• In 1995 Army required completion of Endangered Species Management Plans (ESMPs) at installations
• In 1997 Sikes Act amendments required Integrated Natural Resources Management Plans (INRMPs) at 184 installations
• ESMPs may or may not be incorporated in INRMPs• ESMPs and/or INRMP accomplish “special management
or protection” of species and habitat• ESMPs/INRMPs allow FWS to consider precluding
designation of Critical Habitat on installations
