To see what sum the Ton will vote to appropriate from the Transportation Network fund, or take any other action thereon: In 2018, the Massachusetts Department of Public Utilities introduced a per-ride assessment fee on transportation network companies (TNCs), such as Uber and Lyft, a portion of which is distributed back to communities where the rides originate. The State reuires municipalities to appropriate these funds for transportation-related purposes or to mitigate the inpact of ride-sharing services. This article requests that Town Meeting appropriate $28,824.80 from the Transportation Network fund into the Senior & Social Services Transportation Revolving Fund to support this community service. This sum represents the entirety of our 2018 and 2019 disbursements. Article 2: Supporting First Responders. To see if the Town will vote: (1) to express its apprecia- tion and support ofDanvers first responders and their families as they work to preserve a safe and secure community; (2) to reaffirm its commitment to providing the training, tools, and equipment necessary to protect their health and safety and the health and safety of community members, (3) to acknowledge the vital role first responders have.and continue to play as essential workers in the midst of this global pandemic, and (4) to express its condolences and deep sense of gratitude for those first responders who make the ultimate sacrifice in service to their communities, or take any other action thereon. After the Town Manager's decision in August of 2020 to remove the thin blue line altered American flags from town vehicles, an attempt was made to associate any who would support this action as being opposed to or not supporting first responders. A loyalty test such as this oversimplifies the complex world we live in and creates a false choice, whereby people are encouraged to pick a side. The Select Board believes it is possible to support first responders while also respecting the experi- ences of all who visit, work, and live in Danvers. The Select Board prepared this article to reject this false choice and to reaffirm its support, appreciation, and respect of Danvers first responders and their families. The Select Board hopes the Finance Committee and Town Meeting will do the same. SPECIAL TOWN MEETING/ OCTOBER 26, 2020 Page 1 DRAFT

Article 1: Transportation Network. To see what sum the To\,\/n will vote to appropriate from the Transportation Network fund, or take any other action thereon:

In 2018, the Massachusetts Department of Public Utilities introduced a per-ride assessment fee on transportation network companies (TNCs), such as Uber and Lyft, a portion of which is distributed back to communities where the rides originate. The State re(luires municipalities to appropriate these funds for transportation-related purposes or to mitigate the in;ipact of ride-sharing services.

To see if the Town will vote: (1) to express its appreciation and support ofDanvers first responders and their families as they work to preserve a safe and secure community; (2) to reaffirm its commitment to providing the training, tools, and equipment necessary to protect their health and safety and the health and safety of community members, (3) to acknowledge the vital role first responders have.and continue to play as essential workers in the midst of this global pandemic, and (4) to express its condolences and deep sense of gratitude for those first responders who make the ultimate sacrifice in service to their communities, or take any other action thereon.

The Select Board believes it is possible to support first responders while also respecting the experiences of all who visit, work, and live in Danvers. The Select Board prepared this article to reject this false choice and to reaffirm its support, appreciation, and respect of Danvers first responders and their families. The Select Board hopes the Finance Committee and Town Meeting will do the same.
