• A visible improvement in the quality and safety of local green and open spaces,recognisable to residents and resulting in greater participation.

• Communities participating actively,getting involved in management and decisions on their local spaces.

• An even greener Sheffield - contributing on a regional scale to managing climate change and conserving biodiversity.

• Sheffield firmly established as a national centre of excellence for green space management.

How we will get thereTo achieve our biggest ambitions, greenand open spaces need to be managed notonly as individual sites but also collectively,as one of the city’s most important assets.Through this Strategy we will:

• Set quality standards and commit to meeting them.

• Work more collaboratively with the many managers, owners and service providersand with Community Assemblies to a common vision.

• Combine resources in a planned approach to projects and investment.

• Identify opportunities to manage sustainably, bringing in income and managing resources for the long term.

What that means for partnersAlthough partner organisations have theirown individual objectives, as stakeholdersin the green space sector, we havecommon aims to improve our environment.There are mutual and overlapping benefitsfor us all. We therefore each have a stakein making things work better.

The adoption of this Strategy is the meansto engage all partners in achieving that -and to establish a common set ofprinciples and operating standards. It is ajoint commitment to improving the ‘quality’of Sheffield.

1. FOREWORD

Where we are nowSheffield is blessed with fine landscapesand a wonderful range of parks,woodlands, countryside, activity and playspaces. Many are of excellent quality, butsome local green spaces are not as goodas they might be. Sheffield’s residents havetold us how much they value green space,but that where quality is poor, it stops themvisiting them more often.

The wider benefits of green and openspaces are nationally recognised. Theyplay a vital role in the city’s sustainabledevelopment:

• People - The Department of Health encourages us to take just 30 minutes physical activity five times a week (ref 1),yet in 2004, half of Sheffield’s populationwas overweight and there were 12,000

children recognised as obese (ref 2).Sheffield’s green and open space is one of the city’s major resources to help tackle this.

• Place - Sheffield is recognised as a centre of excellence for attracting economic investment as a result of the quality of its public realm. Proximity to high quality green space has been shown to increase the value ofresidential properties by up to 15% and increase occupancy rates of business premises by 5 to 7% (ref 5).

• Environment - Sheffield’s woodlands and green spaces helps justify the city’s claim to be, visibly, the greenest city in Britain (ref 3). The benefits from such extensive ‘green infrastructure’ will be ofgreat importance given the UK's climate projections, helping to reduce the impactof higher summer temperatures and greater rainfall intensity as a consequence of climate change (ref 4).

Where we want to beThroughout the development of thisStrategy we have listened to the voice oflocal people, gathered input fromstakeholders and been steered by a rangeof partners representing the community,voluntary, public and private sectors.Understanding our customers’ needs andpriorities has allowed us to create a Visionfor the future of Sheffield’s green and openspaces.

The green and open spaces in our citywere established for the people ofSheffield. Although they have many otherbenefits they are there first and foremost tolift the spirit and enrich our lives. Popularand well-used spaces can bring residentsand their communities closer together.

This Strategy seeks to ensure that the fulldiversity of Sheffield’s population is outthere enjoying our local green and openspaces which are safe, clean andaccessible in all areas - and enlivened witha range of activities, events and facilitiesand contributing to the health and well-being of our city.

Green spaces provide attractive places forpeople to relax, to play and to experiencenature. At the same time the land canabsorb and store water, the trees filteringthe air of pollution and providing shade inthe summer. Sheffield’s green spacessupport some of the country’s mostvaluable plants, animals and their naturalhabitats. The ability of green spaces toserve many functions at once means thatthey are one of Sheffield’s most importantassets.

By 2030 this Strategy will ensure that themultiple functions of Sheffield’s rivers,woodland and hills and countryside arebeing fully utilised - countering climatechange impacts, working productively forincome and jobs and providing space forpeople’s recreation and enjoyment.

The most popular green and open spacesare those that provide the locations andtype of facilities that local communitieswish to use. The most successful are thosethat are also well-designed.

The benefits of successful public spacesextend far beyond their boundaries andinto the surrounding neighbourhood. Publicspaces often create the central image to aneighbourhood or a town or city. Highquality green and open spaces haveimportant benefits to the economy,attracting business investment.

By 2030, this Strategy will ensure that thereal character of Sheffield - its landscapefeatures, local culture, heritage and wildlife- has been enhanced in the designs andmanagement of its green and openspaces.

If Sheffield’s green and open spaces areto realise their full potential for people,places and the environment, they have tobe effectively managed and maintained. Todo this, the efforts of a wide range ofpartners, managers and owners need tobe coordinated.

It also means making a joint commitment toquality. Although green and open spaceshave long suffered from under-funding,investment has in the last few yearsenabled some significant qualityimprovements to be made. The challengeis to secure the resources to manage andmaintain that commitment.

By 2030, this Strategy will ensure thatowners, managers and providers are seento be working in a coordinated way arounda common Sheffield Quality Standard andwith a stake in achieving the long termstrategic outcomes.

1. INTRODUCTION

This Strategy provides a 20 year cross-sector framework for the planning,management and improvement of alldifferent types of green and open space,across all ownership, in Sheffield.

A Vision for Sheffield’s green and openspaces was developed in conjunction withall of our Stakeholders.

Vision

Sheffield is the greenest city in Britain, proud of its rich variety of open spaces.

Our Strategy will ensure that everyarea of the city has green and openspaces of exceptional quality for allcurrent and future generations to useand enjoy.

This Strategy translates that Vision into fourthemes. Within each theme, priorities foraction have been identified, providing theobjectives for the management anddevelopment of Sheffield’s green and openspace network. At the end of thisdocument, a 20 year strategic plan helpsoutline what we need to do to help deliverthese priorities.

The support and involvement of all owners,managers and service providers is a keypart of this Strategy. By working to thepriorities and the framework of thestrategic plan, together we will be able todeliver our Vision.

The opportunities for improving green andopen spaces are developed as separatepriorities within each theme. In reality, theresulting benefits are strongly overlapping.Managing green spaces for nature, forexample, will benefit the education ofvisitors and by improving the greenenvironment will be helping to minimise theimpacts of climate change. At the sametime, there are implications for access andopportunities for community involvement.

The multiple benefits and variety ofopportunities presented by green andopen spaces highlight their real value. Thisis the reason why this Strategy is needed,to pull all of these strands together.

Process This Strategy builds upon other successfullong term strategies for the improvementand enhancement of Sheffield’s green andopen spaces, including:• The Parks Regeneration Strategy

(1993/99),• Sheffield’s Countryside Strategy (1999),• Sheffield Site Categorisation Strategy

(2000),• Best Value Review (2002) • Local Area Action Plans (2004 to

present).

Developed between late 2006 and early2009, the key stages of development havebeen:-• Establishing a representative Stakeholder

and Steering Group (see Appendix A).• Creating a future Vision for Sheffield’s

green and open spaces• Deciding the scope and agreeing an

outline framework for the Strategy • Researching good practice and case

studies • Assessing the quality of Sheffield’s

green and open spaces

• Surveying local residents across the city for their views

• Creating digital maps of the results to help analysis and understanding

• Public consultation on a draft Strategy

The Strategy is now in the implementationphase.

Drawing from the 20 year Strategic Plan,detailed action plans are created, reviewedand updated on a rolling basis.Implementation allows the long termoutcomes to be progressively achieved -and our Vision to be realised.

Relationship with other policiesand strategiesThe Sheffield Green and Open SpaceStrategy is a corporate strategy. Itcompliments many other City Councilstrategies in supporting delivery of theCorporate Plan. It also links to and helpswith local delivery of other national andregional strategies.

The Sheffield Green and Open SpaceStrategy covers all the green and openspaces throughout the metropolitan area.This incorporates both urban and ruralareas and includes that part of Sheffielddesignated as National Park.

For planning matters in Sheffield there areactually two responsible authorities,Sheffield City Council and the Peak DistrictNational Park Authority. Each planningauthority develops a ‘Local DevelopmentFramework’, within which a Core Strategydocument sets out the long term spatialvision for a district. This also contains arange of strategic policies around land-use(including open space) and development.For Sheffield, the Core Strategy containspolicies that directly concern the amount ofgreen and open space there is in the city,

what it is used for and how accessible it isfrom where people live. Importantly, itprovides the mechanism for protectinggreen and open space from builtdevelopment.

The Sheffield Green and Open SpaceStrategy, on the other hand, is focussed onthe management and the improvement ofquality. It supports both of the LocalDevelopment Frameworks by providing astrategic quality context for the planning ofthe city’s green and open space assets,and encompasses both planning authorityareas.

For planning and development matters,reference should be made to the policieswithin the relevant Local DevelopmentFramework (1,2).

Green and Open Space assetsSheffield’s green and open spaces arepublic spaces such as our parks orgardens; our woodlands or opencountryside; our outdoor sports facilities,recreation or play spaces. They are spacesfor us to use and enjoy.

They are also places that improve ourenvironment and quality of life. Combinedwith private spaces, such as residentialgardens, business parks or green roofs,they create a hugely important asset forthe city helping to realise a whole range ofbenefits.

Sheffield is renowned as the most woodedcity in Britain. Its stock of mature trees,woodland and tree-lined streets, combinedwith its hills and varied landscapes,provides the city with its visible greenness.Waterways, around which much ofSheffield’s industrial past was centred, nowprovide both recreational opportunities forpeople and valuable habitats for wildlife.Heritage features strongly in its characterwith twenty one designated heritage parksor woodlands.

Parks, amenity green spaces, publicfootpaths and natural green spacesprovide a whole connected network ofspaces for communities to use. At leastsome part of this network is accessible tovirtually everyone in Sheffield within a fiveor ten minute walk. Approximately one sixthof Sheffield’s urban area consists of greenand open spaces of these different typesand is accessible to the public.

In addition to this, one of Sheffield’s uniquecharacteristics is that a large proportion ofthe wider metropolitan area is countrysideand moorland, much of which is within thePeak District National Park and with 9450hectares registered as ‘open access land’.

Sheffield’s network of green and openspace is truly an asset to be proud of.

The Local View The national Best Value PerformanceIndicator for satisfaction with parks andopen spaces has shown significantimprovements in Sheffield since the mid-1990s, increasing from 45% of residents in1997/8 to 80% in 2006/7 who are eithersatisfied or very satisfied (AuditCommission). This puts Sheffield in the topquartile of all Councils in England.

In 2008 a more detailed green and openspace survey was carried with localresidents across Sheffield.

Of the 2,500 respondents almost half saidthey visited their favourite open spaces atleast once a week. Most popular for dailyvisits were to those ‘multi-purpose’ sites,such as our parks and gardens, which areboth local, easy to reach and of wideappeal. Woodland and countryside is alsoclearly important to Sheffield, being visitedat least each week or month by manypeople.

The primary reasons for residents to visitgreen and open spaces were simply to gofor a walk, to relax or to improve health.

On average the quality of green and openspaces is perceived by respondents to be‘good’ or ‘very good’, especially the parks,civic spaces, countryside, woodland andother natural spaces. Provision for childrenand young people, however, is rated bymore respondents to be of ‘poor’ quality.

The reasons given for not visiting greenand open spaces highlight residents’concerns over dog-fouling, vandalism andsafety - even if some of these are seen asonly occasional problems. The key factor

that would make respondents visit spacesmore often or for longer is suggested to beimproved safety and security (or reducinganti-social activities). Investment in bettermaintenance, repair and improvedcleanliness are also seen to befundamental.

Independent quality auditand assessmentAn audit of quality was commissioned bySheffield City Council in 2008 and carriedout by independent consultants across allof Sheffield’s publicly accessible greenand open spaces (within the unitaryplanning boundary). The audit, which triesto assess quality through the eyes of avisitor, revealed wide ranges in qualityacross all types of spaces and within allareas.

On average, parks received higher qualityratings compared to all other types ofgreen and open space, with the larger andmore formal parks assessed on averagebetter than smaller local and communityparks. Provision for children and youngpeople, however, (predominantly equippedplay areas in parks) were assessed asmostly ‘average’ or ‘poor’ quality.Allotments across the city werepredominantly rated poorly. ‘Amenity’ green

spaces, such as in housing developments,generally receive poor quality ratings.

On average, higher quality assessmentsare recognisable in the south-west of thecity when compared to the north and east.However, the range of results is such thatvariations in quality betweenneighbourhoods can be as great as orgreater than variations between differentareas.

A list of the types of green and openspace assessed in the audit, whichincludes publicly accessible and privatespaces is summarised in Appendix B.

Condition of green space fornature conservationMany of our green spaces have significantnatural and ecological value. Althoughthese might also be assessed from a‘visitor’ perspective, it is helpful to have anappropriate method to assess how they arebeing managed from the biodiversity orgeodiversity perspective.

The condition of designated Sites ofSpecial Scientific Interest (SSSI), the bestof the country’s wildlife and geologicalsites, is collated by Natural England. Thishighlights a range in the ‘quality’ ofmanagement of designated moorland,heathland, grassland and woodland siteswithin the Sheffield City Boundary. Anumber of sites are identified as needingchanges to their management regime inorder to return them to favourablecondition.

On their own, these nationally importantsites provide only a limited picture of thecondition of the whole of Sheffield’senvironment for biodiversity. In Sheffield,there are Local Nature Sites which areregistered to be of local or regionalimportance by Sheffield City Council.(Similarly, there are many other individualsites which may have some value tobiodiversity, but are not designated at all).A method of assessment of the conditionand management of Local Nature Sites is,at the time of writing, in the process ofbeing developed.

3. INDICATEDPRIORITIES

Quality and conditionThe comprehensive quality assessmentand resident survey information of 2008(ref 1) indicate priority areas forimprovement. At the time of the assessment, these suggested:• Improving the general quality of the

smaller, local ‘community spaces’ (local parks, amenity spaces and natural greenspace)

• Improving quality and provision for children and young people (play).

• Improving the quality and availability ofallotments

The reasons for the variation in quality andcondition across each type of green andopen space means that we need tocontinue to engage with the local and areaperspective, so that appropriate actionswithin each area can be taken. It is clear,however, that some broad areas ofconcern exist, in particular:• Addressing community safety and anti-

social behaviour • Assuring good maintenance, cleanliness

and repair

The Parks and Countryside Service and itspartners have taken immediate action toaddress these priorities, through Serviceand area plans:• Phased improvement of the condition of

local green and open spaces to bring them to an acceptable audit quality level (an additional 26 sites across the city between 2009 and 2010).

• Achieving and maintaining at least one nationally recognised Green Flag award in each Community Assembly Area by 2011.

• Creating or improving 23 new play areas by 2011.

• Returning 200 allotment plots to usable condition by 2010.

• Working to reduce anti-social behaviour throughout 2010 by extending out ofschool provision for children and using Rangers to provide engaging activities for teenagers.

A longer term approach to managementand resources will also be necessary toensure these improvements are maintainedand that new initiatives continue to begenerated.

Wider outcomes andmanagement approachesConsultation with stakeholders about greenspace also highlighted a number of moregeneral priorities in developing ourapproach to the improvement of Sheffield’sgreen and open spaces:

If we are to respond to the range of issuesand priorities identified for Sheffield’sgreen and open spaces, a consistent andlong term direction is required.

The themes and priorities outlined in thefollowing pages will remain throughout thelifetime of the Strategy, guiding managersand partners and providing consistency ofdirection for action planning.

Four key themes are highlighted in ourVision statement. We have chosen to groupour strategic priorities under these fourthemes. By progressively delivering againstthese priorities we will in turn be able todeliver our Vision.

People Promoting health andactivity

We live in a society that leads largelysedentary lifestyles. The modernenvironment encourages us to expend lessenergy but keep consuming the sameamount. This can have detrimental effectson our health.

The potential health benefits of green andopen spaces are substantial. Physicalactivity in the outdoors can help preventheart disease, tackle obesity and aidpatient recovery. Simply being amongstgreenery helps ‘emotional well-being’,helping to reduce stress. All of theseelements act to reduce health costs.

Getting more people involved andencouraging more visits to our green andopen spaces mean we must motivate theleast active, encouraging active recreationand promoting their health benefits.Sheffield is blessed with enough green andopen space for everyone, but events andactivities play a role in getting people tomake the most of them.

As part of action planning,partners will:

Outdoor learning is now an important partof the educational curriculum. The naturalenvironment connects easily with subjectssuch as science or history, whilst theoutdoors provides a different context forlearning to the classroom.

If our rich variety of green spaces inSheffield, whether natural, farmed ormanaged for recreation are to have afuture, we need to inspire people to take aninterest in its care. Raising awareness of itsbenefits and educating people about itsresponsible and sustainable use is centralto this.

As part of action planning,partners will:

PeopleEncouraging diversity and inclusion

Sheffield’s network of parks and publicopen spaces are free for anyone to use.They act as excellent places wheredifferent sectors of the community, of allcultures and backgrounds happily cometogether - something which forms a keycomponent of community spirit.

In the design and planning of spaces, wemust ensure that they are welcoming andcontinue to match local needs, even aspopulations develop or diversify. If ourgreen and open spaces are truly meetinglocal needs, we will see a good cross-section of society out there using them.

Events and cultural projects are ways todevelop and enhance community andsocial identities. Such activities can involvepeople who might otherwise not visit theirlocal park. This can allow green and openspaces to become more accessible topeople and a real focus for communityactivity.

Community involvement is at the heart ofcaring for green and open spaces.Sheffield has a strong culture ofcommunity involvement, with many longestablished and effective Friends andgreen space groups. These groups takepride in their local spaces and are keydrivers for change and improvement.

To support all this needs long termcommitment from site owners andmanagers and skills within the greenspace sector to support and facilitatecommunity involvement and participation.Volunteering and community participationdoesn’t come for free, but the widerbenefits are significant.

People Ensuring safety andsecurity

Crime and anti-social behaviour - or fearsabout them - can have huge effects on thereputation of a neighbourhood and how itis perceived. Most places are actuallygood places to live or work, but a poorreputation will keep people away. In thesame way, concerns over safety andsecurity put people off visiting their localgreen and open spaces.

Spaces that are actively avoided byresidents that feel empty and unvalued arelikely to simply get worse. On the otherhand, anti-social behaviour will bediscouraged in spaces that are well-frequented and where responsible use isthe norm.

Staff supervision in parks can also be aneffective way to improve safety andsecurity. The ‘Parkie’ can provide avaluable point of contact, making peoplemore familiar with their spaces and lead tobetter standards of care.

As part of action planning,partners will:

Play is about having fun and enjoyingyourself. Green and open spaces arecentral to this and, particularly for childrenand young people, play a hugely importantrole.

Although our interests change as we growup, access to a wide range ofopportunities for fun and enjoyment acrossall ages and abilities is necessary. Playmay evolve into formal sports or intochallenging outdoor activities. Climbing,mountain-biking and even off-roadmotorcycling have their place in providingfun and enjoyment for adults. The variety inSheffield’s urban and rural green and openspaces should allow everyone to realisethose opportunities.

The most popular green and open spacesare those that provide the locations andtype of facilities that local communitieswish to use. The most successful are thosethat are also well-designed.

The benefits of successful public spacesextend far beyond their boundaries andinto the surrounding neighbourhood. Publicspaces often create the central image to aneighbourhood or a town or city. Highquality green and open spaces haveimportant benefits to the economy,attracting business investment.

By 2030, this Strategy will ensure that thereal character of Sheffield - its landscapefeatures, local culture, heritage and wildlife- has been enhanced in the designs andmanagement of its green and open spaces.

How safe and welcoming our publicspaces are and how easily they can beaccessed from the local neighbourhoodare big influences on how well-used theyare able to become. This means thatmaking places easier to get around andresponding to concerns over safety andsecurity are fundamental requirements forthe physical improvement of our green andopen spaces.

These issues apply both outside our greenand open spaces as well as within. Busyroads; poor public transport; inadequateparking; and lack of good footpaths orcycle-ways can each effectively createbarriers which can put people off visitingtheir local spaces. New developments, siterefurbishment and major renewal offeropportunities to implement principles ofgood urban design.

Green and open spaces which are‘relevant’ provide the types of facilities inlocations which match the needs of localresidents - whether this is for play andrecreation; events and activities; sport; orsimply pleasant environments forsocialising in.

Providing the right ‘type’ of space isimportant, but so is getting the designright. Designs can be in many styles andmay appeal to some tastes and not others,but a well-designed park, for example, willfeel to be of higher quality than a poorlydesigned one. Designs need to be bothappropriate to a site’s location and itsplace in the wider area. A space that feelspart of the local neighbourhood is likely tobe popular and well-used.

The character of both a place and itspeople is shaped by its landscape and byits cultural heritage. This is particularly truein Sheffield and its green and open spacesform an important part of that character.They have been shaped by the economyand politics of their day - from the modernregeneration of civic spaces; to thedesigned formality of Victorian parks; orthe wild landscapes of the Peak DistrictNational Park.

Memories of places and events give aneighbourhood its distinctiveness. Thevalue of green spaces will be enhanced ifany cultural or heritage features can bemore easily interpreted, shared andappreciated by others. Places Realising economic value

Cities such as Sheffield play a key role indelivering sustainable development in theUK. They are the centres of economicgrowth. For cities to be attractive tobusiness, however, to attract investmentand employees to live there, they need tohave high quality environments and highquality urban design.

Green spaces also have potential forproductive land-use and incomegeneration, essential if spaces are to betruly sustainable. Opportunities arisingfrom agriculture, forestry, estatemanagement, renewable energy, recreationand tourism all have potential ascomponents of Sheffield’s economiclandscape.

Environment Minimising Climate Change

Climate change is a global issue, but thesignificance of its impacts will vary locally.Predictions for our region indicate that theclimate is likely to be warmer throughoutthe year, with wetter winters and driersummers.

Some impacts may be positive. A warmerclimate may help develop a more outdoorculture and actually increase demand forgreen spaces. In built-up areas, however,heat effects can be severe and maypotentially impact on health.

We must not only adapt our green spacesbut look to mitigate climate change.Carbon management will be important,with local sourcing of products, recyclingand renewable energy generation eachable to contribute. The city’s woodlandsand moorland peat are massive stores ofcarbon and need to be conserved andmanaged appropriately.

As part of action planning,partners will:

Green spaces provide attractive places forpeople to relax, to play and to experiencenature. They also support local, regionaland nationally important plants, animalsand their habitats. Our landscape, treesand soils also provide ‘ecosystem services’to Sheffield’s population: absorbing andstoring water and carbon dioxide; filteringpollution and providing shade and cooling.The ability of green spaces to serve manyfunctions at once means that they are oneof Sheffield’s most important assets.

By 2030 this Strategy will ensure that themultiple functions of Sheffield’s rivers,woodland and hills and countryside arebeing fully utilised - countering climatechange impacts, working productively forincome and jobs and providing space forpeople’s recreation and enjoyment.

Environment Managing for nature and biodiversity

Sheffield’s network of green spaces hostsa unique range of topography, geologyand natural habitats. Its close connectionswith the surrounding countryside and thePeak District National Park give it a specialvalue.

Every public authority has a statutory dutyto conserve biodiversity and is encouragedto restore some of the UK’s biodiversitythat has been lost in recent years. Sites ofgeological importance are also designatedfor protection. It is also important tomaximise opportunities for people toexperience nature close at hand.

To be sustainable, however, nature andbiodiversity requires more than just theprotection of particular species andparticular sites. All types of green spacecan make a contribution. Even in formallymaintained public parks, there areopportunities to enhance wildlife value.

As part of action planning,partners will:

Green and open space forms a core partof Sheffield’s infrastructure. Just assignificant as road infrastructure or thebuilt environment, how green and openspace is planned and managedcontributes significantly to the functioningof the city.

Green spaces provide many environmentaland ecological services: supporting floodmanagement, pollution control, noisereduction and climate change. Forestryand agriculture contribute to the city’seconomy. Alongside each of these, theycontinue to provide an invaluable resourcefor people and wildlife.

When we think about green and openspaces, we usually think about individualsites. The connections between green andopen spaces however, are just asimportant as the spaces themselves.

If we wish people to visit their local greenand open space we must also have easyand attractive routes to get to them.If we wish wildlife to survive in the urbanenvironment, green corridors andwaterways are needed to help supportmovement.

In combination, green spaces and theconnections between them form a city-wide network. This network extends outbeyond the city boundary and ultimatelyconnects with other areas to form part of aregional network of ‘Green Infrastructure’or ‘living landscape’. Well planned andmanaged green networks have multiplebenefits for people, the economy andwildlife and extend those benefits fromindividual sites into neighbouring spacesand into the wider area.

QualityManagementAchieving more,with partners

Strong collaborative partnerships areessential to effectively coordinate efforts toimprove green and open spaces. TheGovernment, through the National AuditOffice Report (NAO, 2006) has recognisedthe need to adopt modern contractingpractice for green space management andto develop partnership working with otherowners and managers, “based on jointlyagreed principles, values, objectives andpriorities” (DLTR (2002)). Partnershipworking can however, be applied at anumber of different levels.

At a strategic level, ensuring that greenand open spaces are able to fully deliveragainst key national agendas will rely oneffective partnership working. At aregional level, cross-boundary working isalready key for Sheffield in connectinggreen space agendas with neighbouringauthorities. Partnership working with localresidents, with businesses and otherinterests can also achieve far more thanlocal authorities working alone.

Sheffield prides itself on the quality of itsgreen and open spaces, with city sitesalready setting the benchmark for qualitynationally. Quality standards are the waythat we can set a baseline to work to andto assure that everyone can expect andreceive the same standard of provision.

If high quality is to be achieved across allgreen and open spaces, standards willneed to be met consistently across allmanagers and landowners. Sites such assports pitches, wildlife areas or woodlandswill require the development of specificquality criteria, with specialist expertise tomonitor them. In turn management plansfor all sites will be essential for maintainingfitness for purpose and sustaining qualityin the long term.

QualityManagementImproving skills &competencies

If investments in improving site quality areto be sustained in the long term, a range ofspecialist skills and technical knowledgeneed to be put in place to provide thesefunctions. In Sheffield, the expertise ofcurrent staff has been amply shownthrough Britain in Bloom, Entente Floraleand Green Flag awards. The voluntarysector has both highly skilled staff andvolunteers who deliver significant siteimprovement enhancements anddevelopment projects.

The potential also exists to developvolunteer training programmes - trainingvolunteers in exchange for structuredinvolvement in management. Externalaccreditation might be provided throughschemes such as NVQ; throughpartnership approaches with colleges orthe voluntary sector; or collaborativeschemes with contractors.

As part of action planning,partners will:

Public green and open spacemanagement is largely funded throughannual budget allocations. As ‘ParksServices’ are not statutory, however, theyare potentially more prone to cutbacksthan other statutory services. For greenspaces there are three main challenges:finding new ways to raise money to makeimprovements; securing income to ensurelong term sustainability; and managing theeffectiveness and efficiency of servicedelivery.

More effective use of existing resources isalso critical, as is the need to betterunderstand the link between costs ofinputs and the quality of outcomes. Theeffectiveness of management andmaintenance, of contracting arrangementsand the targeting of spend to areas ofneed, are all important considerations.

As part of action planning,partners will:

LeadershipThe Parks and Countryside Service ofSheffield City Council will take a leadershiprole in order to drive this Strategy. Steeringwill be provided by a Green and OpenSpace Core Management Group,consisting of a range of the key green andopen space owners, managers andproviders.

The progress of actions plans, targets andoutcomes will, through this means, bemonitored on a regular basis. Keyindicators (both National and from theLocal Area Agreement) provide importantmeasures for external accountability.

Strategic priorities will be reviewed on afive year basis and updated accordingly.

Action planning andinvolvementThere are many bodies that play importantroles in the improvement of green andopen spaces for Sheffield - either bymanaging green and open spaces and/ orby influencing how they are used. Each willbe very real partners in realising the Visionfor Sheffield’s Green and Open Space andin delivering on the outcomes for theStrategy. Detailed action plans will bedeveloped to coordinate implementation.

Community structures (eg. CommunityArea Assemblies) are a vital component ofsupporting local prioritisation andimprovement. Friends groups, Tenant and ResidentAssociations and other local interestgroups are also key influencers and on-going consultation through area workingwill ensure local priorities and action plansare steered to meet local needs.

Some of the key partners whose inputs areneeded to develop these have alreadybeen identified above. Organisations withkey opportunities to deliver their objectivesthrough the green space network includeSheffield First Partnership boards; ActiveSheffield; NHS Sheffield; Sheffield WildlifeTrust; Natural England and the EnvironmentAgency. Other important advisory orfacilitating organisations are highlighted tobe: Groundwork, BTCV; the Local AccessForum; Ramblers’ Association; SCCAccess Liaison Group; and SheBEEN.

A number of services across Sheffield CityCouncil will also be involved on an on-going basis, for example: Place (includingParks and Countryside, Planning, Transportand Highways, Environmental andRegulatory Services); Communities(including Housing); Children and YoungPeople’s Service (including Learning andAchievement); Chief Executive’sDirectorate (including Property andFacilities Management).

The continued enthusiastic support andcooperation of these and otherstakeholders is the principal way that themany benefits of Sheffield’s exceptionalgreen and open spaces will be realised.

2. STRATEGIC PLAN2010 - 2030Delivering the vision for Sheffield’s greenand open spaces is a long term objective.It is not feasible for all of the Strategy’soutcomes to be achieved within shorttimescales.

The collective improvement of Sheffield’sgreen and open spaces for climate changeor environmental improvement for example,requires a range of coordinatedapproaches. Although action is requiredimmediately, the realisation of outcomeswill remain a much longer term objective.

Even the management and qualityimprovement of sites, to meet a baseline ofquality for local people across the city, is asignificant challenge. This will only beachieved step by step, through aconsistent management approach, over tenyears or more.

This is the reason why a long termstrategic plan is required: to maintain thatfocus and provide a direction for all partnerresources.
