Intermodal Cargoes Handled

With Speed And Efficiency

I-~QUIPMENT AND FACILITIES to serve the ever-expanding shipping needs of the American heartlandand the dynamic Houston market area are beingadded rapidly at Barbours Cut, the most modernintermodal cargo terminal on the Gulf Coast.

Owned and operated by the Port of HoustonAuthority, Barbours Cut Terminal is located atMorgans Point at the head of Galveston Bay, abouttwo hours from the open Gulf of Mexico.

The $70 million terminal offers 40 feet of waterand three modern container berths and a LASHberth, as well as a hammerhead Ro/Ro facility thatcan accommodate two ships. Building, buying andgrowing has not abated at Barbours Cut since con-struction was started in 1970.

Currently, the major project is rehabilitation andremodeling of Container Wharf 2. Crane runwayand other facilities are being added to the terminal,formerly leased by Sea-Land Services, Inc., which

moved to the new Container Wharf 3 in the Springof 1980.

Container Wharf 2 will be placed in service asrapidly as the various container stacking rows arecompleted. When Terminal 2 is completed, the Portof Houston Authority will have doubled the spaceavailable in its public container marshalling yard.

Each of the three container wharves at BarboursCut is 1,000 feet long and backed by 36 acres ofpaved marshalling area. The two public terminalswill accommodate 11,400 TEUs stacked three highin 17 rows. Outlets are provided for 132 refrigeratedcontainers.

To MOVE ALL those boxes, the Port of HoustonAuthority has purchased nine straddle hoist cranes,30 chassis and 30 yard hustler trucks. The trucks andchassis are available to stevedores on request. Two

heavy-duty lift trucks are available for loaded andempty containers, and two lift trucks with 15-toncapacity, with expandable spreaders, are availablefor lifting empties.

Two 40-1ong ton Paceco Container Cranes, onewith a rotating trolley, are now in operation at WharvesI and 2. Two more cranes are to be delivered anderected by the Spring of 1981.

Movements of containers through the terminal aremonitored by the Container Information ControlSystem (CONICS), a computer system which storesand releases information on contents, location anddestination of every container in the marshallingarea. By installing appropriate equipment, steamshiplines and agencies may access the computer for in-formation about their containers.

Containers are stuffed and stripped by Port Auth-ority personnel at the 55,000-square foot ContainerFreight Station. The CFS is located about a mileWest of Container Wharf 1 and reached via the ex-cellent intraterminal road. Sea-Land leases 55 percent of the space in the station. An additional CFSof 90,000 square feet is planned North of the existingstructure. Construction will begin during mid-1981.

CONSTRUCTION WAS completed last summeron a 100,000 square foot transit shed servingBarbours Cut’s hammerhead Ro/Ro platform.Preparation of Ro/Ro cargoes is handled at thefacility by its operator, Barbours Cut Marine Con-tractors, Inc.

The East side of the Ro/Ro platform can accom-modate ships up to 450 feet in length, while theWestern side can handle the largest Ro/Ro ships inexistence or likely to be built.

Besides the new shed, the Port Authority hasrecently added more heavy-duty paving to theRo/Ro cargo marshalling area. An 82-ton mobilecrane is available for handling Ro/Ro and othercargoes.

LASH and Seabee ships are handled at a U-shapedpier, built in this configuration to provide a runwayfor trucks to service "mother" ships which carry con-tainers on deck and have gear for self-unloading. Afleeting area across the Barbours Cut Channel fromthe berths has space for 100 LASH barges.

TRUCKS ENTER and leave Barbours Cut Ter-minal via nine interchange lanes, one with a 60-tonscale. Road traffic service hours are from 7 a.m. to6 p.m. A road traffic coordinator helps keep trafficmoving.

A railroad ramp point for COFC/TOFC cargoesis owned by the Port Authority and operated bySouthern Pacific Transportation Company.

Tracks extend into the Ro/Ro cargo stagingarea, with the terminal itself served by SouthernPacific and the Port Terminal Railroad Association.

the Houston Commercial Zone, so interstate railcarand truck rates are equalized with the Port ofHouston’s Turning Basin area.

Five Class A railroads, a major network of state,U.S. and interstate highways, and more than2,000 miles of intracoastal waterways make it easyfor cargo to move into and out of Barbours Cut viaall modes of transportation.

The CAPT. FARNSWORTH, the Port of HoustonAuthority’s newest fireboat, is berthed at BarboursCut and a fire truck is stationed at a new crewbarracks-firehouse building.

INCENTIVE RATES are available to large volumeusers of the Barbours Cut Terminal. Rates for stuffingand stripping containers are governed by Tariff 14and rates for handling freight to and from inlandcarriers are in Tariff 8. Break-bulk and Ro/Rocargoes are handled at standard Tariff 8 rates.

With its Gulf Coast location in the center of theUnited States, the Port of Houston is the traditionalentrance of commerce destined for the entire Mid-western and Western area of the United States. With45 general cargo berths in the Turning Basin area,the Bayport Division for liquid cargoes, the BulkMaterials Handling Plant and the ever-improvingBarbours Cut Terminal, the Port of Houston Au-thority can handle all types of cargo movementto maintain both the tradition and the Houstonarea’s phenomenal growth record. The U.S. Department of Health andHuman Services has launched a toll-free telephone system through whichseafarers can locate the nearest PublicHealth Service hospital, outpatientclinc, or contract physician, oremergency health services. The 800number is part of the Seafarers HealthImprovement Program or SHIP, acollaborative effort involving the PublicHealth Service, other federal agencies,and the maritime industry.

The round-the-clock telephoneservice is provided from the PHShospital at Nassau Bay, Texas, toeligible seafarers anywhere in thecontinental United States. P.T. Trikora LloydPurchases Three Ships

P.T. Trikora Lloyd, an Indonesianflag line, marked the purchase of threevessels at a cost of $45 million in a"changing of the flag" ceremony heldat Pier 5 Port Authority in Brooklyn,NY.

With these vessels P.T. TrikoraLloyd owns five ships on the UnitedStates/Southeast Asian route for asailing frequency from the UnitedStates of every third week. Formerlysailing under the Dutch flag andchartered to P.T. Trikora Lloyd, theAmsterstroom, Amstelstraat andAmstelstrand have been renamed theSUHADIWARNO PANJANG, L.JALABERT BONTANG, andPALEMBANG respectively.

The 17,400 ton D.W. multi-purposecargo liners, with a capacity of 396TEUs were built by Marine Industries,Ltd., Sorel, Quebec, Canada. Thesevessels were designed to transportgeneral cargo and bulk cargoes as wellas containers. This versatility permitsoptimum adaptation to prevailingfreight markets. The ships are poweredby M.A.M. Medium Speed DieselEngines and have a cruising speed at90°70 (MCR) of 17.25 knots and cruising range of 12,000 nautical miles.

P.T. Trikora Lloyd, an independentcarrier, serves Houston direct toSingapore, Jakarta and Surabaya. Inexistence since 1964 with headquartersin Jakarta, P.T. Trikora Lloyd startedserving the U.S. in April 1979.

The Greek flag vessel M/V ANANGEL ARESmade her maiden voyage to the Port ofHouston recently to load four drilling rigsbound for Basrah, Iraq. Shipper for two of therigs was Agip-U.S.A., Inc. Houston FirmShips First PartsFor China Plant

The initial shipment of parts of apetrochemical plant has been sent onits way to the People’s Republic ofChina. The parts were loaded onto theChinese freighter "Guanghe" at thePort of Houston. Seven moreshipments of vessels and plant parts arescheduled to leave from the UnitedStates, Japan, and Germany by mid-1981.

The Pullman Kellogg division ofPullman Incorporated has engineeringand procurement responsibilities forthe multi-million-dollar project andwill provide construction advisoryservices at the site. The petrochemicalfacility will consist of processing plantsfor the production of meta-cresol, achemical intermediate used to makepesticides; BHT (butyl hydroxytoluene), a stabilizer used in plasticsmanufacture; and acetone; anindustrial solvent.

Members of the project managementand procurement department fromPullman Kellogg, as well as clientinspectors from the People’s Republicof China, were present at the dock tooversee the loading.

Accompanying the plant parts on the"Guanghe" was a 1350-pound scalemodel of the meta-cresol facility. The18-by-25-foot model took longer thana year to construct at the Kellogg worldheadquarters in Houston, and will beused by Chinese construction crews atthe Yan Shan Petrochemical Worksplant site near Peking as a guide inerecting the facility. It will also serve asa training and reference tool for plantoperators and maintenance personnel.

Thomas J. Ryan, president ofPullman Kellogg, told a ConferenceBoard meeting that since the first PRCnegotiations in 1972, which broughtabout Kellogg’s commercial entry intoChina, the firm has executed contractsfor 16 petrochemical plants now operat-ing successfully in eight different Chineseprovinces. Eight of these are ammoniaplants engineered by Pullman Kellogg,and the remainder are urea facilitiesdesigned by Kellogg Continental, B.V.,of the Netherlands. In addition, Kellogghas provided technology for two otherplants through a Japanese firm.
