• Defacing or destroying anything in the festival area will result in immediate prosecution

• If you are NOT an approved food vendor, non-food products or services, do NOT set up in or within 500 ft. from the festival area.

• No person shall engage in, participate in, aid, form or organize any assembly of persons or make any public speeches, or distribute literature, whether or not for sale, in or within 500 ft. of the festival area unless a permit has been obtained from the Director and can be produced upon inquiry.

This annual Labor-Day weekend celebration began in 1916 when the Harrisburg Dock Street Dam and theiconic river steps were completed. To celebrate this achievement and other improvements made since 1902

through the City Beautiful Movement, the City decided to rebrand what had been a water carnival on the riverin prior years. After soliciting names through a city-wide competition, “Kipona” was chosen. An analysis of thename Kipona, which is said to mean in North American Indian terms “on sparkling water” is translated to “Na”

meaning “to be on,” “Po” meaning “waters” and “Ki” meaning “sparkling or bright.

The City of Harrisburg offers six free events throughout the year for the community and visitors from across the region and neighboring states to enjoy. These events aim to highlight

the City as a desirable place to live, visit and do business. All events are funded through sponsorships and vendor fees, so that no City tax dollars are used for the event attractions.

Allan Combs IIMonday: 4:30 - 6 p.m.Allan is a professional musician working out of the Milton area. He blends a mix of blues,soul, funk & rock & roll to channel his own unique brand & style. Allan was a Solo/Duo winner at the Billtown Blues Challenge; once in 2017 & mostrecently in 2021 with The Noaker-Combs Duo.

CANOE & KAYAK RACESThe annual Dick Reese canoe & kayak races will be held September 6 starting at 10 am. Registration is $20/person or $50 per family of 3 or more racers, and includes a t-shirt for each racer. Register in advance online or at the Canoe Club of Harrisburg vendor booth. Participants may use the provided 17-ft canoes or bring their own canoe or kayak for the distance races. Proceeds will benefit Harrisburg Making Connections Outdoors.

NATIVE AMERICAN POW-WOWExperience authentic Native American music, dancing, crafts and more during the 24th Annual Native American Pow-Wow on City Island. The event features a flutist, Aztec dancing and fire dance, intertribal drumming and dancing, Iriquois social dancing and much more.

WIREWALKERSThe talented American Tightwire entertainers return to perform a series of dramatic walks across a tightwire above the Susquehanna RIver. The walks take place from the Walnut Street Bridge to RIverfront Park. Don’t miss the illuminated night walk on Saturday, 9/4 at 8:15pm!

PAWS IN THE PARKWell-behaved dogs are welcome at the festival & will enjoy making a pit-stop at the Humane Society of Harrisburg Area (HSHA) & Keystone K9 Paws in the Park area near South Street. The space will offer water dishes to keep your pup hydrated, a dog treat vendor, free pup cup from Farm Show Milkshakes, animal & human caricatures by Neillustrations, nail trims from 11am-2pm each day (suggested $5 donation to HSHA) & training series by Keystone K-9. The trainings are from 1-1:15pm and include “Anxiety Issues” on Saturday, “Socializaton Issues” on Sunday & “Training in a COVID World” on Monday. HSHA will also have pet items, merchandise, games, giveaways & helpful tips on pet ownership, adoption & more.

MINI FESTIVAL OF INDIAAlthough we will not have the full HOLI/Festival of Colors celebration this year, we are excited to have a mini Festival of India on Saturday, 9/4 just off the Walnut Street Bridge in Riverfront Park. There will be Indian face painting, a meditation area and sales for a book concentrating on Mantra Meditation, Vegetarianism, Healthy Living, Food for the Soul and Yoga.
