My mother has used that expression when she described someone who always tried to do the right thing when it came to treating others well. That describes my friend, Dick Russell, who passed away this week at the young age of 68. I knew Dick most of my life. He was married to Katie Cecil. Katie and I grew up together in the Nazarene Church. Dick was so well known in the commu- nity that, upon his death this week, Face- book was filled with "Dick Russell" pictures and stories. And they were good stories. Dick was in law enforcement throughout most of his life, first with the Hamilton County Sheriff's Department then the Noblesville Police Department. As the police chief he had the reputation of going around town and getting to know people. He knew people by name. He was nice to people whether he was having a cup of coffee with them or arresting them. He listened to people. There is a difference when you are in a conversation with someone who talks and someone who lis- tens. He was a listener. Dick, for the most part, had a smile on his face. A smile that reminded me of Sheriff Andy Taylor on Mayberry. In fact, his whole demeanor was that of Andy's. A man of kindness and fairness. A man who was more of an advisor than a lecturer. There is a huge difference. He passed his love of community service to his sons, Rick and Jonnathon, as well as his daughter, Elizabeth. Elizabeth grew up to be a teacher where she made a difference in the Hamilton Heights School System. Rick became a fireman and arson investigator and Jonn has worked for the City of Noblesville most of Gonna miss my friend By FRED SWIFT Dick Russell was my favorite lawman. He died Wednesday at his Cicero home after a long strug- gle with complica- tions of diabetes. He was 68 years old. I knew Dick from my years in the newspaper business, in local government and at many lunch gatherings at Alexander's where he was a "regular". Dick was a career policeman. He had been an officer on the Cicero and Carmel Police Departments, the Hamilton County Sheriff's Department and finally chief of the Noblesville PD before he had to retire due to health issues after 13 years service. He was a graduate of Lee College in Kentucky and the FBI National Academy. His good humor and friendly, down- home style combined with thorough and effective policing made him the model of what we like to think of as the ideal lawmen. Dick's stories of his adventures in investigating crime, his experiences in Dick Russell, my favorite lawman Sgt. Zellers named County Detective of the Year Sgt. Nancy Zellers of the Carmel Police Department was recently awarded Hamilton County Detective of the Year by Hamilton County Prosecutor Lee Buckingham. Photo provided Four Hamilton County students receive Lilly Endowment Scholarships Central Indiana Community Foundation (CICF) recently awarded four Hamilton County students with Lilly Endowment Community Scholarships. The four-year, full-tuition scholarship recipients were nominated by interview committees at The Indianapolis Founda- tion, a CICF affiliate serving Marion County, and Legacy Fund, a CICF affiliate serving Hamilton County. Seventy-two and thirty-five students were interviewed in each county, respectively, and finalists names were submitted to Independent Colleges of Indiana, Inc. for final scholarship selections. A total of 142 Lily Endowment Community Scholarships were awarded as a part of the statewide Lilly Endowment initiative to help more students Noblesville Police looking for bank robber The Noblesville Police Department is searching for a man who robbed a bank Thurs- day morning. At approximately 11:41 a.m., police officers from the Noblesville Police Department responded to the Chase Bank, located at 13165 Tegler Drive, in reference to a report of a robbery. Officers arrived on the scene a short time later and began to investigate. Initial interviews with witnesses allege that one male subject came into the bank and demanded money. The suspect was described as a male, and wearing a black coat and stocking cap. It was reported that the suspect fled the scene on foot after exiting the bank. Officers established a perimeter around the area of the bank during the initial phase of the investigation. The perimeter was released after investigators were unable to locate

It seemed as though Dick knew everyonein Hamilton County something that isprobably impossible today but it sureseemed likely when talking with him Heknew school officials throughout the areafrom his refereeing and law enforcementduties He knew police officers here andelsewhere as well as political leaders busi-nessmen and young people he came incontact with through his work He also hada good recollection of the bad guys he hadnabbed over the years

Dick had a great and supportive familyHis wife Katie is well known in the localbanking business where she worked formany years One son Rick is a divisionchief at the Noblesville Fire DepartmentThere is a second son Jonn and daughterElizabeth who is married to football coachKevin Wright

I like to say there are some people whogive Hamilton County its character Dickwas one of them Dick was a friend of mineHe had a lot a friends and were all goingto genuinely and deeply miss him

Dick was a 1967 graduate of Hamilton Heights High School amember of First United Methodist Church in Noblesville andNoblesville F amp AM Masonic Lodge He pursued and achieved asuccessful career in law enforcement starting with an associatesdegree in 1969 from Lee College in Jackson KY He then went on tograduate from the IN Law Enforcement Academy 32nd Section (1975)in Plainfield IN FBI National Academy 132nd Session (1983) and

FBI Law Enforcement Executive Development Academy (1996) both in Quantico VAHe also attended and graduated from the IN National Guard 138th Field Artillery from1970-1977 in Noblesville

Dick spent his career in law enforcement beginning as a patrolman for the CiceroPolice Department from 1972-1974 and then transferring to the Carmel Police Departmentwhere he was a patrolman from 1974-1975 After that he was a Major with the HamiltonCounty Sheriffs Department from 1975-1996 and retired as Chief of Police for theNoblesville Police Department where he was from 1996-2009

Dick held many awards and memberships throughout his life including an IHSAAOfficial having officiated three Hall of Fame Classics and three State Finals (basketballamp baseball) President of the Fraternal Order of Police as well as the FBI NationalAcademy IN Association appointed member of the IN Law Enforcement Academy Boardof Directors by Governors OBannon and Kieran appointed member of the IN CriminalJustice Institute Board of Directors by Governor Mitch Daniels IN Chiefs AssociationPolice Officer of the Year (1984) from the Hamilton County Sheriffs Department and alsoin 1975 from the Carmel Optimist Club commendations from the Federal DrugEnforcement Administration and the US Marshal Service and US Army Citation forLeadership from Fort Campbell KY

JB graduated from Kenmore High School in Buffalo NY in 1944 and proudly servedhis country in the United States Navy during WWII He earned a BA in Business fromIndiana University in 1950 and for 35 years worked as a Quality Control Manager for EliLilly retiring in 1984 JB was a member of Fishers United Methodist Church HamiltonLodge No 533 FampAM Scottish Rite Valley of Indianapolis Indianapolis Murat Shrineand Broad Ripple Sertoma Club He enjoyed watching and keeping current with the NewYork Stock Exchange playing golf reading and traveling the world with his wife JBalso loved people and enjoyed watching IU Football and the ArmyNavy Football game

Dick was a 1967 graduate of Hamilton Heights High School amember of First United Methodist Church in Noblesville andNoblesville F amp AM Masonic Lodge He pursued and achieved asuccessful career in law enforcement starting with an associatesdegree in 1969 from Lee College in Jackson KY He then went on tograduate from the IN Law Enforcement Academy 32nd Section (1975)in Plainfield IN FBI National Academy 132nd Session (1983) and

FBI Law Enforcement Executive Development Academy (1996) both in Quantico VAHe also attended and graduated from the IN National Guard 138th Field Artillery from1970-1977 in Noblesville

Dick spent his career in law enforcement beginning as a patrolman for the CiceroPolice Department from 1972-1974 and then transferring to the Carmel Police Departmentwhere he was a patrolman from 1974-1975 After that he was a Major with the HamiltonCounty Sheriffs Department from 1975-1996 and retired as Chief of Police for theNoblesville Police Department where he was from 1996-2009

Dick held many awards and memberships throughout his life including an IHSAAOfficial having officiated three Hall of Fame Classics and three State Finals (basketballamp baseball) President of the Fraternal Order of Police as well as the FBI NationalAcademy IN Association appointed member of the IN Law Enforcement Academy Boardof Directors by Governors OBannon and Kieran appointed member of the IN CriminalJustice Institute Board of Directors by Governor Mitch Daniels IN Chiefs AssociationPolice Officer of the Year (1984) from the Hamilton County Sheriffs Department and alsoin 1975 from the Carmel Optimist Club commendations from the Federal DrugEnforcement Administration and the US Marshal Service and US Army Citation forLeadership from Fort Campbell KY

Richard Dick Jackson Russell III 68 of Cicero passed away on Wednesday January18 2017 at home He was born on December 6 1948 to RichardJackson and Virginia Lee (Pass) Russell Jr in Pennington GapVirginia His father preceded him in death

Dick was a 1967 graduate of Hamilton Heights High School amember of First United Methodist Church in Noblesville andNoblesville F amp AM Masonic Lodge He pursued and achieved asuccessful career in law enforcement starting with an associatesdegree in 1969 from Lee College in Jackson KY He then went on tograduate from the IN Law Enforcement Academy 32nd Section (1975)in Plainfield IN FBI National Academy 132nd Session (1983) and

FBI Law Enforcement Executive Development Academy (1996) both in Quantico VAHe also attended and graduated from the IN National Guard 138th Field Artillery from1970-1977 in Noblesville

Dick spent his career in law enforcement beginning as a patrolman for the CiceroPolice Department from 1972-1974 and then transferring to the Carmel Police Departmentwhere he was a patrolman from 1974-1975 After that he was a Major with the HamiltonCounty Sheriffs Department from 1975-1996 and retired as Chief of Police for theNoblesville Police Department where he was from 1996-2009

Dick held many awards and memberships throughout his life including an IHSAAOfficial having officiated three Hall of Fame Classics and three State Finals (basketballamp baseball) President of the Fraternal Order of Police as well as the FBI NationalAcademy IN Association appointed member of the IN Law Enforcement Academy Boardof Directors by Governors OBannon and Kieran appointed member of the IN CriminalJustice Institute Board of Directors by Governor Mitch Daniels IN Chiefs AssociationPolice Officer of the Year (1984) from the Hamilton County Sheriffs Department and alsoin 1975 from the Carmel Optimist Club commendations from the Federal DrugEnforcement Administration and the US Marshal Service and US Army Citation forLeadership from Fort Campbell KY

JB Jennings 90 of Fishers passed away on the evening of Wednesday January 182017 at his home He was born on June 6 1926 to Harold and Doris (Holmes) Jenningsin Jacksonville Florida

JB graduated from Kenmore High School in Buffalo NY in 1944 and proudly servedhis country in the United States Navy during WWII He earned a BA in Business fromIndiana University in 1950 and for 35 years worked as a Quality Control Manager for EliLilly retiring in 1984 JB was a member of Fishers United Methodist Church HamiltonLodge No 533 FampAM Scottish Rite Valley of Indianapolis Indianapolis Murat Shrineand Broad Ripple Sertoma Club He enjoyed watching and keeping current with the NewYork Stock Exchange playing golf reading and traveling the world with his wife JBalso loved people and enjoyed watching IU Football and the ArmyNavy Football game

He is survived by his daughter Carol (Ralph) Campbell two grandchildren LauraKing and Matt (Christene) Campbell two great-grandchildren Alaina King and EastonCampbell brother Alan (Susan) Jennings and a niece Susan (Mitch) Singer In additionto his parents JB was preceded in death by his wife Patricia Bryant Jennings in 2008
