TABLE OF CONTENTS

There is a rich history of sharing best practices among BC’s local governments. With 197

jurisdictions, innovations that improve service delivery, project management or administration have long been shared between communities, creating new standards and efficiencies.

The increasing demand, though, for new or expanded services coupled with the need to replace aging infrastructure is stretching local government finances like never before. Excellence is the watchword for all councils and boards as we look for new ways to maximize the value to taxpayers in the services and programs we provide.

This year’s annual meeting aims to accelerate the sharing of stories of excellence among UBCM’s members. Delegates will be provided with first-hand accounts of local success stories from large, mid-sized and small communities. While the current challenges are great, the commitment of local governments to excellence is even greater. UBCM’s 2015 Convention will provide local governments with tools and resources to develop greater efficiencies across all aspects of local government.

Name Badges and Session AccessFor security and access reasons, name badges must be worn for entry to all convention sessions. The reverse of your name badge contains admission information for events that require separate registration.

Please be prepared to show your name badge to be granted access.

Voting CardsVoting delegates are reminded to carry their voting cards with them during all business sessions. These cards must be presented and initialed by a scrutineer before a ballot is issued, and must be shown when a vote is called for on the convention floor.

Electronic Voting KeypadsEach voting delegate will receive an electronic voting keypad at registration. Delegates are responsible for their keypads during the convention and must bring the keypad to the resolution sessions on September 23, 24 and 25. There will be a $60 fee for any lost, stolen or unreturned keypads.

Keypads are to be returned to:

• The UBCM Registration Services desk

• UBCM staff, who will be collecting keypads in the plenary following the final resolution session on Friday

• Designated drop-off boxes located at the entrance and exit of the plenary on Friday

Please do not leave the convention until you have returned your voting keypad.

DETAILS:Join the BC Ministry of Agriculture on a trip to the scenic Eastern Fraser Valley for a tour showcasing the latest in livestock production. You’ll learn about how farmers are adapting to shifting markets and consumer concerns about animal welfare, and how your local government can ensure the success of livestock operations in your community by planning for agriculture. We will visit a variety of innovative farm operations and meet producers of all ages.

Examples may include:• the UBC dairy education and research centre; • a new free range layer barn incorporating the latest in chicken

comfort;

• an organic farm utilizing heritage breeds, with a processing facility and farm store that produces and sells award-winning artisanal cheese and other value added products; and,

• a horse property with high welfare standards that also acts as a foster farm for a charity that re-homes retired racehorses.

Lunch will be provided and there will be opportunities to purchase local farm products. Light snacks will be available on the bus, but breakfast will not be provided. Please dress for the weather and wear farm-appropriate footwear. Stops will be close together, but please be prepared for a longer drive at the beginning and end of the day. DETAILS:As front line service providers, local governments play a crucial role in protecting the environment and supporting the development of environmentally sustainable communities. They recognize that strong environmental stewardship can generate new economic opportunities, support a shift to a green economy, and promote the health and well-being of local communities and citizens. Amidst the global background of renewed calls for climate action and the ongoing dialogue of fostering economic growth in an environmentally sound manner, communities are at the forefront of

environmental protection discussions. This half-day session will explore climate action both at the provincial and community level, showcasing adaptation and mitigation best practices as well as visions for the future. It will examine spill preparedness and response, highlighting recent developments and local government experiences. A regulatory and policy update on a range of issues, from the Riparian Areas Regulation to water, will also be provided.

The session will employ a panel discussion format where provincial and local government presenters will deliver information and stimulate discussion on building and protecting green communities

Moving Forward with First Nations9:00 am – 12:00 pm ROOM: Ballroom A/B, Fairmont Waterfront Hotel

DETAILS:The relationship between First Nations and federal, provincial and local governments has evolved considerably in the past several years. Legal outcomes such as the Tsilhqot’in decision, findings from the Truth and Reconciliation Commission and Eyford Report, and declarations such as UBCM’s 2013 resolution calling for a “Year of Reconciliation with First Nations”, have contributed to create an increased awareness and commitment towards reconciliation with First Nations.

This half-day session will explore several ways in which this relationship is evolving, beginning with the reaffirmed commitment by the Province to conclude treaties and other agreements with First Nations. Presenters representing First Nations and provincial and local government will discuss the benefits to local government derived through the timely conclusion of treaties and agreements.

The second half of this session will look at the importance of relationship building. Presenters will discuss elements for advancing relationships between local governments and First Nations, highlighting current initiatives taking place throughout British Columbia.

Join us for a walking tour workshop that will provide participants with an understanding about the specific elements and attributes of community design that are linked with health outcomes. DETAILS:More and more outdoor recreationists are taking to the back country to get away from it all and enjoy the natural beauty of our province. Whether it is off road vehicle riders, hikers, campers or snowmobilers, access to the rural and remote regions of our province are in high demand. What actions are being taken to ensure that our natural environment is maintained as we continue to open up more of BC to adventure tourism opportunities? How can we manage the diverse and often competing user groups that seek outdoor experiences? And,

who will be responsible for ensuring trails and pathways are safe and accessible to a variety of users?

This session will profile three initiatives that will impact access to the back country. First, an overview of the new Off Road Vehicle Act will be provided; then a discussion of natural resource roads legislation; and finally, an update on the actions taken to implement Provincial Trails Strategy recommendations will be highlighted. Representatives from the Province, user groups and local government will discuss challenges and opportunities as we endeavour to make the most of BC’s back country.

DETAILS:With the recent growth in the number of medical marijuana retailers, many local governments are challenged as to how best to address concerns around public health and safety. This session will explore Canada’s current legislative environment including the recent federal

court case. It will also examine how the larger questions related to legalization, jurisdiction, and organized crime play into the marijuana debate. Delegates will hear from Tonia Winchester, Deputy Campaign Director, Washington State Initiative 502, who will discuss the legalization of marijuana in Washington and answer questions about what communities should consider as this issue continues to evolve in Canada.

Participatory budgeting aims to address these issues by empowering residents to decide on, or contribute to decisions made on, the destination of all or part of the available public resources (United Nations Human Settlements Programme, 2004). This session shares examples of participatory budgeting by local governments in BC. The District of Tofino, along with SPARC BC, will share their experience with the District of Tofino Council Grant Participatory Budgeting process. The City of Victoria will also share lessons from early studies on the application of participatory budgeting in their community.

DETAILS:This is a reality-based seminar, presented from varying points of view coupled with extensive experience, on the deadly effects of distracted driving and distracted walking. Distracted driving fatalities have now exceeded drunk driving fatalities in many provinces. While distractions

related to electronic devices are more readily identifiable and easily addressed in workplace policies, other areas of distraction are less known but just as risky; such as fatigue, complacency, hands-free and cognition. This seminar will raise awareness about workplace safety amongst workers and supervisors using “science and real-life stories over statistics”. It is designed to help manage workplace risk factors and reduce injuries and fatalities by providing supervisors with resources and tools to create a “top down” corporate safety culture.

But these essential systems may be at risk due to aging infrastructure, changing regulations, seismic hazards and climate change, which are driving the need to invest in upgrades and renewal of our water systems at

a time when money is tight and the public is indifferent. This session will present the results and recommendations from a recent analysis conducted by the BC Water and Waste Association (BCWWA) and Urban Systems that assesses the financial capacity of BC’s local governments to maintain and renew their water and wastewater infrastructure. The analysis uses four financial indicators, based on data from the 2013 audited financial statements for 162 local governments in BC.

DETAILS:Every day, local governments in British Columbia make decisions about enforcing bylaws in their communities—whether they relate to animal control, noise, unsightly premises, building permits, environmental protection or other issues. Developing fair and reasonable processes

for bylaw enforcement is essential to public confidence in local government. Building on our experience investigating complaints from individuals about bylaw enforcement processes in local governments throughout the province, the Office of the Ombudsperson will highlight best practices for bylaw enforcement that can be implemented by local governments in BC. We will also offer ideas on how to respond to an Ombudsperson investigation, and provide an opportunity for further dialogue about excellence in bylaw enforcement.

DETAILS:British Columbia has some relatively new and very basic rules promoting open governance and open meetings of local governments. Ontario and many American states go far beyond the basics and provide for investigative mechanisms, and punitive personal

consequences for breaches of open meeting requirements. Some jurisdictions require elected councillors to pass a mandatory course on open meeting requirements and conduct before being sworn into office. The various attempted means of trying to say what you “really” think in a political forum and the various court responses will be canvassed in this session.

As a noted NASA astronaut, Dr. Bondar has experience in working with cross-functional teams, disaster management, disorientation and adaptive decisions. As a space scientist and neurologist, she explains the connections between how our brains adapt in space and how we can adapt to the constantly changing corporate environments here on Earth. A recipient of the NASA Space Medal, she is currently Chancellor of Trent University. She is also an acclaimed photographer whose massive pictures of the Earth have shown us the majestic beauty—but also the fragility and utter uniqueness—of the planet we all call home.

DETAILS:Climate leadership is one of the ten goals of the Greenest City 2020 Action Plan, with a target of reducing community-based greenhouse gas emissions by 33% from 2007 levels. Looking beyond 2020, Vancouver will continue moving toward new renewable energy goals. Preparing for the impacts of climate change is a complementary action ensuring Vancouver’s economy and livability are as resilient as possible to anticipated changes. Join Vancouver staff in their discussion of transferable lessons learned in implementing climate change adaptation and mitigation actions.

It will cover off what those liability risks are, discuss the types of claims that are made against local governments and how to communicate effectively with both a claimant and the general public when such a claim arises. We will also focus on the importance of proper communication in the claims handling context in an effort to avoid further liability exposure. We recognize there is a balancing act faced by elected officials when they have to both assist in the defence of a claim while also remain responsive to their local constituents. We intend to address those concerns and assist in the development of policies that will help elected officials navigate through this complicated aspect of their public service.

DETAILS:Learn how the City of Vancouver and the Village of Cumberland are leading social procurement practice in BC.

Moving beyond “do no harm”, to “do some good”—lessons learned from the Olympic, Commonwealth and Pan Am Games. How well do you leverage local government contracts to achieve targeted, desirable

and strategically important community outcomes? Learn why Scotland was first to place social public procurement at the heart of their economic recovery strategy and why, over the past three years, the UK and Europe have followed by passing supportive legislation. In June 2015, Ontario followed with legislation calling for community benefits to be included in infrastructure contracts with benefits such as local jobs and improvements to public space. Social procurement consultant Sandra Hamilton, former business manager to VANOC CEO John Furlong, talks about her recent work with the Village of Cumberland and the Town of Ladysmith, and the quest to build support for a UBCM 2016 Social Public Procurement Policy resolution.

DETAILS:In January, the Ministry of Forests, Lands and Natural Resource Operations (FLNR) and UBCM delivered an Urban Deer Workshop to allow the provincial government to engage with UBCM, local

governments and other organizations in order to identify potential gaps in service delivery and to inform FLNR’s priority setting on communications, policy, legislation and regulations, and best practices as they relate to urban deer. It was agreed that a Provincial Urban Deer Advisory Committee should be struck and that UBCM would lead in the preparation of a set of local government recommendations for the provincial government’s consideration. The UBCM recommendations were received May 19, and the provincial government’s response will be outlined in this clinic.

DETAILS:The Truth and Reconciliation Commission recommendations ask us all to create positive relationships between Aboriginal and non-Aboriginal communities as part of reconciliation. First Nation – municipal community economic development is one approach to economic reconciliation.

This workshop features presentations on the joint economic development strategy of Alert Bay and Namgis First Nation including harbour re-development, and support for business and downtown revitalization; as well as the District of Kent and Seabird Island First Nation collaboration on business attraction and tourism promotion.

Chief Commissioner Jules of the First Nation Tax Commission will speak on mutual benefits of additions to reserves. Lastly, FCM will launch the CEDI toolkit, Stronger Together: A Toolkit for First Nations – Municipal Community Economic Development Partnerships and include roundtable discussions on how to apply the session’s ideas in our communities.

Join us for a Port Metro Vancouver tour of the Burrard Inlet aboard a chartered vessel to learn more about the operations of the port to ensure safe and efficient trade of Canada’s import and export goods. Throughout the tour, guests will have an up-close view of Port Metro Vancouver’s major marine terminals operating in Burrard Inlet, from

the Lions Gate Bridge, passing by the Ironworkers Memorial Bridge. Narration will be provided about the port’s five business sectors (four of which operate in Burrard Inlet) and key infrastructure and landmarks along the way. You will also hear about the port’s air, land, and water protection initiatives and how we continue to work as leaders in port sustainability.
