# The largest types of manufacturing business are manufacturing of food products, beverages and tobacco products (in terms of number of units) and manufacturing of computer, electronic and optical products (in terms of GFA) (based on the Hong Kong Standard Industrial Classification Version 2.0 adopted by the Census and Statistics Department).

Area Assessment
The area (about 10.8 ha) is a relatively new industrial/business area comprising 12 private industrial buildings, HSBC data centre, Heung Yee Kuk Building and two commercial/office developments under construction. The area is mainly bounded by a hotel and an open space in the northwest, Tate’s Cairn Highway in the northeast, existing and planned residential developments in the southeast, and open spaces and a nullah in the southwest. No new development/redevelopment of the industrial buildings has been undertaken since the completion of 2009 Area Assessments. The total industrial stock in the area maintains at about 0.50 million m2
GFA. All 12 industrial buildings in the area are 15-22 years old. In terms of condition, nine buildings are in fair condition and the remaining three buildings are in good condition. In terms of height, seven buildings are more than 20 storeys while the remaining five are 16-19 storeys high. Nine buildings are under multiple ownership, while the remaining three are under single ownership.
The updated overall vacancy of the area is 6.6%, which is higher than the 4.5% identified in the 2009 Area Assessments. Such vacancy is also relatively higher than the territorial

figure of 6.0% for all “OU(B)” areas and the average of 4.7% for the two areas in NENT. No subdivided unit was found in all the industrial buildings. In terms of usage, Warehouse/Storage is still the largest user, occupying about 56.9% of the GFA which is significantly higher than the 46.0% identified in 2009. Office is still the second largest user, occupying about 24.2% of the GFA which is lower than the 29.6% identified in 2009. The GFA for “Other Uses” has decreased from about 4.1% in 2009 to about 3.2% in 2014. The major types of uses include data centre, showroom and eating place, all of which constitute about 2.7% of the GFA. Manufacturing/Workshop only takes up about 3.1% of the GFA which is lower than the 4.1% identified in 2009. In terms of employment, about 8,647 workers are estimated to be engaged in the occupied units of the industrial buildings in the area, including about 934 workers (10.8%) in the manufacturing business and about 7,713 workers (89.2%) in the non-manufacturing business. The overall figure accounts for about 6.2% of the total of 140,077 persons engaged (other than those in the civil service) in various business/industries in the Sha Tin District identified by C&SD in June 2014. Since the completion of the 2009 Area Assessments, the following new development and wholesale conversions projects have been identified in the area (Plan B16): (a) a new HSBC data centre completed at 8 On Kwan Street; (b) the new Heung Yee Kuk Building completed at 30 On Muk Street; (c) two new commercial/office developments under construction at the junction of On
Kwan Street/On Muk Street and the junction of On Yiu Street/On Kwan Street/On Lai Street; and
(d) one site with approval for wholesale conversion of the existing building at 2 On Yiu Street for commercial and office uses under revitalisation measures with related special waiver executed.
Given that there are signs of transformation in the area as shown in the above new development and wholesale conversion projects including two sites still under construction for new commercial/office developments, and the still high percentage of GFA of the existing industrial buildings for industrial use (about 60.0% for Manufacturing/Workshop and Warehouse/Storage in total), it is considered that the area should be retained as “OU(B)” to continue facilitating the land use restructuring, while providing the floorspace for industrial use.
Recommendation
To retain the area as “OU(B)”.
