SCHOOL REPORT

PRINCIPAL’S REPORTTo the School Committee and Citizens of Winter port:

The following’ is the report of the six-year high school for the year 1932-1933:

The fall term began on September sixth with an enrollment of one hundred and nine pupils, which has been increased to one hun­dred nineteen in regular attendance at the present time. Forty- six of these arc junior high and seventy-three are senior high pupils. The present senior class has fourteen members.

Since the last report of the principal, the high school has par­ticipated in many activities which arc worthy of mention. We entered the prize speaking contest held at Searsport last May and were represented by two capable speakers, one of which received second prize.

The seniors, under the direction of Miss Stairs, again presented a drama at Union Hall. This was well attended and was con­sidered by many to be an outstanding success.

Although we sponsor a moderate program of athletics, our teams have been strong and another trophy has been placed in the school. This was won by the track team at the county meet held at Monroe. Our basketball teams have again been successful. The girls are at present tied for second position in the county league. The boys’ team is in a tie for first place in the same league.

Winterport High School again participated in the State Scholar­ship Examinations sponsored by the University of Maine, and this year we received the distinction of getting third position among the forty-two schools entered. This position was based upon total school rank on the tests. Our ranks based on class averages were

also high; in some instances higher than those of the school finish­ing in first place. The fields in which we excelled were English, Mathematics and the general class test for seniors.

Winterport High School has held a record in these contests dur­ing the past three years which is hard to equal and one of which the citizens of the town may be proud.

In order to maintain our standards on a par with those of other schools in the State, it will be necessary to make several improve­ments on the school building. Two conditions which are essential to school progress are proper sanitation and efficient heating and ventilation. Neither of these conditions exist in our school. It is my sincere belief that the citizens of Winterport could not find a more worthy cause for the expenditure of the amount of money which these much-needed improvements in plumbing and heating would call for.

I urge the townspeople to make a special effort to visit the school in order that they may have a better appreciation of the conditions under which we work, as well as to acquaint themselves with the type of work which is being done.

I wish to express my appreciation to those who have contributed to the success of the school, and I solicit vour continued cooperation.

REPORT OF THE SUPERINTENDENT OF SCHOOLSTo the Superintending School Committee and Citizens of Winter-

port :

In accordance with the laws of Maine, it is my duty to submit the following report of the condition and progress of the schools for the fiscal year ending February 1, 1988.

This report includes a detailed statement of the receipts and expenditures in the several accounts, the condition of the school

buildings, the -degree of efficiency attained by the pupils, the budget estimate for the coining year and other items of interest. I shall make this report very brief, emphasizing only what has been ac­complished and certain improvements which should be made in the near future.

During the past year no radical change or departure has been made from the policies already well established. These policies have been tried over a sufficient period of time to prove their worth and merit, and besides creating a much more efficient school organ­ization are annually saving the town over $1,500.00.

The teaching staff has been somewhat changed this year with the employment of four new teachers. We have endeavored to secure as competent teachers as possible and, on the whole, the parents and citizens of the town should be well pleased with their teachers. Teachers constitute the most important item in the school budget, for upon them in a large measure depends the success or failure of a school. It is a significant fact that three of the four teachers leaving this year secured better positions.

The work of the pupils in both the secondary and elementary schools has been very satisfactory when measured by standards of excellence. The high school made a very exceptional showing in the University of Maine Scholarship Contest, ranking third in the standing among fortv-two schools. These tests were given in six major subjects with a comprehensive test for the senior class. Every pupil taking a course took the test, and the averages for the various schools were compared. Winterport ranked second in three tests, the Senior Test, Algebra 1, and General Science, and was third in English 10. In the remaining tests the results were well above the average. Heedless to say, this is very gratifying and re­flects great credit on teachers and pupils.

The work in the elementary schools has progressed very satis­factorily. The new state course of study has been in use for a year and much improvement noted as the result of adapting our pro­grams to conform with it. The lower grade pupils are getting a fine start in reading under the new system. The only major change in textbooks made this year has been the beginning of a change in arithmetics, which has been needed for some time.

The enrollment in the schools has increased from 295 a year ago to 325 this year. The greatest increase has been in the junior- senior high school. v

We are very grateful to the State Department of Education for the gift of a bus body, which has improved our methods of con­veyance. It has been the policy of your School Committee to allow high school pupils to ride on the busses if they live on the routes or care to make connections with them. This has been no extra ex­pense to the town and has enabled some to attend school who would have otherwise have found it impossible.

The insurance on the village school buildings has been increased from $1,000.00 on the high school and $500.00 on the upper village building to $4,800.00 on each building. The committee felt that the insurance previously carried was not sufficient, considering the town’s financial condition. The policies purchased were for one year only, as funds would not permit insuring for a longer period, although this would be more economical. The article in the war­rant on insurance will give the voters an opportunity to decide how much insurance should be carried.

During the past few years, your School Committee has felt that it was unwise and poor policy to make any extensive improve­ments on the village schoolhouses, as this would be a waste of money if the town should get a new central school building. How­ever, with conditions as they are, a new school building seems farther away than ever before unless a large donation should be received. Therefore, it is imperative that a few changes and im­provements be made on these buildings if they are to be used for an indefinite time. These changes should include sanitary toilets, a central heating system, and a more suitable arrangement of class­rooms. These changes have been repeatedly recommended in reports and should have been made years ago. They can be made now, taking advantage of the reduced rates of labor and material. The greatest single need is for sanitary toilets, for it is impossible to maintain satisfactory conditions as they are. The best plan at the high school seems to be to build a sewer to the Penobscot River. An article has been inserted in the warrant to provide for this and give the people a chance to express their opinion. If one building

could be improved this year and the other the following year, for a small expenditure of money, conditions could be greatly improved and made satisfactory for years to come.

The school department has been as economical as possible dur­ing the past year. Reductions have been made in all the major items of expense. The accounts have all been kept within their resources and there is a balance of $947.00 in the combined ac­counts. This represents an approximate saving of 10% of the appropriations.

The appropriations recommended by the School Committee for the coming year are $1,000.00 less than those made a year ago. These recommendations have been after a careful study of theo

situation and provide for the actual needs for the coming year. They have been presented to the Budget Committee and have re­ceived their approval. In addition to the decrease in appropriations recommended, we must keep in mind that less help will be received from the State school fund and equalization fund during the next year. should be made by the school officials because they are in a position to know where economies can be made with the least sacrifice in efficiency. We must remember that there is a limit below which it is poor economy to go; that a poor school is always an extravagance and a good school always an economy. The recommendations of your School Committee have been accepted in the past, and I trust that their record has been such that they may receive your con­tinued support.
