INTRODUCTION The SHIFT Youth Festival is becoming an annual, week-long youth art festival held to coincide with

National Youth Week. The concept was developed by the City of Bunbury Youth Advisory Council (YAC)

and first delivered in 2015. This inaugural event was embraced by the youth community and offered a

platform to continue developing youth engagement in the region. The aim in 2016 was to continue to

build on the momentum generated by the initial festival.

The SHIFT presents an opportunity for the creative, social and intellectual contribution of young people to

be recognised and celebrated by the wider community.The delivery of the festival must be an opportunity

for skill and leadership development for these young people as well as a chance for young people to

shape the creative content of our City.

FESTIVAL OBJECTIVES

Skills Development

The festival aimed to provide a platform for young Bunbury residents to develop hands on experience

across a range of creative disciplines. These included workshops, performance opportunities, exhibition

opportunities and participation in creative projects.

Community Development

The festival was presented as a way to build connections and strengthen networks between Bunbury

based entertainment, arts and creative groups and individuals, (both professional and community),

through skill sharing and developing complementary event programming.

Tourism and Economic Benefit

The festival aimed to position Bunbury as a creative hub and to draw attendees and performers from

regional and metropolitan areas to engage in events and activities across the week.

KICK OFF PARTY LAUNCH:

Staff: 4 Volunteers: 11 Attendees: 30-40 The SHIFT 2016 Youth Festival opening event wasn’t as well attended as we expected but we did receive

positive feedback from performers and attendees on the night to featured live music by local performers

SHALE, Traditional Aboriginal Dance by local Noongar group Koolangkas Kreate, Freerun Parkour Show by

local artist X5 Academy Bunbury, DJ music by Taj Kempe, free pizzas and free mocktails.

SHALE - Talented sibling performers have been together forever in life and music. Daniel Davis has been playing guitar for more than 10 years while his sister Michaela has been developing her unique voice over the past five years. Daniel and Michaela were born in Bunbury and raised mainly in the Pilbara mining town of Tom Price. The family relocated back to Bunbury where Daniel completed his Certificate IV in Music and honed his skills as a talented technician of mixing, sound and recording. It was great to have local artist’s participation at the festival’s opening event. They presented an extensive covers play list and unique originals songs during the night providing a lovely evening to everyone.

Koolangkas Kreate - Is a local all children’s dance group promoting Traditional Indigenous Australian Culture through Dance and Cultural Story Telling and encourage Indigenous Children to be Proud of their Culture and promote Reconciliation and Cultural Diversity.

Freerun Parkour Show X5 Academy Bunbury - An explosive visual spectacle of superhuman movement feats you now see in every Hollywood action movie and TV commercial around the world. At least, that’s how the majority of people think of it. Their big jumps and acrobatic man movements impressed everyone including our Mayor Gary Brennan.

DJ Taj Kempe – Bunbury based artist Taj Kempe played a mix of records during the night creating a positive and fun atmosphere.

The SHIFT 2016 Youth Festival ‘Kick-Off Party’ launch also included the official opening of the week long

‘The Social Network’ – Youth Arts Exhibition and was attended by the young artists featured in the

exhibition and who were really excited to have their work on show.

Totally Sound provided a high standard audio-technical support.

The event also provided a ‘Pizza Bar’ serving free pizzas and an ‘Alcohol Free Mocktails Bar’ featuring a

range of free mocktails which were well received. This also helped to promote a strong health message in

line with the Drug Aware sponsorship of the festival. Through careful attention to design and styling,

committed bar volunteers pouring drinks and a warm atmosphere, this bar was still able to focus as the

social hub of the event – a space to congregate, chat and connect with people.

BANNERS IN THE TERRACE – BANNER DESIGN BATTLE WORKSHOP

Staff: 1 Volunteers: 1 Participants: 17 Banners on the Terrace is an annual opportunity for regional young people to make banners which are

hung on St Georges Terrace in Perth. It was included in The SHIFT 2016 Youth Festival program as a

creative team building and arts skills development project, in a similar vein to the Travelling Piano in

2015. Responses to the call out were less than anticipated so worshop was successfully reformetted to a

3 hour intensive with 1 staff member and 1 volunteer.

A young graphic artist was then engaged to collate the participant’s work into a banner format which was

subsequently entered into the annual competition run by the WA Local Government Association as part

of its annual Convention at the Perth Convention and Exhibition Centre. The banners are then displayed

along Adelaide and St Georges Terraces up until Saturday, 6 August as part of the City of Perth’s support

for the Convention.

Although the banner did no place on this occasion, it was still able to provide Bunbury’s local youth the

opportunity for creative team building and arts skills development.

POTO FOCUS WORKSHOP

Staff: 1 Volunteer: 0 Participants: 13 This was another very successful element of the workshop program for The SHIFT 2016 Youth Festival and

was fully subscribed. Highly experienced professional photographer Stephanie Lloyd-Smith provided a mix

of theory and practice for participants but concentrated on ‘seeing’ as the most important factor.

Surprisingly, most participants came with SLR cameras rather than compact or phone cameras, which was

a great thing, allowing them to learn specific photography skills!

After an initial classroom session, the group roamed around the CBD, photographing street scapes and

buildings. After returning to base, photos were downloaded and viewed on a large screen for discussion

and critiquing.

Following the workshop, participants were invited to submit their images for posting on a Face Book

MOVIE UNDER THE STARS

Staff: 2 Volunteers: 5 Attendees: 10-15 ‘Movie under the stars’ was an outdoor cinema night delivered with the support from the Community

Development team. Unfortunatly, the event wasn’t as well attended as we expected.

The night featured entertainment which included: popcorn, beanbags, live music, polaroid cameras and

colourful lighting and ended with the movie ‘Maleficent’.

The Council’s Centennary Gardens was the venue. The popcorn stand was run by the YAC members and

popcorn was sold for a gold coin donation to raise money for the Waroona and District Fires Appeal, a

charity chosen by YAC members.

BEACH OLYMPICS

Staff: 2 Volunteers: 0 Participants: 14 This interactive workshop reward. Teams were allocated and country flags were created. The teams

engaged in various events from relay racing to rafting.

Adventure Works delivered this Unleashed program and provided a ligh level of engagement and fun,

opportunity to develop awareness of self and others, create a shared experience, build team dynamics,

gain new friends; learn new skills such as:

1. Work cohesively as a team 2. Move outside their comfort zone 3. Problem solve 4. Utilise team skills and abilities 5. Peer support 6. Think outside the box 7. Celebrate success 8. Exercise 9. Confidence

HIGH FIDELITY LIVE

Staff: 3 Volunteers: 8 Attendees: 20-30 High Fidelity was a series of free workshops provided by the City of Bunbury and delivered by Rock ‘N

Roll High Bunbury. Local bands participated in these workshops which were aimed at improving their

presence and delivery on stage. This resulted in some impressive outcomes at the High Fidelity Live event.

Unfortunately, the event wasn’t as well attended as we expected, but the partnership with BREC for this

event delivered an ideal venue with great technical support which can hopefully be built on for future

events.

THE SOCIAL NETWORK – YOUTH ARTS EXHIBITION

Staff: 1 Exhibiting Artists: 11 Attendees: 1000 - 1200 The exhibition theme and title ‘The Social Network’ set out to explore young artists’ relationships to

technology and its influence on them and their work. A broad range of responses was received from the

11 participating artists whose works made up a diverse but coherent and interesting exhibition.

The call out to artists was not coordinated through schools and relied on artists taking the initiative to

participate in the exhibition. Both artists and parents commented that the opportunity was a great boost

to the selfesteem of the young artists participating in the exhibition.

The Social Network was very well received by BRAG audiences and in particular provided inspiration for

young people visiting with school groups. BRAG sees the exhibition as a significant part of its program and

is keen for it to take place annually.

MARKETING AND COMMUNICATIONS

Logo design for the festival was created by local artist Andrew Frazer. Poster and information flyer design

was created by local business The Print Shop and all promotional and marketing materials were designed

by the Marketing and Media department of City of Bunbury.

Multiple avenues of promotion to engage the general public with the festival were used including:

Radio advertising

Newspaper advertising

Poster and flyer campaign

A banner was installed on Victoria Street.

Social media promotion was delivered through the YAC Facebook page including 10 boosted

posts FACEBOOK.COM/BUNBURYYOUTH

Word of Mouth which is always a significant promotional vehicle for youth and community events

EVENT EVALUATIONS

Informal feedback received from artists and attendees was positive in nature and suggests that those who did engage with the event had a positive experience. Despite the positive feedback received, attendance numbers for the festival overall were much lower

than expected and it is suggested that stronger marketing should be undertaken prior to future festivals.

Most importantly, YAC members need to be more empowered and provided with the right support and

skills to run the event.

SKILL BUILDING

The festival needs to be a platform for skill building, and to achieve this objective, YAC members should be fully involved in the planning, organising and delivery of any future events. COMMUNITY ENGAGEMENT

There was community engagement throughout the festival and developing partnerships with multiple community arts organisation. This was seen through support from BREC, BRAG, Rock and Roll High and Totally Sound, who all contributed significant resources to the festival. For future events, to be able to deepen and broaden community engagement for festival attendees , it is important for YAC members to be fully involved how to create and develop more participant ownership.

GENERAL FEEDBACK FROM YAC MEMBERS:

Poor marketing delivery

Very late marketing push only starting 2-3 weeks prior to the festival

Non relatable social media posts to young people

A high number of print material that within 2-3 weeks is unrealistic to distribute

Very low reach to the target audience of 12-25, which is reflected in the low attendance

YAC needed to be more empowered and provided with the right support and skills to run the

event

RECOMMENDATIONS

Planning, marketing and advertising to start at least 4 weeks prior to the festival to ensure maximum exposure is given in the lead up to the festival.

Festival events to be consolidated and focus to be placed on delivering a smaller number of high quality events with larger numbers attending each one to avoid spreading resources too thin and deliver quality outcomes for each event.

Stronger links be made between events, workshops and the festival theme to develop a more cohesive program which is strongly themed.

Implement skill building workshops throughout the year in order to upskill young local artists and increase their capacity to participate in the festival.

Focus on empowering the Youth Advisory Council to ensure the team is up to the challenge of implementing such a large scale project.

Ensure YAC members are provided with the support and learning skills required to deliver such a large scale project, it is recommended appropriate workshops and training are given.

Ensure the SHIFT Youth Arts Festival Facebook Page and YAC facebook page is utilised to reach target audiences and build a stronger connection with the youth in our community.
