Creating a Stronger Economy in Santa Barbara County
Recently, leadership within County Government and the Chamber of Com-merce of the Santa Barbara Region recognized that we can and should do more to help ensure businesses can grow and thrive here, and began discussions on creating a new organization to shepherd that effort.
The Economic Vitality Team of Santa Barbara County (EVT), a division of The Chamber of the Santa Barbara Region, was established in 2014. The chambers of commerce of Carpinteria, Santa Maria, Lompoc, Buellton, Solvang, Goleta, and Santa Barbara, along with the County of Santa Barbara, have come together through this new entity to create a wide array of programs and assistance tools for businesses to grow and expand here in Santa Barbara County, and to help new business that might be interested in joining us here.
The mission of the EVT is to enhance the quality of life throughout Santa Barbara County by promoting economic vitality through generation of jobs, increased capital investment, business retention, expansion and attraction, while promoting and supporting entrepre-neurs. That mission drives a vision that the founding Chambers have had since their first discussions in 2012, a desire to ensure every business in Santa Barbara County has the ability to grow and thrive here.
With the support of County leader-ship, and especially Supervisors Janet Wolf and Salud Carbajal, Santa Barbara Chamber CEO Ken Oplinger began meet-ing regularly with his counterparts and Chambers of Commerce from across the County to create this new entity. Agree-ments were reached over time on the form and function of the group, its gover-nance, and much more. The concept was simple – build an umbrella organization that would allow Chambers to be the center of economic development in their community while coordinating County-wide efforts for the benefit of all.

Your Carpinteria Valley Chamber of Commerce is an active member of the Chambers of Commerce Alliance of Ventura and Santa Barbara Counties. The Alliance is a cooperative council of the leading chambers of commerce in the Santa Barbara and Ventura County region. Recognizing that these regions are one geographic and economic community with issues common to each chamber, the mission of the Alliance is to develop consensus on pending legislative and regulatory issues of significance to the region. Through a combined effort, the Alliance influences legislation and policy decisions, provides coordination to advance the common business legislative interests of the participating chambers, serves as a public policy advocacy group for the region, and provides leadership in legislative advocacy on regional, state and federal issues that impact the participating members.

City of Carpinteria: The final phase of the Highway 101 project is gaining momentum, follow-
ing several decisions made during a recently held Santa Barbara County Association of Governments (SBCAG) meeting held recently. The final stage of the project will include widening of the last 10-mile distance of high-way from Santa Barbara to Carpinteria. This phase will be divided in two parts, i.e., from Santa Barbara to Summerland and the second phase, from Summerland to Carpinteria. Also included is a third phase, which encompasses the improvements to the Linden and Casitas Pass interchanges in Carpinteria. This portion may begin construction as early as next year. Chambers of Commerce Alliance Since returning from summer vacation the California legislature has almost completed their charge of advancing some bills into law, sending some into the file for 2016, and placing others on the state ballot, which re-quires a vote from the general population of registered voters, to pass into law. According
to the CCA’s lobbyist, Fred Main, the proposal receiving the most attention is SCA-5, a con-stitutional amendment, written to increase property taxes on business and commercial properties statewide by $8 to $10 billion annually. Main states that small businesses in our region know that, if passed, this change in Proposition 13, will see the property tax increase passed down in the form of higher rent. Finally, Main remarks that businesses and individuals are already taxed at a high level in California, in fact the current tax system will generate $1 billion more in taxes than expected.
US Chamber: Recently, President Obama signed a short-term transportation bill that is set to expire by the end of October. That means Congress will once again be tasked with passing a highway bill shortly after they return to DC in September. Congress needs to pass a long-term transportation bill that will provide much-needed certainty to the busi-ness community.
The US Senate passed the Export/Import Bank and reform bill as part of a larger transportation bill. However the House failed to take action before the summer break.

It should be noted that the US Congress is prepared to take up the highway funding issue, once again in September. It should be noted that the United States is currently the only major trading nation without an export credit agency, putting American exporters at a unique disadvantage in tough global markets.

Foodbank needs volunteers to sort food donations. They have one-time shifts every Wednesday and Friday from 1:00-3:00pm. No weekly or monthly commitment required. Just sign up for the shift(s) you can commit to so they know how many people (and who) to expect. They can only allow 12 people to sign up per shift due to limited space. Jessica Kolbe, Carpinteria Chamber member and local Tai Chi and Qigong instructor was honored at TVSB’s Media Access Award Gala last Thursday “in recognition of providing local media that matters to our community,” for her TV show “Qigong with Jessica Kolbe”. The event/award was sponsored by the county of Santa
Barbara, City of Carpinteria, Senator Hannah Beth Jackson and TVSB. Jessica’s TV show airs 6x a week on Cox Channel 17 and streams on the internet. The show is an hour long Qigong class where she encourages viewers to practice along with her, exercises that make us feel great, healthy, happy and peaceful.
