Connor Clarke member of CYC played a strategic role in the development of Cardiff 2030 as he sat on the Education Development Board which oversaw the development of the strategy from the very start. Lois Render another member of CYC compared the launch event which included speeches from CYC members Connor Clarke, Fahadi Mukulu & Thorfinn Moffat alongside Cllr Huw Thomas Leader of Cardiff Council, Cllr Sarah Merry Deputy Leader of Cardiff Council and Cabinet Member of Education & Nick Batchelar the Director of Education for Cardiff Council. Citywide partnership and Children's rights are key to Cardiff 2030, recognising that Education is Everybody's Business and that Cardiff is aspiring to be a UNICEF Child Friendly City. It sets out an ambitious vision, underpinned by two themes, five goals and priority commitments. One of the key themes that runs throughout is participation of children and young people, a pledge that Cardiff 2030 has upheld by involving young people from the very early stages to the running of the launch. What is Scrutiny? “Scrutiny ensures a greater number ofCouncillors are involved in influencingcouncil policy and serviceimprovements, and provide checksand balances on the decisions takenby the Cabinet.” (Cardiff CouncilWebsite 2019)“Each Scrutiny Committee containsnine Councillors, drawn from politicalparties within the council membershipto mirror the council's overall politicalcomposition. The Children and YoungPeople Scrutiny Committee alsoincludes two co-opted parentgovernors and two co-optedrepresentatives of the Church inWales and Roman Catholic Dioceses.”(Cardiff Council Website 2019).Since September 2018 a youngperson’s representative, from CardiffYouth Council (CYC), has beenallowed to sit on the Children & YoungPeople’s Scrutiny Committee and inDecember of 2019 the Economy &Culture Scrutiny Committee haswelcomed another member of CYC,Naz Ismail, to join them.

What does Naz think? Naz has said, “I'm Naz Ismail and I haverecently had the privilege to sit on theEconomy and Culture ScrutinyCommittee as a CYC YouthRepresentative”.“The meetings take place on a monthlybasis in County Hall, where thecommittee consists of a mixture of localCouncillors around Cardiff”.“Scrutiny is basically inviting people whowork in the directorate part of cultureand economy within Cardiff and askingthese people to deliver shortpresentations about their worksurrounding anything culture andeconomy related and we as acommittee scrutinize their work”.“As a youth rep, I aim to scrutinize themthrough a youth perspective ensuringthat anything brought up regardingculture and economy has children'srights included and that the rights andpresence of children and young peopleare incorporated and embedded”.“I look forward to the rest of my time asa committee member to see what else ithas in store!”.

The selection process'Setting the scene’ Interview techniques

During November, AIT ran a trainingresidential for our YoungInterviewers programme. 28 youngpeople attended the weekendtraining to become part of our newYoung Interviewers cohort. Youngpeople and staff were supported bypreviously trained and experiencedyoung interviewers and they helpeddeliver parts of the training. Newrecruits followed a courseprogramme that followed three keyareas;

The young interviewers taking part inthis programme learnt about jobadverts, interviewing, and how togive feedback to interviewees. Theyalso completed activities in relationto communication and learnt aboutconfidentiality and discrimination.

Storey ArmsIt wouldn’t be a residential without abit of fun. The new recruits were putthrough the paces by the staff atStorey Arms whilst Gorge walking atDinas Rock. Even though it was bitcold all the young people had a greatexperience.Catrin Davies, said:“It was an insightful way of looking intothe world of interviews and was anamazing way of getting to know newpeople and come together as a team.The gorge walking was really good buta bit cold”

There are currently over 91schools in Cardiff who haveregistered for the UNICEFRights Respecting Schoolsprogramme which contributesto our goal of being a ChildFriendly City. In November, 29 schools inCardiff attended the ‘AchievingSilver: Rights AwarenessTraining’. All these schools havepledged to create safe andinspiring places to learn,where children are respected,

their talents are nurtured, andthey are able to thrive. The Rights RespectingSchools Award embeds thesevalues in daily school life andgives children the best chanceto lead happy, healthy livesand to be responsible, activecitizens.We have more trainingplanned for the New Year forschools, ensuring moreschools are progressingthrough the programme.

Rights Respecting Schools

Curriculum 4 LifeThe Curriculum for Life (C4L)agenda is a work streamunder the ‘Child Friendly City’umbrella. C4L have produceda resource called ‘SupportingYouth Knife Crime Preventionin Cardiff’. All schools, youthgroups, hubs, and preventionteams have received thisresource. It is availableelectronically or as a printedversion. Please [email protected] to request a copy.

C4L are also producing aresource alongside HealthySchools, called ‘A Directory toSupport Healthy RelationshipsEducation in Cardiff.’ It will beready to send out in January. A ‘Health and Wellbeingnetwork’ is in the process ofbeing set up by C4L, wherewe will see secondary PSEcoordinators come together toshare good practice, discussany issues/trends and shareresources.

The Active Involvement Team haverecently recruited several new younginspectors to carry out a range ofinspections within Cardiff Youth Serviceand external partners. They completed 4training sessions and developed a newset of skills as well as improved uponexisting skills. They started their training with anoverview of children’s’ rights, what theyare and how they are used. They werealso introduced to out of the box thinkingby looking at different components of abicycle, identifying if they were a want ora need, and whether that component wasessential to still classify it as a bike. Thisgot them thinking about the bareessentials which then led them to theconcept of the national participationstandards.

Young InspectorsThe next step of their training consisted oflooking at what qualities, skills andknowledge a young inspector should have,a game designed to teach them about theimportance of clear communication, anoverview of ethics and confidentiality, anda murder mystery puzzle abouttriangulation and piecing togetherevidence called the ‘black horses tale.’Their 3rd training session looked atassertiveness in order to ensure theywould have the confidence to speak theirmind in a non-confrontational way,prejudice, stereotypes and discriminationand the national participation standardswithin the context of an inspection.Their final session is due to take place inJanuary where they will be looking at aself-assessment and putting their skills tothe test.

Alana, one of our lead younginterviewers has recentlysupported Children’s Servicesduring their interviews forsomeone to fill the role of anEducation Safeguarding Officer. 9candidates were shortlisted andinvited to interview. The interviewswere held over two days and tookplace just before the festiveholiday break. The role for theeducation Safeguarding officer isto provide advice, support andtraining to schools in all aspects ofsafeguarding and Child Protection. They are to hold the responsibility

of developing and reviewing childprotection guidance to schoolsand the education directorate andliaise with children’s services onall aspects of safeguarding.Alana said: “It was reallyinteresting to be involved in theseinterviews, learning about theworld of safeguarding wasthought-provoking, and therewhere so many good candidates.It was really nice working with thestaff in children’s services andthey made me feel reallywelcome. I look forward to doingsome more interviews in thecoming weeks"

It was the morning of November 7, 2019when a bus full of Welsh Members ofYouth Parliament set off from Cardiff,heading east towards London. This timenot for a conference but a sitting, a sittingin a place none other than the Houses ofParliament. It was the UKYP’s annualHouse of Commons sitting time, and wewere ready for action! A few weeks prior, I had been elected toserve as Debate Lead for Wales. Thisgave me the immense privilege to give aspeech from the Dispatch Box – wherethe Prime Minister gives his addresses,no less. I was, thankfully, given the topicof “Protecting the Environment” and onthe day, through some nervous waitingon the iconic green benches, I stood upand declared “We will not be thegeneration to see our planet in ruins andwe won’t let our predecessors be thateither”. However, my own contributions to theUKYP history books was not the onlybenefit of the weekend. A number ofsmashing back-bench speeches weregiven by Welsh MYPs, including our veryown Victor Ciunca. Victor gave a veryrousing speech, as well as so manyMYPs who gave their opinions on theresults of the Make Your Mark Ballot.

A clear response came out of Make YourMark; Protecting our Environment is apriority for children and young peopleacross not only Cardiff, but Wales andthe wider United Kingdom. In that spirit,the UKYP approved a motion to make ityoung people’s priority for the year 2020– as well as news that it will be publishedas a petition to the UK Parliament itself! This is not only historic as it is youngpeople using their formal voices to try tolobby change, but it was the first time aWelsh motion became the UnitedKingdom’s national campaign. In thesummer of 2018, I went to the Universityof Nottingham to propose the motion of“Protecting the Environment” and it wasthis motion that was selected to be onthe 2019 Make Your Mark ballot. Therest, as they say, is history. A once in a lifetime journey and one forthe history books! The UKYP House ofCommons sitting was a thoroughsuccess, despite the long bus journey!

On the 20th of November 2019,Children in Wales hosted an eventin the Mercure Holland hotel tocelebrate the 30th anniversary ofthe United Nations Convention onthe Rights of the Child (UNCRC).The event consisted of an openingplenary during which severalnational kite-mark awards weregiven by the first minster for Wales,Mark Drakeford (including to theActive Involvement Team), andseveral workshops throughout theday. There were also paneldiscussions as well as amarketplace. Rose Melhuish attended the eventas a representative for the Childrenand Young People’s Advisory Boardof the Child Friendly Cities Strategyand Alana Ellis attended as a

national kite-mark inspector’s teamrepresentative and they both alsorepresented Cardiff Youth Council.If you would like to get involved withthe celebrations, Film a short videomessage wishing Children’s Rights a“Happy 30th Birthday” and post onyour social media channelsusing #ChildrensRightsWalesYou can also Share Children’s RightsWales messages on your own socialmedia channels and encourage othersto do the same.
