Welcome to Houston and the ASME 2015 Hydraulic Fracturing – Serving Unconventional Oil & Gas: Equipment & Technologies Conference and Exposition.

This year, the ASME Hydraulic Fracturing Serving Unconventional Oil & Gas: Equipment & Technologies Conference will sharply focus on shale development and the application of hydraulic fracturing for the recovery of natural gas and oil. Shale gas production alone is projected to increase to 49% of U.S. gas production by 2035, up from 23% in 2010 - while shale oil production has already been the driving force behind restoring the US as the world’s largest oil and liquids producer and no longer holding the title of the world’s largest oil importer.

All of this has been achieved by refi ning and adapting the marriage of horizontal wells and hydraulic fracturing in play-specifi c ways and solutions, which has resulted in unlocking these formation’s true production potential. ASME’s Hydraulic Fracturing Serving Unconventional Oil & Gas: Equipment & Technologies Conference will bring together a broad group of industry leaders in a conversation on these technologies, applications, issues and solutions.

In particular, the conference will offer direct focus and perspective on the suppliers of the hardware, the equipment and the systems in support of the operations that ensure that this delivery continues to be met. This is a key aspect of the focus of this conference as there are few events that offer a systematic consideration of the supporting infrastructure required to deliver the solution. With a likely substantial surge in re-fracturing operations in 2015, these equipment aspects become increasingly important. This refreshing aspect of the ASME conference is likely to be a recurring theme, for many years to come, as ASME establishes the importance and mechanical nature of unconventional development. Additionally, nowhere is such consideration more important, than on the international stage, where the appetite and tolerance for prolonged learning curves will be limited; application of the lessons learned from the shale revolution in North America will be a key consideration overseas.

The result will be a high-level, three-day program that highlights critical challenges and associated solutions and opportunities related to shale exploration, development, and production. It is expected that the conference will inspire networking and interactive opportunities, which will develop into frank discussion and encourage consideration of even more innovation.

SPEAKERSKEYNOTE

PAULA A. GANTDeputy Assistant Secretary, Oil and Natural Gas, Office of Fossil EnergyU.S. Department of Energy

Dr. Paula Gant is the Deputy Assistant Secretary for Oil and Natural Gas in the Department of Energy’s (DOE) Office of Fossil Energy. As Deputy Assistant Secretary, Dr. Gant administers domestic and international oil and gas programs, including policy analysis, and liquefied natural gas (LNG) import and export authorization. Dr. Gant’s work at DOE is focused on realizing the promise presented by America’s abundant natural gas and oil resources which hinges on prudent production, environmental stewardship and efficient use. The Department of Energy’s research efforts seek to deploy the best available science, analysis and technologies to ensure a more secure energy future by leveraging our domestic natural gas and oil resources and protecting our air, land, and communities.

Dr. Gant previously worked for the American Gas Association and Duke Energy. She has also served on the faculties of Louisiana State University and the University of Louisville. Paula is a native of Louisiana. She received a Bachelor of Arts degree in Economics from McNeese State University and a Ph.D. in Economics from Auburn University.

DAVID J. PORTERCommissionerTexas Railroad Commission

David J. Porter is a principle-driven, conservative leader on the Texas Railroad Commission. He was elected statewide to serve a six-year term as Railroad Commissioner in November 2010.

Since taking office, Commissioner Porter has been appointed to the Interstate Oil and Gas Compact Commission as the Official Representative of Texas. He has also been appointed as the official representative on the Interstate Mining Compact Commission and currently serves as an advisory board member for the Texas Journal of Oil, Gas, and Energy Law.

Upon taking office in 2011, Porter created the Eagle Ford Shale Task Force, the first of its kind at the Texas Railroad Commission, to establish a forum that will bring the community together and foster a dialogue regarding drilling activities in the Eagle Ford Shale. The Task Force is comprised of local community leaders, elected officials, industry representatives, environmental groups, and landowners. The goal of the group is to open the lines of communication between all parties involved, establish recommendations for developing the Eagle Ford Shale, and promote economic benefits locally and statewide.

In 2013, Porter launched his Natural Gas Vehicle Initiative: a series of statewide events aimed to increase the demand for natural gas vehicles and refueling stations, as well as natural gas use in drilling operations, and in doing so, increase the demand for natural gas in Texas.

In recognition of his foresight and leadership, Porter was named “Man of the Year” by The Oil & Gas Year, Eagle Ford, Texas 2013. He has also been recognized by Shale Oil & Gas Business Magazine and Unconventional Oil & Gas Magazine for his proactive efforts to implement policies that allow industry to safely, efficiently, and economically produce the energy that is needed to support Texans and the Texas economy.

DAVID MILLERDirector, Standards ProgramAmerican Petroleum Institute (API)

David Miller is the Director of the Standards Program of the American Petroleum Institute, or API. In this role he is responsible for overall standards policy and oversight and is a member of API’s Senior Management Staff. He has testified before the U.S. Congress, Federal and State regulators on standards and technology issues.

David also serves as an officer of the American National Standards Institute, ANSI, as Vice Chairman, Board of Directors and Chair, Finance Committee. He represents API on the U.S. Department of Commerce Industry Trade Advisory Committee on Standards and Technical Barriers to Trade, a federally chartered advisory committee, and was reappointed in March 2014. He also represents API on the Offshore Technology Conference Board of Directors and the RPSEA Safe Marine Transport Advisory Committee.

David is a registered professional engineer and earned a Bachelor of Science degree in Civil Engineering from the University of Utah and a Master of Science degree in Environmental Sciences from the University of Texas at Dallas. He joined API in 1985 and was elected a Fellow by the American Society of Civil Engineers in 2006, and received an ANSI Meritorious Service Award in 2007. David gave the Engineering Society Ethics Lecture at the 2012 Offshore Technology Conference.

We will also discuss the technology needs of the industry for hydraulic fracturing, existing commercially available technologies, and ongoing and planned R&D from government, industry, and academic researchers. The state regulations regarding hydraulic fracturing water use and re-use will also be discussed.
