Settlement Reporting Facility Producing Reports by Settlement Target Group Version 2 (08/13) Settlement Target Group The Settlement Information and Support Team provide Settlement Arrivals Information for the purposes of the Settlement Grants Program (SGP). The data is sourced from the Settlement Database (SDB) and is used to create the Settlement Arrivals Information booklets. These booklets are published yearly on the Department of Immigration and Citizenship (DIAC) website. The Settlement Target Group Criterion in the Settlement Reporting Facility (SRF) can be used to generate ad-hoc Settlement Arrivals Information reports using up-to-date data. The reports can be tailored to a specific timeframe. The Settlement Target Group Criterion identifies a group of settlers who are eligible for settlement services. Information regarding the settler’s migration stream, English proficiency, principal/dependent status, and location are used to decide whether each settler is ‘In Settlement Target Group’ or ‘Not in Settlement Target Group’. The Settlement Target Group Criterion must be used in conjunction with the Current Grant Location filter, the Date Type option and the Date Range to narrow down the group of settlers to those who were in Australia when their visa was granted, with visa grant dates within the selected timeframe, and those who were overseas when their visa was granted, with arrival dates within the selected timeframe. Settlement Target Group The Settlement Information and Support Team provide Settlement Arrivals Information for

Settlement Target Group Criterion

The Settlement Target Group criterion uses the following criteria to determine if a settler is

included in the Settlement Target Group:

• permanent Humanitarian stream settlers;

• permanent Family stream settlers with low English proficiency;

• some temporary Family stream settlers with low English proficiency living in

rural/regional locations;

• dependants of permanent Skilled settlers with low English proficiency living in

rural/regional locations;

• dependants of some temporary Skilled settlers with low English proficiency living in

rural/regional locations;

• some permanent Other stream settlers.

Settlers are considered to have low English proficiency if:

• their English Proficiency is recorded as Good, Poor or Nil in the Settlement Database

(SDB); or

• their English proficiency has not been recorded in the SDB, and their Birth Country is

classified in the SDB as EP3 or EP4 (see English Proficiency (EP) Country Group in

the SRF Data Dictionary for details).

All locations are regarded as rural/regional, except for the following Statistical Divisions

(SDs):

• Sydney SD

• Melbourne SD

• Brisbane SD

• Gold Coast SD

• Perth SD

• Adelaide SD

• Canberra SD

and the following Statistical Sub-Divisions (SSDs):

• Queanbeyan SSD

• Newcastle SSD

• Wollongong SSD

• Tweed Heads & Coast SSD

• Greater Geelong City PrtA SSD

• Sunshine Coast SSD

Settlement Target Group Criterion vs Filter

Criteria

If you select the Settlement Target Group Criterion, then your report output will display and

give a figure for each of the Settlement Target Group options in this listing.

In the SRF there is one criterion available for Settlement Target Group. This is:

• Settlement Target Group*

*Please note that this criterion will only display when a 2Way report type is selected and the

first criterion selected is Statistical Sub-Div (Name).

Filters

Filters work differently to criteria; they allow you to narrow down your report data.

When you select a filter you will be presented with the list of fields available for that filter.

Some filters have more than one layer, such as the Country of Birth (Regions) filters. This

means that you begin by selecting field/s from the top most layer and can narrow your

search down to one of the lower levels if you wish.

In the SRF there is one filter for Settlement Target Group. This is:

• Target Group

Current Grant Location, Date Type and Date Range As well as meeting the criteria of the Settlement Target Group criterion, a settler must also

be identified as currently living in Australia with a Grant or Arrival date which falls within a

specified Date Range. This is achieved though the combined use of the Current Grant

Location filter, the Date Type option and the Date Range.

The Current Grant Location filter identifies settlers who were either onshore (in Australia) or

Offshore (outside of Australia) when their current SDB visa was granted.

The Date Type option allows for the selection of either Arrival date or Grant date to be

applied to the Date Range.

The Date Range allows for the selection of a specific timeframe. (The SGP Settler

Information Arrivals booklets use a timeframe of 5 years).

When used in a certain combination, the Current Grant Location, Date Type and Date Range

allows for the identification of settler’s who were:

• in Australia when their visa was granted, with visa grant dates within a selected Date

Range; and

• offshore when their visa was granted, with arrival dates within a selected Date

Range.

Producing a report for Settlement Target Group for all

Statistical Sub-Divisions in a Statistical Division In order to correctly identify all settlers who are in the Settlement Target Group you will need

to produce two reports:

• one for settlers who were granted their current SDB visa offshore using arrival date,

and

• one for settlers who were granted their current SDB visa onshore using grant date.

The totals given in the ‘In Target Group’ will then need to be added together to give a total

count of the number of settlers eligible to receive settlement services.

Report 1: Statistical Sub-Div (Name) criterion and Settlement Target

Group criterion used in conjunction with the Current Grant Location

filter (Offshore) and Arrival Date

This report will identify all settlers who were offshore when their SDB visa was granted, who

arrived in Australia between the selected arrival dates.

To generate a report for Arrival date by Settlement Target Group, you will need to:

a) Select a Report Type (2 way)

b) Select the Statistical Sub-Div (Name) option from the first Report Criteria drop

down menu.

c) Select the Settlement Target Group option from the second Report Criteria

drop down menu.

d) Click on (click to show/hide filters) to view all filters options.

e) Select the Place of Residence (State, SD, SSD, SLA) filter

f) Select the Current Grant Location filter.

g) Select the Arrival Date date type

h) Select the Date Range. i) Click on the Next button.

j) Select Northern Territory in the State of Residence filter options by clicking on it

in the left-hand column.

k) Select Offshore in the Current Grant Location filter options by clicking on it in the

left-hand column. l) Click on the Next button.

click next without selecting any Statistical Sub-Divisions. p) To get results for a particular Statistical Sub-Division, click on its name in the left-

Adding the ‘In Target Group’ Totals:

In order to work out the actual number of settlers who are in the settlement target group you

must add the ‘In Target Group’ counts from both reports.

In the two examples above this would be:

Darwin City:

389 + 689= 1078

Litchfield:

18 + 14 = 32

Palmerston-East Arm:

31 + 114 = 145

Total:

438 + 817 = 1255

Producing a report for Settlement Target Group by a

specific location In order to correctly identify all settlers within the Settlement Target Group for a specific

location you will need to produce two reports:

• one for settlers who were granted their current SDB visa offshore using arrival date,

and

• one for settlers who were granted their current SDB visa onshore using grant date.

The totals given in the ‘In Settlement Target Group’ will then need to be added together to

give a total count of the number of settlers eligible to receive settlement services.

Report 1: Statistical Division criteria used in conjunction with the Target

Group filter, Place of Residence (State, SD, SSD, SLA) filter and Current

Grant Location filter (Offshore), and Arrival Date

This report will identify all settlers who were offshore when their SDB visa was granted, who

reside in the selected location.

j) Select the State/s that you want included in the report by clicking on it in the left-hand column.

m) Click on the Next button.

o) Click on the Next button.

p) Because we selected the Statistical Division criteria, we will not filter the report below the SD level. Therefore we want to include all of the SSDs. Do not select any.

q) Click on the Next button

The above report shows how many settlers currently (at time of report) reside in Illawarra SD

who meet the requirements for the Settlement Target Group. For a definition of Settlement

Adding the ‘In Settlement Target Group’ Totals:

In order to work out the actual number of settlers who are in the settlement target group you

must add the totals from both reports.

In the two examples above this would be 446 + 548. This gives a total of 994.
