Study Schedule

Metro is making strides to improve travel between the San Fernando Valley, the Westside and Los Angeles International Airport (LAX).

The natural barrier created by the Santa Monica Mountains means that most people traveling between these areas are funneled primarily onto the I-405 Freeway, already ranked as one of the most traveled urban highways in the nation. More than 400,000 people travel through this area every day to commute to work, school, and other destinations along the freeway and beyond.

What We’re StudyingMetro is conducting a Feasibility Study to identify and evaluate a range of high-capacity rail transit alternatives between the San Fernando Valley and LAX, including connections to existing and planned Metro bus and rail lines, including the Orange, Purple and Expo Lines. A number of alignments and station locations will be considered for the various rail alternatives. The study is expected to take approximately 20 months, with work beginning in December 2017 and concluding in Summer/Fall 2019. Its findings will be the basis for future environmental analysis and project refinement.

Funding The Sepulveda Transit Corridor is part of the Measure M expenditure plan, with approximately $5.7 billion for new transit service to connect the San Fernando Valley and the Westside, scheduled to open by 2035. Approximately $3.8 billion is allocated to extend that service from the Westside to LAX with a 2057 opening date.

Complementary EffortsUnder Metro’s 28 by 2028 initiative, the Valley-Westside portion of the project is identified as a candidate for potentially accelerated completion by the 2028 Olympic and Paralympic Games in Los Angeles (LA 2028). This project may be expedited through a public-private partnership, which if feasible offers the potential for greater innovation and flexibility with reduced risk and cost.

Measure M also provides $260 million in funding for ExpressLanes on the I-405 between the US 101 and I-10. This corridor is identified as a priority in Metro’s Countywide ExpressLanes Strategic Plan.
