Components of a Research Agenda

“research agenda” must: contain background on the need for the agenda; have a rationale for inclusion of the agenda items; have some implementation planning; contain an evaluative component, and; carry a message beyond a simple descriptive list

that connotes a methodology, theoretical orientation and even an ideology of the agenda. (Buell and Anderson, 2006)
