She has been an asset to both the college and the Admissions and Records dur-ing her tenure, and her professional, diplomatic and calm demeanor will be missed. BACKGROUND On July 5, 2006, a press release was sent out seeking Diamond Mill artifacts, to be used in a permanent display on the new Tehama College Center campus. Neville (Phil) Phillips donated an aluminum sign, which he constructed to identify the entrance to the administra-tion building for the mill. The sign measures approximately 3’ in length and 9” in height. Mr. Phillips will personally present the sign to the Governing Board at their August 9, 2006, meeting. RECOMMENDATION The Superintendent/President recommends that the Board accept this donation as offered with the appropriate letter of appreciation.

BACKGROUND At its July 13, 2005, meeting, the Governing Board approved the attached self-evaluation instruments:

According to Board Policy 2745 – Board Self-Evaluation, “If an instrument is used, all board members will be asked to complete the evaluation instrument annually by July 31st and submit them to the Board President. A summary of the evaluations will be presented and discussed at a board session scheduled annually in August for that purpose.” Board President Judi Beck will present a summary of the completed self-evaluation re-sponses, at this August 9, 2006, Board Meeting. The Board will create its lists of goals and accomplishments at its September Retreat. RECOMMENDATION This item is for information only; no action is required.

REVISIONS TO STUDENT FEE SCHEDULE

BACKGROUND Education Code 76300-76395 authorizes the Governing Board to approve various fees to be levied for materials and services provided by the District. Since Board Policy 5030 Fees, states that “Fee amounts shall be approved by the Board of Trustees semiannually to coincide with the publication and posting of catalog and schedules each year and shall be published in the college catalogs and schedules.” the Administration requests that the Board suspend BP 5030 at this time. According to Board Policy 2415 Suspension of Policies, Bylaws and Regulations, “Policies, bylaws and Board adopted regulations may be suspended by four (4) affirmative votes of the existing Governing Board, which vote will be taken by roll call and will be entered in the minutes of the meeting. This will be used with discretion.” Since the Board’s approval of revisions to the Student Fee Schedule at their February 22, 2006, meeting, the Administration has received requests from two departments to modify fees. The attached schedule for the 2006-2007 fiscal year, reflects the following revisions: Dormitory Rates: From: $10.02 per day/single room To: $10.00 per day/single room From: $20.04 per day/double room To: $20.00 per day/double room The Dormitory rate change will result in more accurate record keeping.

RESOLUTION REGARDING PROPOSITION 1D – THE KINDERGARTEN-UNIVERSITY PUBLIC EDUCATION FACILITIES BOND ACT OF 2006

BACKGROUND The attached Resolution explains that: • California’s K-12 schools, community colleges, and public universities face tremendous

needs in classroom construction, restoration and earthquake retrofitting; and • more than 2.4 million students are enrolled in California’s public higher education sys-

tem, which includes the University of California, the California State University, and the California Community Colleges; and

• the Kindergarten-University Public Education Facilities Bond Act of 2006 will help pre-pare students for the workplace of the 21st century and high-skilled, high-wage jobs; and

• more than $35 billion per year is contributed to the state’s economy through Califor-nia’s three higher education systems, and there is a direct correlation between Califor-nia’s future economic and cultural prosperity and the availability of educational oppor-tunities for its citizens through community colleges and other higher education institu-tions; and

• the total unmet facilities needs for the community college system have been estimated at approximately $18.1 billion to fund needed new facilities and upgrade existing build-ings to meet enrollment growth and provide students access to new technologies; and

• the Kindergarten-University Public Education Facilities Bond Act of 2006 would provide $3.1 billion for public higher education facilities including $1.5 billion over the next two years for the California Community Colleges for building projects to serve the educa-tional needs of the system’s 1.6 million students; and

• California’s historical policy of access to higher education for all eligible students is threatened, and

• passage of the Kindergarten-University Public Education Facilities Bond Act of 2006 would provide the Shasta-Tehama-Trinity Joint Community College District with funds to construct the Library Annex; and

RESOLUTION REGARDING PROPOSITION 1D – THE KINDERGARTEN-UNIVERSITY PUBLIC EDUCATION FACILITIES BOND ACT OF 2006 August 9, 2006 Page 2 • the Shasta-Tehama-Trinity Joint Community College District believes that every effort

should be made to inform voters about the impact of passage of the Kindergarten-University Public Education Facilities Bond Act of 2006 on local residents and students and their community college(s);

• the Board of Trustees of the Shasta-Tehama-Trinity Joint Community College District supports the Kindergarten-University Public Education Facilities Bond Act of 2006 and encourages students and voters to become aware of the pros and cons of passage of the Kindergarten-University Public Education Facilities Bond Act of 2006 and the im-pact of its passage upon community colleges.

RECOMMENDATION The Superintendent/President recommends that the Board approve the Resolution, as presented.

BACKGROUND Government Code 3547.5 requires that before a public school employer enters into a writ-ten agreement with an exclusive representative covering matters within the scope of rep-resentation, the major provisions of the agreement, including, but not limited to, the costs that would be incurred by the public school employer under the agreement for the current and subsequent years, shall be disclosed at a public meeting of the public school em-ployer in a format established for this purpose. The cost of the agreements was disclosed at the Board’s May 10, 2006, meeting. Attached is a revised disclosure of costs incurred with the contract agreements with the Shasta College Faculty Association; CSEA, Chapter 381; and administrative, manage-ment, supervisory, and confidential employees. Due to an accounting error, the cost was inaccurately reported for 2006-07 and 2007-08. RECOMMENDATION This is a public information item and no action is required.

BACKGROUND

Upon the retirement of one manager, the District has reviewed administrative position de-scriptions in Technology to achieve maximum effectiveness. This review resulted in pro-posed changes as outlined below. These job descriptions have been reviewed by the ap-propriate parties. Consideration of Administrative/Management/Supervisory Positions, Job Descriptions, and Salary Levels Attached is the new job description of Technology Programmer/Analyst – ERP Systems, 40 hours per week, 12 months per year, Range S15, $53,652-$65,215, on the Manage-ment/ Supervisory/Confidential Salary Schedule. This is a new supervisory level position to perform systems design and modification, database administration, and programming in support of the College’s administrative and academic functions. Attached is the new job description of Supervisor – Information Systems Engineering – ERP Systems, 40 hours per week, 12 months per year, Range S15, $53,652-$65,215, on the Management/ Supervisory/ Confidential Salary Schedule. This is a new supervisory level position to evaluate, plan, install, and test new releases for installed Application Sys-tems to ensure a current and reliable Enterprise Resource Planning (ERP) system; and develop implementation plans, procedures, and structures for technical support and main-tenance of Application Systems. IMPLEMENTATION OF A CALPERS 457 DEFERRED COMPENSATION PLAN

BACKGROUND Shasta College employees are able to participate in a number of investment options that are pre-taxed. The CalPERS 457 Deferred Compensation Plan is an additional alternative investment program that provides deferred compensation options for employees with low cost administrative fees. The plan is currently administered by CalPERS through State Street Bank and Trust Com-pany and will be available to all District employees. Several employees have indicated their interest in using this option. Attached is the required Board resolution to adopt the CalPERS 457 Deferred Compensa-tion Plan for the benefit of interested employees. There is no District expense to offer this program. RECOMMENDATION The Superintendent/President recommends that the Board adopt the resolution attached and direct the Administration to complete necessary paperwork to implement the CalPERS 457 Deferred Compensation Plan.

BACKGROUND

Shasta College currently has an agreement with the Department Forestry and Fire Protec-tion (CDF) to provide fire protection services to Shasta College. As a Cooperating Agency, our staff has not had the opportunity to participate on CDF Incident Command Teams. STATUS Attached is a proposed operating plan from CDF for the period June 1, 2006 through May 30, 2007, to allow specified Shasta College staff to participate in deployment to emergen-cies throughout California. The plan outlines the guidelines for the program, specific staff members eligible to participate, and reimbursement to Shasta College as a participant. RECOMMENDATION The Superintendent/President recommends that the Board ratify the Operating Plan for Cooperating Agency Personnel on CDF Incident Command Teams as submitted.

BACKGROUND Dr. Julian Fuentes has provided physician services at Shasta College since August 2003. In 2003, his hourly rate was set at $90 per hour, with the intention of also covering the cost of the malpractice insurance he purchased exclusively for his work at the college. NOR-CAL Mutual has notified Dr. Fuentes that his annual malpractice premium will be in-creased from $1,763 to $4,200, starting August 22, 2006. This increase is only due to general increases in the industry, and not due to any personal claims. To accommodate this premium increase, Dr. Fuentes will charge $100 per hour, starting August 22, 2006, as shown in his attached letter. The Student Health and Wellness Ser-vices budget for contract services is able to accommodate this increase. The Student Health and Wellness Services Department desires to retain the excellent physician ser-vices of Dr. Fuentes for the students of Shasta College. RECOMMENDATION The Superintendent/President recommends that the Board approve the increase in Dr. Fuentes’ hourly rate, as presented.

BACKGROUND The Board of Trustees, at the June 28, 2006 meeting, authorized the District to advertise for architectural services for the Tehama College Center. A Request for Qualifications and Fee Proposals for Architectural Services (“RFQ”) has been advertised and to date the Dis-trict has received ten (10) proposals for the project. In accordance with the RFQ the Ad-ministration will appoint a committee to evaluate the proposals submitted. RECOMMENDATION The Superintendent/President recommends that the Board authorize the Administration to move forward with the selection of an architectural firm for the Tehama College Center project. The Administration will bring a recommendation to the Board at their next meet-ing.

APPROVAL OF CONTRACT TO PARTICIPATE IN CHANCELLOR’S OFFICE TAX OFFSET PROGRAM (COTOP)

BACKGROUND State law authorizes the Chancellor’s Office to act on behalf of local community college districts for the purpose of collecting outstanding student financial obligations. This pro-vides a means of collecting student debts, such as delinquent loans, financial aid over-payments, bad checks, etc. STATUS The Chancellor’s Office works with the Franchise Tax Board to deduct the amount owed from the student’s personal state income tax, lottery winnings, or other state compensa-tion. The program is funded by a 25% fee on the funds collected. Over the years, this has been an effective collection program for our district. RECOMMENDATION The Superintendent/President recommends that the Administration be authorized to con-tract with the Chancellor’s Office for the 2006-2007 Tax Offset Program.

BACKGROUND The clinical nursing student training programs are a vital part of the training received by our Shasta College nursing students. BACKGROUND To continue providing basic literacy and GED training to the residences of the Shasta-Tehama-Trinity Community College District, the Scripps Howard Foundation has awarded Shasta College a grant in the amount of $8,000. The project will provide participants with the opportunity to enhance their occupational prospects through continued education in basic skills/literacy training. The timeframe for the grant is July 1, 2006 through June 30, 2007. The administrator for the project is Brad Banghart and the lead faculty member is Marilyn Odegard. RECOMMENDATION The Superintendent/President recommends the Board accept the grant award from the Scripps Howard Foundation, as presented.
