लगातार घट रहा है। …(�यवधान) इसके कारण ‘सेल’ जैसी सरकारी कंपनी को अपनी ज�रत के

अनसुार कोयला आयात करना पड़ रहा है, िजससे देश को राज�व का घाटा होता है और िवदशेी म�ुा

खच� होती है। …(�यवधान) म� यह कहना चाहता ह�ं िक जब दूसर े�ेड के कोयले को वॉश करके �टील

�ेड कोयला बनाया जा सकता है तो �या सरकार इस तरह का िवचार रखती है िक ‘सेल’ को उसक�

ज�रत के अनसुार कोयला आपूित� करने के िलए नई वॉशरीज लगाई जाए ंऔर कोल वॉश करके

‘सेल’ को आपूित� क� जाए।…(�यवधान)

�ी �हलाद जोशी : सरकार का िवचार है िक हम जो सि��टट्यटेुबल कोल इ�पोट� कर रहे ह�, उसम�

नॉन सि��टट्यटेुबल कोल का इ�पोट� �यादा हो रहा है। माननीय �धान म�ंी जी ने कोल वॉशरी के

िलए भी टारगेट िदया ह�आ है। …(�यवधान) हम उसके अनसुार काम कर रहे ह�।…(�यवधान) हमारा

वष� 2023-24 तक नॉन सि��टट्यटेुबल कोल का इ�पोट� पूरी तहर से बदं करने का टारगेट है। हम इसे

बंद करने क� पूरी कोिशश कर रहे ह�। इसके अलावा हमने कोल का उ�पादन बढ़ान ेके िलए बह�त से

कदम उठाए ह�।…(�यवधान) हमने लोक सभा म� इसके िलए िबल भी पेश िकया है और अगर वह िबल

पा�रत होता है तो हम� िव�ास है िक हमारा �ोड�शन डबल हो जाएगा।…(�यवधान)

वष� 2013 से वष� 2016 के बीच म� बीसीसीएल ने �टील �ेड कोयले को सब-�ट�डड� कोयले से िमला

िदया था।…(�यवधान) सी.ए.जी. क� �रपोट� के अनसुार इससे सरकार को 95 करोड़ �पये का घाटा

माननीय सभापित : िजन माननीय सद�य� को आज िनयम 377 के अधीन मामल� को उठाने क�

अनमुित �दान क� गई है, वे मामले के अनमुोिदत पाठ को 20 िमनट के अदंर �यि�गत �प से सभा

�ी अजय िम� टेनी (खीरी): आय�ुमान भारत माननीय �धानमं�ी जी क� मह�वाकां�ी योजना ह,ै

िजसम� देश के 10 करोड़ प�रवार (लगभग 50 करोड़ लोग�) को �ितवष� 5 लाख �पये तक के म�ुत

इलाज क� �यव�था क� गई है, उसी �म म� �देश सरकार� ने अपने रा�य� म� उ� योजना को लागू

करने हेत ुकुछ सावज�िनक �े� व इ�छुक �ाईवेट अ�पताल� का पैनल बनाया है, जहां ऐसे मरीज� का

इलाज िकया जाता है। इसम� सबसे �मखु सम�या यह है िक कुछ रा�य सरकार� �ारा इस योजना को

लागू नह� िकया तथा जहां योजना लागू है, वहां भी साव�जिनक �े� के सभी िचिक�सालय� को उसम�

शािमल न िकए जाने के कारण बड़ी स�ंया म� पा� �यि� इस योजना का लाभ नह� ले पा रहे ह�। अभी

तक िनजी व साव�जिनक �े� म� कुल 15644 अ�पताल पैनल म� शािमल ह�। िजसम� सवा�िधक

अ�पताल कुल का लगभग 20 �ितशत 3184 गजुरात �देश म� ह�। वह� कई �देश� जैसे छ�ीसगढ़,

04.03.2020 24 तिमलनाडु म� भी सं�या सतंोषजनक है। पर�तु कई �देश� म� जनसं�या के अनपुात म� ऐसे पैनल म�

शािमल अ�पताल� क� स�ंया कम होने के कारण पूरा लाभ नह� िमल पा रहा है।

मेरा सरकार से अनरुोध है िक सभी रा�य� के साव�जिनक �े� के सभी िचिक�सालय� म�

आय�ुमान भारत योजना (पीएमजेएवाई) को लागू करने का िनद�श द�, िजससे सभी पा� �यि�य� को

योजना का लाभ िमल सके।

(ii) Regarding increasing pollution in Indira Gandhi Canal

�ी िनहाल च�द चौहान (गगंानगर): म� सरकार का �यान इंिदरा गांधी नहर के पानी म� िदन ब िदन

बढ़ते �दूषण क� तारफ आकिष�त करना चाहता ह�,ं िजस कारण इस नहर का पानी पीने व िसंचाई यो�य

नह� रह गया है। राज�थान �देश म� पानी एक बड़ी सम�या है और बह�त ही सीिमत मा�ा म� इसक�

उपल�धता है। इंिदरा गांधी नहर, िजसका पानी पंजाब, ह�रयाणा और राज�थान �देश को आवंिटत

होता है, म� �दूषण बह�त ही खतरनाक �तर पर पह�ंच चकुा है, िजसका म�ुय कारण पंजाब रा�य क�

औ�ोिगक इकाइय� �ारा केिमकल व अ�य �दूिषत कचरा इंिदरा गांधी नहर म� �वािहत करना है। इस

�ी जनाद�न िसहं सी�ीवाल (महाराजगजं): माननीय कृिष और िकसान क�याण मं�ी जी का �यान

म� अपने ससंदीय �े� महाराजगंज लोक सभा, िबहार क� ओर िदलाना चाहता ह�।ँ मेर ेलोक सभा �े�

महाराजगंज क� बनावट ऐसी है िक इसका अिधकाशं भाग �ामीण �े�� एव ंआंिशक भाग अ�� शहरी

�े�� म� है। �ामीण �े� क� आबादी पूण�तया कृिष आधा�रत अथ��यव�था पर िनभ�र है। ऐसे म� िकसान

अपने उ�पािदत अ�न और स�जी तथा अ�य �कार के कृिष उ�पाद का उ�पादन कर अपना जीवन-

यापन करते ह�। इस प�रि�थित म� �ामीण �े�� म� िकसान� के उ�पािदत माल को उिचत मू�य पर िब��

करने के िलए बाजार का घोर अभाव है। इसिलए हमार े�े� के िकसान� को अपने उ�पाद को औने-पौने

दाम� म� बेचने के िलए मजबूर होना पड़ता है।

�ामीण �े�� के िकसान� को उ�पाद� को उिचत मू�य पर खरीद िब�� करने के िलए ही िवगत

वष� म� भारत सरकार के कृिष और िकसान क�याण मं�ालय ने एक मह�वाकां�ी योजना, �ामीण हाट

योजना का शभुारभं िकया था िजससे िक िकसान� क� आय को दोगनुी करने म� सरकार सफल हो सके।

इस योजना के तहत जून 2019 तक 22000 (बाइस हजार) �ामीण हाट को िव�ता�रत करने का

ल�य था ।

भारत सरकार के माननीय कृिष और िकसान क�याण मं�ी जी से मेरा आ�ह है िक मेर े

ससंदीय �े� के सारण िजला के तरयैा, इसआुपरु, पानापरु, मशरक, बिनयापरु, जलालपरु, मॉझी,

दाऊदपरु, एकमा, लहलादपरु (जनता बाजार), रसलुपरु तथा िसवान िजला के महाराजगंज,

गो�रयाकोठी, बसंतपरु, लकड़ीनवीगंज एव ं भगवानपरु हाट के �े�� म� �ामीण हाट योजना के तहत

�ामीण हाट� को खलुवाया जाये िजससे िक िकसान अपने उ�पादन को उिचत मू�य पर खरी िब�� कर

लाभ कमाकर अपनी आय को दगुनुा करने क� िदशा म� आगे बढ़ सक� । ऐसा हम लोग� क� सरकार का

भी उ�े�य है।

(iv) Need to widen and convert Joriya- Pallanwala road in Jammu and Kashmir into double lane

�ी जुगल िकशोर शमा� (ज�मू): म� माननीय मं�ी जी का �यान मेर ेससंदीय �े� के बॉड�र (सीमावत�)

क� ओर िदलाना चाहता ह�।ं

सीमावत� �े� से जड़ुी बह�त ही मह�वपूण� सड़क जयोिड़या स ेपलांवाला सड़क क� ओर म�ंी

का �यान िदलाना चाहता ह�,ं जो मेर ेससंदीय �े� के दो िवधान सभाओ ंअखनरु और छ�ब म� पड़ती है

और यह सड़क पूर ेज�मू िजले को बॉड�र �े� से जोड़ती है।

जयोिड़या स ेपलावंाला सड़क क� हालत बह�त ही ख�ता है। यह सड़क एकल वाहन के िलए

बनी है पर हर रोज इस सड़क पर बह�त ही आवाजाही रहती है। पूर े�े� के लोग और सीमा सरु�ा बल

के सैिनक इस सड़क का इ�तेमाल कर बाड�र �े� म� पह�ंचते ह�।

माननीय म�ंी जी से मेरी िवनती है िक इस सड़क के चौड़ीकरण को ज�द से ज�द मंजूरी दी

जाए और धनरािश �दान कर इसे डबल लाईन करने का काम ज�द से ज�द श�ु कराया जाए।

04.03.2020 28 (v) Need to lay a new railway line on Ratlam-Banswara-Dungarpur section

�ी कनकमल कटारा (बांसवाड़ा): िव�ीय वष� 2020-21 का आम बजट ससंद म� पेश िकया गया,

इस बजट म� रलेवे के िलए कई बड़े ऐलान िकये गये ह�। माननीय िव� म�ंी जी ने यह भी कहा िक रलेवे

क� कमाई बह�त कम है इसिलए सौर ऊजा� तैयार करने के िलए रलेवे क� जमीन का इ�तेमाल िकया

जाएगा।

आदरणीय िव� मं�ी जी ने बजट म� कहा िक तेजस जैसी और �ेन� चलाई जाएगी, तेजस �ेन के

ज�रये पय�टन �थल� से जोड़ा जाएगा, 550 रलेवे �टेशन� पर वाई-फाई क� सिुवधा उपल�ध है।

रले बजट 2020 म� �िस� �थल� को जोड़ने के िलए तेजस जैसी �ेन� और 27 हजार िक०मी०

रलेवे �ैक का इले��ीिफकेशन िकया जाएगा। इस आम बजट 2020 म� रलेव ेको नई ऊचाइय� पर ले

जाने, नई �ेन� चलाने, नए रलेवे �ैक बनाने और इले��ीिफकेशन आिद क� कई मह�वपूण� घोषणाय� क�

गई ह�।

इसी कड़ी म� म� सरकार का �यान मेर े िनवा�चन �े� डंूगरपरु-बॉसवाडा जो िक आिदवासी

बाह��य �े� है, उसक� ओर आकिष�त करना चाहता ह� ँ िक इस �े� म� बह��तीि�त मांग रतलाम-

बॉसवाडा-डंूगरपरु �वतं�ता के 70 वष� बाद भी पूरी होने का सपना ही देख रही है। आिदवासी �े� के

लोग हमार ेमाननीय �धानमं�ी जी एव ंमाननीय रेल मं�ी जी से इसे पूरी होने क� उ�मीद रखते ह�।

अगर रतलाम बॉसवाडा-डंूगरपरु नई रले लाइन योजना को मूत� �प द�ग ेतो आिदवासी �े� के

लोग� के िलए रोजगार के नये आयाम �थािपत ह�गे। यहा ँके लोग� को रोजगार के िलए बाहर नह� जाना

पड़ेगा, नये-नये उ�ोग, िमल�, फैि��यां �थािपत होगी एवं अहमदाबाद, महारा��, म�य �देश आने-

जाने म� सिुवधा िमलेगी।

(vi) Need to construct a railway over bridge on level crossing in Sitapur Parliamentary Constituency, Uttar Pradesh

�ी राजेश वमा� (सीतापुर): म� सरकार का �यान अपने ससंदीय �े� सीतापरु (उ�र �देश) क�

तरफ आकृ� करना चाहता ह�।ँ मेरा जनपद सीतापरु काफ� घनी आबादी का �े� है, बीच शहर से होकर

�ेन� का आवागमन होता है। इस �ट पर पैस�जर गाड़ी कम माल गाड़ी बह�त बड़ी सं�या म� िनकलती ह�

िजससे शहर म� कई जगह जाम लगता है तथा सीतापरु से �यामनाथ मिंदर होते ह�ए जनपद लखीमपरु

(गोला) को जाने वाली सड़क पर बनी ह�ई कॉिसगं पर पूरा िदन कई-कई घंटे जाम लगा रहता है। इस

माग� पर �ैिफक का आवागमन बह�त है।

ऐसी प�रि�थित म�, म� रले मं�ी जी से मांग करता ह� ँ िक इस कॉिसंग पर जनिहत को �यान म�

रखते ह�ए एक रलेवे ओवरि�ज बनाने का िनद�श �दान करने का क� कर�।

(vii) Need to undertake development and management of places of pre-historic importance in Aurangabad district, Bihar

�ी सुशील कुमार िसहं (औरगंाबाद): िबहार के औरगंाबाद िजला के देव �ख�ड म� छठी शता�दी म�

िनिम�त एक �ाचीन सूय� मिंदर वत�मान म� जज�र ि�थित म� है। इस पिव� �थल पर वष� म� दो बार छठ

महापव� का आयोजन िकया जता है और करीब 25 लाख ��ाल ुदेश के िविभ�न �े�� म� आते ह�। इस

पिव� तीथ� �थल पर मूलभूत सिुवधाओ ंके अभाव के कारण तीथ� याि�य� को काफ� किठनाइय� का

सामना करना पड़ता है। िवगत वष� भी ��ालुओ ंक� अ�यिधक भीड़ क� वजह से देवधाम म� घिटत

दघु�टनाओ ंम� कई लोग� क� मौत के साथ सैकड़� ��ाल ुघायल ह�ए थे। मंिदर म� कई िशलालेख िखसक

गए ह� और कई िखसकने के कगार पर ह�। इस मंिदर तक जाने वाली सड़क क� ि�थित काफ� जज�र है।

पेयजल, �नानागार, शौचालय, या�ी िनवास, सड़क और सफाई क� �यव�था पया�� नह� है। इसके

अित�र� कोचे�रनाथ, बैजधुाम, बांकेधाम, केशपाधाम, उमगे�रीमाता मंिदर, गजनाधाम, दूधे�रनाथ,

स�यचंडी माता मिंदर क� ि�थित जज�र है।

मेरी सरकार से मांग है िक �ागैितहािसक मह�व क� धरोहर� और तीथ� �थल� के िवकास एव ं

�बंधन क� � सरकार �ारा िकया जाए।

(viii) Need to set up an Airport in Dhalbhumgarh in Jamshedpur Parliamentary Constituency, Jharkhand

�ी िब�ुत बरन महतो (जमशेदपुर): मेर ेसंसदीय �े� जमशेदपरु टाटा औ�ोिगक घराने के नाम से

मशह�र है। वहां टाटा जैसे बड़े उ�मी �थािपत ह�। वह� एमएसएमई का एक बड़ा से�टर भी आिद�यपरु

म� है। यहां एमएसएमई और ऑटोमोबाइल से�टर म� छोटे-बड़े उ�ोग� को िमलाकर लगभग दो हजार

उ�ोग ह�। इसके साथ ही, यहां माइंस का भी बह�त बड़ा �े� है। धालभूमगढ़ म� एयरपोट� क� �वीकृित के

बावजूद अभी तक काम श�ु नह� ह�आ है। िपछले वष� जनवरी म� भूिम पूजन ह�आ था। िजसम�

त�कालीन मु�यमं�ी �ी रघवुर दास एवं भारत सरकार के त�कालीन माननीय म�ंी �ी जयंत िस�हा

जी ने वहां जाकर भूिम-पूजन कर िशला�यास िकया था, लेिकन अभी तक काम श�ु नह� हो सका है।

एयरपोट� अथॉ�रटी ऑफ इिंडया ने इसके िलए लगभग सौ करोड़ �पये आविंटत िकये, लेिकन वन

िवभाग �ारा एनओसी न िमलने के कारण आज तक उसका काम श�ु नह� ह�आ है।

अत: म� माननीय मं�ी जी से अनुरोध करना चाहता ह�ं िक उस �े� म� अगर एयरपोट� बन जाता

है, तो इससे केवल झारख�ड ही नह�, बि�क पि�म बंगाल के खड़गपरु, िमदनापरु, झाड़�ाम, प�ुिलया

और ओिडशा के बा�रपदा, मयूरभंज और बाले�र भी जमशेदपरु जैसे बड़े शहर से जड़ु जाएगें। इसिलए

वन िवभाग से एनओसी िदलाने संबंधी आव�यक कार�वाई िकया जाय, िजससे ज�द एयरपोट� का

िनमा�ण हो सके।

(ix) Regarding Parwan Dam Project in Baran district of Rajasthan

SHRI DUSHYANT SINGH (JHALAWAR-BARAN): Parwan Dam Project has

been controversial and delayed many times. It was under construction in Baran

District, an amount of Rs. 6489.59 crore was granted for the project in 2017. This

project has been highly controversial project. The project received first approval

from Ministry of Environment, Forest and Climate Change on 25.11.2011. NGT

had clearly stated that without adhering to the 32 conditions, the construction

must not begin. The then Government laid foundation stone for the dam on 17th

September, 2013 bypassing the proper procedures. Then, the new Government

fulfilled the conditions laid down by NGT and final clearance was received on 23rd

January, 2017 and then the construction of the dam started in December, 2017.

But now the new Government has stopped the construction of the project.

(x) Need to include spiritual circuit of Ashtavinayak temples in Maharashtra under Swadesh Darshan Scheme

सरकार क� योजना �वदेश दश�न के अतंग�त ��ीचूअल सिक� ट म� शािमल करने क� और िदलाना

चाहता ह� ँ । अ�िवनायक या�ा म� महारा�� के सबसे �िस� आठ गणपित मंिदर शािमल ह� जो आठ

अलग अलग �थान� पर ि�थत है । ये अ�िवनायक मंिदर मोरगावँ, राजणगावँ, ती�, लेणयाि�, ओझर,

िश�अ�क, पाली और महोड़ म� ि�थत है। ये सभी तीथ� �थल पणेु, अहमदनगर और रायगढ़ िजल� म�

ि�थत ह�।

यिद सरकार इन अ�िवनायक मिंदर� को �वदेश दश�न योजना म� शािमल करती है तो इन तीथ�

�थल� का इन�ा��चर बेहतर बनाने म� मदद िमलेगी और तीथ� �थल पह�चँने तक के साधन� का

पनु��ार होगा। जहां महारा�� के भ�� के िलए यह एक अनमोल उपहार होगा साथ ही साथ पूर ेभारत

म� भ� भी इन अ�िवनायक मंिदर� तक पह�ँच पाएगें और दश�न कर सक� गे। अब तक सरकार ने �वदेश

दश�न योजना के अतंग�त एक ही ��ीचअुल सिक� ट को महारा�� रा�य म� शािमल िकया है। इसिलए मेरी

माननीय मं�ी जी से मागं है िक अ�िवनायक मिंदर� को तरुतं �वदेश दश�न योजना म� शािमल िकया

जाए।

(xi) Need to take measures for conversion of Gadchiroli-Vadsa railway line into broadgauge in Maharashtra

�ी अशोक महादेवराव नतेे (गड़िचरोली-िचमरु): मेरा ससंदीय �े� गड़िचरोली-िचमरु कई सौ

िकलोमीटर ल�बे �े� म� देश का सबसे बड़ा आिदवासी ससंदीय �े� है। यह �े� अ�यिधक िपछड़ा घना

आिदवासी बाह��य न�सल �भािवत दगु�म और अिवकिसत �े� है। इस �े� म� ि�थत गड़िचरोली-

वड़सा रलेवे लाईन को �ॉडगेज म� प�रवित�त िकए जाने क� �वीकृित �दान क� गई है। लेिकन, इसके

िलए भू-सपंादन एवं िनमा�ण हेत ु धन का आवंटन अब तक नह� िकया गया है, िजस कारण इसके

िनमा�ण म� अनाव�यक िवल�ब हो रहा है। दूसर,े इस �े� के िवकास हेत ुगड़िचरोली-आ�ीआलाप�ली-

िसर�चा-मंचे�रयाल-आिदलाबाद और नागभीड़-क�पा-ट�पा-िचमूर-वरौरा नई रलेवे लाईन के सव��ण

हेत ुभी धन का आवंटन िकए जाने क� ज�रत है। अतः मेरा सरकार से अनरुोध हे िक वह न�सलवाद

से बरुी रह �भािवत गड़िचरोली-वड़सा रलेवे लाईन को �ॉडगेज म� प�रवित�त िकए जाने के िलए भू-

सपंादन और िनमा�ण हेत ुधन का शी� आवंटन िकए जाने के साथ-साथ उ� दोन� नई रेलवे लाईन� के

सव��ण हेत ुभी धन का आवंटन करने का क� कर�।

04.03.2020 35 (xii) Need to set up coal, lime stone and graphite based industries in Palamu

Parliamentary Constituency, Jharkhand

�ी िव�णु दयाल राम (पलामू): मेर ेसंसदीय �े� पलामू के दोन� िजल� यथा पलामू एवं गढ़वा देश क�

125 अ�यंत िपछड़े िजल� म� आते ह�। आजादी के बाद से लेकर आज तक उ�ोग धधं� के नाम पर

केवल छोटी सी फै��ी कॉि�टक सोडा फै��ी रहेला है िजसम� केवल 1295 कम�चारी काय�रत ह�।

इसके अित�र� वष� पूव� 1972 म� एक जपला सीम�ट फै��ी खलुी थी। वह भी वष� 1992 से आज तक

बंद है। िजसके कारण ��येक वष� वहां के सैकड़� �यि� रोजगार के िलए दूसर ेरा�य� म� जाते ह� जहा ं

उनको तरह-तरह क� किठनाइय� का सामना करना पड़ता है। इतना ही नह� काफ� बड़ी स�ंया म�

मजदूर� क� म�ृय ु हो जाती है और उनका मतृ शरीर जब उनके घर� को आता है तो ि�थित बह�त

िवदारक हो जाती है। अतः म� क� � सरकार से मांग करता ह� ं िक पलामू ससंदीय �े� क� जनता को

पलायन क� सम�या से िनजात िदलाने के िलए सरकार को मेर े�े� म� कोयला, चूना प�थर एव ं�ेफाइट

आधा�रत उ�ोग धधं� को �थािपत िकया जाए �य�िक ये सार ेखिनज पदाथ� बह�तायत म� मेर ेससंदीय

�े� म� िमलते ह�।

(xiii) Need to provide better road and air connectivity to Buddhist sites

SHRI JAGDAMBIKA PAL (DOMARIYAGANJ): To ensure that the message of

Lord Buddha reaches the people residing in every corner of the globe and crores

of Buddhist devotees get better access to sites where Lord Buddha spent his

entire life, it is the need of the hour to provide better connectivity by road to all the

Buddhist sites including Siddharthnagar's Kapilvastu by connecting it with the

National Highway and ensuring its better air connectivity by Pawan Hans and

likes.

(xiv) Need to relocate the proposed Pharma Cluster from Hyderabad

SHRI KOMATI REDDY VENKAT REDDY (BHONGIR): I wish to bring to the

notice of the Government the violation of norms by the Government of Telangana

in the proposed pharma cluster. The Government of Telangana had planned for

the establishment of Hyderabad Pharma City in an extent of 3000 acres but

increased it to 19,333 acres, which includes pristine agricultural lands, pastoral

areas and forests besides water bodies such as surface water tanks. Pharma

industries are in red category. We have the example of Musi river which was

irrevocably polluted by pharma industries over years. The location selected for

the pharma city is just less than 15 Kms from the Airport and many IT companies

and Airbus are in operation. Farmers are being forced to part with their

agricultural lands. Environment Appraisal Committee appointed by Ministry of

Environment, Forest and Climate Change had laid down certain conditions which

have been diluted and rescinded by vested interests. The Government of

Telengana is going ahead with impunity flouting all norms to establish the pharma

cluster which will deal a heavy blow to the nature and environment. There is no

economic, administrative, social, environmental and ecological justification for this

project. Hence, I request the Government to review the sanction given to this

project and relocate Hyderabad Pharma City to a place far away from Hyderabad

city without affecting the environment.

(xv) Need to shift headquarters of Indian Army’s Southern Command to Secunderabad

SHRI ANUMULA REVANTH REDDY (MALKAJGIRI): Currently, the

Headquarters of Indian Army’s Southern Command is located in Pune

Cantonment and not in any Southern State, whereas almost all the Headquarters

of Indian’s Army Command are located in their respective regions. Central

Command Headquarters is located in Uttar Pradesh, Eastern Command HQ in

West Bengal, Northern Command HQ in Jammu and Kashmir. It’s only Southern

Command which is not located in a Southern State. Due to this, Secunderabad

Cantonment Board faces problems in carrying out its day to day activity.

Secunderabad Cantonment is located in Telangana and in the twin city of

Hyderabad-Secunderabad, one of the largest out of 60 Cantonments in the

country occupying more than 9,000 acres of land. Thus, making it an ideal place

for being the Headquarters of Indian Army’s Southern Command.

I, therefore, request the Government that adequate steps in the direction

must be taken at the earliest.

(xvi) Need to include four tourist places in Ernakulam under PRASAD Scheme

SHRI BENNY BEHANAN (CHALAKUDY): Kerala is famous for its Spiritual

Tourism destinations. Some of the main destinations in Ernakulam are Kalady,

the birthplace of 8th century Indian philosopher and theologian Adi Shankara,

Malayattoor St. Thomas Church which is one of the eight international shrines in

the world, Cheraman Juma Masjid in Kodungallur, the first mosque in India and

the Kodungallur Devi temple, one of the most powerful Shakti Peethas in Kerala.

Hence, these destinations should be developed in order to provide better

experience and amenities to the tourists and further promote economic growth.

Therefore, I urge upon the Central Government to include these 4 spiritual

destinations under PRASAD Scheme.

(xvii) Regarding changing the name of Indus Valley Civilisation

DR. T. SUMATHY (A.) THAMIZHACHI THANGAPANDIAN (CHENNAI SOUTH):

Our Finance Minister in her budget speech had claimed the Indus Valley

Civilization to be Sarasvati Civilization which the present government seems to

have been claiming for years now. Clearly, the historians and archaeologists from

time to time have been resistant to such claims due to politicizing OF history. The

defenders argue that the river was a big, majestic river and quote evidence of the

existence of so many Harappan period sites. But the noted Historian Prof. Satish

Chandra says that the civilization grew on the banks of small rivers. Traditionally,

people did not use water from the river but wells and buolis (step wells) and the

argument of having a big river does not hint at civilisation.

The whole proposal of renaming Indus Valley Civilization as Sarasvati

Valley Civilization or Sarasvati Civilization intensified in pace when the Haryana

Sarasvati Heritage Development Board was established. Hon'ble Speaker, I

would like to quickly elaborate on the geography of the lndus Valley Civilisation

(IVC) which extended from Pakistan’s Balochistan in the west to India’s western

Uttar Pradesh in the east, from north-eastern Afghanistan in the north to India’s

Gujarat state in the south. The proposal from the Haryana Board also stated that

04.03.2020 41 there are less than hundred sites in Pakistan dating back to the so- called Indus

Valley Civilisation while there are nearly a thousand sites in Haryana. The largest

Harappan site Rakhigarhi and the oldest Bhirrana are both in Haryana. Hon'ble

Speaker, India is known for its unity in diversity. I request the Union Government

not to rename the Indus Valley Civilization.

04.03.2020 42 (xviii) Need to provide compensation to farmers affected by construction of

high-power transmission towers in Tamil Nadu

SHRI A. GANESHAMURTHI (ERODE): In Tamil Nadu, the Power Grid

Corporation of India and Tamil Nadu Transmission Corporation Limited

(TANTRANSCO) are executing more than 13 power projects involving high power

transmission towers. More than 40,000 farmers are directly affected due to the

implementation of these projects, and more than this number are being affected

indirectly. As agricultural activities are not providing profits anymore, the

monetary value of the land is the only source of livelihood of farmers. Due to

these schemes relating to high power transmission grids and the installation of

towers on farm lands, the value of land has drastically gone down. Moreover,

trees, crops, wells, bore wells, houses and other structures found on the land are

also very much affected. In the year 2015, Ministry of Power had devised

guidelines for providing compensation to the persons affected due to the

implementation of high-power grid projects. These guidelines are not on the

basis of any law and are also against the fair and justified means of providing

compensation to the victims. The new Land Acquisition Act legislated by the

Union Government in the year 2013 exempted 13 enactments listed in the Fourth

Schedule of the Act regarding rights relating to acquisition and use of land. But

the Union Government in its report issued in the year 2015 affirmed that the 13

enactments regulating the land acquisition, rehabilitation and settlement will be

applicable to the Land Acquisition Act. This includes the Electricity Act of 2003

transmission companies are denying rightful compensation to the victims as per

law stating that the Land Acquisition Act of 2013 is only applicable to land

acquisition and not for rights relating to use of land. Keeping in view of the

affected farmers. I, therefore, urge upon the Government to help the victims

affected by high power transmission towers in getting compensation and to order

for carrying out the rehabilitation and resettlement work, that is due to these

victims, as per the new Land Acquisition Act of 2013.

(xix) Need to declare Prakasam district of Andhra Pradesh as a backward district

SHRI MAGUNTA SREENIVASULU REDDY (ONGOLE): Today, I want to raise

the voice of people of my constituency, i.e., Ongole in Prakasam district of Andhra

Pradesh. I have been demanding to declare Prakasam District as a Backward

District since long.

The Prakasam means one which gives bright light. But even after 50 years

of its formation. Prakasam district has brightness only in its name and not in

development. This district was formed in the year 1970 by drawing all backward

areas from Kurnool, Guntur and Nellore districts. Since its inception, the district

is backward in most of the development parameters.

It is not having any irrigation schemes. Industries and required

infrastructural facilities like health, education, transport connectivity, etc. are not

property developed. The residents of this district are also facing drinking water

problem as water in this area is having high fluoride content, which is creating

serious health problems. The agriculturists are small and marginal farmers

depend on rain-fed crops.

There is no Government University for students, not a single railway

junction, stadium or sports complex for sports persons in the entire district.

Availability of safe drinking water is far below than National and State average.

The children in fluoride affected areas suffer severely from Anemia. Prakasam

special development package in 2014.

I request the Government to declare Prakasam district as a backward

district and provide the facilities and financial assistance for the development of

the said district.

रीजनल कनेि�टिवटी �क�म "उड़ान' के तहत हवाई सेवाए ंश�ु करने क� सै�ािंतक मंजूरी दी है। सेवा

सिहत व कम सेवा वाले 26 हवाई अड्ड� क� सूची म� हथुआ के सबेया एयरपोट� का नाम भी शािमल है।

िबहार सरकार से एनओसी िमलने के बाद भी हवाई अड्डे को चालू करवाने के िलए आपके म�ंालय से

इस स�ब�ध म� कोई कारवाई नह� क� गई है। सबैया एयरपोट� के चालू होने से हमार ेससंदीय �े� एवं

आस-पास के िजल� का िवकास ती� गित स ेहोगा तथा पय�टन को भी बढ़ावा िमलेगा। गोपालगंज व

सीवान िजले से ही सवा� िधक स�ंया म� लोग खाड़ी देश जाते ह�। ऐसे म� खाड़ी दशे से आने या जाने वाले

लोग� को घरलूे �तर पर ही उड़ान सेवा का लाभ िमलेगा तथा उससे पड़ोसी िजला सीवान, छपरा, पूव�

च�पारण, पि�मी च�पारण एव ंदेव�रया को भी सवा�िधक लाभ होगा। हमार ेिजले म� िवदेशी म�ुा अज�न

भी देश के अ�य िजल� क� तलुना म� सवा�िधक है एव ंिबहार म� �थम है।

अतः माननीय मं�ी जी से आ�ह है िक सबैया हवाई अड्डा को पनुः चालू करवाने क� कृपा

कर�गे।
