COUNCIL POLICY P040127 COUNCILLOR COMMUNICATION / INFORMATION DISTRIBUTION OBJECTIVE
1. To define a communication of information process for Councillors and Staff.
2. To define a reciprocal communication process between local groups / organisations, general community and Council.
POLICY
1. An item “Announcement by the Person Presiding” be included on the Council meeting agenda to enable the Shire President to advise/report to Councillors matters of Civic interest.
The Councillors have a period of 10 minutes to discuss matters raised by the Presiding Person.
2. The Shire President and Councillors are encouraged where relevant to provide, in writing, a list of meetings/functions attended during the month on behalf of Council. Councillors wishing to report on meetings/functions attended must do so in writing. Written reports are to be given to the Chief Executive Officer for inclusion on the next Councillors’ Information Bulletin.
3. When a Councillor as a Councillor or a Council delegate to an organisation requires a decision from Council, a request should be put to the Chief Executive Officer for an appropriate officer to prepare a written report, on behalf of the Councillor, to have it included on the Council agenda. The views of the Councillor must be expressed in the report, however the officer should reflect his or her professional opinion on the subject.
4. When a Councillor raises matters as a delegate on an external Committee, or matters are raised with the Councillor, which require action by a Councillor acting on behalf of Council, such action must be authorised by a resolution of Council or the Chief Executive Officer, as appropriate.
5. Local groups and organisations, to which Council provides a delegate, are encouraged where relevant submit a copy of all their meeting minutes to the Chief Executive Officer unless commercially sensitive material is contained in the meeting minutes.
6. The Chief Executive Officer include matters of interest to Councillors on the monthly Councillor Information Bulletin. The Chief Executive Officer is to determine matters of interest.
7. A copy of the Councillors Information Bulletin be placed in the public library and on Council’s website.
8. The Administration recognises the voluntary and part-time nature of Councillors involvement and the need to provide Councillors with documents well in advance of decision making.
9. The Administration support Councillors in being as informed as possible about the nature and functions of Council.

o Ongoing review of TPS 3 text and map provisions and consideration of new LPS 4 provisions.
o Establishment of 4-weekly meetings with Department of Planning regarding draft LPS 4. • Industrial Area & Service Park Scheme Amendments

14/11/2016. SAT Right of Review Updates Proposed Subdivision of No. 25 (Lot 32) Ridley Place, Ocean Beach (WAPC Ref: 151080)
• WAPC issued refusal on 3 June 2015 (NB: Planning Services recommended deferral until range of issues resolved) – reasons for refusal being: 1. The proposal is inconsistent with the Shire of Denmark Local Planning Strategy, Shire of
Denmark Local Planning Scheme No. 3, Weedon Hill Outline Development Plan and Planning for Bushfire Protection Guidelines, draft SPP 3.7 ‘Planning for Bushfire Risk Management’ (2014) and draft ‘Planning for Bushfire Management Guidelines’ (2014), SPP 2 ‘Environment and Natural Resources’ and Development Control Policy 2.2 ‘Residential Subdivision’ in that the proposed subdivision has not demonstrated: a) Through a bushfire hazard assessment whether dwellings with acceptable BAL
construction levels can be accommodated within each lot and that identified environmental values will not be impacted by clearing for bushfire protection.
b) How physical and environmental characteristics of the site will be protected and or managed.
c) How impacts to surrounding visual amenity will be addressed. 2. The proposed subdivision would create lots in an area where it has not been demonstrated
that the proposed lots are physically capable of accommodating onsite effluent disposal as required by Development Control Policy 1.1 ‘Subdivision of Land – General Principles’, Development Control Policy 2.2 ‘Residential Subdivision’ and draft Country Sewerage Policy (2003).
3. The proposal is inconsistent with the proposal to develop a future primary school and abutting Public Open Space as required by the Shire of Denmark Local Planning Strategy, Local Planning Scheme No. 3, the Weedon Hill Outline Development Plan and Development control Policy 2.4 ‘School Sites’.
• SAT Right of Review lodged by applicant (Sam Williams) on behalf of landowners (M Thornton, J Sheed, P Faulkner & G Hatcher).
• Mediation Meeting held on 15 September 2015; Second Mediation Meeting held on 12 November 2015.
• Amended plan lodged in December 2015 for Section 31 reconsideration by the WAPC (Planning Services reviewed amended plan and accompanying documentation and recommended the application be refused or deferred until range of issues addressed satisfactorily).
• Mediation Meeting held on 30 March 2016. Amended plan and additional information to be provided by the applicant by end of April 2016 for review/consideration accordingly. Further Mediation meeting scheduled for 2 June 2016.
• Mediation meeting vacated for 2 June 2016 as additional information to now be provided by mid June 2016.

4. Director of Infrastructure Services 4.1 Works & Services – Monthly Reports
November 2016 Subdivisions in Progress Springdale Beach Stage 2D and 2C Lot 33 Christina Crescent Committees and Working Groups Waste Management Advisory Committee Paths and Trails Advisory Committee Roadwise Advisory Committee Traffic Management Plans (TMP) Approved – Denmark Arts Market Engineering Service Requests Received – 25 Development Applications - 15 Dial Before You Dig Enquiries - 60 Projects Denmark East Development Precinct The consultants appointed continue to perform work in the area and are reporting back to the Project Manager on a regular basis. The next phase of the community consultation regarding route selection of the connection between East River Road and Scotsdale Road and bridge is planned to be held in the October/November period. Bandit Road Works have been completed. Ocean Beach Road Upgrade Works are have commenced between Buckley Street and Zimmerman Street. The proposed works are reconstruct the existing pavement, kerbing of both sides of the road, widen existing footpath and underground all open drains. Sealing and kerbing has been completed for road and footpath. Verge reinstatement to continue into the month of December. McLean Park Oval Drainage Upgrade The Project involves the extension of the main drainage pipe and additional subsoil drainage pipes in the south western corner. This part has been schedule to be completed in early January. Once main drain extension has been completed the oval will be have sand inserted to rectify the drainage issue. Works are scheduled to be completed by the end of January.
Prawn Rock Channel Floating Bridge and Dog Exercise Bridge. Planning and detail design has commenced for both bridges and works have been scheduled to be completed in the summer months. Domestic Kerbside Rubbish Bin Audit & Stickers
Following the success of the recent Commercial Bin Audit, the Shire is conducting an audit of all domestic (120L bin) kerbside rubbish collection services. All property owners registered for a domestic rubbish collection service will be posted a unique sticker to place on their bin/s demonstrating their service. These bin stickers have replaced the coloured lid (green/yellow) service indication system. If you have not received your sticker by the 16th January 2017 please contact the Shire on 08 9848 0349. Domestic bins with the correct Shire sticker are the only ones that will be picked up in the New Year. Please note this audit does not include recycling collection, as this service is provided by Cleanaway, who can be contacted directly on 08 9841 2467. Service collection days have not been changed, please see the Kerbside Rubbish and Recycling Maps and Calendar on the Shires Website for your streets collection days. If you would like to change your waste collection service, please contact the Shire on 08 9848 0349. Wilderness Ocean Walk Ride Trail The Wilderness Ocean Walk Ride (WOW) Trail is still a construction site, contractors have sealed the whole 6.2km length although still have some finishing touches to complete. There will be work teams and construction vehicles on the trail for the next few weeks. We are again requesting the public to keep off the trail during the construction period. The hardstand (gravel area) at Lights Beach car park will now be open for use as overflow parking during summer. An official opening will be held early in the New Year to recognise our funding partners and associated stakeholders. Sealing and Drainage improvements for Tip Shop car park Preliminary drainage works are have been completed. The project scope is to seal the existing car park and upgrade the drainage. Works are scheduled to be completed at the end of January.

Bandit Road Works have been completed. Cemetery Sealing The proposed project is to seal approximately 200m of the eastern internal access roads. Works have started and have been completed in the month of December. Ocean Beach Road Upgrade The major works have completed between Buckley Street and Zimmerman Street. The works crew are currently finishing of the sealing the existing driveways and tidying up the verges and disturbed areas. Verge reinstatement will continue into the month of January. Line marking has been scheduled for the month of Feburary McLean Park Oval Drainage Upgrade The project has been schedule to start early January and planning to be completed early February. The Project involves the extension of the main drainage pipe and additional subsoil drainage pipes in the south western corner. Once main drain extension has been completed the oval will be have sand inserted to rectify the drainage issue. Prawn Rock Channel Floating Bridge and Dog Exercise Bridge. The reconstruction works of the Prawn Rock Channel floating bridge has been completed in December 2016 and is presently open to public access. The reconstruction works for the Dog Exercise bridge is scheduled to be completed in the summer months.

McLean Park Community Playground Grant applied for by MR&YS to Rick Wilson’s office for $15,000. The Shire if Denmark was successful with this application. Great Southern Recreational Advisory Group MR&YS attended the GSRAG meeting hosted by the Shire of Jerramungup in Bremer Bay on 24 November 2016. Great Southern Sport & Recreation Facilities Plan The project team met during November to discuss the draft report submitted by the consultants. The Department of Sport & Recreation as the project manager was tasked with taking the comments from the project team back to the consultants and we are waiting on a response. Attendance breakdown for Denmark Youth Centre October 2016. The above attendance numbers are based on headcounts done each half hour and reflect the number of youth on site at these times, not the total number of youth accessing the facility during the total opened hours. Programs and Activities THE ART STUDIO Youth Services staff member, Glenn Hegedus came back from the Philippines very refreshed and eager to try some new things with the youth. A few afternoons were spent working with paint brushes and black ink designing own styles of writing. The guys also got into doing some stenciling for Halloween decorations, some of the crew even tried out doing some face painting, Halloween was extra special because of the input they had. Stenciling continued with the youth making multilayered cards with spray paint and stencil some even putting some cool designs on to skate board decks. YOUTH CENTRE PROGRAM As well as all the usual happening throughout the month, youth staff, Bec Emily and Vanessa, with the help of the youth pulled off an awesome Halloween party at one stage having over 50 attendees. The night started out at Roller sports and finished over at Tha House with a feast, candy, beat and good vibes. An awesome night was had by all. Staff and Youth also got involved in a Beyond Blue Bash and held a sausage sizzle and cake stall outside Supa IGA on the 29th and raised nearly $600. It was awesome to see most of the staff donate their time for such a worthy cause. DEPARTMENT OF SPORT AND REC GRANT: Roller Sports Roller sports have continued in to term 4 with permission of the Dept. Of Sport and Rec and has continued to be a success. Michelle Bakehouse with the help of many competent staff is managing to turn out some fierce Roller Blading Hockey Girls. It’s so invigorating to see some of these very shy girls blossom into Roller Derby Queens that can take on the world well the boys anyway. Preparation is going into having an open night/ wind –up come Christmas party at the beginning of December to show off to VIP’s and family some of our amazing skills on Roller Blades. The guys are very excited. STAFF Denmark Youth Services Supervisor Clare Harrison is back at the helm. It’s nice having her back on board. All staff are all working towards giving the youth engaged here a safe positive experience We are also having fortnightly professional development sessions with Adele Heaton –trained counsellor.
November 2016 Programs and Activities THE ART STUDIO November saw the young people trying their hand at doing tessellation patterns and, making stencils out of them. This involved a lot of measuring cutting and concentration. Glenn them showed them different styles of spray painting which they applied to canvases. The last week in November saw our artist Glenn Hegedus move on to different pastures after working with AYSA to paint a mural on the Telstra building in the Denmark town ship. YOUTH CENTRE PROGRAM The Roller sports continued this month, ending with an Open Night on the 2nd of December which representatives from the Dept. of Sport and Rec attended along with other VIP’s. This also concluded the program with the young ones and their parents participating in a fun evening with a special guest appearance by Father Christmas. Youth Staff, Bec and Emily, continued to cook up a storm and feeding the hungry roller revelers after Roller Sports. Amazing how hungry some of our lads were. We received two letters this month from parents congratulating us on the wonderful service we supply to the youth of Denmark Youth staff, Bec and Vanessa, also tried a new approach and presented the graduating Yr 6’s with a membership pack for Denmark Youth Services. Included was a membership form, a timetable and some appropriate and handy advice from Headspace to help make the transition into high school a smoother ride. CAMP Youth Service staff met with Ian Sprigg, Manager of Dept. of Sport and Rec Camp Quaranup, to discuss the two camps offered in partnership with Denmark Youth Services, Dept. of Child Protection and Family Services and Denmark High School offered in May and September 2017. In discussion are the changing of the camps timetable to putting the trek & camp along the Bibbulmun Track at the end of the timetable and changing the direction to the young people walking back to Denmark to give the trek more purpose. Met with Ashleigh Crock to see how the club was progressing following some changes to their committee and volunteer structure and the implementation of Sports TG. The Club was seeking some support with problems incurred with the implementation of Sports TG. I provided the contact details for a member of the Great Southern Football League who had worked with the program for a number of years and was happy to assist.
Denmark Running Club Bec Gleeson Provided some assistance to Bec to assist the formation and Incorporation of the Denmark Running Club.
The Club has submitted their constitution and is waiting on the Department of Commerce’s feedback / endorsement.

CDO Quarterly meeting to review progress against the Operational Plan. Outcomes from the meeting include:
• The changes to the Kidsport Referral process have resulted in kids that live substantial distances from sport unable to participate. Further consultation needs to occur with the Department of Sport and Recreation and Regional Sporting Associations to help support kids who face geographical challenges to participating in sport;
• Ongoing support for clubs with the new Incorporation process; and
• Revised workshop dates for Club Business and Club Talk workshops.
Department of Sport and Recreation – Give2Sport

Met with Chris, Kim and Dave to review the resources used for the pilot Give2Sport project and to identify additional resources required to roll the project out across a broader scale. Kim Buttfield is going to prepare a quote to revise all resources with the aim of testing the revised products and then preparing a final version of Give2Sport resources.

Great Southern Recreation Advisory Committee
Chris Thompson Attended the GSRAG meeting held in Bremer Bay. Key topics were:
• A review of the City of Albany’s Travel Smart program. The RAC provided support for the trial of E-Bikes for use by City Staff. The City’s signage project to encourage people to walk or ride rather than drive was interesting and could be implemented in other local governments;
• A review of the changes to Kidsport;
• The Great Southern Sport and Recreation Infrastructure Plan project has stalled following
the Steering Committee’s concerns about the draft report. The Department of Sport and Recreation is negotiating with the project consultants to ensure there is a positive outcome;
• CSRFF Small Grant Round outcomes to be announced before the end of 2016; and
• GSSTA has been funded through to June 2017 – several programs underway to help develop elite junior athletes.
Denmark Badminton Club Warren Miller Contacted Warren Miller to revise the club’s contact details and check on their progress with the new Incorporation laws. Information was sent to the club to assist with the transition to the new legislation.
