Proposed work programme The majority of work areas raised through the summit can be incorporated in existing pieces of work. Therefore these areas of work do not need to be prioritised by SIG. These details are attached as appendix 1 In addition, it is suggested that SIG continue in its role as having oversight of intelligence in Sandwell and acting as a body that brings partners together. This could for example include SIG-led events focusing on particular policy areas or needs assessments that bring relevant people together. To facilitate this role, it is recommended that a framework of needs assessments be created including the timescales for their refresh to help SIG respond to these. To make best use of limited resources, it is recommended that SIG focus on two initial pieces of work that can achieve results quickly and are a priority.

Appendix 1

Work areas suggested by the Policy and Intelligence Summit

Workshop Intelligence activity recommended Comment Making better use of informal information and “street talk” which community organisations have access to including better two-way links between public sector/enforcement agencies and community centres etc.

A Community Interest Register is housed on Sandwell Trends and this captures informal information. Exploration is needed to determine whether the register could be of use to more people.

Social cohesion, role of the citizen, and communities

Gathering more information and mapping of neighbourhoods and the assets within them

Captured through recent work commissioned from Research Sandwell to produce Ward Profiles

Gathering intelligence about people’s access to banking facilities and online resources e.g. in order to manage their finances effectively and their universal credit application

Co-ordination of impact analyses in relation to welfare reform e.g. Midland Heart analysis of likely tenant responses

Impact assessment of proposed residency test

Welfare reform and housing

Research to understand the overlap between households impacted by different aspects of welfare reform

Incorporated within Welfare Reform task group work

Providing an online tool for demographic work

More analysis of the impact of population-related change on services e.g. migration, ageing population, increase in children, carers, residential location choices (e.g. schools, local environment, social mobility)
