Three-Year Rolling Investment Program (CPIP)

The formulation of the CPIP is to convert the contents of the CPDP into projects, activities, or actual public services and C/P development over three years.

1-3 Screening of project proposals

Purpose- To review and consolidate the tables of projects proposals prepared by relevant stakeholders

(If the identified objectives and solutions in the C/P development framework are not covered by the projects submitted by the stakeholders, the PWG in the collaboration with the C/P administrations and relevant agencies shall try formulating the projects relevant to the identified objectives and solutions)

Purpose Strengthen the cooperation between the C/P administration and the MDK administrations/relevant stakeholders.

Mobilize resources for supporting investment projects raised by the C/P and MDK.

Gain the financial support for prioritized project proposals from funding organizations, e.g., development partners and NGOs.

Check the duplication of similar projects that are planned by the C/P, MDK, NGOs, the private sector, and development partners.

2-3 Integration workshop of the CPIP (continued) Before the integration workshop•The C/P administration widely disseminates information on the C/P integration workshop.

•The C/P administration informs the MDK administrations in the C/P of submitting the MDK’s uncommitted projects to the C/P.

•The C/P PWG reviews the C/P and MDK uncommitted Projects. If there are similar or identical projects, the C/P PWG discusses them with the responsible MDK PWG whether to keep such projects in the CPIP or in the MDK Investment Program.

2-3 Integration workshop of the CPIP (continued)Process of integration workshop on the CPIP PWG members give a presentation on the table of C/P three-year investment project (uncommitted projects)

MDK representatives give a presentation on uncommitted projects. Participating stakeholders discuss whether the support is given to some uncommitted projects. After reaching a consensus on projects to support, relevant stakeholders and the C/P administration sign the Temporary Agreement.

After the integration workshopThe PWG updates the table of C/P three-year investment projects. The uncommitted projects with secured fund are moved to the part of committed projects.

If the identified objectives and solutions in the C/P development framework are not covered by the projects submitted by the stakeholders, the PWG, in cooperation with the C/P administration and relevant agencies, shall try formulating the projects relevant to the identified objectives and solutions.

Step 3: Approval and dissemination of the CPIP

3-1-3 Tasks after the C/P Council Meeting

Tasks The BOG revises the draft CPIP based on the guidance of the

C/P Council and submits it to the C/P Governor for review. The BOG formulates a decision on promulgation of the CPIP

and submits it to the Council chairperson to sign. If necessary, in each year during the implementation of the

CPIP, the C/P Council can amend the budget and work plan for the implementation of the CPIP.

Step 3: Approval and dissemination of the CPIP

Sub-Step 3-2: Publication and dissemination of the CPIP Book3-2-1: Publication of the CPIP Book The BOG shall arrange the publication of the CPIP Book. The

book shall be kept at the C/P hall, Provincial Department of Planning and sent to the Ministry of Interior, Ministry of Planning, Ministry of Economy and Finance and other relevant stakeholders.

3-2-2: Dissemination of the CPIP Book The C/P Council shall advice the BOG to disseminate the

content of the CPIP widely to residents and relevant stakeholders.

The dissemination of the content of the CPIP shall be conducted through various methods such as the mass media, dissemination meetings, and information boards.
