School board members voted Monday night to approve the switch to a four-day school week, contingent upon approval of an imple- mentation plan to be presented at the board’s April 20 meeting. “They (Superintendent Barry Williams and the administrative staff) have done a lot of work putting this together. We just felt like we needed to see a plan, rather than just saying we’re going to a four-day school week,” said Adair Norman, president of the Rangely School Board. “Staff has done a lot of work. They have all the information. They just need to put an implementation plan in place and then we can move forward. It’s not that we don’t trust staff. We do. But we have to hold them accountable, just like we (the board) are held accountable.” Norman expects the board will take action to approve the change at the April 20 meeting. “I hope so, yes,” Norman said. “I really would expect they will give us some informa- tion prior (to the meeting), so we can look at it and ask any questions. Hopefully, we’ll finalize (the plan) at that time (April 20), so people will know for sure what they need to plan for.” The administrative staff has been research- ing the four-day school week, held public meet- ings about the possible change and surveyed public opinion, which favored the switch by a slight margin, 37 percent to 34 percent. Students were also surveyed and supported the change by a bigger margin, with 65 percent of junior and senior high students in favor and 78 percent of elementary students. Norman said it was important for the board to move forward on the subject. “Parents want to know what will happen, so they can make plans, and it’s getting kind of late in the year,” Norman said. “This (Monday’s vote) was meant to show the board was serious, but along with being serious, we need to be responsible. Just going to a four-day school week does nothing for us. It’s like sign- ing a blank check. We need to know what does it look like, what do we expect of it.” Phil Bonds, former Rangely administrator with experience in a four-day school week, spoke to the board at Monday’s meeting. He’s now the principal at West Grand in Kremmling. “He talked to us about what they have done and how it started,” Norman said. “It didn’t work exactly like they thought it would, but they adjusted and they have a good system, they believe.” Norman said the board, while recognizing the need to move forward, wants to make sure it has done its homework before taking final action. “I know people are anxious and they want a decision, but this is a big change,” Norman said. “I wouldn’t want us to say, oh, wow, I wish we would have done more diligence and switch back a year later. That would be upheaval for everybody.” Four-day school week gets preliminary nod EDITOR’S NOTE: Each of the candidates for town council and mayor in Rangely were asked the same set of questions. RBC I Redoing the county’s mas-ter plan is still in the, well, planningstages.

“This is a work in progress,” saidRyan Mahoney of Central MountainPlanning, one of the consultants forthe project.

Mahoney and Davis Farrar, anoth-er consultant with Western SlopeConsulting, reviewed a draft versionof the county’s 60-page master planrecently at a brown-bag luncheon atCuppa Joe in Meeker. The March 18event was sponsored by the MeekerChamber of Commerce. A similarpublic meeting was held later thatnight at the county administrationbuilding.

“The process of public input is notover, so there’s still opportunity to dothat,” Mahoney said. “Our informa-tion is only as good as what you folkstell us. It certainly helps us to haveinput.”

A copy of the draft version of themaster plan is available on the coun-ty’s Web site: www.co.rio-blanco.co.us. Future public meetingswill also be scheduled in both Meekerand Rangely, though turnout has beenspotty at past meetings.

“Meeker is pretty good aboutshowing up; Rangely is a slightly dif-ferent story,” Farrar said at the March18 chamber-sponsored brown-baglunch. “So that’s why we’re meetingwith you folks today. We’re trying todo some more outreach. This is justanother way to try to get people excit-ed and engaged.”

The cost for updating the masterplan is about $130,000, with about$100,000 coming from a grant from

the Colorado Department of LocalAffairs, and the county contributingthe rest. The project, which beganover a year ago, was originally expect-ed to be completed around the first ofthe year.

“May or June is probably our finalwrap-up timeline,” Farrar said.

The redoing of the master plan hasincluded a survey of county residentsand interviews with county staff andstakeholders. An advisory group wasalso appointed.

“From the information we collect-ed, we identified issues and opportuni-ties, which are included in the docu-ment,” Farrar said. “Because this isthe people’s document, truly.”

The master plan, which, ideally, isupdated every five to 10 years, servesas a guide for county growth and plan-ning. The last update of the county’smaster plan was in 1999.

“This is a guiding document,”Mahoney said. “It is kind of a blue-print to use for planning the future ofthe county ... and for land use deci-sion-making.”

The master plan will include guid-ing principles “that sort of frames theissues,” Farrar said. “From the guidingprinciples, we have a series of goals.Under the goals, we have policies. Those policies are really directed ataction, to fulfill the goals.”

As the process for finalizing thecounty’s master plan moves closer tocompletion, there is still time for pub-lic input, the consultants stressed.

“If there is a message here, it isplease be involved, please beengaged,” Farrar said. “As we moveforward, we would like to be able tosay, whatever the final document is,this reflects the values of Rio BlancoCounty.”

Master plan is ‘awork in progress’

close out the machine.”Of the three-person ballot-count-

ing process, two of the judges neversee the ballot.

“The first two (judges) don’t evenget to see the results,” Brasfield said.“The third person unfolds the ballotand puts it through the machine.Judges one and two never see the bal-lot, while No. 3 only sees the ballotand no name. A machine does thecounting.”

Town Manager Peter Brixius saidthe choice to go with a mail-in elec-tion was done in the hopes of getting abetter voter response.

“We could have done a traditionalelection where you come to thepolling location and cast a vote, butmy experience has been you get amuch higher response with a mail bal-lot,” Brixius said. “We’ll probably seea 30 to 40 percent increase inresponse, which makes sense, becausepeople can (vote) at their leisure.”

Current Mayor Ann Brady wasterm-limited, so she is unable to runfor mayor again, though she is one ofthe five candidates for the town coun-cil. Paula Davis and Dan Eddy arecompeting for mayor, while Brady, EdBallegeer, Clayton Gohr, Lisa Hatchand Elaine Urie are vying for the threeopen seats on the council. Gohr andUrie are incumbents on the council, asis Eddy.

A sixth candidate for the towncouncil in Rangely, Paul Tucker, with-drew from the race in March. He is anemployee of the town.

“Our personnel policies expresslyforbid employees to engage in areasthat create conflicts of interest,” TownManager Brixius said. “Paul is a verygood employee and would be anexcellent council person. The mostsignificant issue that occurs whenyou’re an employee or the spouse ofan employee is the number of deci-sions that a council person in this posi-tion would have to recuse themselves

from. I think that this creates manyconflicts of interest for a new councilperson and possibly a hardship forcouncil and employees. I base this onlegal counsel recommendations andthe fact that other communities havespecifically addressed this issue intheir policies and procedures.”

For the hospital board in Meeker,

there are six candidates for four openpositions: Kris Borchard, DianeDunham, Jeffrey Foster, MichaelHoke, Paul Sheridan and ToddYoung.Borchard, Dunham and Sheridan arecurrent board members. A fourth cur-rent board member, Dondi Glasscock,is not seeking re-election.

“The (Meeker) Recreation Districtand the hospital district will have anelection for new board members. Weboth will be doing a polling-placeelection with each of us having ourown ballot,” said Cindy Rholl, who isoverseeing the hospital election.

The hospital and recreation boardelections will be May 4 at the FairfieldCenter in Meeker.

There are six candidates for therecreation board: KrisArcolesse, ZachClatterbaugh, Dale Hallebach,Thomas Kennedy, Jeannette Shepherdand Carly Schayer Thomson. Thereare three positions on the recreationboard that are open. The seats are cur-rently held by Hallebach, JoeNieslanik and Beth Willey.

For the Rangely hospital andrecreation boards, the elections werecanceled.

“We had two positions up andonly one nomination was returned, soour election was canceled,” said PaulaPadilla of the Rangely Recreation andPark District. “Janet Mackay willserve another four-year term. Theboard will have to fill the other posi-tion in May by appointment.”

On the Rangely hospital board, thetwo incumbents whose terms were up— Marty Estes and Rob Mackey —are both running uncontested.

Rangely votersencouraged to voteDear Editor,

I just want to encourage any andall who have received ballots but havenot voted as of today.

Please get your ballots filled outand mailed or dropped off at RangelyTown Hall to the town clerk.

Everyone has a right to their opin-ions with regard to each and everycandidate running for office. It is myhope that while we can differ on can-didates, at the end of the day we allmove forward from the electionprocess. I respect difference of opin-ion.

My hope for our community is toelect people who will work to moveus forward in an especially down timewith the economy. My hope is forpeople that are elected to realize theyneed to truly put forth their best effortto do what is best for the majority ofour citizens. The hope is to realizethat you do not control, you govern. In order to govern, you must be con-sistent across the board with imple-mentation of policies. When you holdpublic office, such as local govern-ment, it is important to reach out andget the views of a broad base of indi-viduals. By doing so, you then enableyourself to make the best judgmentcall possible for the greater good.

This community is a very specialcommunity in my mind. As CecilLollar once said, “We can have ourdifferences in politics, but when all issaid and done we move forward andare friends working for the same com-mon goals for our community.”

To all the candidates, thank youfor putting your name out front for

mayor and council. Thank you forbeing willing to serve the greatergood. These jobs are not easy and dorequire lots of time, if one is to trulydo a good job.

I would like to also recognize thetown employees for the work they do.It is the work these people do thatmakes the policies adopted by thecouncil really work. Thank you to thetown employees for the work you dofor our community.

Whatever we do, let us all makethis the best community ever. We can,we will, and God willing, we willachieve that goal.

Candidate questionsare too late in RangelyDear Editor,

I have been looking at your ques-tionnaire for a couple days now anddecided to let you know my feelingsabout it and your reporting habits.

First off, had you read my letter tothe editor I sent through PhyllisHenley, because for some reason youre-mail wouldn’t accept it from me,you would see that all your questionswere answered in that letter. Whichwas not published. You responded bysaying it would be published thiscoming week. Well, too late. The voteis a mail in and the ballots went outtwo weeks ago — over half arealready back. The vote will be count-ed the 6th of April. Too little, too late.Is this by design? We (the people ofRangely) are kept in the dark on a lotof issues that should be in the news-paper. We seldom know what is goingon until after the fact. I thought thatwas your job? To keep the people

informed. Thanks for your time.Ed Ballegeer

Local healthcare isworthy investmentDear Editor,

With health care at the forefrontof everyone’s minds, I wanted to takethis opportunity to tell you all howblessed I believe the people ofRangely are. While our facility issmall, we are offered prompt, person-al attention that we wouldn’t be ableto receive at bigger hospitals (Believeme, a four- to six-hour wait in St.Mary’s ER will convince anyone.)But the thing I believe makes our hos-pital great are the people who workthere. They have a personal, vestedinterest in almost everyone who walksthrough that door, and they take itvery seriously.

Recently, my mother spent 12days in the Rangely Hospital, whereshe lost a long battle with pneumonia.During her stay, my dad was given abed in her room to sleep on so that hecould be comfortable and near her. They made sure he had food to eat, which also included making sure hehad a diabetic meal. They broughtendless amounts of coffee, blanketsfor other family members, fixed extrafood so we could get our meals at thehospital rather than leave, andallowed us mostly to enjoy the lastmoments we would ever share withher. While you might receive some ofthese things in a bigger hospital, youwouldn’t be allowed to “camp” inyour loved one’s room or have herwhole family in her room for visita-tion. These are the kinds of things thatmake this hospital great. Doctors,

who when they tell you your lovedone is probably not going to make it,cry with you. Nurses who hold yourhand and hug you close while you cryand write you notes to help you keepyour spirits up. Respiratory therapistswho simply massage the back of yourloved one because she thinks it willhelp her relax and breathe better.Cleaning ladies who change the trashbags a million times a day, and nurs-es’ aides who bring in lots of water, wash clothes and towels. Food-ser-vice people who give an extra tray ofsnacks and sodas because we’d hadsuch a long day. In the long run, thesethings can make the world of differ-ence to people whose whole world iscollapsing around them. The personal,small-town touch that make this hos-pital worthwhile.

On behalf of my family, I wouldlike to say thank you to everyone atRDH for the excellent care they gavenot only to mom, but to us as well. Iwould like to take this opportunity toadd that if people are wise, they willvote for a new hospital. While thestaff is great, the facility is old and inneed of replacement. While I am tiredof taxes, I consider the hospital aworthwhile investment if it keeps myloved ones here instead of sendingthem to Grand Junction or Vernal fortreatment. I think we already have toseek enough services out of town. Ipersonally don’t want to have to trav-el 50 to 100 miles if someone I love isin trouble.

I can check off another item on my“Bucket List” of things to dobefore I die ... or get too old. After thinking maybe I was off the

hook — when a previously scheduledsnowmobile ride was canceledbecause of weather — I couldn’t getout of going the second time around.

And I’m glad I didn’t.My shoulders were a little sore the

next day — probably from tensing upso much — but I had a blast in myfirst experience with upriver snowmo-biling. Even for a first-timer like me,just witnessing the spectacular scenerywas worth any risk to life and limb.

The White River SnowmobileClub invited me to go along on itsannual club ride Sunday upriver.

“For a flatlander, it’s a whole otherworld,” said club member and avidsnowmobiler Stan Wyatt, who, likeme, came from Kansas, where themost popular winter sport is basket-ball.

But now I know what all the fussis about.

“It’s addicting,” said Stan, ownerof Wyatt’s Sports Center in Meeker.

When I first climbed aboard thePolaris snowmobile — generouslydonated for the day by Don Hilkey —I definitely felt out of my element.Back in the day, I would have beenmuch more at home on a basketballcourt — I used to have some game.Or, nowadays, I’m far more comfort-able pounding out stories on my com-puter.

But snowmobiling? That was for-eign territory for me.

However, that’s the nice thingabout the snowmobile club, they wel-come riders of all skill levels, fromadvanced to novice. I’m not surenovice would qualify, in my case.

There were two rides Sunday —one for people like me who stayedpretty close to the trail — and anotherone for those who like to blaze theirown trails.

Actually, the other riders in mygroup were just being nice — hangingback for the benefit of a beginner likeme. They would venture off and dotheir own thing, and then rejoin meand the one other newbie, just to makesure we hadn’t done anything stupid.

Ron Hilkey — Don’s brother —was the guide for my group. And Ican’t imagine a better leader. I knew Iwas in good hands.

Ron, who is an outfitter and doesthe trail grooming for the snowmobileclub — fees for registering snowmo-biles (required by the state) pay tokeep the trails groomed and main-tained — knows the upriver area likenobody’s business. He can point outwhere this pass, or that canyon, or thiscreek is located. He’s such an authori-ty, if he had told me the Royal Gorgewas over there, I would’ve believedhim.

Thank goodness an experiencedsnowmobiler always stayed back tomake sure I didn’t get lost, or they

may have had to bring in search andrescue to look for me. I’m directional-ly challenged anyway, and up in thehigh country where we were snowmo-biling, it’s not like there are any streetsigns. Without help, I would havenever found my way back.

Nor would I have had the neces-sary gear, but thanks to borrowed skipants and boots — plus Nathan andSuzan Pelloni loaned me a jacket, hel-met, goggles and gloves — I actuallylooked like a snowmobiler. That is,until Troy Hilkey had to help me startmy machine.

There were some very experi-enced — and expert — snowmobilersin the group. Then there was NathanPelloni. He’s in his own category.

Watching Nathan fly through theair was like watching one of those XGames daredevils you see on TV.

Actually, that’s not far off. Nathanplaced second in the 2009 JacksonHole (Wyo.) Hill Climb amateur divi-sion — the promotional Web site says“It is not an event for the meek.” Andfor the past five years, Nathan rode forSled X and Alticity Films, producersof extreme snowmobiling DVDs.

When I asked Nathan if I couldtake photos of him snowmobile jump-ing, he said simply, “You won’t bedisappointed.”

I wasn’t.“He’ll do that all day long,” said

his wife, Suzan, herself a former pro-fessional skier.

While my sled’s skis never left thesnow, I did accomplish two things. One, I didn’t get hurt, which amazedmy friends.

“So glad you lived to tell aboutit,” one friend back in Kansas said.

Even my dad, after I e-mailed hima couple of photos as proof that I actu-ally did go snowmobiling, told my sis-ter, “I am not sure it is really Jeff (inthe pictures).”

As for my second accomplish-ment, I did manage to get my machinestuck in the snow. Twice.

But that wasn’t the day’s recordfor getting stuck, was it Bernie Gantt?

Politically, things are heating up in

Rangely.“For little ol’ Rangely, it’s getting

a little hot,” said Peggy Rector, a for-mer Rangely mayor and Rio BlancoCounty commissioner. “It seems likeit’s getting pretty interesting. I just sitback in amazement. I don’t recall everseeing it like this.”

Some of the alleged shenaniganshave involved the unauthorized place-

ment of political signs.“Evidently, we have some people

who don’t know the laws,” Rectorsaid. “Everyone has a right to theiropinion, but I just think people shouldknow the rules.”

Unlike some years, this electionhas competition. There are two candi-dates running for mayor and five can-didates vying for three seats on thetown council. The April 6 election isby mail ballot.

“I’m tickled to see the people run-ning,” Rector said. “It gives us all achoice. Our system needs more peoplestepping up. I’m just kind of dis-mayed. I just want our little town torun a good election.”

    Four-year-old Kacey Pozorski of

Meeker underwent five days of exper-imental, intensive radiation treatmentsrecently in Denver for a rare braintumor.

“She was the first one ever withher type of tumor, and the second kidever to do it,” said Kacey’s father,Kurt, of the procedure.

Kacey’s parents opted for theexperimental procedure because doc-tors said “they might be able to giveus six months (with Kacey), and ifthat’s all we had, we didn’t want tospend six weeks in the hospital (forstandard radiation treatments).”

Kurt said the family is holding outhope.

“We’re still waiting to see if theradiation worked. They can’t tell rightaway with the radiation,” he said.“But she’s showing signs of improve-ment.”

The Pozorskis will return toDenver so Kacey can have an MRI onApril 5.

“We’re hoping the tumor is goneor something, even if it’s reduced,”Kurt said.

    Locally, reaction was positive to

last week’s announcement byWilliams that it plans to double itsnumber of rigs operating in thePiceance Basin.

Reportedly, Williams intends toexpand its number of rigs operating inthe area to as many as 20 in 2011.Williams has nine rigs operating in thebasin now.

“I do see it as one of many posi-tive developments in the gas industry.Doubling the number from two (inRio Blanco County) is, of course, nota huge change, but does reflect theneed to keep pipelines as full as possi-ble, drill as much as is required tomaintain current leases and haveenough excess capacity to meet anyincreases in domestic demand,” saidRio Blanco County CommissionerKen Parsons. “Williams is not thegigantic corporation that ExxonMobilis and probably is a better indicator asto the general status of the industry inour area. That they have funds avail-able to drill these additional wells is apositive sign for the industry. Williamshas been a good energy partner in ourcounty and we are glad to see thembecoming more active here.”

Jeff Madison, director of the coun-ty’s planning department, was cau-tiously optimistic.

“When the companies refer to the

Piceance or the Piceance Basin, theyare referring to the geological basinwhich extends from Grand Mesa toMoffat County,” Madison said. “Weusually refer to the Piceance as theHydrologic Basin, almost all of whichis in central Rio Blanco County. Muchof the drilling has been and will con-tinue to be in Garfield County, but itwill move north with most of thedrilling on us in a few years. Williamshas already started to ramp back up inthe county with the addition of a rigthis spring. They are back to wherethey were in ’08. I would expect thatabout a third of their projected newrigs will come to us next year. Ofcourse, all of this is subject to gasprices, but they do have capacity inthe pipelines and in the new plant theywant to fill.”

In a sign of spring, Rangely’s Golf

Course officially opened Monday, while Meeker golf pro Jim Cook saidhe anticipates opening the course nextweek.

“There is still a small amount ofsnow, but the course is in relativelygood shape,” said Rangely golf proChris Hejl.

    Rangely Superintendent Barry

Williams said no date has been set fordemolition of the old ParkviewElementary School.

“We are waiting for the weather tobreak,” Williams said.

    Meeker Elementary School

Principal Jason Hightower said themove to the new building is still in the

planning stages.“We haven’t finalized our plans

for the move just yet,” Hightowersaid. “I do know that we won’t bemoving over any of our ‘stuff’ untilJune 1. The furniture for the newbuilding will be installed in late April, sometime.”

    Rangely five-sport athlete Kindal

Cushman plans to attend football try-outs in April at Western State Collegein Gunnison, his father said.

“He wants to see if maybe he canget a scholarship as a kicker orpunter,” Mike Cushman said. “Hisfavorite sport is probably baseball, butfootball is another favorite sport.”

    The public defender representing

Jerry Snider Jr. in a first-degree mur-der case handed out her business cardto members of the Snider family atlast week’s preliminary hearing.Snider Jr. is charged with killing hisfather, who lived in Rangely, over theFourth of July weekend last year.

“If you have questions, you’rewelcome to call me,” attorney TinaFang told the family members.

    Klark Kindler, Meeker High

School basketball coach, and his wife,Jewell, will attend this weekend'sFinal Four in Indianapolis. “I don'treally have a favorite,” Klark said ofthe college basketball semifinals.“West Virginia is my least favorite. Ifany of the other three win it, I wouldbe pleased.”

Traditionally, of course, this isthe day of practical jokes, AprilFools’ Day (or All Fools’ Day). Ac-cording to one encyclopedia, the cus-tom probably began in France in1564, when New Year’s Day waschanged fromApril 1 to January 1.

Those who continued to observe April 1 as the be-ginning of the New Year were ridiculed.

The Bible, however, has much to say about thefool. There are some 160 references to the fool (or“fools” and “foolish” ) in the Bible (KJV), thirty-three of which are in the New Testament. One Greekword for this is aphron. The root phren is interest-ing. It literally referred to the diaphragm, that whichcurbs or restrains, and figuratively spoke of the seatof all mental and emotional activity. It was the di-aphragm that determined the strength of the breathand hence also the human spirit and its emotions. Itprecisely refers to the ability not only to think, butalso to control one’s thoughts and attitudes. It is theheart as the seat of passions as well as the mind asthe seat of mental faculties.

When the prefix a (the “alpha-negative) is addedto a word, however, it makes it the exact opposite. We do this in English with words such as amoral. Sowith the “alpha-negative,” aphron means the exactopposite. In all the other ten occurrences of aphrōnin the New Testament, it is translated “fool,”“fools,” or “foolish.”

A fool, then, is a person who not only does notthink correctly, but also cannot control the thoughtsand attitudes he does have. He not only doesn’tthink the right things, but when he does think, that’snot right either. Joseph Thayer, nineteenth-centuryGreek scholar, defines it this way: “Without reason .. . senseless, foolish, stupid, without reflection or in-telligence, acting rashly.” In Luke 11:40, the LordJesus calls the Pharisees “fools” because theythought doing something external would satisfyGod. Nothing is more foolish than thinking that aHoly God could be satisfied by any works a mancould do. Likewise, He called the rich farmer a foolin Luke 12:20 because he thought wealth and pos-sessions were all he needed. That is, indeed, theheight of folly.

Let us each thank God that we no longer needact like the fool but that we can think straight be-cause His Word dominates our minds.

Another Greek word translated fool (or “fool-ish”) is anoetos. The classic example of the foolishChristian appears in Galatians 3:1 and 3, where Paulwrites, “O foolish Galatians, who hath bewitchedyou, that ye should not obey the truth. . . . Are ye sofoolish? having begun in the Spirit, are ye now made

perfect by the flesh?” Anoetos is another “alpha-neg-ative.” The root nous means “mind, intellect, under-standing, reason, and thought,” which is then madethe opposite by the prefix a. The Judaizers had infil-trated the church and were undermining the verycore of Christianity, namely, salvation by faithalone, teaching that to be Christians, Gentiles had tobecome Jewish proselytes and obey the Mosaic Law.Appalled that the Galatians would tolerate, muchless embrace, such heresy, Paul called them peoplewithout understanding, reason, and thought, peoplewho had abandoned the very truth they had beentaught.

That is just as true today as then. With the grow-ing denial of salvation by grace and faith alone, thecontinuing onslaught against the true Gospel mes-sage, and the growing challenge to biblical ministry, there are countless “foolish” Christian teachers andfollowers. That type of fool can be described in sev-eral ways.

First, the fool is concerned about the abstractinstead of the absolute. For many today, facts get inthe way of unity. After all, it is argued, “Doctrine di-vides: love unites.” That is the height of folly be-cause nothing is absolute, nothing is sure.

Second, the fool is concerned about wants in-stead of theWord. Many churches being built today, even so-called evangelical ones, are not beingfounded upon a ministry of the Word of God, ratherupon what people want, such as entertainment andevery appealing program imaginable. But Scripture,of course, teaches none of that.

Third, the fool is concerned about transient feel-ings instead of true faith. Tragically, feelings drivemany people’s belief systems; facts aren’t the issue, faith in what God says in His Word is not the issue, but rather how it makes them feel is the issue. It’snot the intellect that rules, but rather it’s an impulsethat rules. There’s great zeal, but nothing real. Thishas even kicked open the door to the growing fre-quency of mysticism, which teaches finding Godthrough visions and revelations.

The challenge to each of us is to be ruled by thetruth of God’s Word alone.

You are invited to worship with us at GraceBible Church (on the corner of 3rd and Garfield) at10:30 A.M. each Lord’s Day, where the ministry isthe expository preaching of God’s Word. We wouldalso like to encourage you to visit our website(www.TheScriptureAlone.com), where you will findmany resources for Christian growth, including mes-sages in MP3 media files. Getting stuck is part of snowmobiling. Here, club members help pull out a fellow rider’s machine, whichhad got “sucked” into a tree.

Troy Hilkey, president of the White River Snowmobile Club, said the club plays an important role. “If wedon’t have snowmobile clubs, these trails won’t be groomed.”

This was the the view from the photographer’s perspective. To see a slideshow of photos from Sunday’ssnowmobile ride, go to www.theheraldtimes.com.

What are the most pressing issuesyou see facing the town? “Housing:The results of the county housing sur-vey struck me to the heart. We haveso many families struggling to keep aroof over the heads of their children.Either they pay way more than theycan afford on rent or house paymentsor they live in some pretty sub-stan-dard housing. As a community, weneed to find away to encourage land-lords to take better care of their unitsor encourage development of somenew rental units. We have good land-lords who should be commended fortreating their tenants right, takingcare of their properties, and keepingtheir rent reasonable. But the majorityof our rental units have major prob-lems. We can’t break the bank and gointo the housing business, but theremust be a way to improve this situa-tion. Maintenance of our basic infra-structure: Something needs to bedone with our aging buildings and

facilities. The town cannot expectpeople to keep their homes and busi-ness to a certain level of code andordinance requirements while theirown structures are falling apart. Inthe last one to two years they havereplaced the heating/cooling systemand the roof at Town Hall. I haveworked in that building for over 20years and have froze in the winter, roasted in the summer, and watchedthe water run through the ceilingswhen the snow melted. It is nowmuch improved, but why did it takeso long to address these issues?

“Growth. We will never be as bigas Grand Junction or even Vernal, butthe census figures creep up everytime there is a count. The town needsto actively pursue and attract anybusiness they can, whether it is ener-gy or light manufacturing. We shouldalways be open to the possibility ofanything that would enhance ourtown. Many people will chose to livehere because they like the small-townatmosphere. But they need places to

live, a variety of stores to shop at,and family activities. The town needsto go back to encouraging things likethe farmer’s market, ranch rodeo, mud races and working hard to pro-mote Septemberfest, Holidayfest andthe Crab Crack.”

If elected, how would you seeyour role as mayor? “The mayorshould be the head cheerleader. Theone that is always out in front repre-senting and promoting our communi-ty. The mayor needs to be account-able to the people and do everythingpossible to keep a healthy level ofparticipation by the town trustees. The mayor of Rangely was nevermeant to be a full-time job. Theboard of trustees should hire andretain quality people to manage andhead the departments. They, in turn, should hire and retain quality people. That creates an organization that runssmoothly.”

Dan EddyWhat is your occupational back-

ground? “I spent many yearsemployed in the oil industry: Drilling, workover and production. I haveowned and operated several smallbusinesses, including a trucking com-pany and computer business. Iworked in law enforcement for 13years and have been with the RioBlanco Water Conservancy District atotal of 13 years with the last threeand a half years as district manager.”

Please list any relevant experi-ence, including if you have held elect-ed office or served on a board: “Ihave served on the town of RangelyBoard of Trustees for five years, thelast two as mayor pro tem.”

What are your reasons for run-ning? “The town has set a course ofsustained growth, fiscal responsibilityand fairness. I am committed to con-tinuing in achieving those goals.”

What are the most pressing issuesyou see facing the town? “The mostpressing issue facing the town is thebudget. The downturn in our localeconomy, coupled with the reductionin monies received through severanceand mineral revenues, will make thenext years challenging.”

If elected, how would you seeyour role as mayor? “As mayor I willwork closely with the Board ofTrustees, town administrator and citi-

zens to provide services and maintaininfrastructure critical to the operationof the town, allocating the taxpayers’dollars wisely and cautiously toachieve the best result from everydollar spent.”

FOR COUNCIL:Edward L. Ballegeer

What is your occupational back-ground? “I am a Colorado nativeborn and raised in Denver. I retiredfrom Conoco Transportation as a ter-minal supervisor. I worked and livedin Walden, and we did a lot of oilfield work here in Rangely.”

What are your reasons for run-ning? “First off, I have the time todevote to doing the job as I amretired. I have lived in Rangely forthree years and come to be very fondof the town.

What are the most pressing issuesyou see facing the town? I know wehave some very serious money issuesconcerning our water treatment plantand disposal plant, and a lot of ourstreets are in sad condition. I don’tknow what the answers to these prob-lems are but see it as a challenge tobe solved. I also would like to seemore new business come to Rangely,as this will attract more people. Ourtown has had its ups and downs, depending on the oil companies anddue to (Gov.) Ritter and the currentadministration’s restrictions. Ourtown has lost a large part of its rev-enue. We need to find a way to bringnew and stable businesses here andhelp the oil industry progress.

If elected, how would you seeyour role as council member? Wehave had the benefit of a good towncouncil and I would like to add to it.Our town manager is by far one ofthe best and I would like to lend himmy support. This election is by mail,so voting is easy. Please get your votein and I hope you vote for me.”

Ann BradyWhat is your occupational back-

ground? “Greenville Public SchoolsCommunity Education six years, including two years as assistant direc-tor; Colorado NorthwesternCommunity College CommunityDevelopment director two years;Western Fuels Association Inc.

What are your reasons for run-ning? “I strongly believe in commu-nity service and have the time, energyand dedication to serve on the towncouncil. I believe my experience andbackground are a strong foundationfor serving on the council.”

What are the most pressing issuesyou see facing the town? “The pres-ent state of our economy and ourability to get grants and outside fund-ing to assist with our budget and cap-ital projects. Jobs, housing and betterrelationships with our energy compa-nies and other governmental agenciesare also issues we must address.”

If elected, how would you seeyour role as council member?“Rangely has a manager/councilform of government with the townmanager handling the day-to-dayoperations and personnel. My role isto serve as the elected representativeof the Rangely taxpayers, and thecouncil sets policy and procedures forthe town. Council members are thereto listen to their constituents andaddress both sides of all issues.”

Clayton GohrWhat is your occupational back-

ground? “I have worked at DeseradoMine for the last 25 years. I guessthat would show longevity.”

Please list any relevant experi-ence, including if you have held elect-ed office or served on a board: “I

have been on the Rangely TownCouncil for the last four years andhave worked in the Boy Scout organ-ization for several years.”

What are your reasons for run-ning? “My biggest reasons for run-ning are to help keep the town ofRangely in good financial standing. Ipersonally cannot take credit for themany years of hard work and finan-cial planning that have helped townof Rangely to weather the storms thatwe have gone through, but I havetried to make good choices for thegood of the community for the lastfour years.”

What are the most pressing issuesyou see facing the town? “The mostpressing issue that I see the town ofRangely facing is to make the best ofthe down-turned economy. Most ofthe issues are being brought to usfrom the state and federal levels andwe need to make sure that town ofRangely will remain in solid financialstanding.”

If elected, how would you seeyour role as council member? “As acouncil member, every decision madeon behalf of the taxpayers shouldhave a solid reason to improve thelifestyle of all members of the com-munity. There have been decisionsmade for the American people recent-ly that I feel have not been made forthe betterment of the nation. But Ibelieve that I can be a help, if only ina small way, and the best way to dothis is in our town. Thank you for thisopportunity.”

10A NEWS RIO BLANCO HERALD TIMESThursday, April 1, 2010

The power of one can’t be overesti-mated, unless it is the estimate ofthe demographic of an area. Some

folks were very upset by the statisticalinformation gathered by the U.S. CensusBureau the last time (a decade ago). Theyobjected to that information being used bythe state highway department, as they felttheir rural crossroads had been slanderedby the final count of people who actuallyinhabited their berg. The shiny highwaysign alerted travelers to the upcomingcommunity as they passed through thearea. The name of one such communityhas been changed to protect the innocent, but apparently the entire population of twowas slandered by the erroneous number ofcommunity residents listed on the sign —Folderol, Colorado, Population 1.

“How dare they post such hogwash?”asked the one official community memberin the so-named community. It is interest-ing that the single digit should inspiresuch wrath and indignation. Most small-town residents don’t have such deep feel-ings about the number of folks counted inthe community. It makes one think aboutsuch things.

The U.S. Census Bureau has dissemi-nated quite a lot of historical informationduring this nationwide survey period. Oneof the reasons given for collecting thispersonal information is that the “govern-ment” money available for communities isbased on this statistical compilation. Thatsaid, one is more able to understand whymore than a few feathers are ruffled whenthe number of residents is misrepresented. Not only might the most rural among uslose out in gaining grants to keep theircommunity viable, passersby might surelykeep on driving upon reading a highwaysign listing a population of one. I neverread of any communities rising up inprotest against the interstate highway

signs that say Limited Services Ahead, butmaybe the various state highway depart-ments keep current. There seem to be allsorts of general store-type businesseslocated in the most out of the way places, with snacks, restrooms and gas available.

A loud knock on the door the otherday took me by surprise. I was sure it wasa friend trying to get my attention abovethe noise of the vacuum cleaner, but dis-covered a harried census worker with littletime for idle conversation. After identify-ing herself as a U.S. Census bureau work-er, she handed me a big white envelope.

“Here is your census survey. Pleasefill it out and send it back in, postage hasbeen provided.” I noticed a printed warn-ing on the front of the envelope statingthat filling out the form was required bylaw. I’m not sure how often this law isenforced, but the warning is especiallyuseful when issued to those of us whoremain in possession of numerous mat-tress tags that cannot be cut off. I’m notlosing any sleep over it — our survey wasfilled out within the hour and sent backimmediately.

Loose Ends: Power of onemoreDOLLY VISCARDI — not just be here; to continue to be

known as “AGreat Place to Live!” Ihave a God-given talent to lead, pri-oritize and organize that I desire toput to good use by serving on thetown council. I know there are com-plex and/or difficult issues to beresolved — it will take a strongdiverse team to tackle these. I feel Ican make a difference as a towncouncil trustee — that I will take theright risks for Rangely — that withthe help of the people, together wecan make Rangely an even greaterplace to live.”

What are the most pressing issuesyou see facing the town? “Other thanneeding money, the issues I see asmost pressing are: Affordable hous-ing, quality education for our childrenand those attending CNCC, growth(small growth) and job stabilitythrough incentives for new business-es, new attractions, beautifying andrepairing existing buildings and prop-erty, and health-care facilities thatmeet the needs of the people.”

If elected, how would you seeyour role as council member?“Listening to the people of Rangelyand having a collaborative andrespectful attitude toward the mayor, town manager, council members, business owners/managers and thecitizens of Rangely. With the othercouncil members, provide a ‘checks-and-balance’ for the town budget andinput on capital expenditures, andassist in prioritizing work or projects, enforcing ordinances andplanning/zoning for growth.”

Elaine UrieWhat is your occupational back-

ground? “First, I am Steve Urie’swife — twice — the mother of Brianand Alex Urie, the mom-in-law oftwo beautiful ladies —Anne andKrystal, the step-mom of Axel-Austinand sweet Rachel, the nanny of myspecial boys — Will and Caleb, and achild of the King. These positions Ihold in the highest regard.

“I have opened and operatednumerous Rangely businesses, start-ing in 1973 to 1988, which include atrucking company, beauty shop, auto-motive garage and leased a bar and

restaurant. I moved to Washingtonstate in 1988, where I worked as theexecutive secretary/bookkeeper forColdwell Banker. I continued my jobat Coldwell Banker and started takingclasses at Olympic College inBremerton, Wash., received myAASNursing Degree in 1992 and graduat-ed on the Dean’s List. In Washington,I spent seven years as a geriatric andpain control nurse for the terminallyill and as an MDS coordinator atBelmont and Ridgemont TerraceConvalescent Centers. I moved toNew Mexico in 1999 and worked asstaff nurse and fill-in charge nurse. After a back injury, I worked for ashort interval as a home health nurseand then on to the love of my life, anoncology nurse at the CancerTreatment Center in Farmington. Ireturned to Rangely and did a sec-ond-time-around marriage to Steve, the first love of my life. Since then, Ihave been partnered with him andour boys, Brian and Alex, in UrieTrucking Inc., and have expanded thebusiness with heavy equipment oper-ations. Currently, we are in theprocess of opening a gravel pit forgravel sales. And, oh yes, I have beenserving the people of Rangely forfour years as a council member, learning the ropes of trustee.”

Please list any relevant experi-ence, including if you have held elect-ed office or served on a board: “I

served and worked on the originalboard that started what is now GiantStep, the 911 Board, Rangely trusteefor four years, town of RangelyFinance and Public WorksCommittee and helped start theCNCC Christian Fellowship Club.”

What are your reasons for run-ning? “My purpose is be a servant tothe community and help the councilmake wise decisions for the town as awhole. My main reason is to keepgovernment in its place, to serve thepeople.”

What are the most pressing issuesyou see facing the town? “We areonce again in a bust cycle with theoilfield. Do you wish someone a “happy”April Fool’s Day? Traditionhas it today’s informal holiday

began sometime around 1582 whenthe Gregorian calendar was intro-duced by Charles IX in France. TheGregorian calendar changed thebeginning of the year from the lastweek in March to January 1. (And wecomplain about springing forward onehour.) Because news traveled slowlyin those days, some folks still weren’taware of the change years later.Others, resentful of governing author-ity, refused to acknowledge the newcalendar. They were labeled “fools”by the general public.

RBC I Talk about getting off to agood start.

Rangely High School’s baseballteam blasted Altamont, Utah, 13-6 inthe season opener and hasn’t lookedback. The Panthers swept doublehead-ers last week against Altamont andCoal Ridge.

“They did great,” said coach WesTorsell. “They’re really swinging it.We scored 10 or more runs in everygame but the last one, when we onlyplayed three innings because it gotdark.”

Kacey Denny had the hot bat inthe opener, collecting five singles infive at-bats.

“I was very impressed with him,”Torsell said.

His brother Kody Denny was thestarting pitcher in the first game, whileDaniel Garcia opened the secondgame.

“They both were lights out,”Torsell said.

Dillon McTague started the open-er against Coal Ridge, while TravisWitherell got the call in the secondgame. Kindal Cushman came on inrelief in all four games.

“They all did great. They threw a

lot of strikes,” Torsell said.Rangely is scheduled to play its

home opener at 2 or 2:30 p.m. Fridayagainst Steamboat Springs. ThePanthers start league play Saturdaywith a doubleheader at Paonia.

    Weather permitting, Meeker High

School’s baseball team will hostHayden on Saturday. If that happens,it will be the Cowboys’ first time toplay on their home field.

Saturday’s doubleheader was orig-inally scheduled to be played inHayden.

“But they have too much snow, soit was moved to here,” said Joel

Matrisciano, Meeker head coach. “Ihope our field will be ready. We’rehoping by Saturday the weather willbe cleared out again.”

The Cowboys, who have droppeddoubleheaders at Vernal, Utah, andagainst Roaring Fork, have had trou-ble even practicing outside — letalone on a baseball field — because ofthe weather.

“We’re improving, but we needdry fields and some time outside,”Matrisciano said. “We haven’t evenofficially been on our diamond yet.Saturday will be the first day, and thatwill be the day we play games.”

“Where did Rifle get it’s name?” is usual-ly the first question most often asked by vis-itors coming into Rifle. Although no one cantell for sure the true naming of the town, most stories lead to the conclusion thatRifle got it’s name from a cowboy that hadleft his rifle/gun leaning against a tree neara local creek. Since then the area as beenreferred to as “Rifle.” Along with the naming of Rifle, the area

is “rich” with western heritage and history. Many of Rifle's downtown businesses and

Stone’s older sister Alahna isrecovering from injuries she sustainedin the accident.

“It puts things in perspective,”Jerry said.

Jerry and Denise, who now live inTennessee, lived in Meeker from 1991to 1998, when Jerry was the ministerat the Church of Christ. Jerry alsoserved four years on the MeekerSchool Board.

“We loved Meeker,” Denise said. The Martins’ son Paul followed in

his father’s footsteps and is now theminister at the same church.

“It’s so hard, as a mother, to seeyour child hurting,” Denise said. “Iwish times were still simple and Icould kiss and make it better. But thisis real life.”

RBC I Trudy Kareus, executivedirector for USDA’s Farm ServiceAgency in Colorado announcedTuesday that FSA has teamed up withthe U.S. Census Bureau to encourageall farmers and ranchers to completethe 2010 census.

“I believe rural America is theheart and the soul and the guts ofAmerica. And I believe that we haveto start paying real attention to ourfarm families and to those who live inrural America if we want to preservethat value system,” said Kareus. “So,it’s important for us to figure out newstrategies and different strategies andexpanded strategies for bringing pros-perity back to the farm, prosperityback to the ranch, and prosperity backto rural communities.”

These strategies begin with thecompletion of the census forms, whichwere mailed in March to all residentsin the United States and Puerto Rico. They are comprised of 10 questionsand take only 10 minutes to completeand mail back in the postage-paidenvelope. The questions includenames of residents, ages, sex, date ofbirth, race, relationship to the head ofthe household, whether the residentrents or owns and a telephone numbershould the Census Bureau have anyquestions.

Having everyone counted is criti-cal to the security of rural communi-ties and will ensure that the more than$400 billion in federal funding will beallocated to these communities annu-ally to support schools, broadband ini-tiatives, hospitals, emergency servicesand public works projects.

    Meeker Administrative Assistant

Becky Niemi, who is working with thecensus locally, also encouraged resi-dents to respond to the questionnaire, because of the importance to localcommunities.

“Federal funds are allocated tocommunities based on the censuscount,” Niemi said.
