For the CbQ9uct of social audit, AS:SflrTI Society for Social Audit (A$SA) shIm prepare a-calendar and submit it to'the Cornmissionen Panchayat and Rural Development, Govt.of Assam for it to 'be notified and informed to the district administration, There will be' a team' of; resource persons/social audit facilitators who will facilitate the process of social, audits through collection offacts after verification of records. The Implementing agency and state/District/Block/Panchayat official shall ensure' full support to ASSA functionaries and Resource 'Persons at all levels, The Social Audit team will facilitate Gram Sabha. 7. The social audit calendar may undergo changes depending on the local situation, festivals, and other unavoidable reasons;' ' , 8. District Programme. Coordinator shall nominate one nodal officer for social audit in every district that will ensure that all required relevant records are given to the teams 15 days lprior to Social audit in field, logistic arrangements for stay of Resource. Persons, adequate arrangements for Gram Sabhas and Public hearings. Observers/Panel' members are deputed as per calendar and' Action Taken Reports with evidences are ensured at all levels for the Reports to be put before the' State Employment Guarantee Council and legislative assembly. 9. Audit of schemes rules 20 II has specified roles and responsibilities of Mahatma Gandhi National Rural Employment Guarantee Act. 2005 functionaries.at each level. All these rules shall have to be followed as defined. 10. Social audit shall be conducied. this ~ear for the FY 2016-17 of all complete, ongoing and -incomplete works under Mahatma Gandhi National Rural Employment Guarantee Act 2005. There will be a grarn'panchayat level entry meeting at the beginning dfthe socialaudit process where all .gram panchayat level Mahatma Gandhi National Rural Employment ,Gljtl!'aJ;lteeAct 2005 functionaries.j,PRI members, SHG members and wage Seekers would be present to ib~ oriented by ASSA resou~!l;persons about the objective: process and calenderfor the social audit pro¢.ess.· , : ii

    17. District Programme Ceordinatsrshall take all necessary steps for publicizing the social audit cycle.]through news paper, TV, and other traditional media. , '

    18. Gram Sabha shall be held in' a common non threatening place so that participation can be within reachand enhanced and all processes including quorum shall be in accordance with the Panchayat Raj act ofthe state of Assam. Each district and autonomous council authorities' may chalk out a. plan in co-ordination with ASSA,for ot.ientation programme at district/block level for effective participation in the .process. • • i.:

    Preparation of Gram Sabba-.t.. .~

    a) District Programme-Coordinator shall take all steps for publicising of the!Gram sabha throughDisplay notice before the gram sabha in the gram.panchayat .office and in all public places use all othertraditional media through School students and other.forums who will inform their parents and to others ..

    b) All logistics arrangements (banner, sitting, mike; water) shall be borne from the administrative costc) The social audit gram sabha.shall not be chaired by any one from implementing agency including the

    gram panchayat president. And the Chairperson shall be selected by the Gram sabha.d) Minute writer will be the secretary of gram panchayat, in case there are many audits going on then

    District Programme Coordinator shall depute one minute writer fromother gram panchayats. The SocialAudit team members may write minutes as well, The social Audit team.members may write minutes aswell.

    e) Social autiit team shall read the issue wise reports, which shall be validated by the Gram sabha and it hasto be minuted along with the.recommendations of the Gram Sabha .

    • f) After the Gram sabha is over the issue wise Gram sabha decisions will tle read out and it will be signed.by the Chairperson and granrpanchayat President, official seal will be put to authenticate it.

    g) The Social audit report shall be displayed in the gram panchaya; notice board.h) If the gram panchayat doesn't have a Village Monitoring Committee then it shall be constituted as per

    notification of the Govt on .the Gram sabha day which shall rnorritor all works under Mahatma GandhiNational Rural Employment Guarantee Act 2005,

    i) Gram Sabha validatiori shall be considered to be final, under the Act.

    After completion of Gram Sabhas, ~ 'to 6 gram panchayats can be integrated together and there will be clusterlevel !Block level hearing' where' actions shall be taken basing on' the Gram Sabha decisions andrecommendations. Similarly a district !evel hearing can be conducted comprising 2-5 blocks.

    them....·• All copies of the report will be given to each-jury member.• Social audit team will read the report before the jury, and implementing agencies will have to respond,• The jury will take action after mutual discussion and agreement as well as-write in the report.• Action taken report on the said issues will be given within 15 days by District Programme Coordinator ..
