Introduction Ras Laffan Port Expansion Project achieved 35 million LTI

free man-hours.

It is a common view that the construction industrycompared to other industries has higher average of losttime injuries and Diseases (LTI/Ds).

We challenged that view on this project by implementingsome key initiatives to help change the unsafe behaviorsthat are the cause of so many accidents.

Firstly, we sought to understand the types of risk taking behavior As a result of the three classified risk behaviors 80% of accidents

occur in the construction industry. Special attention required tomitigate these:

• INTENTIONAL BEHAVIOUR- The employee knows very well thatthe activities they are doing are not safe and there is a significantamount of risk.

• UNINTENTIONAL BEHAVIOUR – The employees are simply notaware of the risks or the methods needed to protect themselves.

• HABITUAL BEHAVIOUR – The employee knows the risk but hasbeen doing the activity so long that they are no longer as alert to therisks.

Introduction There have been ‘zero’ LTIs on the New Port Project since

the start of the Contract in January 2011 achieving 1 million man-hours LTI free on 9th October.

Some early initiatives on the project have already supported and helped this achievement.

Active Reporting of Hazards and Near Misses

If a member of the workforce reports a HNM, the supervisor must get the situation put right and then complete a HNM Card and hand it in to Main Contractor.

Main Contractor makes these available to all contractors supervision and provides drop boxes.

Web-based system then used to record and monitor close-out. Helps to pick up trends.

Everybody is encouraged to report issues that they see out on site so that they can be put right and lessons can be learned to prevent reoccurrence. We are planning to reward people to recognize when they put in special efforts to work safely and also to point out issues that need attention. A web-based system used by the PMC, Info-Exchange, enables ease of reporting, and helps the Contractors and the PMC monitor the close-out of issues on site. The system also enables reports to be run to identify any trends that may appear over time so that preventative measures can be implemented.

Sending a strong message to the entire team

A joint SH&E Induction Film by the Client and the PMC sends a strong and inspirational message to all

workers to make safety their No 1 priority so that they can go home to their families and friends the

same way or better than they left them.

A short film has been put together by the PMC with a statement by the Steering Committee Chairman at the end, sending a clear message that the Client and PMC jointly wish to see every one go home safely every day. The film will be available in multiple languages to be shown to each and every worker before they start work on the project.

Environmental Impacts Construction of any large

project will result in impacts to the environment.

The key is to clearly identify the potential impacts of the project and the measures to address them through an Environmental Impact Assessment (EIA).

The location of the New Port is close to environmentally sensitive coastal areas, including mangroves, seagrass and coral.

Construction of any new project will have some sort of environmental impact attached to it. The key to successfully protecting the environment is to identify the potential impacts to the environment right up front. Preserving and protecting the environment through responsible development is one of the founding pillars of Qatar’s National Vision. The government of the State of Qatar is committed to ensuring that the environmental impacts of the New Port Project, during both construction and operation, are mitigated to the maximum extent possible. It has already been recognized that the location of the New Port is close to environmentally sensitive coastal areas, including mangroves, seagrass and corals. Therefore, special attention has been given to protecting those features. The NPP has a dedicated environmental consultant responsible for defining, specifying and implementing the appropriate mitigation measures to protect these features.

Environmental Impact Assessment An EIA is required by the

Ministry of Environment (MoE). The EIA study involved the

assessment of potential environmental impacts related to the construction, commissioning and operational phases.

The EIA includes mitigation measures and management plans to address the identified environmental impacts.

The EIA is the basis for managing environmental protection.

New Port Project Environmental Impact Assessment

Environmental protection is achieved through an Environmental Impact Assessment (EIA). The New Port Project worked together with the Ministry of Environment (MoE) to develop the EIA. The NPP has an approved EIA for the current construction work. The EIA study involved the assessment of environmental impacts related to the construction, commissioning and the operations phases of the NPP as well as proposing mitigation measures and plans. The EIA is a comprehensive document that includes: Baseline studies of the Existing Environment Impact Assessment to identify the Potential Environmental Effects of the NPP Identification of Mitigation Measures for the Potential Environmental Effects Outline for the Construction Environmental Management Plan (CEMP) Outline for the Operations Environmental Management Plan (OEMP) The final approved EIA is the basis for managing environmental protection.

The MoE requires preparation of a Construction Environmental Management Plan (CEMP) and Operations Environmental Management Plan (OEMP). A CEMP is used to ensure that the commitments made in the EIA and the EIA permit conditions provided by the MoE are implemented during construction. The CEMP for the port basin and breakwater construction was submitted by the contractor to the MoE for approval. The MoE added additional conditions as part of their approval. The OEMP is used to ensure that the NPP achieves high environmental standards, satisfies the necessary legal requirements, limits the impacts of the Port operation to the minimum possible, and satisfies the requirements for an environmentally sustainable port.

Environmental Monitoring• Monitoring of environmental impacts during the construction and

operational phases is a key MoE requirement.

• Monitoring ensures that:

1. The environmental impacts of the project are within the acceptable limits according to Qatari or international standards

2. The mitigation measures proposed in the EIA are implemented and they are effective.

• The construction contractors are primarily responsible for conducting compliance monitoring of their activities.

• The NPP has engaged an Independent Environmental Monitoring Consultant to verify the contractor’s monitoring and undertake separate effects monitoring.

Site Selection & Port Design Contributes to Environmental Protection The site selection study for the

Port included criteria for minimizing environmental impacts.

The site design took into account protection of the existing environmental features.

The locations of the Navy Base and access channel were selected to minimize impacts on the existing lagoon.

A site selection study was undertaken in 2008 that identified several alternative locations for the NPP. The alternative locations were evaluated to identify the most appropriate location. This evaluation included consideration of the environmental impact of the NDP at each location. Based on this study, the site and general arrangement for the NPP was selected. It was known that the selected site contained sensitive coastal environmental features. The site was designed to avoid these features. Specifically, the locations of the access channel and the Qatar Emiri Naval Forces Base have been selected to minimize impacts on the long term viability of the lagoon. Also, the shape of the Qatar Emiri Naval Forces Base was designed to minimize the impact on the offshore corals.

The lagoon is an important natural feature because it supports mangrove stands whose root structures create habitat for juvenile fish and whose branches create roosting areas for migratory birds. Therefore, it was important to consider the long-term viability of the lagoon after the NPP is complete. This was studied extensively in the EIA, which included detailed computer modelling to predict the effects of the NPP on the lagoon. Since the lagoon is very shallow, the exchange of water with the sea during the tides is critical to the ecological functioning of the lagoon. The computer modeling in the EIA looked at the existing water exchange between the lagoon and the sea and of the water quality within the lagoon, and compared this to the predicted post-construction situation. The difference between the pre-construction and post-construction situations were found to be minimal. Therefore, the ecological function of the lagoon is predicted to be maintained after completion of the NPP. To insure that the modeling results are accurate, the lagoon will be monitored during and after construction. If necessary, corrective actions will be taken to ensure the long-term viability of the lagoon.

Relocation of Impacted Corals• Relocation of corals to allow for their survival and future growth over the long

term.

• Strict monitoring so that corrective actions may be taken if an unacceptable trend of coral mortality is detected.

• The success of the relocation will be assessed over a three year period based on surveys of coral survival.

• Benefits:

• Contribution to saving Qatar’s remaining coral reefs and coral gene pool.

• Collection of data will help save Qatar’s corals and help guide future relocation operations.

Where impacts cannot be avoided, such as where the Qatar Emiri Naval Forces Base will overlap with existing corals, mitigation measures have been developed. In this case, the existing corals (and some of the seagrass) that would be lost under the Qatar Emiri Naval Forces Base will be relocated before the start of construction to allow for their survival and future growth. Strict monitoring will be undertaken during the relocation activities and for up to 3 years afterwards so that corrective actions may be taken if an unacceptable trend of coral mortality is detected. The success of the relocation will be assessed over a three year period based on surveys of coral survival. The benefits of the relocation activities will be to contribute to saving Qatar’s remaining coral reefs and maintain the Qatari coral gene pool.
