SECTION 1: EXECUTIVE SUMMARY

International Science Programme (ISP) Annual Report to Sida 2010

The ISP Annual Report was reshaped after the Annual Report 2007, and a new form of general annual reporting was developed for 2008 and 2009. The current annual report, comprising specific reporting to Sida, the main financial contributor to ISP operation, essentially follows “Sida’s Global Research Programmes Annual Reporting: Guiding Principles and Reporting Format”, provided by the Sida Secretariate for Research Cooperation in June 2010.

Introduction (Sections 2 – 4)

The objective of the International Science Programme (ISP), Uppsala University, Uppsala, Sweden, is to contribute to the development of active and sustainable environments for higher education and scientific research in developing countries, within the basic sciences chemistry, mathematics, and physics,

ISP operation is well aligned with the overarching goals and strategies of Uppsala University, and with its program for internationalization, as well as with the Swedish govenrment’s strategy for Sida’s support for development research cooperation.

ISP was initiated in 1961 and now consists of three subprograms: the International Programme in the Physical Sciences (IPPS, since 1961); the International Programme in the Chemical Sciences (IPICS, since 1970); and the International Programme in the Mathematical Sciences (IPMS, since 2002).

ISP provides long-term support to Research Groups and Scientific Networks. The work is carried out in close cooperation with research groups at more advanced host institutions. Although Uppsala University is the base of the operation, ISP functions as an international program and host laboratories may be at other Swedish universities, in other Nordic and European countries, and in the regions. This is to meet the requests from developing countries on their own terms. ISP also handles other research programs, organised by Sida.

Results (Sections 5 – 6)

In 2010, 28 Research Groups were supported in 10 African and 4 Asian countries; 5 groups in Kenya, 4 in Sri Lanka, 3 each in Laos and Zimbabwe, 2 each in Bangladesh, Burkina Faso, Cambodia, and Malawi, and 1 each in Ghana, Mali, Nigeria, Senegal and Zambia. In addition, 15 regional Scientific Networks were supported, 12 in Africa, 2 in Asia, and 1 in Latin America.

The collaboration with Sida in 2010 has included commissioned coordination assignments in 6 Sida programs for research development.

The total expenditures by ISP-supported Research Groups and Scientific Networks in 2010 were 14,252 kSEK, 57% by Research Groups and 42% by Scientific Networks. Costs for “sandwich” training of students with collaborating host groups made up 16% of the total, regional collab-oration made up 27%, development, including amendment of laboratory equipment, 43%, and short term visits to collaborators, conferences, etc. made up 14%. The supported activities in Africa accounted for 78% of the expenditures, in Asia 21%, and in Latin America less than 2%,

A total of 117 PhD students (12% of which were female) were active in ISP-supported research groups and scientific networks in 2010, of which 57% on a sandwich basis. During the year, 25 students graduated on the PhD level, about half of them participating in sandwich programs. The number Master students were 232, of which 26% were female and 10% participated in sandwich programs. Of the 83 graduating, only 2 participated on a sandwich basis.

Regarding dissemination of scientific findings in 2010 it can be noted that most (66%) of the in total 83 publications in international scientific journals were in high ranking journals listed with ISI impact factors. International publications clearly dominated over publication in regional (15) and national (2) journals. In addition, 18 contributions were made in the form of books, chapters, popular publications andtechnical reports.

Furthermore, 230 contributions were made to scientific conferences, 46% at the international, 33% at the regional, and 21% at the national level, and 28 scientific events were arranged,

Summing up the eight year period 2003–2010, support was given to up to 50 research groups and 21 networks annually, with the total annual expenditure by supported activities averaging approximately 2.0 million EUR (approximating the rate 10 SEK = 1 EUR). Over this period the following results were achieved for each million EUR spent: 12 PhD graduations, plus 50 Masters graduations, plus 64 publications in international journals, plus 34 publications in regional and local journals, plus 127 conference contributions (40% of which to international conferences), plus 21 meetings organised (workshops, conferences, summer schools, etc.), plus development of technical resources within research groups and networks.

Among challenges in 2010 were the difficulties encountered by Research Groups phased out from ISP support in 2008 and expected to be adopted by the Sida bilateral programs. In some cases this didn’t happen, jeopardizing previous years’ investments and accomplishments. In the cases where this goal was reached, it was noted that the funding was intended for PhD training only, whereas Master training (necessary for the recruitment of PhD candidates) had to be supported by other funding sources, subject to availability.

Several examples are reported of achievements by supported Research Groups and Scientific Networks in terms of: research findings, opportunities for changed policies, changed practices, how the program has strengthened and benefitted researchers and stakeholders, and communication and use of research results.

3.1 Objective

To contribute to the development of active and sustainable environments for higher education and scientific research in developing countries, within the basic sciences chemistry, mathematics, and physics,

3.2 Relevance for development cooperation

An increased domestic capacity for research and higher education in basic sciences has a long-term impact on economic growth and poverty alleviation, driven by an increasingly knowledge-based society. A country’s domestic competence in basic sciences is crucial for: an increased quality of education, at all levels, the development of scientific, critical thinking based on reproducible evidence the development of applied sciences to meet local needs, the development of technology, innovation, and engineering on a local ownership basis the adoption of a sustainable use of natural resources, and the engagement in business and global trade at a level of knowledge which matches global

partners, industry and investors the development of scientific excellence on own terms.

3.3 Alignment and development of the ISP Objective

3.3.1 Alignment with the goals and strategies of Uppsala University

ISP operation is aligned with the overarching goals and strategies of Uppsala University, stating that the university shall:1

Pursue research and education of the highest quality; Play an active role in global society, promoting development and innovation; Be far-sighted and open to change in all facets of its work; and Contribute to making our world a better place.

Furthermore, ISP activities are well in line also with the Uppsala University program for internationalization,2 and the Uppsala University action plan for internationalization 2010 –

2012.3 In the program for internationalization, objectives and strategies are on three areas, all having strong relevance for ISP: Internationalization for eminent research; Internationalization for first class education; and Internationalization for a developed university environment.

3.3.2 Alignment with the Swedish government’s strategy

In 2010, ISP started to develop its objective to more clearly demonstrate the fit to the Strategy for Sida’s support for development research cooperation 2010–2014, adopted by the Swedish government in October 2009.4 Concomitantly, the introduction of Results Based Management was initiated. Following a workshop held in January 2010 a logistic framework was proposed, in order to clarify the objective of the program, and its alignment with the government strategy.

The overall objective of the Swedish research support is to strengthen and develop research of relevance to the fight against poverty in developing countries. In order to achieve the overall objective under Sweden’s development research policy, Sida is to focus on three specific areas:1) Research capacity building in developing countries and regions2) Research of relevance to developing countries3) Swedish research of relevance to developing countries

The activity of ISP falls mainly within the first two of the specific areas, the respective objectives of which are: Partner countries and regional research actors are better able to plan, produce and use

research in the fight against poverty; and Increased production of research relevant to the fight against poverty in developing

countries.

One conclusion associated with the latest years’ development of the ISP objective is that the objective needs to be taken further, to include the use of the created capacity for higher education and scientific research in developing countries, and the impact of the use. Therefore the ISP overall objective tentatively has been expanded: to increase the production and use of results relevant for the fight against poverty by researchers in the basic sciences in developing countries.

The specific objectives are, tentatively: To increase the capacity to plan and carry out research in the field of basic sciences in

developing countries and regions. To increase the production of high quality research results in basic sciences in developing

countries. To increase the application of research results in basic sciences useful for the fight against

poverty in developing countries.

The developed objective is expected to be established by the ISP Board in 2011.

SECTION 4: STRUCTURE AND OPERATION

4.1 Structure

The International Science Program (ISP) is at the Faculty of Science and Technology at Uppsala University. It was initiated in 1961 and now consists of three subprograms:

– International Programme in the Physical Sciences (IPPS, since 1961)

– International Programme in the Chemical Sciences (IPICS, since 1970)

– International Programme in the Mathematical Sciences (IPMS, since 2002)

4.2 Operation

ISP provides long-term support directed to Research Groups and Scientific Networks. The work is carried out in close cooperation with research groups at more advanced host institutions. Although Uppsala University is the base of the operation, ISP functions as an international program and host laboratories may be at other Swedish universities, in other Nordic and European countries, and in the regions. This is to meet the requests from developing countries on their own terms. ISP also handles other research programs, organised by Sida.

The operation of ISP is regulated in an ordinance established by the Swedish government in 1988 (UHÄ-FS 1988:18; SFS 1992:815), through the then Office of Universities and Higher Education (Universitets- och högskoleämbetet; UHÄ), and is governed by an internationally composed board.

Under the current agreement with Sida ISP shall only support research groups in the twelve focus countries appointed in the government’s new development support policy. 5 These countries are, in Africa: Burkina Faso, Ethiopia, Kenya, Mali, Mozambique, Rwanda, Tanzania, Uganda and Zambia; in Asia: Bangladesh and Cambodia; and in Latin America: Bolivia. ISP support to research groups in countries outside this focus is currently being phased out, and most of it terminated in 2010.

In focus countries where Sida operates bilateral programs aimed at support of university and research development, the research groups should be supported within the Sida bilateral programs. Today, Sida has bilateral research programs in seven of the twelve focus countries: Burkina Faso, Bolivia, Ethiopia, Mozambique, Rwanda, Tanzania and Uganda. In 2010, ISP was supporting research groups, in parallel to the Sida bilateral programs, only in Burkina Faso, which is planned to cease when these groups are adopted by the next phase of the bilateral program. In five countries not yet having Sida bilateral research development programs, Kenya, Mali, Zambia, Bangladesh and Cambodia, ISP in 2010 continued to develop support with the aim

to develop capacity in physics, chemistry and mathematics as far as possible to contribute to strengthen the capacity in basic sciences in order to provide an as solid base as possible once Sida bilateral support programs are to be established. 6

At the meetings with the IPICS, IPMS, and IPPS Scientific Reference groups in 2010, held simultaneously in Nairobi, Kenya, in September, applicants were invited to present and defend their applications. Among applications evaluated were new ones from: Bangladesh (Dhaka University; one in physics), Ethiopia (Addis Ababa University; one each in chemistry and mathematics, and two in

physics; see 5.3.1) Kenya (University of Nairobi; two in chemistry, one in physics), Mali (University of Bamako; one in mathematics, one in physics), Uganda (Makerere University; one in physics; see 5.3.1), and Zambia (University of Zambia; one in chemistry).

The new applications followed invitation at the institutional level in line with the ISP working strategy or with conclusions from the 2010 Annual Review meeting with Sida.

SECTION 5: PROGRAM-WIDE RESULTS

5.1 Supported Activities

To continue contributing to the development of active and sustainable environments for higher education and scientific research in developing countries, within the basic sciences chemistry, mathematics, and physics, the following activities were supported and Sida coordination assignments carried out.

5.1.1 Research Groups

The following research groups were supported in current Swedish focus countries.5

In Bangladesh a research group at the Department of Chemistry, Dhaka University (IPICS BAN:04) was supported to work in the field of environmental science. A research collaboration between Bangladesh University of Engineering and Technology (BUET), and the Atomic Energy Centre, Dhaka, (IPPS BAN:02) was supported in the field of magnetic materials.

In Burkina Faso two research groups at the Department of Chemistry, University of Ouagadougou, were supported, one on natural products research (IPICS BUF:01) and one on clay mineralogy (IPICS BUF:02).

In Cambodia a research group at the Department of Physics (IPPS CAM:01) at the Royal University of Phnom Penh (RUPP) was supported, and a first year of support was provided to a research group at the RUPP Department of Chemistry, in the field of environmental chemistry (IPICS CAB:01). In addition, IPMS provided a first year of pilot support to the RUPP Department of Mathematics.

In Kenya IPPS supported five research groups. Four are at University of Nairobi, one of which received a first year’s pilot grant, and one is at Moi University. Their work is in the fields of X-ray fluorescence (IPPS KEN:01/2), nanostructured solar cells (IPPS KEN:02), photovoltaics (IPPS KEN:03), seismology (IPPS KEN:05), and applied laser physics (IPPS KEN:04), respectively.

In Mali a research group on clay mineralogy at Department of Chemistry, University of Bamako (IPICS MAL:01) was supported , and IPMS provided a first year of pilot support to the Department of Mathematics, and IPPS provided a first year of pilot support to the Department of Physics at the University of Bamako.

In Zambia a research group in the field of materials science at the Department of Physics, University of Zambia, (IPPS ZAM:01) was supported.

In total, thirteen groups were supported in these countries, five in Kenya (all by IPPS), two each in Bangladesh and Cambodia (in both countries one each by IPICS and IPPS), and in Burkina Faso (by IPICS), and one each in Mali (by IPICS) and Zambia (by IPPS).

The following research groups were supported in countries not belonging to the category in Swedish focus.5

In Ghana, a last year of support was provided to a group at the Deptartment Physics, University of Cape Coast, (IPPS GHA:01), working in the field of applied laser physics.

In Laos two research groups at the Department of Chemistry, National University of Laos (NUOL) were supported, working in organic environmental chemistry (IPICS LAO:02), and in water chemistry (IPICS LAO:03), respectively. Also, a research group in geoscience was supported at NUOL Department of Physics (IPPS LAO:01).

In Malawi a last year of support was provided to two research groups at the Department of Chemistry of Chancellor College, University of Malawi, Zomba, working with the genetics and chemistry of tropical root and tuber crops (IPICS MAW:01), and water chemistry (IPICS MAW:02), respectively.

In Nigeria a last year of support was provided to a research group in geophysics (IPPS NIG:01), at the Physics/Advanced Geophysical Research Laboratories, Ahmadu Bello University, Zaria.

In Senegal a last year of support was provided to a research group at the Institute of Applied Atomic and Nuclear Physics at the University Cheikh Anta Diop (IPPS SEN:01), working with applied laser spectroscopy.

In Sri Lanka a last year of support was provided to four groups, three at the Department of Physics, University of Colombo, and one at the Department of Physics, University of Peradeniya, working with atmospheric physics (IPPS SRI:01/1), molecular desorption (IPPS SRI:01/2), instrumentation (IPPS SRI:01/3), and materials science (IPPS SRI:02), respectively.

In Zimbabwe, IPICS supported three research groups. One works in the field of pharmaco-kinetics-pharmacodynamics, at the African Institute for Biomedical Science and Technology (IPICS AiBST), Harare (associated with University of Zimbabwe), one in the field of biomolecular interactions (IPICS ZIM:01), at the Department of Biochemistry, University of Zimbabwe, Harare,and one in the field of biochemical toxicology (IPICS ZIM:02), at the Department of Environmental Science and Health, National University of Science and Technology in Bulawayo.

In total, 15 Research Groups were supported in these countries, 4 in Sri Lanka (all by IPPS), 3 each in Laos (2 by IPICS, 1 by IPPS) and in Zimbabwe (all by IPICS), 2 in Malawi (by IPICS), and 1 each in Ghana, Nigeria and Senegal (all by IPPS). The Research Groups in Ghana, Malawi, Nigeria, Senegal, and Sri Lanka all had their final year of ISP support in 2010.

5.1.2 Scientific Networks

It is important to reach a “critical mass” in a scientific field to obtain long-term stability. Scientific networks are important activities to that end. In 2010, ISP supported the following networks.

African Laboratory for Natural Products (IPICS ALNAP), with the objective to cooperate in natural products research between laboratories in Uganda, Ethiopia and Burundi.

African Network for the Chemical Analysis of Pesticides (IPICS ANCAP), with the objective to safeguarding public health and the environment, and ensuring the safety of African agricultural and aquatic products, making them competitive on the world market, and thereby contributing to the continent’s poverty eradication endeavors.

Asian Network of Research on Antidiabetic Plants (IPICS ANRAP), with the objective to develop cooperation between scientists working in the field of antidiabetic plant research.

Diode Laser Optics for Training, Research and Applications in Environmental Monitoring and Medicine (IPPS African LAM Network), with the objective to promote the use of complem-entary facilities and human resources aiming strengthen regional and local training and owner-ship in the scientific field addressed.

Eastern African Universities Mathematics Programme (IPMS EAUMP), with the objective to enhance postgraduate, and particularly PhD, training to build capacity in universities in the region, and training advanced mathematics researchers needed in other socio-economic sectors.

Eastern and Southern Africa Regional Seismological Working Group (IPPS ESARSWG), with the objective to monitor seismic activities of the East Africa Rift System through operation of seismic stations in nine countries and collectively analyse data, and to build regional capacity in both in equipment and personnel to enable seismology related research to be carried out.

Latin American Network for Research in Bioactive Natural Compounds (IPICS LANBIO), with the objective to promote natural product research in South America.

Natural Products Research Network for Eastern and Central Africa (IPICS NAPRECA), with the objective to initiate, develop and promote research in the area of natural products chemistry in Eastern and Central Africa.

Network for Analytical and Bioassay Services in Africa (IPICS NABSA), with the objective to give other African scientists access to the analytical and laboratory facilities and equipment that exists in the Dept. Chem., Univ. Botswana.

Network of Instrument Technical Personnel and User Scientists of Bangladesh (IPICS NITUB), with the objective to improve the capabilities in handling, maintaining, trouble-shooting and repairing scientific instruments in Bangladesh.

Materials Science and Solar Energy Network for Eastern and Southern Africa (IPPS MSSEESA), with the aim to make use of more costly equipment in an efficient way and to efficiently strengthen the quality on MSc and PhD programs.

PDE, Modeling and Control (IPMS BURK:01), aiming at applications of mathematics, but also to strengthen other areas of mathematics. The network includes joint research, with links to the international scientific community and mathematicians in the West African region.

Research network in Africa on Pollution in the Environment (IPICS RAFPE ; Réseau Africain de Recherche sur la Pollution Environnementale) was provided with a contribution to hold a conference to launch the network.

Southern and Eastern Africa Network for Analytical Chemists (IPICS SEANAC), with the objective to promote analytical chemistry in the region by research collaboration, training, and information sharing, to facilitate inventory, access, operation, maintenance and repair of analytical equipment, and to collaborate with organizations of similar aims.

West African Biotechnology Network (IPICS ABN/RABIOTECH), with the objective to ensure and reinforce research training in biotechnology, and to share research on local challenges. The network aims at limiting the brain drain of the South towards North.

5.1.3 Sida Coordination Assignments

This report generally regards only the operation of ISP according to Sida Agreement 75000514 / 2008-001272. The collaboration with Sida in 2010, however, included the following commissioned coordination assignments, specified by separate agreements.

Central America. The CSUCA (Consejo Superior de Universidades Centroamericanas) program in Central America, comprising the seven countries in the region plus the Dominican Republic. The theme is “Nature-induced disaster mitigation in Central America” and devoted to research capacity building in areas pertaining to disaster mitigation in nature-induced disasters in Central America (including both geosciences and social sciences). The program is supported by Sida since 2008 and the school was started in 2009. The activity is administered and coordinated by ISP in collaboration with Department of Earth Sciences at Uppsala University.

In 2010, five Master Students participated, one each from Belize, Costa Rica, Guatemala, Honduras, and Panama one participated. Also, four PhD students participated, one from El Salvador, two from Guatemala and one from Nicaragua. All were at the Department of Earth Sciences at Uppsala University, except the student from El Salvador who was at Chalmers University of Technology (Gothenburg) and the student from Nicaragua who was at Lund University. During the year two students from Honduras (one PhD and one MSc) left the program prematurely (without graduating).

Ethiopia. At Addis Ababa University a bilateral Sida project in Pharmacy is coordinated. It started in 2005 and will end in 2011. In 2010 three PhD students participated, but one left the program prematurely in April, with two remaining and expected to graduate in 2011. The students were at the Departments of Medicinal Chemistry and Pharmaceutical Biosciences at Uppsala University.

Mozambique. At Universidad Eduardo Mondlane (UEM), Maputo Mozambique, ISP handles the postgraduate program in mathematics. Eight MSc students graduated in Sweden 2010, three at Uppsala University, two at Luleå University of Technology, two at Örebro University, and one at the Royal Institute of Technology, Stockholm. Two PhD students were at Luleå University of Technology and two were at Stockholm University. In addition, one MSc student in chemistry, at Umeå University, and one in physics, at Karolinska Institute, Solna, are coordinated.

Sri Lanka. Two Sida bilaterally supported research groups, one at University of Colombo and one at University of Jaffna, were coordinated by ISP in their last year of support in 2010 . Two PhD students from Jaffna were at Lund University in the beginning of 2010.

Tanzania. At University of Dar es Salaam (UDSM) in Tanzania ISP is coordinating the bilateral program with regard to the Faculty of Science. A new program phase was initiated in 2010.

Uganda. At Makerere University, Kampala, Uganda, a new bilateral agreement phase started in 2010. ISP continues to coordinate the DICT and Library subprograms, and two PhD students were at Lund and Stockholm University, respectively, in 2010. In addition, ISP took up a new coordination assignment with the Faculty of Science, involving five PhD students. Two of those were in Sweden in 2010, one at Lund University and one at the Royal Institute of Technology, Stockholm.

In 2010, ISP supported 28 Research Groups and 15 Scientific Networks at a total expense of 14,252 kSEK (not including about 500 kSEK for common costs7 for participants in Sweden, nor ISP coordination and administration costs;8 Table 1). Supported activities graduated 83 Masters and 25 PhDs, made 348 scientific contributions, and arranged 28 meetings.7 Mostly associated with the need for preparedness with regard to accommodation facilities.8 Being about 20% in 2010, including costs for Scientific Reference Group and Board meetings.

Total annual expenditure by supported activities in 2010 were approximately 1.4 million EUR (using the rate 10 SEK = 1 EUR). In this year the following outputs were achieved per million EUR spent: 18 PhD graduations, plus 59 Masters graduations, plus 59 publications in international journals (66% of which in j. with ISI impact factors), plus 12 publications in regional and local journals, plus 164 conference contributions (41% of which to international conferences), plus 20 meetings organised (workshops, conferences, summer schools, etc.), plus development of technical resources within research groups and networks.

It should be remembered, however, that the outputs – in particular in terms of students graduated – are results of a long term engagement and cannot exclusively be attributed to a single year of support. Therefore, the corresponding achievements are better viewed on a longer term.

In the eight year period 2003–2010, support was given to up to 50 research groups and 21 networks annually, with the total annual expenditure by supported activities averaging approximately 2.0 million EUR (approximating the rate 10 SEK = 1 EUR). Over this period the following outputs were achieved for each million EUR spent: 12 PhD graduations, plus 50 Masters graduations, plus 64 publications in international journals, plus 34 publications in regional and local journals, plus 127 conference contributions (40% of which to international conferences), plus 21 meetings organised (workshops, conferences, summer schools, etc.), plus development of technical resources within research groups and networks.

5.2.1 Expenditures by Supported Activities

Training costs, implying costs for “sandwich” training of students with collaborating host groups, made up 16% of the total expenditures, Regional collaboration 27%, Development, including amendment of laboratory equipment, 43%, and short term visits to collaborators, conferences, etc. (Scientific exchange) made up 14% (Table 1).

The supported activities in Africa accounted for 78% of the expenditures, in Asia 21%, and the one Scientific Network in Latin America less than 2% .

With respect to the distribution of expenditures by Research Groups, about half (51%) were by groups within the current ISP mandate, that is Swedish focus countries yet having no Sida bilateral agreement on research development cooperation; Cambodia, Bangladesh, Kenya, Mali, and Zambia (“non-bilateral focus countries”; Table 2).

Expenditures by Research Groups in focus countries subject Sida bilateral agreement on research development cooperation (“bilateral focus countries”) were limited to about 5% of total expenditures, by two Research Groups in chemistry in Burkina Faso, where a new phase of the bilateral program is being negotiated.

The expenditures by Research Groups in “non-focus countries” amounted to 34%, although 17% were by groups having their final year of ISP support in 2010, in Ghana, Malawi, Nigeria,

Senegal, and Sri Lanka. Research Group support to this category of countries planned to continue in 2011 is to Laos and Zimbabwe.

The distribution of expenditures by Scientific Networks between the subject programs were 46% by IPICS-supported networks, 40% by IPMS-supported networks, and 14% by IPPS-supported networks (Table 3). 9

Scientific Networks gave rise to 43% of total expenditures; while of the total expenditures by IPICS-supported activities 49% were by networks. The corresponding figures for IPMS and IPPS were 93% and 15%, respectively. The difference between the subprograms is mainly a consequence of the fact that support to regional networking dates longer back with IPICS than with IPPS, and that IPMS concluded most support to Research Groups in 2008 and 2009, because it was to non-focus countries (Cameroon, Ghana) or to bilateral focus countries (Ethiopia).

5.2.2 Student Participation and Achievements

A total of 117 PhD students (12% of which were female) were active in ISP-supported research groups and scientific networks in 2010, of which 57% on a sandwich basis. (Table 1) During the year, 25 students graduated on the PhD level (Section 5.6.1), about half of them participating in sandwich programs.

The number of students on the Master’s level in 2010 was 232, of which 26% were female and 10% participated in sandwich programs. Of the 83 graduating (Section 5.6.2), only 2 participated on a sandwich basis.

The efforts to stimulate female participation in particular in PhD programs need to continue.

5.2.3 Dissemination

The dissemination of scientific findings in 2010 was substantial. It can be noted that most (66%) of the in total 83 publications in international scientific journals were in high ranking journals listed with ISI impact factors (Table 1). International publications clearly dominated over publication in regional (15) and national (2) journals. In addition, 18 contributions were made in the form of books, chapters, popular publications andtechnical reports. The publications are listed in Section 5.5.1 (Chemistry), 5.5.2 (Mathematics,), and 5.5.3 (Physics).

In addition, 230 contributions were made to scientific conferences, 46% at the international, 33% at the regional, and 21% at the national level, and 28 scientific events were arranged,

5.3 Outputs and Outcomes which were not achieved

Expected achievements that were not fulfilled were mainly on the level of the ISP as a whole, but to a limited degree also on the level of supported activities. The influencing factors and issues are discussed in Section 5.4.

5.3.1 What did not happen: ISP Program Level

Support to Research Groups in Swedish Non-Focus Countries

In 2010, ISP still supported Research Groups in some countries outside the focus of the current Swedish development support policy. Groups in Ghana, Malawi, Nigeria, Senegal, and Sri Lanka, however, received their final year of support. Groups in Laos (chemistry and physics) and Zimbabwe (chemistry) are planned to be supported also in 2011.

No inclusion in bilateral programs of Research Groups formerly supported by ISP

At the Annual Review meeting with Sida in June 2010 it was noted that the anticipated transfer, as outlined in the Sida-ISP agreement, did not take place with regard to Research Groups in chemistry, mathematics, and physics at Addis Ababa University (AAU), Ethiopia, supported by ISP until 2008. Following the year of Sida interim support to these groups in 2009, no resources were provided from the Sida bilateral grant at AAU for these Research Groups to maintain and further develop their research and postgraduate programs. The same was found to be the case for the physics group previously supported by ISP at Makerere University in Uganda.

5.3.2 What did not happen: Supported Activities Level

Invitations for Research Group Support with no Response

Two activities invited by IPICS to submit applications did not oblige.

The Department of Food Science and Technology at the Jomo Kenyatta University of Agriculture and Technology was invited to apply for support in the field of Food Chemistry. The Department has in earlier years played an instrumental role in training students and exchange of scientists in that field, within the activities of earlier ISP-supported FOSNNA (see below). However, no application was received in 2010.

An African network on food chemistry, FOSNNA, did not organize a new coordinator after the previous one took up another position in 2008. The application in 2009 was not recommended support by the IPICS Reference Group. Another invitation to apply was issued in 2010, but no application was submitted to ISP.

Low Activity of Supported Research Groups and Networks

In 2010, two chemistry networks did not meet expectations.

An interregional network on natural products chemistry, AFASSA, which was phased out of support in 2009, but granted use of funds in balance in 2010 did not report any activities.

An African network on biochemistry and biotechnology, SARBIO, invited to apply for continued support submitted an application that was not recommended for further support by the IPICS Reference Group, and support was concluded.

A few supported activities did not report training and graduation of postgraduate students, or dissemination.

In addition, funding granted to the Department of Mathematics at RUPP, Cambodia, was not used in 2010.

Incomplete activity reporting

A few supported activities did not submit fully satisfactory activity reports in 2011. One research group (IPPS SEN:01) did not submit any activity report at all.

5.4 Analysis of the processes: Influencing Factors & Issues

In addition to discussing causes in the cases of performance under expectations, as accounted for in Section 5.3, the fulfillment of expected achievements is commented below.

5.4.1 Opportunities and lessons learned

Continued development of research and postgraduate education

As summarized in Section 5.2 the results reported for 2010 agree well with those for the longer period 2003 – 2010, taken into consideration that some fluctuation between yearly results can be expected.

However, lessons learned in 2010 include the need for ISP to refine the indicators used to record achievements, to more systematically include factors such as quality of output (see Section 5.6), outcomes in terms of application and use of research results (see Sections 6.2.1 and 6.4.4), and impact of support on longer term (see Section 6.2.2). Efforts will be made to develop future annual reporting directed by the new guidelines for annual reporting provided by Sida.

Inclusion in bilateral programs of Research Groups formerly supported by ISP

The transfer to bilateral support, as outlined in the Sida-ISP agreement, of Research Groups in chemistry, mathematics, and physics supported by ISP up to 2008, took place essentially as anticipated with regard to two chemistry groups at Makerere University, Uganda, and may yet be the case also for the chemistry and physics groups at University of Dar es Salaam, Tanzania.

Uganda

The two groups at Makerere University, Kampala, Uganda, working in the fields of Environ-mental Chemistry and Coordination Chemistry (with applications in “Green Chemistry”), respectively, had their projects included in the new phase of the Sida bilateral program at

Makerere, starting 2010, after the proposal from the university was approved by Sida in 2009. A particularly successful component of this outcome was that three additional projects at the Faculty of Science were granted, in the fields of Environmental restoration, Ethnobotany, and Mathematical Modeling, respectively. The bilateral subprogram at the faculty is coordinated by ISP, as requested by Makerere, under a separate agreement with Sida.

From the perspective of the two previously ISP-supported chemistry groups, however, some limitations implied by the bilateral support have been noted as a disadvantage. The bilateral project allows for research associated with the training of only one PhD “sandwich” student each, while under ISP support the groups decided themselves which activities to support, and which comprised support to training also of local PhD students, and a necessary training of Master students to provide a recruitment base for PhD candidates.

Tanzania

The previously ISP-supported Research Group in Environmental Chemistry at UDSM, Tanzania, has been included in a multidisciplinary Food Security Program in the new bilateral phase, starting in 2010. The implementation of the program is delayed, and ISP was asked by Sida in May 2010 to coordinate the program from the Swedish side, but no agreement has yet been established. In late 2010 information was given by the program coordinator at UDSM that a number of PhD students to the program were being recruited.

The previously ISP-supported Research Group in Geophysics has also been granted support within the new phase of the bilateral program. ISP has been asked to coordinate the activities, including training at the PhD level and training of technicians, from the Swedish side. A separate agreement regarding this was established with Sida in December 2009.

5.4.2 Why did not happen: ISP Program Level

Support to Research Groups in Swedish Non-Focus Countries

Laos

The support to groups in Laos (chemistry and physics) will continue until 2011, following an agreement made with Sida in a meeting in April 2009. After 2011 ISP aims to open a possibility for the chemistry groups to be included in a new regional network devoted to developing quality in Environmental Analytical Chemistry. Also, a sandwich PhD training program in physics with a host group at Prince of Songkla University, Thailand, is planned to be supported until the student graduates in 2012 or 2013, whereas the research group support ceases after 2011.

Zimbabwe

As for the Research Groups in Zimbabwe (chemistry), continued support is planned (subject to Reference Group recommendations) to keep and further develop scientific capacity built since 1990.

No inclusion in bilateral programs of Research Groups formerly supported by ISP

Ethiopia

The non-inclusion in the bilateral program of formerly ISP-supported Research Groups in chem-istry, mathematics, and physics at Addis Ababa University (AAU), Ethiopia, may indicate other

priorities by AAU. Still, it is both surprising and disappointing because it would have been well in line with current policies in Ethiopia. e.g. demanding “transformation of the economy through, among other things, conscious application of science, technology and innovation as the major instruments to create wealth”,11 as well as with the AAU strategic plan, the overall objective of which is to produce 5,000 PhD graduates in ten years.12 This would be expected to require considerable participation of researchers at AAU, including those that have developed research and postgraduate training under ISP support and in earlier Sida bilateral program phases.

Uganda

Regarding the physics group previously supported by ISP at Makerere University in Uganda, a corresponding project, “Thin films gas sensors for environmental monitoring”, was included in the Makerere proposal in 2009 for the new phase of the bilateral program. However, Sida rejected the physics project for the following reason:13

“Although the area is of high relevance in respect of many environmental problems, Sida can not approve the support to this project. Sida deems that Makerere University should focus on the main areas within the basic sciences, i.e. areas of physics, chemistry and mathematics. No support is suggested.”

In line with conclusions at the Annual Review Meeting with Sida in June 2010, these groups were invited again in 2010 to submit applications to ISP to be evaluated by the ISP Reference Groups for the possibility to resume ISP support in 2011, and not to lose investments made and capacity built until 2008.

5.4.3 Why did not happen: Supported Activities Level

Invitations for Research Group Support with no Response

The Department of Food Science and Technology at the Jomo Kenyatta University of Agriculture and Technology was invited to apply for support in the field of Food Chemistry but did not submit any application in 2010, apparently because of insufficient time to prepare the submission. Because this department constitutes an important opportunity to develop the field of Food Chemistry in Africa a new invitation is planned in 2011. Food Chemistry is a field important to develop in Africa, although it is addressed already by former members of the now dormant network of food chemistry (see next paragraph), albeit without ISP support. One exception however is the ISP-supported biotechnology network (RABIOTECH) in West Africa, addressing several applications of this needed field.

Unfortunately, FOSNNA submitted no application to ISP in 2010. The main reason seems to have been that the executive board did not find an opportunity to meet to appoint a new executive secretary to coordinate an application. This is a loss to the development of the important field of food chemistry in Africa, but any new initiative for regional collaboration must come from concerned scientists in this field. To contribute to facilitating this, ISP partly supported a workshop on “The Right to Adequate food and Nutrition: Implications for Food Science and Nutrition Education, Public Policy, Food Fortification and Distribution Activities in Africa”, which was organised by the Food Science and Nutrition Program under the Science Faculty of Addis Ababa University, and held from October 7-9, 2010. on the decision made by the participants (from over sixteen countries) to a Sub-Saharan regional workshop held in October, 2008 on “Food Education, Security and Social Perspectives”.

Low Activity of Supported Research Groups and Networks

The interregional network AFASSA, which was granted use of funds in balance in 2010, did not report any activities for that year. The absence of activity using ISP funding supports the opinion by the IPICS Reference Group in assessing the network’s application in 2009, that, being a “network of networks” it could not convincingly demonstrate an added value over that of the participating regional networks on natural products chemistry. It can be assumed that the participating scientists will continue to interact when attending e.g. international meetings, and that any student and other exchange can be supported within the budgets of the regional networks, or by other funding organisations.

The African SARBIO network not recommended for further support by the IPICS Reference Group is expected to dissolve without ISP support. Should the participating scientists have an interest for future interaction and collaboration, however, possibilities may be at hand with other regional networks in these fields of science, supported by other organisations than ISP.

The absence of reported training or graduation of postgraduate students, or dissemination, can in most cases be attributed to activities where ISP support has been initiated in the most recent years, and where the capacity has not reached a level to permit such achievements. In other cases, which have been supported for a longer period, the explanation may be that such achievements are simply not reached on a yearly basis. The issue cannot be regarded as challenging in general, but where achievements are scarce for a longer period action may need to be taken. However, it is well recognized by ISP that the capacity to perform well in research and postgraduate education usually takes considerably longer time to reach in developing countries than in more resourceful countries in “the North”, which again demonstrates the need for a long term approach in developing support collaboration within any field of science.

The funding granted for 2010 to the Department of Mathematics, at RUPP, Cambodia, was intended for a course along with further opportunities to discuss the development of activities at the department. This could not be accomplished during the year Therefore, the activities were postponed to 2011, when they are expected to take place.

Incomplete activity reporting

The failure submit satisfactory activity reports for 2010 by a few groups and networks may partly be due to the rather demanding requirements for reporting to ISP, and partly to a failure from the side of ISP to communicate the importance to the program to obtain the reports in full in order to write strong annual reports to Sida and Uppsala University.

Over the last few years, forms and guidelines for activity reporting by Research Groups and Scientific Networks have been developed and revised yearly (not the least to find a common format for IPICS, IPMS and IPPS), as well as the annual reporting by ISP as a unit – introducing a totally new format in 2008. This development is necessary, and is expected to continue in 2011 and 2012, to meet new demands associated with the introduction of Results Based Management (RBM), and the need for ISP to refine the indicators of achievements (as detailed in 5.4.1).

SECTION 6: EXAMPLES AND APPLICATIONS

6.1 Examples of research findings.

The entries are given essentially as reported to ISP.

Bangladesh

A study of the degradation of the pesticides chlorpyrifos and diazonon in water after application to rice paddy fields showed that the concentrations were below the limit of detection (8 ng/L) within 10 and 14 days at recommended and double rates of application, respectively. Initial concentrations were 20 – 50 g/L, and it was noted that chlorpyrifos degrades faster than μdiazinon under early summer conditions in Bangladesh. (IPICS BAN:04)

A study of residues of the pesticide fenvalerate in green tea leaves and brew indicated that 7 days is needed from application at recommended rates before harvest, to give a brew with residue concentrations below the maximum residue level (0.1 mg/kg). (IPICS BAN:04)

Burkina Faso

The potential of using certain clay materials to remove heavy metals in water was studied and the conditions and mechanisms for chelation, absorption and precipitation of chromium, copper, and lead were determined. (IPICS BUF:02)

Cambodia

Possible contamination with DDT and PCB of edible freshwater snails and bivalves from major water bodies was investigated, but was not found above the limit of detection. (IPICS CAB:01)

Ghana

A laser diode fluorosensor was used in disease monitoring of the African Mosaic Virus of cassava cultivars. The system was employed in the field and data was collected and analyzed later in the laboratory. The investigation showed that the diseased severity was inversely related to the fluorescence decrease ratio. (IPPS GHA:01)

A fibre optics surface reflectance system has been developed. Differential Optical Absorption Spectroscopy has been used to measure and identify some atmospheric traces gases and measure their concentrations. Electronic Speckle Pattern Interferometry was used to investigate modulus of elasticity of some Ghanaian woods. (IPPS GHA:01)

Laos

An electrical resistivity sounding measurement was conducted at 24 sounding points and 2D electrical resistivity measurement was carried out at 7 profiles on some selected sounding stations. Moderate resistivity zones appear in almost all of the study area at 13 to 75 m depth, indicating suitable areas for good quality groundwater. This corresponds very well with direct measurements of water samples, confirming that the water is fit for drinking. (IPPS LAO:01)

Malawi

Studies of the amino acid composition of cassava, sweet potato and cocoyam leaves indicated their usefulness as sources of essential amino acids, cassava leaves being the most valuable one in this respect. (IPICS MAW:01)

The use of cassava and cocoyam starches as binders in ibuprofen tablets offers an opportunity for exploitation in Malawi. A cassava variety, Mulola and cocoyam accesssion from Mzuzu and Thekerani provide starches which have the best binding properties and thus are the most appropriate binders for ibuprofen tablets. Further, Sauti cassava starch seems useful as a binding agent when fast disintegration is considered more essential. (IPICS MAW:01)

The effect of natural factors and human activities on physicochemical water quality, flow rate and discharge of the Likangala River into Lake Chilwa was studied. The main sources of water and soil pollution identified include disposal of solid and chemical waste from households, sewage, and institutions. (IPICS MAW:02)

A study of the quality of water in the plant species Cissus integrifolia and Ademia gummifera, used for drinking purposes under draught conditions, showed that it complied with WHO drinking water standards with regard to most essential parameters. (MAW:02)

Sri Lanka

Coir was evaluated for reducing damage to tomatoes by vibrations during road transport. Coir in the form of a rope works compared well with styrofoam for this purpose. Coir was found to be an excellent vibration absorber which is easily manageable, environmentally friendly and reusable without getting structurally deformed. (IPPS SRI:01/3)

A dye-sensitized PEC solar cell using poly(acrylonitrile): MgI2 polymer electrolyte and nanopor-ous TiO2 electrode was fabricated and characterized. A short circuit current of 3.87 mA, an open circuit voltage of 659 mA and an efficiency of 2.5 % was obtained. (IPPS SRI:02)

Nano sized silica was successfully synthesized from local rice husk ash and a nanocomposite solid polymer electrolyte, PEO9LiTf + 10%(wt) SiO2 was synthesized. It showed about a 100 fold increase in lithium ion conductivity at room temperature due to the incorporation of the silica filler. This is the first report of using nano-sized silica powder synthesized from rice husk ash for ionic conductivity enhancement in polymer electrolytes. (IPPS SRI:02)

In work concerning the redox behavior of PPY/DBS films and speed of response of artificial muscles based on these films in aqueous electrolytes it was found that the films are much more stable in highly concentrated alkali halide electrolytes. This has direct implications for the practical usefulness of a working actuator. (IPPS SRI:02)

6.2 Examples on how research findings have been translated into changed policy or practices

Actual policy changes as a result of ISP support to Research Groups and Scientific Networks are difficult to identify in the yearly follow up using the current routines. However, there are several opportunities for policy influence reported, as outlined in Section 6.2.1.

There are few examples of change of practices (Section 6.2.2) reported, but with developing reporting routines there may be a possibility to provide better account of such changes.

Prof. M.A.K.L. Dissanayake (IPPS SRI:02) was appointed as a Member of the Board of Management of the Institute of Fundamental Studies, Kandy Sri Lanka, which is a government research institute engaged in research in fundamental and applied areas in natural sciences.

Prof. M.A.K.L. Dissanayake was also appointed by the Ministry of Technology and Research as a Member of the National Task force to develop a Five Year National Strategic Plan on Science and Technology for Sri Lanka for 2011-2016.

Zambia

One member of staff of the IPMS EAUMP node at UNZA, Zambia, was asked to sit on a number of government committees on climate modeling.

The Department at UNZA also undertook a training programme in statistics and statistical computing for Parliament (National Assembly) members of staff.

Zimbabwe

Members of IPICS AiBST contributed to the research and co-authorship of Ministry of Science and Technology Development's Current Status of Science, Technology and Innovation in Zimbabwe document.

6.2.2 Changed practices

Burkina Faso

On the request of the Ministry for Health, Burkina Faso, the Network RABIOTECH through CRSBAN, Univ. Ouagadougou, has certified new filter equipment devoted to purifying drinking water for population consumption. In the process of confirmation of the new filter, the Minister of Health has selected CRSBAN as an excellence centre to conduct the experiments which will furnish the scientific results by testing the presence or not of bacteria in water treated by this filter.

Ethiopia

The Wendo Genet Agricultural Research Center, Ethiopia was assisted by the coordinator of IPICS ALNAP, Prof. E. Dagne, in the establishment of a cooperative for cultivation, processing and marketing of Aromatic and Medicinal Plants (MAPs)

Prof. H. Toure, Univ. Ouagadougou, Burkina Faso, member of the IPMS-supported Network BURK:01 was appointed was appointed Member of National Committee for LMD reform, and of the Committee in charge of National Network for Distance Learning (May-September 2010).

Dr. Boubié Guel (IPICS BUF:02), received a new position at the technical secretariat of atomic energy of Burkina Faso, as the head of the division for research and education in nuclear science and technology. He is responsible for human resources development in nuclear sciences.

Prof. Yvonne Bonzi Coulibaly (IPICS BUF :01), at 5th October 2010, received the Chevalier de l’Ordre des Palmes Académiques.

Cambodia

At the Royal University of Phnom Penh, the development of the first Masters Program in Physics ever was supported by IPPS and successfully completed in November 2010. All 16 students were graduated. (IPPS CAM:01)

Kenya

Prof B.O. Aduda (IPPS KEN:02) was appointed by Minister for Higher Education, Science and Technology, Kenya, to be council member of the National Council for Science and Technology for a period of three years.

Michael Gatari (KEN:01/2) was appointed a Committee Member of Kenya Nuclear Power steering Committee, Kenya Ministry of Energy, Nairobi, Kenya.

Ms. Ruth Wabwile (KEN:04) was appointed as a board member of the Nuclear Electricity Development Board of Kenya for a period of three years.

Malawi

Prof Saka (IPICS MAW:01) was elected the Chairperson of the Multidisciplinary Research Committee of the National Commission of Science and Technology in mid 2010. In December, 2010, he was appointed member of the Public Universities Working Committee, which is responsible for establishing five public universities in Malawi within the next 10 years.

Dr Ibrahima Benesi (IPICS MAW:01) was appointed Secretary for the Root and Tuber Crops Innovation Platform and is the Coordinator for the Up-scaling program for DARS technologies especially for Basic, Pre-Basic and Basic seeds/planting materials and Livestock Breeds in Malawi. He was re-elected the Southern African Representative of the International Society for Tropical Root and Tuber Crops-Africa Branch in October 2010.

Dr Davies Mweta (IPICS MAW:01) was promoted to Dean of Science at Domasi College of Education, Malawi.

Samson Sajidu (IPICS MAW:01) was the 2010 AU-TWAS Young Scientist National Award Winner.

Nigeria

Professor Isaac B. Osazuwa (IPPS NIG:01) served as a resource person to the Nigerian Geological Survey Agency (NGSA) in (i) the gravity mapping exercise in Nigeria; (ii) peer review of the research work of the staff of NGSA; (iii) vetting and editing of the research reports written by the staff of NGSA. He was also invited by the Minister of Mineral Resources to serve as a resource person for the Federal Government of Nigeria during the peer review during the presentation of the report of the geophysical mapping for the delineation of the mineral resources of Nigeria by FUGRO.

South Africa

The South African government made Professor Nelson Torto (IPICS SEANAC) the IUPAC country representative. Professor Torto also took over as Head of the Chemistry Department at Rhodes University, where Analytical Chemistry has been re-introduced in the curriculum.

Sri Lanka

Prof. K. Premaratne (IPPS SRI:02) was appointed Deputy Vice Chancellor of University of Peradeniya, 2010.

Prof. M.A.K.L. Dissanayake (IPPS SRI:02) received the CVCD Award for the Most Outstanding Researcher in Physical Sciences, Senior Researcher category, selected by the Committee of Vice Chancellors and Directors (CVCD) of Sri Lankan Universities, and awarded by H.E. The President of Sri Lanka on 16th December 2010. This award is given once in two years for research excellence in six different areas, including Physical Sciences.

Prof. Collen Masimirembwa (IPICS AiBST), won the 2010, Innovation Award for his contribution “Herbalomics and drug-herb interactions – towards the safe and efficacious use of traditional herbal medicines in Africa”, October, 2010, Nairobi, Kenya, by the African Network for Drugs and Diagnostics Innovation (ANDI).

The IPPS KEN:04 research group hosted various high schools which were shown round the teaching and research laboratories. These visits motivate students to consider science as a career.

The IPPS-supported network MSSEESA arranged a photovoltaic training workshop for local technicians and artisans in Kenya on PV system installation and maintenance.

Tanzania

The IPPS-supported network MSSEESA arranged maintenance and photovoltaic training workshops for Tanzania Vocational Training Instructors.

South Africa

Professor Nelson Torto (IPICS SEANAC) has applied for a provisional South African patent on work carried out by Mr Godfred Darko, as funded through a SEANAC fellowship.

Zimbabwe

Dr Collen Masimirembwa (IPICS AiBST) was the lead contributor to an article in the Zimbabwe national News Paper, The Herald., Genes, Key to personalised medicine.

IPICS ZIM:02 arranged a stakeholders workshop on 14th July 2010, sharing results and findings with the community. Participants were drawn from academia, the Bulawayo City Council, the Zimbabwe National Water Authority (ZINWA), National Parks and Wildlife, the Environmental Management Agency (EMA) and industry. ZINWA indicated that the results were very valuable for future water monitoring strategies.

6.4.4 Use of research results

Burkina Faso

Clinical tests of medicinal compounds of Plasmodium falciparum (malaria parasite) were carried out at CRSBAN within the frame of IPICS RABIOTECH. Mitragyna inermis is a plant traditionally used in West Africa to combat the Plasmodium falciparum. CRSBAN has confirmed the scientific basis of this practice by using the M. inermis extracts in cases of malaria. Alkaloid compounds have isolated from M. inermis. In vitro experiments have come to an end and clinical trials were initiated. The study was presented to the ethical committee of Burkina Faso. Pills were manufactured from the extracts of this plant and proved effective in destroying the parasite.

In Burkina Faso, many consumers use yeasts as protein source in their alimentation. The local name is “Rabilé”. CRSBAN through its biotechnology section, want to rationalize the production of this single cell protein (SCP), using pure and known strains of yeast. Now CRSBAN is creating a unit to produce at pilot scale (biodigesters of 200 to 500 liters) quantities of cell protein

IPPS KEN:03 has designed a solar drying equipment (to be patented), and solar lights for fishing.

Malawi

Results of IPICS MAW:01 research have been shared with Pharmonova Company, which has agreed to undertake pilot tests using root crop based starches as binder in tablet production.

6.4.5 Other interesting results

Bangladesh

NITUB has repaired 133 non-functioning scientific instruments of different educational and research organizations of Bangladesh in the year 2010.

Cambodia

The Cambodian Chemical Society was formed (9th March, 2010).

Chile

IPICS LANBIO has established formal contacts with authorities at Universidad Mayor de San Simón (UMSS) in Cochabamba, Bolivia: the Dean of the Faculty of Sciences and Technology, the director of CBG and the new director of CTA, in order to promote training of students attached to those centers and to pave the way towards the return of former fellows to those institutions.

Ethiopia

IPICS ALNAP has developed a database of information from scientific journals, proceedings, books, dissertations, etc. on the biology, chemistry, ethnobotany and pharmacology of African plants. The information can be generated through a quick search. The entries in 2010 exceeded 26,000. Another database, NDA (Natural Database for Africa) has been developed for the quick retrieval of basic information on African plants; species, family name, brief description, uses, chemistry and when possible a picture. A CDROM version 1:1 of NDA was released in Dec. 2010.

Zimbabwe

The installation and training in the use of an LC-MSMS donated by Astra Zeneca, Gothenburg, Sweden, was successfully completed making IPICS-supported AiBST the only institute in Zimbabwe with this powerful bioanalytical tool.
