The following checklist and notes are intended as a guide to those preparing a STS Plan, and Lloyd’s Register surveyors approving the Plans, to ensure that all of the requirements of the above guidance are met. This checklist should be completed while preparing the Plan and submitted with the Plan for approval. This will ensure that the first submission of the Plan is correct, enabling return of the approved Manual with the least delay. To assist you, numbers in brackets refer to paragraphs in the Lloyd’s Register model STS Plan and the reference to STS Transfer Guide Petroleum (ICS/OCIMF) are show in (italic). III Preparation for operations

3.1 Operational preparation before manoeuvring

3.1.1 Does the Plan give guidance to the Master regarding preparations to be made before manoeuvrings begin? (Lloyd’s Register model STS Plan, section 3.1)

3.2 Manoeuvring and Mooring

• Is this part containing description of the mooring plan including procedures and arrangements for:

• Manoeuvring alongside with two ships under power? (6.2) • Manoeuvring with one ship at anchor? (6.3) • Is the Plan including diagrams, where necessary, and procedures for

tending the oil tankers’ moorings during the transfer of cargo? (6.4 – 6.5)

Does the Plan clearly indicate the considerations that should be ensured by the responsible person(s) on the oil tanker before commencing operations? (Lloyd’s Register model STS Plan, section 3.4)

IV Performance of cargo transfer operations

4.1 Cargo Transfer Operation Are there guidance provided to established good communication

between the personnel responsible for cargo operations on each ship, ensuring that pre-transfer checks are carried out? (7.1)

Does the Plan provide guidance for appointing a responsible person to be

stationed on the cargo manifold area and the cargo pump controls or in the cargo control room? (7.2)

Does the Plan provide guidance for preventing surge pressures when

changing over tanks on the oil tanker being loaded? (7.4)

Ballast Operations

Does the Plan provide procedures for Ballast transfer operation in order to minimize freeboard between the two oil tankers?

4.2 Vapour Balancing before and during STS operations.

(Please note that USCG requirements and Coastal State regulations may apply).

4.2.1 Is the Plan providing guidance on Vapour balancing before commencing cargo transfer, covering at least the following considerations?:

• Equipment should be provided on at least one of the vessels to enable the oxygen content of the vapour stream to be monitored. This should draw samples continuously from a location close to the vapour manifold connection and should include the facility for audible and visual alarms in the event that the oxygen content of the vapour stream exceeds 8% by volume. The oxygen analyser and associated alarms should be tested for proper function prior to each cargo transfer operation.

• The oxygen content of the vapour space of each tank connected to

the IG main in both ships should be checked and confirmed to be less than 8% by volume.

• The vapour transfer hose should be purged of air and inerted prior to

commencing transfer of vapours.

• The vapour manifold valves should not be opened until the pressure

in the cargo system of the receiving vessel exceeds that of the ship discharging cargo.

4.2.2 Is the Plan providing guidance on Vapour balancing during cargo transfer

covering at least the following considerations?:

• The inert gas system on the discharging ship should be kept

operational and on standby, with the inert gas main deck isolating valve closed. The inert gas system should be used if the inert gas pressure in the discharging vessel falls to a low level (300 mm WG).

• The inert gas pressure on both ships should be monitored and each

ship advised of the other’s pressure on a regular basis.

• Not air should be allowed to enter the cargo tanks of the discharging

ship

the vapour stream exceeds 8 % by volume and should only be resumed once the oxygen content has been reduced to 8% or less by volume.

• The cargo transfer rate must not exceed the design rate for the vapour balancing hose.

4.3 Completion of Cargo Transfer Operations

Does the Plan provide procedures to be followed at completion of cargo transfer operation including but not limited to: (Lloyd’s Register model STS Plan, section 4.3) and (7.5)

• Adequate ullage space? • Drainage of all hoses into one ship prior to disconnecting? • Hoses disconnected and securely blanked? • Cargo manifolds securely blanked? • Communication checks and oil transfer document completion? • Preparation of coordinated unmooring plan on both vessels?

V Unmooring 5.1 Does the Plan include unmooring procedures covering at least the

following conditions:

• Unmooring while one ship is at anchor? (8.1.1) • Unmooring after underway transfer? (8.1.2) • Unmooring checks? (8.2) • Procedure for unberthing? (8.3) • Unmooring using quick release apparatus or toggle pins? (8.3.1)
