The CDD BoarD meets at The Clubhouse on the second Wednesday of each month from 6:30pm-10:30pm

All residents are welcome.

This month’s CDD update comes fresh after our August monthly meeting. At the meeting, it was requested that the CDD Board try to get out information

quicker to the residents since waiting for minutes to be approved and posted creates quite a delay. In that spirit, I will use this space to recap the four hour meeting.

First on the agenda was consideration of the refinancing of the Series 2001A bonds. This process requires the CDD to reissue new bonds, find buyers for the bonds at a better interest rate than we are getting now and then recall the old bonds and pay them off. We received a review and recommendation from our investment committee, which consists of resident volunteers that either work in the financial industry or have a financial background. This committee made some calls within the industry to validate that Preager and Sealy, our currently under contract bond administrator\underwriter, was giving us a good rate for the costs to undertake this endeavor. The committee came back with two recommendations. First, that Preager and Sealy are the best and most cost effective company to go with in issuing CDD bonds. Second, to go ahead with the reissuance of the bonds, but to keep an eye on interest rates and wait until April 2011 to make the move if interest rates don’t start to rise. This would give the CDD the most savings. I could spend this whole article going into the details of this, but there is much more news to report so I will conclude this section with this. The residents who live south of the power lines (old CDD 1) will see the debt portion of their CDD fees go down not this tax bill, but the following year’s bill should the reissuance go through. The residents north of the power lines will have to wait until more of the area is built out for us to have a chance to possibly reissue those bonds at a better rate. Preager and Sealy will keep an eye out for this opportunity and report back when this becomes viable.

Next on the agenda was audience requests\comments. We had one resident make a request of the Board. This resident backs up to a pond and has a very shallow backyard. He would like to build a pool in his backyard, but doesn’t have the space. He requested the CDD convey 20+ feet of land at the back of his yard to him, so he could build a pool. This would have extended his yard to the edge of the pond high water line and would require SWFWMD to give a permit variance and also deed restriction variances from the SOPOA Board. The CDD Board denied this request at this time. The other comments from the audience included thanking the CDD for not granting the variance just mentioned and also thanking the CDD for power washing one of the

trail bridges and the rejuvenating the trellises (In process) at the various places throughout Seven Oaks.

We then moved to the standard agenda items of approving the minutes from the previous meeting. They were approved with the correction of a misspelling. The review of all the invoices that were paid came next. Nothing out of the ordinary was on the list so the CDD Board approved the $2,372.63 for the Enterprise Fund (Café Operations) and $281,478.24 O&M expenditures (everything else).

There was a short discussion on raising the non-resident fees and creating annual memberships for non-residents. The CDD Board did not feel either of these was necessary at this time.

One of the most common requests from the residents with small children has been to cover the playgrounds at the clubhouse with a shade structure. I have personally experienced how hot the equipment gets by 10 am. At which time, many pieces become unusable due to being too hot. I am happy to announce that the CDD Board approved a proposal for covering both the small and larger playground sets. It will be about two months before the actual construction occurs due to a six week or so permitting process.

The CDD Board next approved a resolution setting an annual internal November election to elect officers and liaisons. This will give supervisors an opportunity to share the different duties that are required to keep the community running. After two years of being chairman, I personally am looking forward to having another supervisor take a turn at the helm.

The CDD Board annually has to set the meeting schedule for the upcoming year via a resolution. We approved the current schedule of the second Wednesday of each month at 6:30pm.

One of the more important roles the CDD Board takes on is to set a budget for the upcoming year. This meeting was the culmination of the budget process. I am happy to announce that your CDD Board approved the budget with no increase in fees for the upcoming year. Highlights of the 2010/2011 fiscal year budget include an increase of the reserve funding by $250,000. Monies budgeted to add an oven to the Clubhouse, a tennis ball machine, outdoor games for the pool area (pool table, ping pong table, etc.), connect the sidewalk to the trail in Pinecrest, 2 benches for AOB, additional clubhouse parking lot lighting, replacing the pool canopies, and surveillance cameras at the entrance of each neighborhood (The CDD Board has not decided

to do this yet, but put aside monies should we elect to). I want to thank the supervisors for all their hard work during this process. Many, many hours were spent in workshops and various meetings coming up with a list of improvements, how to fund the reserves, etc. I think the end result was a lot of compromise and finding of middle ground. I know Seven Oaks is better off than when we took over two years ago and is on firm ground for the future.

Next we tackled the projector in the theater. It is in need of repair or replacement. The Board approved getting the projector fixed or replaced. Our wonderful clubhouse management team will be looking into this. It may be time to upgrade our technology in the theater.

The tennis court fences came up next. A proposal for replacing the curled up areas was presented. The CDD Board asked that some more research be done into the use of better quality or alternative materials to see if we can extend the period between repairs.

A hot topic last year was the holiday lighting. The Board has authorized the clubhouse managers to purchase holiday decorations. The CDD will then only need to pay for the labor to put them up and take them down in the future.

The writing of this article was next up for discussion. As mentioned before, this space will be used to update you each month on what transpired at the CDD meetings. The Supervisors have agreed to rotate this duty and went ahead and set the schedule through January.

The final action taken by the CDD Board was to approve the forms and procedure for residents to be able to reserve part of the clubhouse field for community events such as block parties and sporting events. Only Seven Oaks resident events will be allowed to make such a reservation.

The board then reviewed the financial statements and status of some old administrative type business with no actions being taken at this time.

Finally, I’d like to send out a big get better, wishing you well to Supervisor Wheeler. Supervisor Wheeler was injured during a freak beach related accident. I hope by the time you are reading this your surgery went well and you are out of pain.

How to Get Along with Snakes

A majority of Florida snakes are harmless. Of the 50 established species and 45 subspecies found in Florida, only 6 are venomous, (South-ern Copperhead, Cottonmouth, Eastern Dia-mondback, Timber Rattlesnake, Dusky Pigmy, and the Eastern Coral Snake). You may be able to safely feed squirrels in a city park, but if you grab one of the squirrels, chances are it will bite and scratch you out of fear. Most people would not condemn squirrels because they defend themselves by biting and scratching. Snakes defend themselves mostly by fleeing, but they may bite if captured and harmed. However, biting is not a sign that they are dangerous, it is just the only way that most snakes have to defend themselves. Some snakes might also ex-ude a smelly musk or defecate on the human or other animal that is threatening them. They are just as freaked out as you!

If you find a snake and do not know whether it is non-venomous (harmless) or venomous.

The safest thing to do is leave it alone. Regard-less of what some people say, Florida snakes are not aggressive, and unless they are cor-nered, most will flee when they see you.

If you have snakes around your house.

All snakes are carnivorous and a benefit to hu-mans. For example, ratsnakes eat rodents such as mice and rats, and kingsnakes eat these ro-dents as well as other snakes, including ven-omous snakes. Snakes also serve as important prey for birds and other animals. Sadly, habitat loss and fragmentation associated with devel-opment are serious threats for many snake spe-cies, as is wanton persecution by people who are ignorant of the important roles snakes play in Florida’s ecology or who cannot confidently identify snakes. Several species of Florida’s snakes are now considered threatened or en-dangered, and even commonly seen species that seem to thrive in urban areas are at risk of being killed by pets, lawnmowers, vehicles, or residents who are unfamiliar with Florida’s snakes.

“Snake Proofing” Your Home and Other Structures

You should examine your house, garage, shed (or other outbuildings), and porch. Are there gaps under doors, holes in walls, or openings

on your roof that might allow snakes to easily enter your home? Are there any holes or gaps in the screens on your windows, doors, or porch, or open drain pipes from enclosed pools? Snakes may enter garages, basements, or attics in search of prey if rodents are present or may simply slip in through a drain pipe or crack un-der a door in search of a cool hiding spot.

Uncovered holes, such as a patio pool drain are inviting hiding spots for snakes in search of a cool place to rest, and can allow a snake access to your home.

As you inspect your home, you should keep in mind that some snakes (especially small ones) may enter through an opening no larger than a pencil.

Door sweeps and garage door threshold weath-er strips are easy, economical ways to seal gaps under doors, but must be checked periodically to ensure that they are in good repair. Caulking or inexpensive expansion foam sealant, avail-able at hardware stores, can be used to seal cracks in a foundation, gaps between a patio or porch and the house, holes where wiring or plumbing enters your home, or gaps around attic vents. Larger gaps can be covered with hardware cloth, crawl space access holes can be fitted with secure doors, and plumbing vent stacks or other potential roof access points can be protected with inexpensive hardware cloth.

Door sweeps can prevent snakes from inadver-tently slipping into the home under a door, but must be checked periodically. This rubber door strip is in disrepair, leaving large gaps beneath the door.

Small gaps where wiring or plumbing enter the

house or garage can allow snakes to enter, and should be repaired with caulking. Larger gaps can be filled with expansion foam sealant.

Roof vents and plumbing vent stacks often have large openings that can allow climbing snakes (such as rat snakes) to enter the home or garage. These large openings can be easily covered with hardware cloth, as shown here.

Pet doors can also serve as easy access points for snakes. The only effective way to exclude snakes from entering garages or homes via these access points is to seal or remove the pet door. Outdoor and indoor/outdoor cats cap-ture and kill millions of frogs, lizards, snakes, and birds in the U.S. each year, and are often responsible for bringing snakes into homes – usually through pet doors! “Snake Proofing” Your Yard

First, you should address your yard – do you have tall grass, overgrown shrubs or piles of brush, debris, or wood? If so, these may pro-vide hiding spots for snakes, and tall grass can make it difficult to watch your step. Keep your grass mowed, and keep shrubs and tree branches trimmed away from the house. Do not mow to the edge of lakes or ponds, as this will destroy important habitat for frogs, turtles, and birds – rather, warn children to stay away from the water unless accompanied by an adult and keep pets away from these areas. Install-ing chain-link or privacy fence is an effective solution to keep pets and children away from wetland and lake edges. You should not com-pletely remove brush piles and vegetation from your yard because these can provide habitat for wildlife, but should keep brush piles well away from buildings and areas where children play. Piles of firewood should also be moved away from these areas, and firewood should be stored neatly on a rack, rather than on the ground.

Some landscape elements, such as rock walls, may also provide shelter for snakes (and ro-dents), and should be kept well away from the house unless cracks are sealed with mortar. Also, be alert when playing or working in your yard to avoid being surprised if you suddenly see a snake. Remember, snakes are most active in spring and summer.

Walking is a gentle, low-impact exercise that can ease you into a higher level of fitness and health.

Walking is one of your body’s most natural forms of exercise. It’s safe, simple, doesn’t require practice, and the health benefits are many. Here’s more about why walking is good for you, and how to get started with a walking program. Benefits of walkingWalking, like other exercise, can help you achieve a number of important health benefits. Walking can help you: -Lower low-density lipoprotein (LDL) cholesterol (the “bad” cholesterol)-Raise high-density lipoprotein (HDL) cholesterol (the “good” cholesterol)-Lower your blood pressure-Reduce your risk of or manage type 2 diabetes-Manage your weight-Improve your mood-Stay strong and fitBefore you set out, be sure to select comfortable footwear. Also dress in loosefitting, comfortable clothing and in layers if you need to adjust to changing temperature. If you walk outside, choose clothes appropriate for the weather. Avoid rubberized materials, as they don’t allow perspiration to evaporate. Wear bright colors or reflective tape after dark so that motorists can see you. Warm upSpend about five minutes walking slowly to

warm up your muscles. You can walk in place if you want. Increase your pace until you feel warm. StretchAfter warming up, stretch your muscles before walking. Include the calf stretch, quadriceps stretch, hamstring stretch and side (iliotibial) stretch. Cool down after each walking sessionTo reduce stress on your heart and muscles, end each walking session by walking slowly for about five minutes. Then, repeat your stretches. At first, walk only as far or as fast as you find comfortable. If you can walk for only a few minutes, let that be your starting point. For example, you might try short daily sessions of five to 10 minutes and slowly build up to 15 minutes twice a week. Then, over several weeks’ time, you can gradually work your way up to 30 to 60 minutes of walking most days each week.Use proper technique. Walking is a great exercise because it’s so simple to do. But using the correct posture and movements is essential.Measure the intensity of your workout. As you walk, measure the intensity of your workout by checking your heart rate. There are many dogs that suffer from bad behavior and this can be caused by a large number of reasons that is why it is

good to learn some dog behavior modification techniques that will help your dog to be a lot more calm and controlled. Here are seven tips to help you:

Tip 1: Look for signs of distress in your dog. There are many different signs of distress in a dog that are often shown when you are going to leave the house. These signs can include pant-ing, whining, shaking, pacing. You should try to calm your dog by speaking to him and if the distress continues, try to ignore it.

Tip 2: Using punishment on a distressed dog is not a very good idea, as this can make the dog even more distressed until the point where you might not be able to control or calm your dog. To teach your dogs not to do this, the best way is by not giving him any attention at all, not bad nor good.

Tip 3: The best time to give your dog attention, love and affection is when he is calm. By giv-ing him attention when he is anxious or hyper-active will only make things worse as your dog will feel that with this attention you are reward-ing him. As hard as it may be for you, it is not recommended to give your dog comfort when the is being hyperactive or anxious, try to con-centrate on loving him only when he is calm to reduce anxiety.

Tip 4: Teaching your dog to obey the orders that you can give him is one of the biggest steps to helping your dog in dog behavior modifica-tion. This will help reduce the dogs anxiety to an extreme as you will be capable of stopping it with just a few simple words such as sit and stay.

Tip 5: Experts recommend that you give your dog a daily exercise routine to reduce the lev-els of hyperactivity that accumulated energy can cause. Depending on the dog you have this routine can last for a short while a day or a lon-

ger amount of time. These exercises should be done in the outdoors so that the animal will feel more comfortable running around and taking in new smells and sights and also help them to relate with other dogs and people.

Tip 6: If your dog mainly suffers with anxiety and nerves when he is left alone in the house, there are a few exercises that you could prac-tice to make your dog feel more secure about being alone. One of the best exercises consists of picking up your coat, saying goodbye to your dog and leaving the house. Wait outside for about thirty seconds and reenter the house greeting your dog as you do so. This should be practiced as many times needed until your dog feels secure when you leave the house.

Tip 7: Give your dog a nice comfortable place to relax and sleep to help them feel more at home in the house or garden, just try to make sure to keep the blanket or dog bed in a cool and shaded area so your dog will be happy lay-ing there.
