The Bank of England have said that interest rates will not be hikedto slow the housing market boom being experienced by manyparts of the country. Instead, a number of tools could be usedmaking it more expensive for banks to give out mortgages ortelling lenders to make borrowers take tougher affordability testsand therefore reducing the supply of mortgages.

Mark Carney Governor of The Bank Of England recentlycommented – Hiking rates was “the last line of defence” against adangerous bubble, insisting rates would rise only when theeconomy as a whole needs it – most likely early next year.

Other reported tools available include cutting high loan to valuelending making banks hold more capital on loans where buyershave small deposits or low incomes relative to the loan, ending thepopular Help to Buy Scheme which makes it possible to buy a new-build or existing home with as little as 5% deposit.

The Confederation ofBritish Industry (CBI),which represents tensof thousands ofbusinesses across thecountry, anticipates aquarter-point rise ininterest rates in thefirst three months of2015, from 0.5 percent to 0.75 per cent– six months earlier than it had previously predicted. A number ofproperty experts have also predicted that property prices couldincrease by 8.2 per cent this year and 5.1 per cent in 2015 whichseems to fall in line with predicted rate increases and possibletightening on lending.

£7600 TO MAKE YOUR HOME MORE ENERGY EFFICIENT

Households carrying out energy efficiency improvements on their home cannow get more money back to offset the cost of having the work done.

From June, people in England and Wales will be able to get up to £7600 backthrough a new Green Deal Home Improvement Fund so they can take control oftheir bills and have warmer, greener homes. The scheme helps people to installenergy efficiency measures such as solid wall insulation and new heating systems by providing them withmoney back on the contributions they make towards improvements.

It opens up the market for smaller businesses in the energy efficiency sector, competing in new andinnovative ways and providing further opportunities for jobs and growth.

Green Deal Installers and Providers should register with the scheme now. Under the new incentivescheme, which is available from June, domestic energy customers can get:• up to £1000 for installing two measures from an approved list; and/or• up to £6000 for installing solid wall insulation; and• up to £100 refunded for their Green Deal Assessment.

The scheme also entitles those who have brought a property in the 12 months prior to application toqualify for up to an additional £500 if they carry out energy efficiency improvements

With almost 90% of all electrical fires caused by householdappliances, the industry is calling for periodic electrical safetychecks to be made mandatory in all rented accommodation.

Currently there is no legal requirement to provide safety certificates to tenants, orfor regular checks to be carried out on all rented homes as is the case for gas appliances. However,that could be set to change in the near future.

Electrical Safety First (ESF), formerly known as the Electrical Safety Council, is campaigning for theGovernment to introduce mandatory regular safety checks on electrical installations and appliancesprovided in all privately rented accommodation. These include cooking appliances (e.g. cookers andmicrowaves); washing machines and tumble dryers; lamps; portable heaters; and TVs.

Landlords and agents have a duty of care and are expected to ensure the electrical wiring, sockets andappliances are safe however electrical safety checks are not clearly prescribed for alltenancies. Currently, landlords are only legally required to conduct five-yearly inspections on Houses inMultiple Occupation (HMO). ESF are recommending that a qualified electrician should make aninspection every five years on all rental properties and that visual checks of sockets, wiring, light fittingsetc should be undertaken before the start of every new tenancy.
