Main drivers for joining a Research JTI or a “leaner” PPP

• Become part of a relevant R&D network of main players in Europe• Use it as an information source for internal actions and as a starting point for external (public

funded) R&D cooperation projects• JTI or PPP secures a defined amount of funding/resources for a specific, highly relevant area• Active shaping of the respective SRA (Strategic Research Agenda)

Doing research in the framework of European R&D&I Framework Programs …• … to find the right partners, to share technological risks, complement competences,

elaborate common standards, reduce time to market, explore possibilities for future business alliances, …

Additional Funding is a necessary support …• … but funding of less than 50% does not cover extra management and overhead costs

Preferred type of PPP?

A more “lean” type of PPP mirrored to the “recovery package PPP’s” within FP7

Contractual agreement between the relevant ETP or industry association(e.g. EFFRA / EGVIA) and the European Commission

• Industry association = formally responsible for developing the SRA (strategic research agenda -subject to the Commission’s approval)

• The EU Commission = responsible for issuing calls for proposals and funding selected projects by using regular FP processes and resources (this option is described in the JTI Sherpas Group report and puts industry in the lead for the content, without too much red tape)

• Above all: simple funding scheme i.e. no mix of EU and Member States Money(We had negative experiences with Tri-partite JTIs like ARTEMIS)

• Rules regarding IPR ownership and access rights should be subject to contractual freedom between the participating entities (mirrored to the FP – no “IMI”-like issues)
