MKC (1)• NPlan Area - CONFIRMED– First mandatory public consultation– MKC now get £30k government grant
• Meeting 19 May - Bob Wilson + Anita/Duncan/Ian
• NPlan/Site Allocations Plan– December: SAP housing – NPlan other topics– May: NPlan will now assess housing sites– Sherington still in Site Allocations Plan
• Sites with <10 planned do NOT count for 20-40– Smaller sites are ‘windfall’– OK to plan 10+ now, but then only build <10
MKC (2)• MKC recommend end date of 2026– For 2031, must scale up 20-40 unless NOT a Selected Village– Sherington can opt out of ‘Selected Village’ in future
• If we do, NPlan will be in greater control
• MKC to provide information– Sustainability– Update of landscape assessment, later in year
• MKC provided some contacts• Future meetings will be ad-hoc
Project Plan (1)• External constraints– Alignment with Site Allocations Plan– Grant period – 6 months or before end of FY
• Can’t start work earlier than 1 month after application
– Holiday periods– Can we afford it?
• Submission period – MKC do all this– Just assume MKC plan
• Development plan – can’t include other topics– Limited to land use– Not a Village Appraisal or Parish Plan
Project Plan (2)• What is ‘consultation’?• MKC Planning method:– Post document on website and invite comments
• Others: optimum mix of– Public meetings– Open Days– Survey/questionnaire– One-on-one face-to-face discussions– Focus groups– Targeted special groups: e.g. Youth– Social media– Previously gathered information
Project Plan (3)• Local Government Process• Steering Group (Cllrs) steers the project– Initiates tasks, allocates resources and provides
direction– Monitors progress– Reviews task output and approves/refers back
• Same process as MKC
• Experience and lessons learned by others– Winslow, Newport Pagnell, Olney etc
Project Plan (4)
• Gantt Chart update
Grant Application
• Locality - £1k to £8k – total over 3 years– apply per 6 month period or end of FY– up to 4 applications per year
• Guidance document Form:
• Online form open for 30 days• 3 pages of questions
• Need to research other funding sources
Progress Review
• Housing• Flooding/Drainage/Sewage/Utilities• Wildlife• Heritage• Consultations• Other
Newport Pagnell NP (1)
• At advanced stage• Public consultation on Survey Monkey – June– Pre-submission - Last chance before submitted to MKC
• 1400 houses on Tickford Fields– 425/450 or 600 minimum in SAP– Entire rural allocation – Woburn Sands/Olney
• Implications for– Traffic– Parking– Schools– Preschool
Newport Pagnell NP (2)
• Comments from David:• "Not enough thought has been given to the impact on the
surrounding areas roads and infrastructure which will be severely affected by the increased traffic exiting and entering NP daily. The current situation between the hours of 0730 and 0930 and 1500 and 1800 is very bad and the proposed increases in housing at Olney and NP will only make this much worse without improvements to major roads and access roads. I see no plans for this which are other than cosmetic. The resultant delays in travel to school and work and the increased amounts of noise and air pollution from the traffic build up should be addressed before any development starts."
Next Steering Group Meeting• 30 June - 7.30pm Pavilion
