1. 1. Ministry has sought the information in two times but PP is unable to update the same.
Replies to the essential details sought on 5th march and its compliance is as below with all the relevant Annexures 1.

I. Public hearing proceedings to be forwarded by the Member Secretary, SPCB along with complete public hearing/consultation documents. Also issues raised during public hearing, response by the project proponent, action plan with budgetary allocation has not been submitted. Kindly upload the requisite documents. Form 2 (S.no. 7.1).
The Minutes of public hearing is uploaded at S. No. 7.1 of Form 2. Action plan with Budgetary allocation is mentioned in EIA report Chapter 7, Section 7.1 and also mentioned herewith as an Annexure 1 (a). Public hearing documents were send to the MoEF&CC on dated vide Speed post. Copy of same has been enclosed as Annexure 1 (b).
II. TOR compliance is not adequate in EIA/EMP report and need to revise as per the terms of reference granted for the project, and shall confirm to Appendix III of the EIA Notification, 2006.
We are submitting the revised EIA/EMP report prepared as per the conditions stipulated in the ToR letter granted vide letter no. IA-J-11011/181/2019-IA-II(I) and as per the Appendix III of the EIA Notification, 2006.
III. Status of Conservation Plan approval from CWLW.
There is no Schedule – I Species in the study area, so that Conservation Plan approval from CWLW is not applicable.
IV. Status of Water approval.
The application for obtaining permission from Central Ground Water Authority has been submitted online through application no. 21‐4/5402/GJ/IND/2019, Dtd.29/09/2019 and it is under process. The copy of the same has been enclosed as Annexure 1 (c).
V. Details of membership for TSDF TSDF membership has been applied and the copy of the application is enclosed as Annexure 1(d).
VI. Details of Raw material linkage (S. no. 13.1 of form 2) and its mitigation measure during transportation needs to be submitted.
The details regarding the Raw material linkage has been updated in the revised Form 2 (S. No. 13.1). The possible impacts likely to be caused during the transportation of the raw materials and its mitigation measures has been mentioned in EIA report Chapter 4, section 4.6. All details as said is also enclosed herewith as Annexure 1 (e).
VII. PP mentioned green belt @22.90%. PP Shall submit plan of about at least 30% Green belt development program along‐with time line and budgetary allocation needs to be provided.
The revised Greenbelt development plan has been updated in the EIA report. Total 30 % of the area i.e. 1580.74 m2 out of the total area 5240.74 m2 will be developed as Green belt

in and around the premises. Total no.of 245 plants will be planted for which the local plant species will be preferred. The Green belt development plan with no. of plants to be planted, species, budgetary allocation with time bound action plan has been mentioned in the EIA report in Chapter 10 Section 10.6, and same has been annexed herewith as Annexure 1(f).
VIII. In view of the above, PP/Consultant are requested to revise the application for grant of EC and accordingly revise the Form 2 along with EIA/EMP Report. The EIA/EMP Report shall match with the information as filled in Form 2. On examination it is observed that the Consultant has not adequately submitted the application as per the provisions of the EIA Notification, 2006. Consultant has to read the documents before uploading the information in Form 2 /EIA/EMP report.
We have uploaded the revised EIA/EMP Report as per the conditions stipulated in the ToR letter granted vide letter no. IA-J-11011/181/2019-IA-II(I) and as per the Appendix III of the EIA Notification, 2006 and accordingly Form 2 has also been revised as the prepared EIA/EMP report.

IX. It is pertain to mentioned that the processing of EC proposal, in the Ministry, is through Parivesh Portal only, therefore providing the requisite information/documents shall be in compliance as per Form 2 and accordingly the PP/Consultant are kindly requested to revise the application in the Form 2 along with EIA/EMP Report and resubmit the same. The EIA/EMP Report shall match with the information as filled in Form 2 for further appraisal necessary action.

X. It is also mentioned that after acceptance the Form 2 and EIA/EMP report cannot be revise. Therefore, PP/Consultant is again requested to kindly do needful.

PUBLIC HEARING PROCEEDINGS
As per Ministry of Environment, Forests and Climate Change, Government of India, New Delhi vide its
Notification No. S.O. 1533 dated September 14, 2006 and subsequent amendment S.O.3067 (E) dated
1st December 2009, Public Hearing had been conducted for proposal of M/s. Shree Vallabh Chemical
(Unit-II) for Proposed Manufacturing of (1) Alkyl Phenol Ethoxylate – 400 MT/Month (2) Fatty Alcohol
Ethoxylate – 200 MT/Month (3) Oxo Alcohol Ethoxylate – 400 MT/Month (4) Vegetable Oil Base
Ethoxylate – 100 MT/Month (5) PEG Ethoxylate – 300 MT/Month (6) De- Emulsifier Ethoxylate – 100
MT/Month (7) Tween Series Ethoxylate – 100 MT/Month (8) EO PO Block Co-Polymer – 100 MT/Month
(9) Amphoterics – 50MT/Month (10) Binder – 50MT/Month and (11) Softener – 100MT/Month at
Survey No. 703/P/1, Village: Kanera, Ta. Kheda, Dist. Kheda, which is covered under category A .
A copy of the Draft EIA report and the Summary of Environment Impact Assessment Report were sent
to the following authorities to make available the Draft EIA report for inspection to the public during
normal office hours, till the Public Hearing was over.

2) District Development Office, Kheda.
3) District Industry Centre, Kheda.
4) Taluka Development Office, Tal: Kheda, Dist : Kheda
5) The Chief Conservator of Forest, Ministry of Environment & Forests, Government of India,
Regional Office (West Zone), Kendriya Paryavaran Bhavan, E-5 Arera Colony, Link Road-3,
Ravishankar Colony, Bhopal 464016.
6) Regional Office, GPCB Nadiad, 201-203, “B” Block, Sardar Patel Bhavan, Nadiad.
Other concerned persons having plausible stake in the environment aspects were requested to send
their response in writing to the concerned regulatory authorities.
The Public Hearing was scheduled on 09/01/2020 at 12:00 hrs, at Project Site, Survey No. 703/P/I,
Village : Kanera, Ta. Kheda, Dist. Kheda.
An advertisement in English was published in “Indian Express” and in Gujarati in “Gujarat Samachar”
dated 08/12/2019.
Shri Ramesh Merja, Resident Additional Collector and Additional District Magistrate, Kheda supervised
and presided over the entire Public Hearing proceedings.
A statement showing Participants present during the Public Hearing is enclosed as Annexure.
A statement showing salient points highlighting issues raised by the participants and responded by
the representative of the applicant during the public hearing in English and Gujarati Language
enclosed as Annexure.

Taluka: Kheda, Dist.: Kheda. Shri Ramesh Merja, Resident Additional Collector and Additional District Majistrate, Kheda has
presided over the entire Public hearing process.
In addition, copy of executive summary of the project was submitted to all the surrounding villages
Talati/Sarpanch. RO GPCB informed the villagers that forum will be kept open for representation
pertaining to environmental matter after the presentation with due permission of Chairman. She
informed that one written representation was received from Kalambadhi Khedut Seva Samaj Trust,
Pansoli. The reprentation and the reply to the same given by the Project proponent will be attached
in Minutes.
With due permission of the Chairman, she then invited the Project Proponent to start their
presentation in Gujarati Language.
Representative of the unit presented information about company and the proposed project in detail
including technical information, Environmental Management System, Effects of the Proposed project
on environment and control measures proposed and social responsibility of the industry in Gujarati.
After the permission, with due permission of the chairman, the RO opened the forum for
representations, objections, or questions from the locally affected people.
Additional District Magistrate, Kheda asked people present to come out with their representations if
any and informed that the representation of Kalambadhi Khedut Seva Samaj Trust, Pansoli and its
reply will be attached in Minutes.

The details regarding the Raw material linkage
Mostly all raw materials are available in local market so, they will be purchase from local market & so will be
continued further. The convenient truck/tanker transportation medium will be use for the transportation of
raw materials and products with all safety measures and the transportation rules. There is negligible impact
on surrounding environment. Storage detail of raw materials and products are given in below table.

Greenbelt Development Plan
Unit will develop greenbelt in 1,580.74 m2 (30.16% of total plot area 5240.74 m2) area within industrial
premises and around the periphery. Considering the environmental status of project area four main
parameters like salinity, draught, fire resistance, species with faster growth rate and ever green nature
have been considered while selecting the species.
Facts considered during selection of plant species for greenbelt development are:
Agro climatic zone (dry sub humid – as per CPCB) of the project area
Evergreen species to mitigate cumulative impacts due to other industries also.
Type of pollutant (mainly air) likely to disperse from project activities.
Biological–filter Efficiency: Absorption of gases, Dust capturing and noise control.
Details of the selected plant species for greenbelt area upgradation are given in the Table.
