• Members constitute a distinguished body of scientists and engineers, drawn from academia, industry, and environmental communities, who are recognized experts in their respective fields.

• Members are Special Government Employees (SGEs), who are invited to serve on the Committee for their individual expertise.

• The BOSC can establish subcommittees, who must report their recommendations and advice to the BOSC Executive Committee for full deliberation and discussion.

• Subcommittees have no authority to make decisions on behalf of the BOSC, nor can they report directly to EPA.

• In FY05, the BOSC had eight active subcommittees .
