A letter from our President, Diana Clayton

Dear Shasta Miners and Prospectors: Last month's meeting was awesome! Thanks Chip, for the great presentation on sluicing techniques. It was very help-ful and informative. As I write the newsletter, Gene and I are sitting in the Shoreline R.V. Park in Eureka Ca, getting ready to do some beach metal detecting and do a little surf fishing and some “sunbaked “ gold nugget prospecting. Isn’t technology amazing.

March 19 Presentation We have a special guest, Ray Mills, who recently wrote a book on “ Detecting for Gold”. I bought the book and it is filled with great tips and stories. On Page 79, he says to always carry a straw in your backpack to blowout small cracks and crevices that dot the exposed bedrock along a stream. What a good idea that is. The book is filled with great pictures as well. I found out what a sunbaker nugget is. Ray defines this as a nugget of gold lying on the surface in plain sight. I am very excited that he is able to speak with us on March 19. This will be a great learning experience.

Meeting Attendance is Growing Our meetings for the last 4 months has had great participation. The average meeting seems to be about 84 people. Last month we had about 86 people . It might be a good idea to come a little early to the meeting giving you time to socialize, sign up for raffles etc. The doors open at 6 for set up etc. I want to thank all of you who come early to help set up chairs, tables, coffee and refreshments. Al Schroder made a new raffle ticket cage and painted it gold. Thank you Al.

Thank You The NorCa RV and Sports Show was March 6, 7, and 8. We want to thank Jim Stevens, Mike Russell, Red Passman, Wayne King, Joe and Cassie Zucco and Donna Davis and Kenny Chinn for taking the time to represent the Shasta Miners and Prospectors.

Members Bob Burdett got recharged with new energy with a new pacemaker. We wish you a speedy recovery. Bob says he is doing pretty well.

We were sad to hear that Lee Jarose, Maude Jarose’s husband, passed away recently. Maude, we want you to know our prayers are with you. The two of you put many years into making this association work. It was truly appreciat-ed. Lee will be missed.

Miner of the Month Congratulations to Kenny Chinn for Miner of the Month. He definitely walked the ex-tra mile working with the boy scouts. Thank you.

Hello fellow miners, Donna Davis V. President and membership chairperson I would like to thank all who have been taking care of the panning demo at the Nor-Cal Sports Show. It is always good to have enthusiastic volunteers that can donate a little time, and also get some enjoyment and knowledge out of it at the same time. The weather has been wonderful these last days however, it is a real shame that we can't have some of that snow from back east shipped in and put in the lake as we really need more rain. I’m afraid that it is going to be a tough fire season. I finally got my computer issue solved (kind of) and am trying to catch up on all the pa-

perwork. –As a result it has delayed me in getting info out to members. So if you haven't received anything yet you should be getting it shortly. Our meetings have been bigger than usual which is great to see. –I sure look forward to meeting Ray Mills, author of a new book about on metal detecting for gold. –This book can be found at Miner's Cache if you want to check it out. . I hope to see everyone at the next meeting set for Thurs march 19th. Keep on mining

Guided Metal Detector Outings: Guided metal detecting outing occur on the Second Sat. morning after our regular scheduled meeting. The location of the hunt is announced at the general meeting. If you are unable to attend the meeting please con-tact Bill Doyle, Metal Detecting Chair.

February Metal Detector Outing

Twelve persons were in attendance for the outing held at Red Bluff High School. Those attending were Mau-rice Huff, Howard Waldron, Ed Doyle Lorin Fleming, Mike Russell, Dick Kingsmore, Ed Thurson, Robert Graff, Bill Woodward, Val Smalley, Dennis Palermo, and myself.

The weather was perfect and the targets were plentiful. The Find of the Day went to Ed Thurston with his find of a beautiful sterling silver ring containing 13 clear faceted chips resembling diamonds; he also recov-ered a silver toe ring. Everyone went home satisfied and with change in their pockets.

We had not been at this venue as a group for over two years and the targets accumulated since then. This seems to prove that the most successful detecting is at those places that have not been hunted recently, and continually, searched. These places are becoming fewer and fewer in the Redding area. Hope to see you at the next meeting.

FEB 19, 2015 Minutes

Anderson Grange Hall 8085 Airport Way, Redding, CA 96002

Called to order: President Diana Clayton called the meeting to order at 7:12 pm. Kenny Chinn led the members in the flag salute.

Diana called for all guests present to introduce themselves and express their interest. There were many guests/returning members.

Diana also introduced the Board Members, Officers and Chairmen. Miner of the Month: Jane & Keith Young were named as February Miners of the Month.

Meeting Program: Chip Hess displayed various sluices and the proper method of use.

Hidden Coin: Robert Burnett and his son found the coin under bleachers at Buckeye School. He has hidden the coin again and

provided a hint in the Newsletter.

Minutes: Secretary Susan Doyle read the minutes and they were accepted as read. Treasurer’s Report: Wayne King reported that the current account balances are: $5,683.70 Membership: Chairman Donna Davis reports that membership is high and that we have 6 new memberships tonight. She has had

computer problems that she is trying to resolve. Claims Report: Chairman Mike Abernathy reports that there has been digging into the bank at the “Can Do” Claim. He emphasized the im-

portance of refraining from this practice due to its hazardous nature. The February Mining Outing will be at the “Can Do” Claim. Members can

meet at the rest stop just beyond Douglas City, at 9:00 a.m. and proceed to the claim. Weather should be good and there will be lots of activity—

panning, sluicing, high-banking. Mike and Kenny Chinn along with Diana and Gene Clayton, met with Manual Silva concerning the mining plan

for the “Can Do” Claim (that had been submitted in June 2014). BLM has some concern that an endangered frog, the Yellow Legged Foothill

Frog, is on the claim. This frog is in the water during a limited period of time during the year and activity may be restricted during that time.

BLM has approved the removal of brush along the bank of the river, and it may be left on the site and they will dispose of it.

Metal Detector Report: Chairman Bill Doyle thanked the member from the January Meeting for advising him that access was now restricted

at Meadow Lane School—it gave him an opportunity to make alternate plans. All interested members met at the school to find that it has now

been closed with fencing. The group then proceeded to Alta Mesa Park. Everyone found some targets there, however, pickings were slim. It has

been brought to his attention that Sequoia School has now been fenced also. This action is believed to have been taken to reduce graffiti at the

schools. So, suitable locations for outings are diminishing. The next outing, on Saturday, February 28, will be in Red Bluff. Interested members

and guests are asked to meet at the Prime Outlets in Anderson, at 9:00 a.m., and participate in a car pool to Red Bluff High School. Donna Davis’

ring is still missing, believed to have been lost at Anderson River Park. Several members have searched the area, but if any club member should

find a wedding ring at the park, please contact Donna. Joseph Coe, the person that won the metal detector at the Christmas Raffle, is in Arizona

and has found gold with his new detector.

Club Logo Clothing: Mary Ann Stevens is the new Logo Clothing Chairman, please see her for any items, she is currently taking orders.

Website Password: The member side of our club website has new passwords. Contact Diana Clayton or Donna Davis and they will verify

your current membership status and give you the new password.

Find of the Month: Robert Graff—won the voting in Find of the Month with the Spanish New Mexico Commemorative coin that

he found on the west side of Highway 273, near Win River Casino. Diana Clayton—submitted a small, cast metal, model VW Rab-

bit car, that she found in a remote area of a club claim.

Show & Tell : Jane Young, at the urging of club members, conducted further research on one of the items that she and her husband, Keith,

shared with the club last month. After much research she determined that the item in question was a spring loaded, screen door hinge, either from

the Victorian era, or a reproduction. Phil Batton found a lapel pin with clutch, in the shape of an elephant head with the letters, “GOP” across its

forehead. His research showed it to be a Republican Party pin.

Sports & RV Show: March 6, 7, 8, 2015, at the Shasta County Fairgrounds, in Anderson, the club would like to provide a panning demonstra-

tion, with information about the Shasta Miners & Prospectors Association. Volunteers are needed to man the booth, please contact Donna Davis

for scheduling.

Raffle: Raffle was conducted by Diana Clayton and Kenny Chinn, Jordan Constantino assisted with drawing the tickets:

50/50 Drawing—was won by Ralph Pettis, in the amount of $71.00.

Gold Nugget—was won by Ed Doyle.

Silver Coin, 1 oz.in weight—was won by “Red” Passman

Name Tag Drawing—was won by Cliff Wease

Happy Birthday: Members with a February Birthday were asked to stand, the assembly sang, “Happy Birthday.”

“Find of the Month” Contest

Robert Graff won the voting in Find of the Month with the Spanish New Mexico Commemorative coin that he found on the west side of Highway 273, near Win River Casino. Be sure to bring your metal detecting or prospecting finds to the meeting. The winner of the contest receives 1/2 silver dollar (value about $15) Diana Clayton submitted a toy car. It was cute and fun to find.

Hello fellow miners and dredgers, The season will be upon us before you know it! I'm sure there are those that have a pool to test out our very ready to go machines. I have found a set of 1994 regulations the DFG put out. Wish you all luck out there. Now on to the regular biz....... We had a great outing in January. 17 men, women and children showed up to have fun. Many found GOLD and some found out what working a claim is all about. Like how to read the stream as to where to find gold, where's its been in the pass and where you find it today. There are some pictures and I hope you can see them. I hope to see you all at the next meeting on the 18th of March and the outing on the 21st at Bull Dog 1, 2,4 . I'm sure we will have a great time. Looking forward to seeing you all. Legislative and Regulatory Update

by Scott Harn • California suction dredging update During the most recent dredge negotiations in San Bernardino Superior Court, Judge Gilbert Ochoa stated he will write temporary suction gold dredging regulations to allow dredgers in the state to obtain permits and get back in the water, though he did not give a firm deadline for when he will have them completed. Meanwhile, attorneys for the State of California and environmental groups successfully petitioned the California Supreme Court to review the recent Third Court of Appeals’ decision on federal preemption. California’s Third Court of Appeals ruled back in September that a lower court erred when they did not allow suction gold dredger Brandon Rinehart to present evidence that federal law preempts state law; in other words, when federal law and state law conflict, federal law takes precedent. Rinehart was cited for suction dredging without a permit even though California has refused to issue such a permit.
