Introduction

Report Overview

At the beginning of February 2012 a survey was sent out to service providers in the Inner West region to obtain a view over the current use and understanding of Community Transport in the area; as well as to provide the opportunity for services to submit ideas and suggestions around service design and delivery.

Purpose

The purpose of this report is to provide HACC service providers in the Inner West Region as part of the Inner West Transport Forum with on overview of current transport services operating in the region as well as an understanding of the future service needs.

Scope

The survey was issued to both HACC Development Officers covering the 7 LGAs of;

1. Ashfield 2. Burwood 3. Canterbury 4. Canada Bay 5. Leichhardt 6. Marrickville 7. Strathfield

The survey was then forwarded on to HACC service providers in the region for their review and reply. The survey was available online providing an easy opportunity for reply by service providers. An overview of the service region and the results of the surveys are outlined below. A total of 18 surveys were utilised in the analysis of the region.


Inner West Region Overview The following population profile outline of the Inner West region as well as comparisons to New South Wales and Australia is taken from the Census Data of 2006. The profile clearly identifies that Leichhardt/Marrickville has a high number of Aboriginal or Torres Strait Islanders compared to the other Community Transport area within the region. Also of note is the higher percentage of persons born overseas compared to the state of NSW and Australia. This also is evident in the substantially higher percentage of people who speak languages other than English at home and those who do not speak English well or at all.

The suburbs of Burwood, Canada Bay and Strathfield are forecast to have significant growth in the aged population between 2011-2031.

CALD Data The following table is a list of LGAs ranked according to the highest number of community members who were born overseas and as a percentage of the LGAs population. This data was taken from the 2006 census and clearly identifies the Inner West as a region which has a significantly high portion of CALD members living in the area. Of note are the suburbs of Strathfield, Burwood, Canterbury and Ashfield which have between 42% and 50% overseas born people making up there communities.

Interesting to note about the Inner West region is the percentage change of population from 2001 to 2006 as seen in the following table. LGA Population Change Population Change of

The data above shows significant differences in population growth ranging from -1.8% to 14.4%. Canterbury and Marrickville stand out as the negative growth LGAs between 2001 -2006 contrasting with Canada Bay and


Strathfield which showed significant growth. *It needs to be noted that Leichhardt could not be analysed as the LGA boundaries changed from 2001-2006. This data will need to be reviewed at the release of the 2011 census data due out in June 2012. The second column of this table identifies the percentage change between 2001 and 2006 of people born overseas from non-English speaking countries. This also has significant difference across the suburbs with Marrickville seeing a decline of -16.8% whilst Strathfield’s CALD community grew by 20.2%.

Survey Results The 18 services that returned the survey were spread across the Inner West Region. The LGAs service coverage by the providers returned a close to even response as seen in Graph 1.

Note: 7 of the 18 responses identified all 7 LGAs as areas of coverage for their service. The services identified the target groups that they provide services to. This can be seen in Graph 2.

Of the 18 services in the region who participated in the survey currently 83% use Community Transport for their clients. The majority of services used CT through referral of their clients, 4 services directly interacted with CT (i.e. Podiatry) whilst 3 services hired vehicles from their local Community Transport service. (Graph 3)

More interesting to note was that of the 18 service providers, 2 services answered that they were not aware of what Community Transport does. (Graph 4)

However following the analysis of the two services brief explanation of what they believe CT does it is clear that only one of the services was not fully aware. This service was also listed as a service which did not utilise CT. Below is a ‘Wordle’ view of the key words used to describe what Community Transport does by all 18 responses from services.

As well as this a breakdown of the number of vehicles owned by the services can be seen. Note that the service with 9+ vehicles is an existing transport service. (Graph 5, 6)

The following graph shows the results of the question as to whether the service’s clients use public transport in any form. This question and the reasons why a client doesn’t use public transport are harder to obtain unless asked directly to the client themselves. (Graph 7, 8)

The reasons listed by services for not using public transport for their clients are shown above. Vehicle accessibility is the key reason; this is also evident by the data taken from the accessibility of train stations within the region (Attachment 1). It is evident, that when broken down into regions covered by the 3 Community Transport Services in the Inner West region, that accessibility of the train network is not of an acceptable standard. (Table 9)

9. Table Similar to the use of public transport, the use of taxi services needs to be asked to clients rather than service providers. A possible outcome for this graph is that services issue taxi vouchers to HACC eligible clients. (Graph 10)

10. Table

Services were asked on how they see Community Transport fitting into the existing public transport system. The majority of survey responses said that more access to public transport could prove beneficial for clients, in this case it was noted that travel training is essential for HACC clients to access public transport. Most surveys identified more conventional Community Transport is needed as those who are too frail to use public transport must rely on Community Transport. This includes the need for an increase in Individual Transport services in key areas such as Canterbury. A ‘Wordle’ below shows the common words used in the survey responses to this question, it is noted that ‘Public Transport’ was used in the question and therefore appears often.

The graph (11) below identifies the reasons the service providers clients utilise Community Transport. The results recognise that medical appointments and shopping are the dominant reasons for clients to utilise Community Transport. Social transport, as well as access to podiatry, is also significant reasons. The graph below also reflects the data which is given out by Community Transport organisations as to the operation of services.

Services were asked what need there was for Community Transport in their area. Many responses identified the need for more shuttles; more specifically shuttles between hospitals in the area. Also noted was the need for greater transport to therapy medical services in the Canterbury area. Services who utilised Community Transport as a bus hirer requested that more buses be available to be hired out along with a driver to community groups in need. Below is a ‘Wordle’ of the responses.

Reasons for clients using CT


The final question of the survey allowed services to list any other comments. Some interesting comments submitted gave evidence to some of the work that still needs to be done. Comments such as;

Information about Community Transport needs to be more accessible and possibly even given out through the RTA as older drivers have their licence taken away.

Fantastic service however always room for improvement.

The lack of Community Transport service in the Canterbury area.

Issues regarding the eligibility of clients to utilise Community Transport. Perception that the eligibility for Community Transport is at such a level that by the time they are able to use the service they are unable to leave their home. This appears to be a lack of information issue.

Lack of advertisement of Leichhardt / Marrickville’s hours of operation and services to clients.

The issue of cross region Community Transport and whether services could link in with each other to provide greater access to specialist medical services and hospitals.

Possibility of Community Transport shifting its vehicles to mini buses as a preferred vehicle of choice.

The need for a more regional approach to transport development. A ‘Wordle’ of the answers is provided below.


Conclusion Although the survey gained only 18 responses it was enough to create a picture as to how services in the area link in with Community Transport. Community Transport, as a HACC service, is vital in enabling frail aged, people with disabilities and their carers to access services that allow them to live independently in their own homes. Community Transport fills the gaps left by conventional public transport; these can be a range of gaps including spatial, cost or accessibility. Community Transport services across the Inner West region must work closely together in order to create a more coordinated and responsive transport network to their clients. The use of the term, transport network, may seem out of place with the conventional means of Community Transport; however it is important that Community Transport services identify the benefits to working together with all transport operators to achieve greater services for their clients. Organisations should see the transportation of clients as a means of achieving mobility for whatever circumstance the client needs, not how the client best fits into the organisations current services. In simple terms, this means coordinating the best way for the client to get from point A to point B weather by a Community Transport trip, accessible public transport or a combination of both. The Community Transport services in the region of Inner West may need to include surrounding transport services to plan more effective services. South East Sydney Community Transport covering the City of Sydney and surrounding suburbs is not only the neighbour of Leichhardt Community Transport Group but also covers a large majority of specialist medical facilities located in the city of Sydney. St George Community Transport borders Canterbury and covers St George Hospital in Kogarah, which is a common destination for Canterbury residents. It is important that Community Transport operates on a professional level as a transport operator. This means increase training and development of staff in terms of direct care to clients as well as equally important training into the systems used to provide the transport. Data analysis of the TRIPS (or equivalent) system must be done on a regular basis to ensure that correct entry is being made and that data represents the work been done by the Community Transport organisation. In terms of planning for transport, it is imperative that unmet need be recorded not only by the Community Transport in full detail but also other stakeholder services that can provide accurate need reporting. The survey outcome gave some scope as to issues needing to be addressed in the Inner West region. The population of this area is increasing as well as ageing and this will only place greater strain on an already stretched service. Services must adapt and identify innovative ways of service provision to enable greater access to existing and future clients.
