This is with regard to our previous letters written to you at various point of time and also same issueraised during various EPHs held in state of Gujarat since last two years.

The EPH are held as per the guidelines of EIA Notification 2006 and amendments there under. Asper the guidelines ElAs for a public hearing are to be prepared by Consultants Accreditated by QCI -NABET. The QCI-NABET issues accreditation certificates to various consultants after a series of

i, s_c1ut!ny. The TORs issued by MOEF or SPCB specifically asks for Accreditation Certificate issued byQCI-NABET.

However we have been raising the issue of overlooking of such an important process of accreditation,wherein various consultiants have submitted various other documents other than a valid AccreditationCertificate from QCI-NABET as part of mandatory disclosure in the EIA document. We have broughtthis to notice relevant authorities during many EPH, however no proper reply has been received.

Through this representation we seek clarification on what documents are legally allowed in lieu of avalid Accreditation Certificate.

The above two public hearings mentioned are to be held on 30h October and according to theprovisions of the EIA Notification 2006 no valid Accreditation Certificate is produced with the EIAdocuments. We are annexing the documents produced by the EIA Consultant M/s Detox CorporationPvt. Ltd. as part of mandatory disclosure with regard to the EIA Consultant.

WE SEEK AN URGENT CLARIFICATION WHETHER THE SAID DOCUMENTS ARE VALID INLIEU OF AN VALID ACCREDITATION CERTIFICATE ISSUED BY QCI-NABET. Kindly alsoprovide documents and gazettes notifying list of documents to be allowed in lieu of properAccred itation Certif icate.

ln absence of any response we would assume that the above mentioned EPH are happening inviolation of the Environmental Procedures prescribed.

observation/comments/questions regarding project and draft EIA report.

1. What was the previous land use of the land for proposed project? Has Industry obtained NA permission

for the land? Please provide the document.2. How the required land for the project is acquired? Was it a govemment or private land?

3. When was environmental clearance for this project in Form I applied?4. What is the status of NOC application to GPCB for this project?5. What provision will be taken into consideration to tackle the fluctuations in the pollution load and

quantities, at individual member industies?6. Please justifu domestic waster requirement for the proposed project.7. Why baseline study was started even before issuance of TOR?8. Please give exact dates of ambient air quality, surface water, ground water, noise monitoring and soilquality monitoring.9. Figure 3-l shows wind rose diagram for 16ft January to l6s April2016 while indicated study period onpage 5l is different. Please Justiff.

10. Figure 4-l to Figure 4-3 shows Isopleths for PM, SOx and NOx for 22/06/2016. Please explain.11. Why only 6.08% of total land area will be developed for greenbelt rather than guideline of at least 33%?12. What will be the impact of temporary housing availed by labors during construction phase onsurrounding environment?13. What will be action plan for socioeconomic development of an area by project proponent?14. What activities industry will take up as a part of CSR and what will be the budget for it?15. How many local people will get employment through this proposed project? Please give classification ofskilled and unskilled manpower.

Brackish Water Research Centre is Non Governmental Orgarrization working for

environment and fisheries in south Gujarat from 2003.

We have studied the Draft ELA report of the proposed Texifles Park, CETP and

Recycling of Waste water of the Water jet looms. We register following concern in the

Public hearing.

The project is of total 39 number of proposed water jet looms. The total waste

water from the estate is calculated 10 MLD. Tlu proponent trr,s plannedfor

70 MLL Is almost several tlmes more than the 39 numher of proposed.

estimation of waste water generation. The prediction is baseless. Please

justiff this with supportive documents/reports/ground realities with also

considering the proposed textile projects of water jet looms coming in the

Surat region including the Textiles parks and Estates.

As per page L2 EIA report --Total cost of CETP + other infrastructures:

151.09 Crore is shown for 1O MLD waste water recycling network with CETP

Which is highly objectionable in absence of the number of final total units to

be set up in the park. There are only 39 units shown. Ttris is very suspicious

data as compare to the other similar project like hojiwala industrial estate

and its EIA report. Please justrfy the generation of waste water as per unitplanned in DPR.

3. The main source of organic pollution load entering in to the waste water is

only oil and grease. There are no other chemicals which are added in the

process of water jetting. The real treatment for the COD load can be done inindividual unit and the bio {egradable antistatic oil can be easily treated

without any technolory or any advance mechanism of MBBR etc. The huge

10 MLD CETP for water jet looms in textile sector without arry study of

number of unit is very shocking.

4. The GPCB must ask the chemical industry to install additional CETPs where

the more harmful COD, TDS, Toxicants and other parameters are alfecting

the environment. There is CETP need in chemical sector more than the textile

sector in present context of Gujarat State. Many area are in Critically Polluted

area and needs additional CETPs in Chemical industry. The SEIAA should

issue clear direction to the governmental dept who are issuing subsidy withthorough assessment of pollution load and its impact on ecolory.

5. We demand SEIAA/SEAC/GPCB must rethink on this project which has very

low pollution potential and its benefits a-re very limited to society and ecologr.

State govt must see the rational use of public money as subsidy and itsbenefits to industrial units as well as environment. We demand to dispose theproject \rith limiting capacity in the EC process.

6. The estimation of expected 39 units of water jet looms in the park area has noconcrete justification. The project proponent has not shown any study,projection or any other relevant information for proving these facts.

7. The COD load decrease shown on ELA page 2.3 in stage wise is doubtful.Untreated load is 25O mg/l ) after treatment <2O mg/L This is technicallysuspicious data after having the biological treatment like MBBR and Tertiarytreatment. The COD reduction for stch lout oraanic load. can be achieued buconuentional treatment tlnn uhu MBBR is needed? Please iustifu the need.

8. Provide the name of directors nominated by Govt.

9. There will be huge govt 75o/o subsidy taken by the proponent. So there mustbe mecharrism to ensure znro water pollution from this project. We demandthere should be a committee under the chairmanship of District Collectorwith local panchayats to monitor the proposed project in terms of pollution.

10. We demand that tJle 7-ero discharge status must be achieved by theproponent and for the compliance, the project proponent must give balkguarantee of Rs 25 Crore to local administration e.g. District Collector oflice.

There is no UF reject quality shown in ElA. Provide the final disposal

solutions and its feasibility for concentrate of UF.

Please give more idea and technological information about BAT and MBBR

technolory when COD is very low 25O mg/I as per EIA assessment.

TOR compliance has misleading information. The natural drain is passing

beside the CETP. Why CETP is planned beside the drain?

GPCB/SEAC/SEIAA should rethink on this proposed project and proposed

site. It is seen that all the scandals and iregularities in past are done by

TSDF/CETPs situated adjacent to water body. SEIAA/SEAC/GPCB should

correct the past by not repeating it during issuing first TOR.

The EIA report of Hojiwala Estate and tJlis Shanti Integrated Textile Park are

totally contraindicating with each other. SEIAA/SEAC should check the

authenticity of both the EIA report and its pollution load assessment with

same process of water jetting before issuing EC to both projects.

1' Total 39 nos' of unit comprises of approximate 31fi) water jet looms. Technicaldescription of the water iet looms machine indicates that per machine daily waterrequirement is 120 literc per hour & waste water generation will be 115 literc per hour.We have considered such vatues.

2' The cost break up for the development of Textite park is attached herewith. Thejustification of r0 MLD cETp is arready mentioned in point no. 1.

3' The treatment scheme is designed such a way that floating oil & grease will removethrough gravity separation, while to remove emulsified oil & grease, we have sugtested toinstall dissolved air flotation which is advance technology to achieve maximum efficiencyas plant is designed for comptete recycting of treated wastewater. After this treatment,there are chances to carry over residuat coD to address the same we have suggested toinstall biological treatment with MBBR technotogy, which requires less foot print area andless energy.

Sir,

our coming project will be installed entirely considering the environmental interest. Largescale base Waterjet loom shall be run in the coming project. And no fluid contained chemicals orother substances of any nature will be utilised. Therefore, question of discharge of watercontained any chemicals does not arise.

Hence, no pollution will be spread due to the coming project. And the purpose of thecoming CETP plant is only for the prevention of waste of the water and for its re-use.
