 8ft canopy will restrict views.

o PD1.14 – Water Based Transfer Points. What is this for? Passenger pickup and delivery? BY commercial or private boats? What is expected use? Are there water taxis that operate now? I am not aware of any. What will become of the buildings that now exist along the North end of Shelter Island boat basin?

o Pg. 129 Figure PD1.4 – Parking Loss The existing and conceptual shows a net loss in parking. The meandering walkway seems to serve no purpose. Runners and walkers will tend to walk near the water as opposed to the street.

o PD-1.23 – View Corridors, Hotels Establishing view corridors along the named streets on the Peninsula side of the basin is great but the addition of more hotel rooms, I assume, means 3 and 4 story buildings on the Shelter Island side. These new structures will block the view.

o Page 132 (PA-1) PD1.46 – Parking Spaces Forty (40) spaces is vastly under estimated. This won’t even cover the boat yard workers. With the mobility hub you mention, would that be form some form of mass transit? Where would pick up points be? How will workers, tourists and users of Shelter Island be transported?

o Page 134 Table PD1.1 – Additional Hotel Rooms Additional hotel rooms up to a total of 1600 on Shelter Island. Will these mean buildings in excess of the thirty (30) foot height restriction, or will there be new construction on the bay side of Shelter Island? What will the traffic impact be?

o Page 137 Figure PD 1.5 – Walkway/Promenades You show a walkway, promenades, all around the Shelter Island Yacht basin, from Kellogg Beach encircling the whole basin and continuing around the bay side of Shelter Island where one pretty much exists. Then all along America’s Cup Harbor. This is a wonderful plan, but I don’t think it can be feasibly executed even given almost unlimited amounts of money. Structures will have to be constructed over water. Security which is becoming more of a problem will get more intense with locked gates at every marina and private land structures. Security guards will no doubt be needed at most business and anywhere where boats are kept. Already many businesses have security, many are already cantilevered out over embankments. The feasibility of this plan must be studied in greater detail. What are the plans for attempting to implement this as lease holder parcels are transited? How many leaseholders will be impacted and how will it affect their businesses?

8. Junior Sailing – Kent Prater – Written memo received. 6.8.1 Use of SilverGator

Kent Prater, director of the Junior sailing program, sent a memorandum to the Board of Directors regarding an incident involving the SilverGator. He explained he was late in returning the SilverGator because he was out on the water with a photographer who was taking photos of the Junior sailors in action, and he was not aware other members were waiting to use the SilverGator. The two members who were waiting to use the SilverGator, Dan Curtis and Richard Zohn, submitted an Action Request, AR 19-222, describing their perceived abuse of the SilverGator. Port Captain Mumby made Mr. Prater aware of the Action Request that was filed. Mr. Prater was grateful to Port Captain Mumby for alerting him to the AR. He apologized for any inconvenience he may have caused Mr. Zohn and Mr. Curtis.

6.8.2 Report by Dave Kissinger Staff Commodore Dave Kissinger reported the Junior Sailing Program is moving along very well. He said other clubs are reporting lower attendance this year. The Irish instructors Kent Prater interviewed and hired are outstanding. He thanked the Board for supporting the scholarship program because allowed them to provide 16 scholarships for kids from the Promises to Kids program to learn how to sail. He said the kids made a thank you card for the Board which he passed around to Board members. He also reported that more kids were recruited from Facebook than from any other marketing strategy.

[Always on the Wednesday preceding the monthly SGYC BOD meeting.] 6.12.1 Last month’s latest "security related" events:

• There was an issue with transients found sleeping in the bushes by the crane. • 2 SGYC paddle-boards were stolen.

6.12.2 Updates/Accomplishments/Recommendations: 1. Next Sounding's "Security Corner" article will focus on 3 items:

a. More sophisticated camera options 2. The first Solar light is up on the “Guest” dock. Don, is still waiting to organizing a second

Dock Lighting "work-party" sometime in the high-tide. a. Costco, $29.99 [ https://www.costco.com/Sunforce-Solar-Motion-Security-

Light.product.100475926.html ] 3. They organized a “Parking Lot Watch” program, which appears to be running along quite

successfully [Go George, and Celeste! Great job!] 4. The Security Committee has 2 two recommendations:

a. We suggest augmenting and focusing on more reliably executing the already existing policy of having the maintenance person [Ed] do a thorough set of property checks on his arrival in the morning, to help catch more of these kinds of transient issues.

b. George [Commodore] and Don [Port-Captain] have offered to make a SGYC paddle-board carousel [when they can get time], which is lockable – we think this is a good idea, and the BOD should offer to immediately pay for any materials they might use.

I (Gail) spoke with Tom Iverson Travel Club Co-Chair. We would like to request moving forward I am the coordinator for the Board updates and the Soundings. Tom will be responsible for the Travel Club survey. 6.16.1 Upcoming Events

Our next travel club event is set for Sunday 1:00pm July 21st. This will be an informal presentation by Sandy and Cleve Hardaker on their trip to Croatia last year and recent trip to Asia. Several members are going to Croatia in August and in October and requested this meeting. There is no formal presentation scheduled. We will meet on the outside patio or the Sedgwick’s boat depending on the number of attendees. I will submit an action request to Celeste to confirm.

The food quality has become poor to say the least. The last few visits I've had to send the food back because it was burned to a point of being un-edible. The wait staff is slow and inattentive to the point where you have to chase someone down to get service or ask for refills, etc. This is even when there are very few people in the bar/lounge or dining area. Abuse of SilverGator use: July 5 2019; requested SilverGator at 1330. Jr. Sailor asked through the office to extend to 1500. We agreed. At 1515, Jill attempted to call Kent with respect to status. No answer. It is now 1530. The SilverGator needs to be shared by all; and especially available on holiday weekends as Jr Sailor has other small powered vessels to use. Request a change in venue fair to all for the SilverGator. Kent left no gas, power on and trash in the SilverGator.

9.1 Club Manager Report – Celeste Leginski 9.1.1 Parking Monitoring during Humphrey’s Concerts

Club Manager Celeste Leginski wanted to find out if we needed to continue having parking monitors during the concerts or if we should just set up the front & back signs to detour unwanted guests. She took a survey from the 12 members who volunteered as parking monitors and the consensus was to continue with the volunteers. Even though we have a sign at the back gate, the volunteers noticed cars would slow down and when they saw the volunteer they continued driving on. She thinks it’s best that we stay with the volunteers for now.

9.2 Fleet Captain – Mark Berdan

Fleet Captain Berdan reported we will have an area on our website for crew wanted/crew available where members will be able to sign up for cruising, fishing and racing. He and Celeste are testing it right now and then they will send out a memo to club members.

9.3 Port Captain – Don Mumby In reference to AR 19-215, Port Captain Mumby reminded the Board that only members with SGYC slips can be on cruising status.

9.4 Treasurer – Lee Johnson Lee reported we are right on track with the budget. The Profit and Loss vs. Actual statement is attached to these minutes.

9.5 Jr. Staff Commodore – this position will be left open because there is too little time left to fill it. 9.6 Director – Carlos Contreras – No report. 9.7 Director – Bob Couzens

9.7.1 Dry Storage List o Director Couzens noticed several vacancies in Dry Storage, i.e., “Dry Slips” and said we should try

to fill the vacancies because we are losing revenue by leaving them vacant. There are 69 people on the Dry Storage (Dry Slip) List, including him, and there have been 2 vacant spots for the last several months. That means there are 69 people that have no current interest in a dry storage spot. We have people who have been listed for 17 years and have never requested dry storage. One slot was just filled by new member, Robert Murphy.

o He volunteered to update the list by calling each person on the list and asking them some questions like do you know you’re on the list? Do you want to remain on the list? Did you know we have some slots available? Would you mind being listed as inactive on the list, so we won’t have to call you every month when we have available slots? He will work with the Port Captain and others on the questions.

o Going forward his suggestion is that the office staff should call the number one active person on the list each month and assign the space to them. If they refuse the assignment, we will automatically list them as inactive.

§ Vice Commodore Krantz made a motion to authorize Director Bob Couzens to reorganize the Dry Slip List (Dry Storage).

§ Rear Commodore Clements seconded the motion. § Vote: All board members voted to approve the motion to authorize Director Bob Couzens to reorganize

the Dry Slip List (Dry Storage). There were no nays and no abstentions, and the motion was approved.

9.8 Director – Kit Gray 9.8.1 September Coast Guard Meeting

Director Gray reported that the Coast Guard would like to return in September for more inspections. She will put in an Action Request with a date.

9.8.2 Kitchen Inventory Director Gray and Curtis need a few more days to complete the inventory.

9.9 Director – Nancy Krueger

9.9.1 Renaming Schooner Cup Director Krueger proposed renaming the Schooner Cup in honor of Terry and Eileen Van Winkle who brought the Schooner Cup Race to SGYC. Commodore Woodley said we cannot change the name of the Deed of Trust, but we should find a way to honor them. Director Krueger and Rear Commodore Clements will work on what can be done to honor them.

9.9.2 Dock Rule 5-B Amend Dock Rule D5 – by adding “with their own boat” after the word members and before the words with slips. Rationale: this change helps clarify the use of the Guest Dock.

§ Director Krueger made a motion to amend Dock Rule D5-B to read, “The Guest Dock may be reserved by SGYC members with their own boat without Club slips. Reservations etc.”

§ Director Gray seconded the motion. § Vote: All board members voted to approve adding “with their own boat” after the word

members and before the words with slips. There were no nays and no abstentions, and the motion was approved.

9.9.3 By-Law Change – Amendment by Substitution – Article IV – Voting Remove: “Only Flag Members in good standing or in their absence, their spousal member,

have the right to vote.” Substitute: Flag Members or Joint Flag Members in good standing shall have one (1) vote,

and Jr. Flag or Joint Jr. Flag members in good standing shall have one half (1/2) vote.

“Voting may be accomplished at a regular or special meeting or by mail as provided below etc.”

Rationale: As the club grows, it is prudent to have participation by all classes of members. Junior Flag members are future flag members and voting encourages them to be vested in club activities and governance of the club.

In June we had 154 Flag members and 91 Jr. Flag members, which is 45.5 votes for Jr. Flag. This means that the Flag members still have a majority of votes in the club. Lee Johnson said there may be a legal impediment to doing this vis-à-vis two classes of membership. He offered to run this by the club’s attorney, but before we spend $1500 for the attorney’s advice Rear Commodore Clements will explore another option first.

9.12 Rear Commodore – Lisa Clements 9.12.1 Wheel Chair Regatta Update

Rear Commodore Clements implored all Board members to become involved in the Wheel Chair Regatta, and to consider fulfilling more than one role. We need at least 250 volunteers to make the day successful.

9.12.2 Board of Directors Responsibilities RC Clements reminded Board members not to be apathetic and participate in club events. We

must participate and be civil. We need to attend everything!

9.13 Vice Commodore – Rick Krantz 9.13.1 Solar System Update

VC Krantz received four (4) bids for the solar system installation. Terry Van Winkle had recommended Watthub, a company that specializes in large commercial installations and their bid came in at $100K less than the other bids. The bottom line of the solar system is –

there is no cost to the members. We are taking money we would be paying to SDGE and we’re paying for this instead, and we’ll be saving money.

Commodore Woodley passed out letters’ members can send to the Port regarding the proposals in the Port Plan that will directly affect SGYC. Board members signed the letters and the Commodore will deliver them to the Port before the end of the month. All club members are being asked to sign the letters so we can make an impact and the Port will know our concerns.

Heard about SGYC: Friends Volunteer Interests: America’s Schooner Cup; Communications; LRP Other talents/training: Photography Sponsors: Linda Farrell Met Nowell in June 2018, at a gathering at his home; both had lost a spouse. Linda appreciated Nowell’s thoughtful advice on this type of loss. Welcomed Linda into his circle of friends. Nowell is familiar with boating through his friends. Joining to help out at events, believes he’ll enjoy our charitable events - especially the Schooner Cup as he was in the Marines. Nowell has 2 wonderful adult daughters and 4 grandchildren. His grown children are wonderful folks. He’s a great person who will contribute to the Club significantly. References Maria Gates, friend & business colleague. Maria has known Nowell since 1978. They met in Chicago. He is an amazing, dependable man; dear loyal friend, generous true-blue & extremely successful. He always has your back. Nowell has lived in OB for 20 years. Both of his wives are deceased, and he was the primary care-giver. of his second wife of 10-years Terry & Jody Sartain, friends. Nowell is the nicest guy they’ve ever met, have known him for 2 years. He is friendly, loyal & always has a smile on his face. Has a very nice home. Without question he will be an asset to our Club. I met Nowell over 25 years ago through my work in the paper industry. Nowell was on the printing side. He is truly a very nice man, intelligent, social and has a great sense of humor. When he first became interested in joining, he offered to help out when/if we’re in need of a professional photographer. Though he’s retired from the printing industry, he enjoys doing photography these days.

Interested in joining because of their passion for the ocean and water activities & their interest in perhaps getting a boat and being in our marina. The Maddens have enjoyed boating cruises with other friends, the Kelly’s plan on taking them out soon. Paula & Todd Cohen – Have known the Maddens for 2 years. Met through the Kelly’s and became good friends. Joining to enjoy the beautiful club, also are considering getting a boat at some point, feel they’ll learn more about boating while being in the Club. Recommends: Have had good experiences with them these past 2 years & enjoy their company; they will make great members as they’ll want to get involved with everything and everyone. Daughter Quinn is a great baseball player & loves music, she and Reese Cohen are good friends and share a love of music - they regularly attend concerts together. References Tim Ekstrom, friend - waiting for response Theresa Badet, friend – My husband and I have known Eric and Julie 25 -30 years …going back to college years. They’re very good people, the kind of people if you call, they will be there in a second. Very involved in the community and know a lot of people. Jokingly call Arek the Mayor! They love working with children. They’ve worked together as parents of little league players helping maintain the fields for baseball and the concerts in the park. Have gone fishing together. They will be wonderful asset to the club, love helping people, especially for good causes. Ted Shaw, friend – Has known them for 7 or 8 yrs. thru the community. Absolutely solid people. We got to know them thru Pt. Loma Little League. Julie’s an awesome lady who’s been very helpful for our family when needed help for our son they’ve always been there. Knows they like fishing but have not done that with him. Used to go kayaking and would take members of the baseball team. Our families spent a great week together in AZ with little league baseball.

Greg worked in the aerospace industry, studied Asian and Chinese massage therapy techniques and practices, he’s a good massage therapist Greg will be an enthusiastic participant in club activities, very nice outdoing guy who likes to help people. Bill Walton, personal friends – Raved about Greg, he’s known him for years, he’s a member of our team and our family. He has impeccable credentials in terms of credibility, integrity, work ethic. Bill love's all things Greg Heckaman. Everything I can say about Greg is positive and I only wish I could be Greg Heckaman. Bob would go to sea with him any time, he’s a good sailor. He socializes well and is good to have around. He pays his bills, is generous with his time helping others takes others out sailing to help them learn about racing; helps out with PHRF.

Dave picked him up and Larry trusted that he would. Dave is made for yachting. Alex Nehorayan - Great guy, has known Dave for 55 years - changed my diapers. Their fathers were friend and they grew up together. Spent time on Dave’s boat in the marina. Dave is honorable, honest, responsible… a handshake does the trick. Gary Berkson, (had a bad phone connection so the dialogue was short) - Dave was Gary’s realtor “Buyer/Agent” in 2007 and they became good friends. He is extremely trust-worthy.
