CITY GOVERNMENT OFFICES

The City of Sevierville is governed by a Board of Mayor & Aldermen in a home rule form of government. The Mayor is elected

at-large for a two-year term and is a non-voting member of the Board of Aldermen. The Board of Aldermen consists of five

The Code Enforcement Department is responsible for issuance of all permits for building, signs, and special events as well as

enforcement of all city ordinances. The enforcement staff also conducts building inspections and assist with subdivision

regulations, zoning and residential and commercial site plan approval.

Newcomers have 30 days after establishing permanent residence to change their out-of-state license to a Tennessee license. If you

have a valid license from another state, a vision test is all that is required. For a first-time license, you must have a certified birth

certificate and pass a written law exam, a vision test and a road test. Applicants under the age of 18 must also have their school

attendance verification form their principal’s office and must be accompanied by a parent or legal guardian. Testing offices are

open Monday through Friday from 8:30am to 5:00pm. No testing after 3:30pm.

The Tennessee Department of Health has new rules for immunization requirements in child care, pre-school, school,

Children enrolling in child care facilities, pre-school, pre-Kindergarten:

Infants entering child care facilities must be up to date at the time of enrollment and are required to provide an

updated certificate after completing all of the required vaccines due no later than 18 months of age.

Hepatitis B (HBV)

Diphtheria-Tetanus-Pertussis (DTaP, or DT if appropriate)

Poliomyelitis (IPV or OPV)

Haemophilus influenzae type B (Hib) - age younger than 5 years only

Pneumococcal conjugate vaccine (PCV) - age younger than 5 years only

Measles, Mumps, Rubella - 1 dose of each, normally given together as MMR

Varicella - 1 dose or credible history of disease

Hepatitis A - 1 dose, required by 18 months of age or older

Children enrolling in Kindergarten:

Children with Medical or Religious Exemption to Requirements:

Medical - Physicians (MD or DO) or Public Health Nurses are authorized to indicate specific

vaccines medically exempted (because of risk of harm) on the certificate. Other vaccines remain

required. The medical reason for the exemption does not need to be provided.

Religious - This exemption requires a signed statement by the parent/guardian that vaccination

conflicts with their religious tenets or practices. If the child needs documentation of a health

examination for the school, it must be noted by the healthcare provider on the immunization

certificate. In that case, the provider should check the box in section 1a. that the parent has sought

a religious exemption to explain why immunization information is absent or incomplete.

Full-Time Tennessee College Students:

Measles, Mumps, Rubella (2 doses of each, usually given together as MMR): if born on or after

January 1, 1957 only.

Varicella (2 doses or history of disease): if born on or after January 1, 1980 only, Effective (July 1,

2011)

Hepatitis B (HBV)-only for health science students expected to have patient contact (before

patient contact begins) Effective (July 1, 2011) Students should also consider the need for the

Meningococcal vaccine, particularly if the student will be living in a dormitory.

Minimal Ages or Dose Intervals:

Tennessee follows published CDC guidelines. For vaccines with critical minimum age

requirements (e.g., MMR, varicella) or minimum dose intervals, doses are considered valid if

given up to 4 days before the minimum age or dose interval. Doses administered more than 4 days

early are considered invalid and should be repeated as recommended.

Alternative Proof of Immunity for Certain Diseases:

A positive serology (year of test documented) is acceptable as an alternative to immunization for

measles, mumps, rubella, hepatitis A, hepatitis B or varicella. For varicella, documentation of

provider diagnosed varicella or provider-verified credible history of disease given by a parent or

guardian also is acceptable. By documenting a history of disease, the provider is asserting that he

or she is convinced that the child has had chickenpox.

You can apply for a business license online. You must choose between a minimal activity license

(gross sales of $3,001 to $9,999) or a standard business license (gross sales over $10,000). You

can also find local businesses in our searchable database.

The following information is designed to inform you of Business Tax in general. It is not

intended to completely address the lengthy and complex business tax laws and regulations.

Business Tax is administered by the Tennessee Department of Revenue. Business Tax is

classified as a privilege tax for the right to do business within the counties and cities of

Tennessee

HOW DO I OBTAIN A BUSINESS LICENSE?

When applying for a business tax license, you must provide the following:

Business name, business address, business telephone number

Owner's name(s), home address, home telephone number, social security number

Name of person(s) or company owning the personal property (equipment, etc.)

Copy of owner(s) driver's license

Signature of each owner

Also when applying, you will be required to give your dominant business activity of item(s) sold

or services rendered that will generate the most sales and/or revenues. This office will properly

classify you according to your dominant business activity. Business tax has four (4) different

classifications, each with its own tax rate, as shown below. Each classification contains a variety

of businesses.

Effective September 1, 2002, Chapter 856 of the Public Acts of 2002 amends the Business Tax

by increasing the Business Tax rates.

Effective January 1, 2014, taxpayers will be required to file pro-rated tax return in order to

transfer all businesses to a fiscal year.

Effective January 1, 2015, Class 1 Taxable Period is from 01/01 to 12/31, and the Due Date is

04/15. The *Retail Tax Rate is 1/10 & 1/20 of 1% and the *Wholesale Tax Rate is 1/40 & 3/80

of 1%

Class 2 Taxable Period is from 01/01 to 12/31, and the Due Date is 04/15 The Retail Tax Rate is

3/20 of 1% and the Wholesale Tax Rate is 3/80 of 1%

3/16 of 1% and the Wholesale Tax Rate is 3/80 of 1%

Class 4 Taxable Period is from 01/01 to 12/31, and the Due Date is 04/15. The Retail Tax Rate is

1/10 of 1% and there are no Wholesale Tax Rates for class 4

You are required to provide the total gross sales and/or revenues for items sold and services

rendered, apply the appropriate tax rate(s) and file electronically to the Dept. of Revenue.

Business tax returns must be electronically filed and payments remitted electronically to the

Department of Revenue beginning January 1, 2014. Paper returns and checks will not be

allowed. The Department of Revenue will no longer mail business tax returns to taxpayers after

this date. In 2014 taxpayers will be required to file a prorated tax return in order to transfer all

businesses to a fiscal year. Taxpayers not currently registered for electronic filing should register

immediately in order to obtain a user name and password. Taxpayers should call 866-368-6374

or 615-253-0704 for questions regarding registering (It is not possible to register for electronic

filing and then immediately file a tax return that is due; pre-registration is mandatory.)

All returns as of January 1, 2015, will be on a fiscal year of January through December and must

be filed before April 15th of each year. All classifications and tax rates will remain the same

only the filing period will change. Taxpayers can contact the Tennessee Department of Revenue

The fee for a Sevier County business license is $15.00.

· Effective January 1, 2014, the report of gross sales, payment of taxes, a renewal of

licenses must be made electronically to the Dept. of Revenue. Paper returns and checks will not

be allowed. The Dept. of Revenue will no longer mail business tax returns to taxpayers.

· Both penalty and interest are charged on delinquent returns.

· Final business tax returns are due within 15 days of termination, sale or closing of a

business.

· To close minimal activity licenses, contact the Sevier County Clerk’s office at 865-453-

5502.

· If a business tax license is obtained yet the business never started, please notify this office

if your business changes or business mailing address changes.
