September 24, 2012 The regular meeting of the Pennsville Board of Education was called to order at 6:01 pm on Monday, September 24, 2012 by President Bodine. Board members present were Mr. Acton, Mr. Hassler, Mrs. Myers, Mr. Nugent, Mrs. Phillips, Mr. Pierce and Mrs. Bodine. Absent were Mr. Elwell and Mr. Manahan. Also present were Dr. Brodzik, Mr. Recchinti and Mr. Toscano, Board Solicitor. Mrs. Bodine led the board in the salute to the flag and asked for a moment of silence. Mrs. Bodine read the following statement and requested it be made a part of these minutes: This meeting is held in accordance with the Open Public Meetings Act and advance notice was provided to the TODAY’S SUNBEAM and the GLOUCESTER COUNTY TIMES and posted at 30 Church Street on February 28, 2012. Mrs. Phillips moved the board approve the minutes of the regular and closed session meetings of August 20, 2012. Mr. Hassler seconded the motion which was unanimously approved on voice vote. Mr. Hassler moved the board approve the minutes of the regular and closed session meetings of August 27, 2012. Mr. Acton seconded the motion which was unanimously approved on voice vote. Mr. Recchinti read a thank you note from a high school student, Emily Shewski, who attended the Lindsey Meyer Teen Institute. Dr. Brodzik noted the computer equipment in the board room was upgraded for easier viewing by the public. He then introduced Mr. Thomas, Athletic Director, who addressed the board regarding athletic team uniforms. A lengthy discussion of the uniforms occurred. Mr. Hassler left the meeting at 6:40 pm. September 24, 2012 The regular meeting of the Pennsville Board of Education was called to order at 6:01 pm on Monday, September 24, 2012 by President Bodine. Board members present were Mr. Acton, Mr. Hassler, Mrs. Myers, Mr. Nugent, Mrs. Phillips, Mr. Pierce and Mrs. Bodine. Absent were Mr. Elwell and Mr. Manahan. Page 2 September 24, 2012 Mr. Manahan entered the meeting at 6:41 pm. Dr. Brodzik requested approval of the August 2012 Fire/Safety Drills and Workshop Reports. Mrs. Phillips moved approval be granted. Mr. Acton seconded the motion which was unanimously approved on voice vote. (Attachment “A”) Mrs. Bodine stated that the following block of resolutions will be considered with a roll call vote: Administration/Policy, Academic Programs, and Operations/Building Security. She asked if any board member had a resolution for withdrawal from the block to be voted on separately. Mr. Pierce questioned some of the payments on the General Fund list. On recommendation of the Superintendent and Committee of the Whole, Mrs. Phillips moved the board: Approve payment of the September 2012 General Fund invoices in the amount of $1,197,546.61 which have been properly signed. (Attachment “B”) Approve payment of the August 2012 Payroll and Handwritten Check List for a total of $1,135,421.40 which has been properly signed. (Attachment “C”) Approve that pursuant to N.J.A.C. 6A:23A-16.10(c)4, the Pennsville Board of Education certifies that as of August 31, 2012, and after review of the Secretary's Monthly Financial Report appropriations section as presented and upon consultation with the appropriate district officials, to the best of the Board’s knowledge, no major account or fund has been over-expended in violation of N.J.A.C. 6A:23A-16.10(a)1 and that sufficient funds are available to meet the district's financial obligations for the remainder of the fiscal year. Approve payment of the July 2012 Payroll and Handwritten Check List for a total of $833,279.29 which has been properly signed. (Attachment “D”)

Approve Alternate Toilet Room Facilities at Valley Park School for the 2012-2013 school year as per the attached information. (Attachment “E”) Approve the attached Line Item Transfers for the month of July, 2012. (Attachment “F”) Approve the attached Line Item Transfers for the month of August, 2012. (Attachment “G”) Conduct a second reading of Regulation 5131R, Code of Student Conduct, and adopt same. (Attachment “H”) In accordance with N.J.S.A. 18A:36:5.1 and N.J.A.C. 6A:16-5.2, designate the week of October 15-19, 2012 as SCHOOL VIOLENCE AWARENESS WEEK in the Pennsville School District. Approve the Annual Review and Revisions of Agreement with Education and Law Enforcement Officials for the 2012-2013 school year. Accept the attached Title III Consortium Memorandum of Understanding Agreement between Penns Grove-Carneys Point School District (Lead Applicant District) and the Pennsville School District for the 2012-2013 school year. (Attachment “I”)

Approve the group registration of the Pennsville Board of Education at the New Jersey School Boards Association Annual Convention in Atlantic City, New Jersey which will be held October 23, 2012-October 25, 2012 at a registration fee of $900.00. Award a Food Service contract to Metz and Associates, Ltd. of Dallas, Pennsylvania for the 2012-2013 school year at a management fee of $11,275.00 and an administrative fee of $27,675.00. Page 12 September 24, 2012 Approve and adopt the attached RESOLUTION regarding the Comprehensive Maintenance Plan for the 2012-2013 school year. (Attachment “O”) Mr. Acton seconded the motion. Voting in favor of the motion were Mr. Acton, Mr. Manahan, Mrs. Myers, Mr. Nugent, Mrs. Phillips, and Mrs. Bodine. Mr. Pierce voted in favor of the motion, but abstained on check #83793 contained in resolution #09-24-1AD. Motion carried. On recommendation of the Superintendent, Mrs. Phillips moved the board accept transportation costs from the quote on September 14, 2012 for Route #Q0313. The meeting recessed at 7:23 pm. The meeting reconvened at 7:35 pm. Terry Lewis of the New Jersey School Boards Association and the board discussed the board’s self-evaluation, board goals and district goals.

Page 20 September 24, 2012 Mrs. Bodine read the following RESOLUTION and Mrs. Phillips moved for adoption: WHEREAS, the Open Public Meetings Act authorizes Boards of Education to meet in executive session under certain circumstances, WHEREAS, the Open Public Meetings Act requires the Board to adopt a resolution at a public meeting to go into private session; now therefore, BE IT RESOLVED by the Pennsville Board of Education, that it is necessary to meet in executive session to discuss certain items involving: Matters which, if publicly disclosed, would constitute an unwarranted invasion of individual privacy, and specifically: student residency matters; Matters concerning negotiations, and specifically: update on negotiations with the Pennsville Education Association, Pennsville Supervisors Association and Pennsville Administrators Association and potential sidebar agreements with the Pennsville Education Association; Matters involving quasi-judicial deliberations, and specifically: student residency matter; BE IT FURTHER RESOLVED that any discussion held by the Board which need not remain confidential will be made public as soon as feasible. The minutes of the executive session will not be disclosed until the need for confidentiality no longer exists. FURTHER RESOLVED that the Board of Education will return to open session to conduct business at the conclusion of the executive session. Voting in favor of the motion were Mr. Acton, Mr. Manahan, Mr. Nugent, Mrs. Phillips, Mr. Pierce and Mrs. Bodine. Total 6. Mrs. Myers voted against the motion. Total 1. Motion carried. Mrs. Bodine stated that the following block of resolutions will be considered with a roll call vote. She asked if any board member had a resolution for withdrawal from the block to be voted on separately. No one did. Mrs. Phillips moved the board: After review of the information provided during the student residency hearing and upon recommendation of the Superintendent that students K.M. and S.R. be removed from the district for residency purposes. Upon recommendation of the Superintendent to adopt and approve the proposed Sidebar Agreement with the Pennsville Education Association for Instrumental and Vocal Academy Specialist.
