Seven Oaks residents, Spring has sprung! Now is the time to get outside in the sunshine and enjoy all that our area has to offer! Whether it’s going to a local Saturday fresh market to shop for veggies and crafts, or a family picnic in the park, or even that first trip to the beach for a long walk along the shore, take advantage of the first warm days of spring!

There are many interesting events for families this time of year. One event is the Summer Splash on April 6th at the Glazer Children’s Museum, a fun-filled day for families to learn about summer camps around the Tampa Bay area. There will be games, activities, prizes and live entertainment.

There’s also the 5th Annual Ride for Hospice, sponsored by the Pasco County Sheriff’s Mounted Posse, it’s a family friendly event that brings together horse lovers for two days to raise funds for Gulfside Regional Hospice. There will be camping,

live music, trail rides, wagon rides, a petting zoo, a nature walk and more. Saturday and Sunday, April 13th and 14th. Go to http://rideforhospice.net for more information. USF celebrates going green and sustainability this month with their Earth Day festivities on April 20th, 10 am - 4 pm. The theme this year is Fresh Food Revolution. It’s a wonderful opportunity to teach our young people about the importance of supporting local farmers and vendors. There will be a farmer’s market, drum circle, educational demonstrations and children’s activities.

Whatever you find to do this month, be thankful that we live in a beautiful area of the country and that we can get outside and enjoy it! We welcome photos you take of your family events this month. Please send them in and you might be featured on an upcoming cover!

Most homeowners, to include my fam-ily, purchased their home in Seven Oaks knowing their house was in an

area with a Community Development District (CDD) but did not know how it functions. The purpose of this article is to provide the homeowners with a few information basics about the CDD Board.

Florida StatuteS

A great place to obtain information about a CDD and the board that governs it are the Florida Statutes. The statutes are a collection of Florida laws approved by the Florida Legisla-ture and signed by the governor. The Florida Statutes currently have 48 titles that are divided into chapters. In Title XIII, there is an entire chapter (i.e. Chapter 190) devoted to Com-munity Development Districts.

As explained in Chapter 190, the Florida Legislature found that there was a need for state law to provide a way to create indepen-dent districts that could manage and finance community development services without overburdening other governments such as Pasco County. This allows communities such a Seven Oaks to have better landscaping and fa-cilities such as the clubhouse with pools, tennis courts, etc. Pasco County would not be willing to provide these above average features since it would put an increased tax burden on other tax payers. These laws cover how a CDD will

be established, how CDD Board members are elected, as well as duties and powers of a board to include financial management.

For example, it establishes the procedures to be used to convert the election of board members from being elected by landowners to being elected by qualified voters who live in the district. Per the statute, the first time this can occur is 6 years after the district is formed if the district has 250 qualified voters. Since CDD I had well over 250 voters after 6 years (i.e. 2007), the conversion started with the general election in 2008 with Seats 2 and 4. In 2010, Seats 1 and 3 were designated to be filled by people elected by the qualified voters. The final seat (i.e. Seat 5) was converted from being filled by the landowners to qualified voters in 2012. Prior to 2008, the Board consisted of Crown Community Development employees. After the conversion, two board members are elected at a general election for four years terms and two years later three board members are elected at the next general election. This insures that there is continuity in the board by only two or three board members terms expiring for each general election.

Chapter 190 also specifies that “each supervisor shall be entitled to receive for his or her services an amount not to exceed $200 per meeting of the board of supervisors, not to exceed $4,800 per year per supervisor”. The Seven Oaks

CDD Board has 12 regular scheduled meet-ing each year plus 2- 4 planning/workshop meetings. The compensation of each Seven Oaks Board member is $2,400 ($200 x 12) plus $200 for each planning and workshop meeting.

For specific information about the Seven Oaks CDD Board, a good source is the Seven Oaks Website (http://mysevenoaks.com/). On the website, you can find such items as past/cur-rent projects, meeting minutes, and policies.

Projects: Some of the current and past CDD projects on the website include seal coating the roads, oak tree removable between the sidewalks and streets, Seven Oaks Elemen-tary School zone improvements, clock tower area landscaping, and nature trail repair and repaving.

Meeting Minutes: The website contains the meeting minutes for 2012 and 2013. The minutes will be posted once approved by the CDD Board. The board reviews the minutes at the following meeting, so the minutes are not posted until about 45 to 60 days after the meeting.

Policies: Some of the policies on the website include natural common areas, security cam-eras, ponds used for fishing, and parking.

Another good source of information about the Seven Oaks CDD Board is the Seven Oaks News published monthly and mailed to all residents in Seven Oaks. Each month, I write and provide an article to the Seven Oaks News. The articles are on pages 6 and 7 of each issue. Last month, the article was on page 6 and 8, but in the future, the CDD article will return to pages 6 and 7. Past articles are on the Seven Oaks Website.

The CDD article in the December 2010 Seven Oaks News provided an explanation of the CDD elections that had occurred at Seven Oaks. Here is a brief summary and update of our CDD elections:

2001-2008: Crown employees were elected to the seats on the two CDD Boards in landown-er elections. Crown controlled the majority of the votes so they could elect who they wanted to serve on these two boards.

November 2008: As mentioned earlier, Chapter 190 required that the candidates for two seats on the CDD I Board be filled via a general election where the voters decide rather than a landowners election where the land-owners decide. The Crown employees decided that they would resign from the remaining three seats on CDD I and the five seats on CDD II. In November, with a combination of both general and landowner elections as well as appointments to fill seats where the terms had not expired, residents were selected to fill all 10 seats.

March 2010: CDD I and CDD II merged with CDD I being the serving CDD.

November 2010: Andy Denbo and Mike Davis were elected in the general election to fill Seats 1 and 3, respectively.

November 2012: Jeff Rosenberg, Jack Chris-tensen and I were elected in the general elec-tion to fill Seats 4, 5, and 2, respectively. Jeff Rosenberg resigned shortly after the election so the remaining board members appointed Leisa Rasmussen to fill his seat.

aCCESS CarDSAccess cards must be present when entering the clubhouse or using any area of the Clubhouse facility. The picture on the card must match the person presenting the card. If you lost or misplaced your access card, you must replace it if you would like to utilize the facilities.

The fee for a replacement card is $15. (tax inclusive) Individuals who do not have a valid access card will be asked to leave the premises or pay the daily non-resident usage fee. Please treat your access card as a key to entering your home.

Anyone needing to update a lease or that may be in need of new card due to damage or loss is advized to obtian a card prior to Spring Break. We are always more that happy to be of service to you at any time, but your wait time may be drastically reduced by taking advantage of the seasonal lull that is experienced this time of year. Many resident aren’t aware that they may have misplaced their cards between pool outings so we encourage you to check your purses, wallets and pool bags before making the first trip to the pool of the season with all your belongings in tow.

tow away SiGnSThe Clubhouse will have Tow-Away signs installed by Stepps Towing. This is to ensure that the Clubhouse parking lot remains free of unauthorized vehicles. If you need to park at the Clubhouse overnight for any reason, please stop by the office so that we may issue a parking permit. In the event a vehicle is left overnight without a parking permit, District Staff will leave a notice on your windshield, providing you 48 hours notice to have your vehicle removed. If the vehicle is not removed from the clubhouse parking lot within this period of time, it will be towed at the owner’s expense.

nEw $200 DEPoSit rEquirED for CLuBHouSE GatHErinG room rEntaLSIn order to secure the date for a gathering room rental, Clubhouse Management must receive a $200 deposit in the form of a check as well as the full rental amount due for the reserved date in question. The check must be addressed to the Seven Oaks Community Development District. Deposits will be refunded at the end of the event by District staff assuming that there are no extenuating circumstances. This will be the new requirement instead of taking credit card information. Rentals will not be processed without all money due in full.

pasco County’s Big Brother & Big Sister of the Year

when Anthony was growing up, his older brother was always

there for him and even helped raise him. Now, as an adult, Anthony is fill-ing the same role for Harley, a young boy in Pasco County who desperately needed someone he could count on.

Anthony Christopher is the 2013 Pasco County Big Brother of the Year for Big Brothers Big Sisters of Tampa Bay.

Harley has had a troubled and confus-ing childhood marked by neglect and abandonment. When he was

ten years old, his grandmother (who now cares for him) called Big Brothers Big Sisters in search of a male role model who could help Harley cope with his past and prepare for a more positive future. That’s when Anthony entered their lives.

“Anthony gives 110% as a Big Brother and a friend to Harley. He knows what being a friend to

Harley really means and he and his wife have given Harley a second family where he feels safe and loved,” says Heather Shell, Anthony’s Mentor Manager.

Harley has been Anthony’s Little Brother for three years and they’ve developed a wonderful bond. They spend time together each week, playing board games, cheering on local sports teams, playing golf and basketball, and going to the movies. In between the fun, Anthony encour-ages Harley to confide in him.

Sioux Isgett is the 2013 Pasco County Big Sister of the Year for Big Brothers Big Sisters of Tampa Bay.

From the beginning, Sioux has been devoted to doing whatever she can to help her Little Sister Victoria achieve her full potential. As a young girl, Victoria tended to stare at the floor rather than looking you in the eye. But in the five years that she’s known Sioux, Victoria has truly blossomed into a strong, independent 14-year-old young lady. Together, the two have spent time on nature trails, learned about healthy eating, enjoyed crafts to-gether and more. Whatever they

do, Sioux reminds Victoria that if she believes in herself, she can accomplish anything. With Sioux’s encouragement, Victoria even joined the Civil Air Patrol, where she went through boot camp and even learned to fly a plane! How’s that for setting your goals high?

Science continues to support the many health benefits of tart cherries such as helping regulate natural sleep patterns, which is especially important as the CDC now considers a lack of sleep a ‘public health epidemic.’” He includes several recipes featuring these power-packed gems not only for their ability to help regulate sleep, but also for their pain-fighting and muscle recovery qualities.

Available year-round in dried, frozen and juice forms, tart cherries are a versatile ingredient to include as part of any diet. Here are some delicious ways you can enjoy them:

Runner’s Red Relief: Blend low-fat milk, kefir, plain yogurt or almond milk

and frozen cherries for a pre- or post-workout beverage.Spiced Snack Mix: Make a do-it-yourself trail mix using dried cherries, ginger, cinnamon, raw almonds, pistachios and whole grain cereal.

Cherry Breakfast Swap: Substitute dried tart cherries as a topping for yogurt, cereal or oatmeal.

Ingredients:

2 tablespoons red wine vinegar1 teaspoon ground turmeric3 tablespoons olive oil, dividedSalt and pepper6 cups loosely packed arugula (about 3 ounces)1/2 small head radicchio, cored and shredded

4 salmon fillets, about 3/4-inch thick3 shallots, sliced1/2 large jalapeno (halved lengthwise), seeded and thinly sliced1 1/2 cups thawed frozen tart cherries1 1/2 teaspoons grated fresh ginger1/4 cup tart cherry juice

In a large bowl, whisk together the vinegar, turmeric, and 2 tablespoons of the olive oil. Add the arugula and radicchio and toss. Add salt and pepper to taste and divide mixture among serving plates. Set aside.

Season the salmon with salt and pepper. In a large skillet over medium-high heat, warm the remaining 1 tablespoon of olive oil. Add the salmon and cook until barely opaque throughout, 2 to 3 minutes per

side. Arrange the salmon on top of the salads.

Return the skillet to medium heat, add the shallots and chile, and cook, stirring occasionally, until tender, 2 to 3 minutes. Add the cherries and ginger and cook, stirring occasionally, until heated through. Add the cherry juice, increase the heat to medium-high, and cook, scraping up any browned bits in the skillet, until the juice is almost entirely evaporated, 2 to 3 minutes. Add salt and pepper to taste.

Spoon the cherry mixture over the salmon and serve.

Serving Suggestions: If you like, serve some bread alongside. To vary the recipe, substitute swordfish, halibut, or a chicken breast for the salmon. v

“pasco County Animal Services needs volunteers ages 15 and older to assist with social-

izing animals, walking dogs, cleaning, photographing, grant writing, administrative assistance and other duties,” said Education and Volunteer Coordinator, Judy Tate Gregory. “To save the lives of more animals and move toward animal services’ ‘Save 90 Percent’ goal, more community involvement is needed!”

“Our volunteers are the best,” she continued. “They take pictures of our animals, help us at adoption events, clean, play with cats, walk dogs, whatever you ask. If it means helping the animals, they will assist.”

The support of additional volunteers also will help the agency with another goal: $100,000 in grant money from the 2013 ASPCA Rachael Ray $100K Challenge. Beginning in June,

Animal Services will be a contestant in the nationwide competition for animal shelters and their communi-ties that aim to get more animals adopted or returned to their owners than ever before.

“The ASPCA Rachael Ray $100K Challenge is a great motivator for our team and for the residents and businesses of Pasco County. This challenge can help connect hundreds of beautiful dogs and cats in our shelter with just the right families,” said Pasco County Animal Services manager, John Malley. “This is a great opportunity for us. We are excited about competing in the challenge as it will help to engage our community as we strive toward our new ‘Save 90 Percent’ goal.” As a contestant, Animal Services is competing for more than $600,000 in grant funding, including a grand prize of $100,000. Grant monies would benefit the nonprofit group Friends of Animal Services. Volunteers set their own schedules and hours at the shelter and are required to fill out an application online at www.pascocountyfl.net. Springtime is fast approaching, which means very different things, to many it is a time

for new life, freshness, renewal, for those in cat rescue, it means kitten season is upon us.

Cat Crusaders, an all-volunteer, no-kill cat rescue of Tampa is based out of the New Tampa Petsmart located on Bruce B. Downs. Their vision was to re-home as many adoptable cats and kittens as possible. Re-homing

adoptable cats is one piece to the puzzle, spaying and neutering cats and kittens are another piece.

By spaying and neutering the population of cats and kittens are decreased, thus ensuring that the numbers of cats and kittens being euthanized decrease in our society. So Cat Crusaders is also active in TNR. (Trap, Neuter, Vaccinate, Return). This method enables the feral community to be controlled

humanely, since they cannot reproduce. Cat Crusaders of Tampa is also the leader among cat rescues regarding pulling cats from Animal Services to place for adoption.

The Tampa Bay area is flooded with cats and kittens every year looking for places that are safe that will enable them to survive. The feral population is huge, partly due to the tropical seasons and lack of hard winters in Tampa.

Cat Crusaders continues to do amazing work in the community and this is seen every time the group receives an email or phone call stating their adopted cat is doing great in their new home and brings happiness to the pet parents. More often than not, the cat or kitten was pulled from a kill shelter with only days or moments left to live. The cat or kitten was given a second chance and it happened because of the Cat Crusaders volunteers.

Cat Crusaders is always looking for volunteers, whether it’s adults to help

do adoptions, or families to foster cats or kittens, or teens looking for community service hours, there is always plenty of work to be done. Cat Crusaders goal for the future is to have a mobile adoption unit. This would allow the group to reach out to more places in the community and conduct adoptions from outside of Petsmart. Those who do not have the means to get out and see cats and kittens in stores and shelters would now have the opportunity to meet and adopt from the mobile adoption unit. With a mobile unit, more cats and kittens would find their forever homes.

Cat Crusaders conducts adoptions every Saturday and Sunday at New Tampa Petsmart. Cats are $50 and kittens are $75 or two for $100 to adopt. All cats and kittens are tested for feline leukemia and feline immunodeficiency virus, are up-to-date on their shots, spayed or neutered, and have a microchip. Pop Warner Little Scholars, Inc. (PWLS) is the only national youth sports orga-

nization in America that requires its participants to perform satisfactorily in the classroom before permitting them to play. Each year, the most academically accomplished Pop Warner kids compete for Academic All-American status.

This process begins at the association level and continues through each of the eight Pop Warner regions to the national level. Application for All-American status requires a minimum 96% grade point average, with place-ment based on academics, character, and community involvement.)

In early February, resident Camer-on Rowe (Amberside) was honored at the Pop Warner Little Scholars Banquet held at the Tampa Bay Convention Center for as a First Team All American Scholar. Cam-eron attended John Long Middle for both 6th and 7th grade and is currently a student at Terrace Com-munity Middle School where he is on the high honor roll.

In addition to being named as a First Team All American Scholar, Cameron was one of 8 students selected to receive a scholarship. He was awarded $1000 from the local Pop Warner Association, the Foun-dation for Youth Development.

During the banquet Cameron’s se-lection as First Team All American Scholars for the Southeast Region

of Pop Warner was also announced. He is one of 35 football players in Southeast Region Pop Warner, which includes Florida, Georgia, Alabama and Mississippi. The regional banquet will be Held April 20th where he will compete for scholarships and learn if he moves on to the National Level. If you see Cameron in the neighborhood wish him good luck! v
