An Unprecedented Opportunity

Sidra Medical and Research Center in Doha, Qatar invites nominations and applications for the position of Director of Emergency Services. As Sidra embarks upon a new era of healthcare delivery, education and discovery, it offers unprecedented opportunities for leading healthcare professionals from around the world to collaborate and create a legacy of medical excellence. It has already brought on board leading physicians and administrators from around the globe including CEO William Owen, MD, Mary Boyd, Ph.D. and CMO Edward Ogata, MD (see Appendices C and D for

leadership profiles), and is supported by its academic affiliation with Weill Cornell Medical College in Qatar (Appendix A), a campus of Cornell University. The Director of Emergency Services will work with the Sidra executive team to develop and deliver the strategy and business plans for the Emergency Services operations for Sidra’s brand-new, state of the art 400-bed academic women’s and children’s medical center. This key leader will ensure that all policies/procedures, staffing, clinical care delivery processes, and departmental resources are in place prior to the opening of the facility. With one of the world’s fastest growing economies, a vibrant, tradition-rich populace approaching two-million, an ultramodern infrastructure and architecture, and progressive leadership, Qatar has quickly become one of the most respected nations on earth. As evidence, it will proudly play host to the 2022 FIFA World Cup soccer tournament. A beautiful peninsula amid one of the most dynamic regions in the world, Qatar joins Saudi Arabia, Bahrain, Kuwait, Oman, and the United Arab Emirates as members of the flourishing Gulf Cooperation Council (GCC) independent states. Qatar has also become a hotbed of medical research and education and state-of-the-art healthcare, particularly with the founding of the Sidra Medical and Research Center, the latest and most prominent addition to the 2,500-acre area known as Education City in the capital Doha. Sidra—a nearly 390,000-square-foot facility that will officially open to the public in 2015—aims to be more than just a standard-setting facility and campus; it strives to provide the most progressive, patient-centric care possible, supported by world-renowned physicians and staff. Its initial emphasis will be to re-imagine comprehensive, dedicated medical services for women and children in Qatar and throughout the region. Reporting to the Executive Director of Emergency Services, the Director of Emergency Services will work with the Sidra executive team to develop a department that will strive for compliance while promoting best practices and education in all areas. Overview of Sidra

Qatar Foundation’s Sidra Medical and Research Center, set to open in 2015, will be among the finest and most technologically advanced facilities in the world. Together with Weill Cornell Medical College of Qatar (WCMC-Q), Sidra will form an academic medical center of world-class standards within Education City.

Now under construction on a site to the north of the Medical College, Sidra is designed by renowned architect Cesar Pelli. Constructed of steel, glass and white ceramic tile, the dramatic hospital structure will have three atriums that serve as indoor healing gardens and divide it into three main sections. Optimal use will be made of technology in support of clinical, administrative and research functions in the all-digital facility. This includes the use of robotics and computer-aided surgery and diagnostics, advanced digital imaging, and integrated patient information systems. Sidra will provide specialty care for women and children, with select medical and surgical services for all adults. The infrastructure allows for an initial complement of approximately 380 beds and the possible expansion to 550 in a later phase.

It is envisaged that WCMC-Q’s faculty will combine teaching at the Medical College with clinical practice and research at Sidra and graduates may pursue further training and careers in the specialties of their choice there. Biomedical research will be funded by a nearly $8 billion endowment, and will bring together Sidra, Weill Cornell in Qatar and the U.S., Hamad Medical Corporation, the National Health Authority, and other potential affiliates to help build the nation’s scientific expertise and resources through a coordinated research program. Three key areas have been identified as the focus of Sidra’s research activities: pregnancy health and infertility, pediatric developmental and preventive health, and women’s health.

Qatar Foundation A private, non-profit organization established in 1995 by His Highness the Emir, Sheikh Hamad Bin Khalifa Al-Thani, the Qatar Foundation for Education, Science and Community Development is integral to Qatar's drive to become an advanced knowledge-based society. Recently, there has been a change in leadership and the Emir is now Sheikh Tamim bin Hamad bin Khalifa Al Thani, son of Sheikh Hamad Bin Khalifa Al-Thani and his wife Sheikha Moza Bint Nasser. Chaired by his mother, Her Highness Sheikha Moza Bint Nasser, Qatar Foundation recently appointed Engineer Saad Al Muhannadi as its new President. Qatar Foundation is dedicated to serving the educational needs of the whole person up to postgraduate level; to fostering community health and development; and to nurturing research and entrepreneurship.

Its flagship project is the visionary Education City campus in Doha, where branches of American universities offer programs in medicine, international affairs, business administration, computer science, engineering, design and journalism. The Faculty of Islamic Studies opened in 2007. In addition, WCMC-Q and Carnegie Mellon University have developed a combined program wherein the student may attend classes at both institutions and finish with a Carnegie Mellon degree.

Outside the academic sphere, activities include the Doha Debates, an open public forum for discussion of key issues, and its Arabic counterpart, Lakom Karar; Al Jazeera Children's Channel, producing quality television for the young; Reach Out to Asia, promoting voluntary action for community development in Asia; and Qatar Diabetes Association, with programs of public education and practical support.

Research and business innovation are key parts of Qatar Foundation's work. Qatar Science and Technology Park (QSTP) provides international technology companies with world-class premises and services in a free zone, as well as an incubator for start-up enterprises. Situated in Education City, QSTP is enhancing the culture of research and collaborative effort on the campus, along with Qatar National Research Fund, launched in 2006 to address key national needs through research and to diversify the economy. The Role of the Director of Emergency Services The Director of Emergency Services has a pivotal role in co-ordination and management of activities and resources of Emergency Services for women and children. The Director of Emergency Services will work as a key member of the hospital’s nursing management team and will assume 24 hour accountability for overall management and for the delivery of quality Emergency Services to achieve optimal patient outcomes. This key leader will be responsible for operational improvement, clinical care delivery, leadership of employees, fiscal stewardship of the department/unit’s resources, and for the creation of a positive clinical and employee work environment. The Director contributes to the organization’s success in clinical outcomes, services to all customers (patients, families, physicians, and employees), and to a positive financial performance. Additionally, this position is accountable for assessing, planning, developing, implementing, and executing strategies and tactics of the departments to achieve optimal

financial performance, cost efficiency, quality performance, clinical superiority, and an excellent patient experience.

The Director of Emergency Services is accountable to the Executive Director for Emergency Services for ensuring that the standards for nursing care and related services are adhered to in Emergency Services. In collaboration with other service areas the Director for Emergency Services ensures that recruiting, commissioning, onboarding, orientation and service activation responsibilities are carried out in accordance with Sidra’s plans and timelines. Sidra will open in early 2015 and the post holder will support all activities required to achieve a patient safe opening and establish operational integrity and performance. Sidra's Emergency Services will encompass the following services:

Pediatric Emergency Room - 56 bays/rooms (includes Level I Trauma Services as well)

Pediatric Urgent Care - 9 clinics

Obstetric Triage and Women's Urgent Care - 12 bays/rooms

Rapid Response and Code Service Anticipated direct reports will include managers of the above areas. In collaboration with other service areas the Director for Emergency Services ensures that recruiting, commissioning, onboarding, orientation and service activation responsibilities are carried out in accordance with Sidra’s plans and timelines. This key leader will work closely with the Chief of Pediatrics, Division Chief of Emergency Services and other key physician leaders as needed. Key Duties and Accountabilities:

Provides advanced professional and clinical leadership direction to Nurse Managers and others across department.

Supports the development, implementation and evaluation of Family Centered Services annual strategic plan. Works in partnership with Nurse Managers to define and clarify the strategic direction. Communicates a shared vision across department.

Develops key performance indicators for department.

Act as an advocate for patients and families; continually reviews nursing practice to ensure that the most effective research based and timely care is provided for patients and their families. Addresses any issues that negatively impact on patient care outcomes.

Leads and coordinates collaborative multi-disciplinary partnerships working towards the achievements of constant improvement in quality patient care and patient satisfaction. Monitors patient flow for scheduled and unscheduled patients. Takes effective action to address issues with the main

Leads the achievement of successfully implementing clinical information systems at department level.

Leads special projects/assignments linked to strategic priorities

Goals and Objectives Goals and Objectives The following goals and objectives – measures of success have been identified for attention and focus during the early tenure of the new Director of Emergency Services. In the first two years, the Director of Emergency Services will be expected to show progress in the following areas:

• Build a world-class Emergency and Trauma Services department – Ensure an effective, comprehensive, Emergency and Trauma Services department is up and ready by the time doors open in 2015. Sidra expects 10,000 deliveries in its first year, and 122,000 children’s emergency visits. Outline the longer term missions of research and education for the department. Develop an organizational structure for Emergency Services operations that runs smoothly and proves attractive for recruiting purposes. The opportunity exists for faculty appointment.

• Integrate leading technology and clinical best practice – See that the latest technology and nursing best practices are in place so that Sidra’s emergency and trauma function will have excellent quality of patient care, the most efficient patient care practices, and an excellent patient experience.

• Leadership and management – Establish relationships with other Service Chiefs, clinical and allied health staff that emphasize collaboration. Be visible and approachable. Establish oneself as a sought after resource across the system on all matters relating to.

• Productivity and profitability - Define performance expectations appropriate to current and future staff levels. Create accountability metrics that address volumes and quality, as well as potential participation in clinical and

Ensure that the department and leadership are sensitive to the cultural and clinical differences that will exist with staff from difference countries, backgrounds, and experience. Candidate Qualifications

Education/Licensure/Certification

Bachelor’s Degree in Nursing is required; Master’s degree in Nursing, Business, Health Administration or related field is also required.

Advanced Certification in Nursing (such as NE-BC, CEN/BC-EN) is strongly preferred.

Licensure as a Registered Nurse in country of origin is required.

Experience

Candidates should possess at ten years progressive management experience in Emergency Services within a North American Academic Institution or equivalent in: USA, UK, Republic of Ireland, EU States, South Africa, Australia, or New Zealand.

Experience should include working in a hospital or emergency room where complex procedures and service lines are offered in addition to large volumes in the emergency room setting. Experience in a hospital or health system where large volumes of pediatric services are provided would be strongly preferred.

Someone with experience in an emergency room that has high patient satisfaction scores would be strongly preferred.

Experience in a designated trauma center would be strongly preferred.

Plans activities and projects well in advance and takes account of possible changing circumstances, identifies and organizes resources needed to accomplish tasks.

Experience in Cerner information technology platforms and/or implementation is strongly preferred. Must have experience in an organization utilizing electronic medical records in the emergency room setting.

Appendix A

WEILL CORNELL MEDICAL COLLEGE IN QATAR (WCMC-Q) Established in 2001 as a partnership between Cornell University and Qatar Foundation, WCMC-Q is part of Weill Cornell Medical College in New York and shares its mission of dedication to excellence in education, research and patient care.

The first medical school in Qatar and a pioneer of coeducation at university level, WCMC-Q offers an integrated program of pre-medical and medical studies leading to the Cornell University M.D. degree. Teaching is by Cornell and Weill Cornell faculty, including physicians at Hamad Medical Corporation (HMC) who hold Weill Cornell appointments.

Student numbers have increased from 25 first year pre-medical students in the fall of 2002 to approximately 270 students from more than 36 countries in the fall of 2011. In the clinical arena, WCMC-Q is already making a contribution to the community in Qatar. Medical faculty members licensed and credentialed to practice see patients as part of their teaching assignments in HMC facilities. There are exchanges of expertise with faculty and physicians from New York - Presbyterian/Weill Cornell Medical Center, particularly in the planning phase of Qatar Foundation’s Sidra Medical and Research Center. Collaborative biomedical research projects are underway between Weill Cornell in the U.S. and Qatar, and HMC, and a major research program is now in the works. WCMC-Q students have exciting opportunities to take part in biomedical investigations: The Summer Research Program enables selected students to travel to the U.S. and work under the mentorship of leading investigators at Cornell and Weill Cornell. Meanwhile, a growing number are participating in projects in Qatar, guided by WCMC-Q faculty and funded by the Undergraduate Research Experience Program of Qatar National Research Fund. WCMC-Q is contributing to Qatar’s objective to become a knowledge-based society by advancing its mission of excellence in education, research and patient care. Through the generous support of the Qatar Foundation, WCMC-Q is becoming a significant contributor to the renaissance of education, research and state-of-the-art patient care in Qatar and the region. Four classes of physicians have graduated who continue their graduate medical training in residencies and clinical research at outstanding institutions in the United States and Qatar.

Many of these young physicians will soon begin to return to become leaders and innovators in the planning and delivery of medical care in Qatar and the region. WCMC-Q has a world-class biomedical research team who are conducting basic, translational and clinical research that focuses on diseases and disorders, which are among the most frequent and challenging issues for patient care in Qatar. Last year WCMC-Q completed an institutional strategic plan, Vision 2010-2015, to ensure WCMC-Q continues to achieve its goals of: Establishing preeminent centers of excellence in education, research and clinical training; Integrating fully its tripartite mission of education, research and patient care in close

collaboration with Hamad Medical Corporation and Sidra Medical and Research Center; Contributing significantly to developing a Qatari biomedical work force; and Creating an international hub for collaborations. Faculty

Faculty members at WCMC-Q are committed to excellence in teaching, research, patient care, and the advancement of the art and science of medicine. In order to become a faculty member at WCMC-Q, it is a prerequisite to qualify for and secure a faculty appointment at Weill Cornell Medical College (WCMC) and/or Cornell University (CU). Generally, faculty who teach in the pre-medical program have appointments in the undergraduate disciplines at the Ithaca campus

of CU; all other faculty, including those in basic sciences, clinical disciplines, and research, usually hold appointments at WCMC in New York. Qualified faculty members may teach in both the pre-medical and medical programs.

Courses taught in the pre-medical program are comprised of the sciences basic to medicine including biology, physics, chemistry and mathematics, in addition to English, medical ethics and psychology. The medical program, which replicates the curriculum taught at WCMC, features a variety of learning experiences including problem-based learning, case-based conferences, journal clubs, laboratory sessions and clinical experiences.

WCMC-Q faculty are also supplemented by physicians at Hamad Medical Corporation (HMC) and ASPETAR - Qatar Orthopaedic and Sports Medicine Hospital who have received faculty appointments at the appropriate clinical department of WCMC in New York. This faculty provides a valued role in supporting the College’s mission in Qatar by overseeing the clinical education of WCMC-Q students rotating through HMC and ASPETAR.

Governance and Leadership

The following structure has been established for the governance of Weill Cornell Medical College in Qatar: The Dean of WCMC-Q reports directly to the Dean and Provost of Weill Cornell Medical

College, and through her/him to the President of Cornell University, WCMC Board of Overseers, and Cornell University Board of Trustees.

The Cornell Boards of Overseers and Trustees are responsible, and provide oversight, for

the operation of the academic programs. The Qatar Foundation provides, and is responsible for oversight of, the facilities. A Joint Advisory Board provides advice and assistance to the parties and to the Dean of

WCMC-Q. The Joint Advisory Board is comprised of four members selected by the Cornell Boards, four by the Qatar Foundation, and an additional three independent members who are selected jointly

Building

Commissioned by Qatar Foundation, and designed by world-renowned architect Arata Isozaki, the building of WCMC-Q was formally dedicated in October 2003 by Her Highness Sheikha Moza Bint Nasser, Chairperson of Qatar Foundation, and Jeffrey Lehman, eleventh president of Cornell University. The structure comprises two 200-meter long halls linked by bridges housing faculty and student lounges. There are four lecture halls in three-dimensional

geometric shapes in the central courtyard. Contemporary in concept and building materials, the construction nonetheless features many references to traditional Islamic and Gulf architecture from geometric patterns on exterior and interior walls to wind towers in the courtyard. Facilities Covering nearly 390,000 square feet (36,000 square meters), the building of WCMC-Q provides generous accommodation and a superb environment for all the operations of the Medical College, from clinical teaching to research at the bench, administrative work to accessing information resources. High-speed Internet connectivity enables faculty, students and staff to maintain close links with colleagues overseas. To give one example, videoconferencing technology provides for delivery of live lectures from Weill Cornell Medical College in New York and Cornell University in Ithaca to students in the classroom in Doha.

More about the Community Due to its recent rapid development, its truly spectacular architecture, the awarding of the 2022 World Cup, and other reasons, Qatar is one of the fast-rising countries in the world. Meanwhile, it holds firm to its Islamic heritage and rich cultural roots. Business and Economy Doha is home to the headquarters of the country's largest oil and gas companies, including Qatar Petroleum, Qatargas and RasGas. Doha's economy is built on the revenue the country has made from its oil and natural gas industries, and the Qatari government is rapidly trying to diversify the Qatari economy in order to move away from this dependence on oil. As a result, Doha is currently experiencing a very large boom, with the city developing very rapidly – this is mostly the result of His Highness Sheikh Hamad bin Khalifa Al-Thani’s modernization program. Construction is booming in Doha, a result of increasing corporate and commercial activity in Doha. This is most visible with the changing skyline of the city, as Doha has over 50 towers currently being constructed. At the same time, 39 new hotels are joining Qatar's booming tourism market. Doha is also headquarters to Al Jazeera, one of the most respected global news and media organizations. Culture Qatar is defined by its warmth and hospitality. The government has embarked on a multifaceted approach to preserving the culture and heritage of the country, while also welcoming new cultures and developing its cultural diversity.

Clothing and Dress

Most Qataris choose modest national dress when they are in public. Men wear a tailor made thobe or dishdash, cut along the lines of a white cotton shirt that reaches to the ground, worn over long white cotton trousers. Traditionally women wore a long dress (jelabia), covered when they went out by a black cloak called abbayah. Qatari women also cover their hair, either with a thin scarf called shaila, or with an opaque headscarf. Older and more traditional women still use a short nose or chin-length mask called a battula, whereas younger women, if veiled, generally choose the Bedouin-style veil called burqua, which leaves just their eyes exposed.

Expatriates living in Qatar tend to dress in styles that are familiar and comfortable to them, though modesty and conservatism is expected in Qatar more than in many countries expatriates hail from.

Food

Food in Qatar reflects Muslim food preferences, and it is rich in African, Indian and Iranian influences, as well as offering modern international favorites. Traditionally, Qatari people eat lightly in the morning and evening and have their main meal in the middle of the day. This habit is changing with many families having their main meal in the evening. For many people, the Friday midday meal following prayers is the week's main family gathering. During the holy month of Ramadan, Muslims fast between dawn and dusk. Elaborate, festive meals are served after nightfall. Eating and drinking in public during daylight hours in Ramadan is prohibited for all, whether fasting or not.

Climate Qatar has a pleasant climate nine months of the year with hot summers and relatively warm winters. In the summer, the temperature ranges between 77-120 degrees Fahrenheit with high humidity. The temperature is eased by air conditioning in the vast majority of homes and workplaces. During the summer, most people take holidays or spend more time indoors. Her Highness Sheikha Moza bint Nasser, wife of the former Emir of Qatar, Sheikh Hamad bin Khalifa Al-Thani, plays a key role in supporting her husband’s far-reaching agenda to transform Qatar into a thriving, knowledge-based society. For more than 15 years, Sheikha Moza has been a driving force behind education and social reforms in her country. Domestically, she serves as Chairperson of Qatar Foundation for Education, Science and Community Development (QF). Its flagship project is Education City. Sheikha Moza graduated from Qatar University with a

degree in sociology and has been awarded honorary doctorates from Virginia Commonwealth University, Texas A&M University, Carnegie Mellon University, Imperial College London and Georgetown University.

Engineer Saad Al Muhannadi was appointed President of Qatar Foundation for Education, Science and Community Development (QF) in September 2013. His previous role was the Vice President for Capital Projects and Facilities Management and during the last 15 years, he led the development of the required Qatar Foundation’s infrastructure to achieve Qatar’s goal of transforming itself from a carbon-based to a knowledge-based economy. Engineer Saad Al Muhannadi was responsible for planning, design, construction and maintenance of all Qatar Foundation buildings and supporting infrastructure in QF’s 15 million square meter campus as well as ensuring a healthy and safe living and working environment.

Rashid Al-Naimi has been appointed the new Chief Executive Officer of Qatar Foundation Investments, as the organization moves forward in its mission to unlock human potential. Throughout his career, including in his most recent position as Qatar Foundation’s Vice President of Administration, he has demonstrated the he is a natural leader. In his new role as Chief Executive Officer, he will oversee Qatar Foundation Edowment, Qatar Foundation Investments and the organization’s other joint ventures and initiatives.

Her Excellency Ghalia bint Mohammed Al-Thani, M.D. MRCP (UK) is Chairperson for Clinical Steering Planning Committee and Member of the Board of Governors for Sidra Medical and Research Center; Member of the Board of Governors for Supreme Council for Health; Consultant Pediatrician at Hamad Medical Corporation; Co-Chairs Weill Cornell Medical College-Qatar Joint Advisory Board and the Chairperson for Qatar Foundation for Child & Woman Protection. In 2005, she was Chair of the Board of Directors of the National Health Authority in Qatar, a position

His Excellency Yousef Hussain Kamal currently serves as Minister of Finance and Acting Minister of Economy and Commerce, positions he has held since 1998 and 2006 respectively. He also serves as Secretary General for the Supreme Council for Economic Affairs & Investment; Chair of Qatar National Bank, Qatar Steel, Ras Gas Co. LTD., Qatar Financial Centre Authority, Steering Committee (Investment free zone), and The Doha Securities Market, and as Vice Chairman of Qatar Petroleum, Industries Qatar, Qatar Diar Real Estate, and Qatar Airways. He also represents the State of Qatar as Governor to the International Monetary Fund, the World Bank, the Arab Monetary Fund, the Islamic Development Bank, and the OPEC Fund. H.E. Kamal holds a B.A. in business administration from Cairo University and several public financial courses from the International Monetary Fund and various American Universities.

Jordan J. Cohen, M.D., is the president emeritus of the Association of American Medical Colleges (AAMC). Dr. Cohen spent 40 years in academic medicine at some of the nation's most prestigious institutions. He was dean of the medical school and professor of medicine at the State University of New York at Stony Brook, and president of the medical staff at University Hospital. Before joining SUNY-Stony Brook, Dr. Cohen was professor and associate chairman of Medicine at the University of

Chicago-Pritzker School of Medicine, and physician-in-chief and chairman of the Department of Medicine at the Michael Reese Hospital and Medical Center. He also held medical faculty positions at Harvard, Brown, and Tufts universities and was president of the medical staff at the New England Medical Center Hospital in Boston. He is a graduate of Yale University and Harvard Medical School and completed his postgraduate training in internal medicine on the Harvard service at the Boston City Hospital.

Antonio M. Gotto, Jr., M.D., D.Phil., is the Stephen and Suzanne Weiss Dean of Weill Cornell Medical College in New York, New York, where he is also Professor of Medicine. In addition, Dr Gotto is Provost for Medical Affairs of Cornell University. Previously, at Baylor College of Medicine in Houston, Texas, he was the Bob and Vivian Smith Professor and Chairman of the Department of Medicine, Scientific Director of the DeBakey Heart Center, and held the JS Abercrombie Professor Chair

for Atherosclerosis and Lipoprotein Research. As a lifelong supporter of educational efforts aimed at cardiovascular risk reduction, Dr. Gotto has been National President of the American Heart Association and President of the International Atherosclerosis Society. He is a member of the Institute of Medicine and the American Academy of Arts and Sciences. Dr. Gotto speaks nationally and internationally on cardiovascular disease and has contributed more than 500 scholarly articles and books to the medical literature.

Sanford I. Weill is Chairman Emeritus of Citigroup Inc. Mr. Weill retired as CEO of Citigroup in 2003 and served as Chairman until 2006. He is Chairman of the Board of Overseers for The Joan and Sanford I. Weill Medical College and Graduate School of Medical Sciences of Cornell University, having joined the board in 1982 and becoming chair in 1996. (Cornell named the medical college after the Weills in April 1998 in recognition of their support.) Mr. Weill is a graduate of Cornell University. He and his

Javaid I. Sheikh, MD (ex-officio), is Dean of Weill Cornell Medical College in Qatar. Dr. Sheikh joined WCMC-Q as Vice Dean for research in April 2007, was appointed Interim Dean in January, 2009, and assumed the position of permanent Dean on January 1, 2010. He holds a tenured faculty appointment as Professor at WCMC in New York City. Dr. Sheikh came to WCMC-Q from Stanford University School of Medicine, where he was professor of psychiatry and behavioral sciences

and chairman of the board of Palo Alto Institute for Research and Education (PAIRE). Dr. Sheikh is a graduate of King Edward Medical College, Lahore, Pakistan. He started his psychiatry residency training at University of Connecticut and completed it at Stanford University School of Medicine.

Leadership at Sidra

William F. Owen, Jr., M.D., FACP, is Sidra CEO. Dr. Owen’s most recent executive role was President of the University of Medicine and Dentistry of New Jersey (UMDNJ), America’s largest, publicly funded academic health system with a budget of $1.7 billion, 16,000 staff members, 2,600 faculty and 6,000 students. As the most senior executive at Sidra, he will be responsible for the strategic direction of all clinical and operational services of the Sidra Medical and Research Center and lead Sidra to deliver the highest standard of patient care. In line with Sidra’s values, Dr. Owen will promote a culture of

inclusiveness and empowerment that enables innovation and excellence in the three pillars of Sidra’s mission: integrated patient care, biomedical research and education. He will develop strategic alliances with key internal and external partners and promote the reputation and standing of Sidra locally, regionally and internationally.

Mary Boyd Ph.D., MA, RGN, RGM Before joining Sidra, Dr. Boyd served as the National Strategic Lead for Bed Management and Head of Hospital Liaison in the Irish Department of Health. In this capacity, she successfully improved hospital access and quality of service for patients and was a major contributor to Irish healthcare reform. Under Dr. Boyd’s leadership, the Cork University Hospital Group (CUHG) grew to

become the largest hospital in the state. As Director of Nursing, Dr. Boyd was responsible for a $130 million budget, with oversight of 2,500 nursing and allied health staff in a 1,100 bed hospital. CUHG is the only Level I Trauma Center in the Republic of Ireland. She brought clinical governance to the highest standard to the hospital using evidence-based international accreditation systems. Her previous roles included service as Director of Midwifery at the National Maternity Hospital, Holles Street, Dublin, Europe’s largest maternity hospital; Director of Nursing and Midwifery (and Director of Care) at Portiuncula Hospital, Galway and Divisional Nurse Manager in Obstetrics, Gynecology and Children in University Hospital Galway. In these roles, Dr. Boyd has evolved as one of the world’s most experienced nursing executives in commissioning new hospitals and hospital units and reorganizing hospital groups.

Edward Ogata MD, MBA, has been appointed Chief Medical Officer at Sidra. As the most senior physician at Sidra, Dr. Ogata will provide leadership to the medical staff and lead Sidra to deliver the highest standard of medical care. He will be responsible for implementing strong clinical governance systems, continual quality improvement and ensuring that the quality, safety, efficacy, and efficiency of the clinical services are delivered to the highest level. Dr. Ogata will also ensure that a strong relationship is maintained between Sidra and its faculty members at Weill Cornell Medical College in Qatar. Dr. Ogata comes from the Ann and Robert Lurie Children’s Hospital of Chicago

where he was Chief Medical Officer. Dr. Ogata also held the position of Associate Dean for Academic Affairs, Crown Family Professor of Pediatrics and Professor of Pediatrics at the Northwestern University Feinberg School of Medicine, Chicago. Dr. Ogata has been practicing medicine for over 30 years.

Internationally acclaimed translational research expert Francesco M. Marincola, MD, FACS has been appointed Chief Research Officer. He will be responsible for leading the development of Sidra’s research capabilities to enable it to become a center of excellence for clinical and translational biomedical research. Dr. Marincola joins Sidra from the U.S. National Institutes of Health (NIH) where he held the positions of Chief of the Infectious Disease and Immunogenetics Section and Tenured Senior Investigator. He is also founder and Editor-in-Chief of the Journal of Translational Medicine.

Highly experienced Pediatric General Surgeon David Lyle Sigalet MD, MSc, PhD, FRCSC, FACS has been appointed Clinical Chief of Surgery. Dr. Sigalet will lead Sidra’s surgical department to ensure delivery of a high standard of patient focused and transformative care. Dr. Sigalet is a Pediatric General Surgeon with over 25 years of experience in surgery, research and academia. Prior to joining Sidra he was Professor of Surgery in the Department of Pediatric General Surgery at the Alberta Children’s Hospital Foundation, University of Calgary.

Health information systems expert Michael LeRoy has been appointed Chief Information Officer with the remit of leading the planning, design and implementation of the cutting-edge, integrated medical and information management system that will be key to the functioning of Sidra as a state-of-the-art, all-digital medical center. Mr. LeRoy joins Sidra from the role of Senior Vice President and Chief Information Officer at the Detroit Medical Center (DMC), Michigan. Last year, Mr. LeRoy was ranked as one of the Top 25 Healthcare CIOs in the U.S. by

InformationWeek magazine.

Lester Aron, Esq. has been appointed Chief of Staff to the CEO. In this senior leadership role, Dr. Aron will provide strategic counsel to the CEO and executive management team on matters of organizational governance, and lead the development of best in class operational performance at Sidra through its bylaws, policies and procedures, and operational controls. Dr. Aron brings more than 30 years of experience in the governance and operational performance of not for profit institutions. He joins Sidra from the University of Medicine and Dentistry of New Jersey

(UMDNJ) where he held the positions of Senior Vice President & General Counsel and Chief Governance Officer.
