Most of this month was spent with multiple meetings almost daily, in developing the Public Safety Department’s budget submission for 2017. I conducted individual meetings with the Division leads and then combined meetings for submission reviews, as we analyzed individual line items and began to define the strategic elements that are essential in providing for the highest quality Department of Public Safety to serve our community. In addition to those numerous meetings, the following activities were also completed: Thursday, September 1st the monthly Public Safety Coordination meeting was held in the EOC. I initiated these meetings to bring together the command staff of the police department, EMS, PSO’s, and Fire Departments to discuss issues of mutual concern and impact. To date, they have been very beneficial in coordinating initiatives with integrated response planning. Thursday, September 1st I attended the Lisburn Fire Company monthly meeting. Tuesday, September 6th I attended the biannual Cumberland County Police Communications Committee meeting. The County Department of Public Safety discussed the status of where they were in developing plans for the new county public safety radio system. Tuesday, September 13th through Thursday, September 15th I participated in police officer candidate interviews. These interviews were scheduled from the list of candidates that passed both the Physical Agility and Written Exam hosted by the Cumberland County Chiefs Testing Consortium in August. Background investigations are currently underway on the top candidates to establish a Civil Service list for hiring the 21st officer authorized previously by the Board. Wednesday, September 14th I attended a Lower Allen Fire Department monthly meeting. Monday, September 19th I attended a police supervisor’s meeting in the EOC and traveled to Cumberland County’s 911 Center to meet with the Local Emergency Management Coordinators. Wednesday, September 21st Lt Crone and I met with Sari Soffer from ABC 27 at her request. Ms. Soffer is the new reporter for Cumberland County at Channel 27 and she wanted to introduce herself and open the door for positive communications. Friday, September 23rd I presented the status report for Work Group 2 of the FCC Task Force on Optimal PSAP Architecture. Since its inception in January of 2014 I have chaired that Working Group. The presentation was completed at FCC Headquarters in Washington D.C. in the Commissioner’s Meeting Room and was broadcast live on FCC TV. Tuesday, September 27th through Thursday, September 29th I attended the “Maturing Public-Private Partnerships Workshop” at Ft. Indiantown Gap. This FEMA program, instructed by Frederick College, provides information to public agencies wishing to develop public-private partnerships for better information sharing and mutual benefit projects between the organizations involved. My hope is to use the knowledge gained during this workshop in developing and hosting a Public Safety Business and Industry Alliance in the Township.

With the start of school, our associated activities are on the up-swing. This ranges from participation in security for home football games (for Red Land and Cedar Cliff), to our education programs (TEAM and others), to quelling disturbances and dealing with legal transgressions that are an unfortunate part of putting schools full of our young citizens together every day. We are eagerly anticipating deliver of our radar speed signs. These will hopefully act as both a deterrent and a validation tool for speed violations and complaints throughout the township. As commissioners are aware, there is a short list of locations that are ripe for its use. The number of complaints has outstripped our ability to respond. These signs should serve as a force multiplier in addressing these concerns. Our September 2016 top 40 calls for service (by type) are here:

Lt Crone attended several meetings throughout the month, including, the public safety command staff meeting, a public safety coordination meeting, the police supervisors’ meeting, board of commissioners’ meetings, and department head meetings. Along with Director Holl, a Cumberland County Communications Committee Meeting was attended. Numerous budget meetings and working sessions were attended throughout the month. Lt Crone presided over the Pennsylvania Police Accreditation Coalition meeting held in Findlay Township. Police officer candidate interviews were conducted in concert with Fairview and New Cumberland Police Departments. The short-list of finalists was submitted for background checks. Each of six background investigators, including Lt Crone, were assigned a candidate with the hope of a rapid, but thorough, turnaround. A Netmotion demo period was arranged for October. This product is intended to resolve in-car connectivity issues to allow officers to keep their “mobile office” up and running. TRAINING Several officers started, continued, or completed MPOETC mandatory training. Ofc Scarlato attended regular K9 training. The next round of range training was concluded. This round was focused on response to ambush and shooting on the move. Cpl Claeys attended an accident reconstruction seminar. Several officers caught up on ICS training. Officer Justh attended training with the SRT as a negotiator.

Adult male for Unsworn Falsifications and Disorderly Conduct for an incident at Field and Stream;

Adult female for Unsworn Falsification and Disorderly Conduct for an incident at Field and Stream;

Bad Check: Rosemont Avenue, victim received two (2) checks from a family member;

Harassment Main Street, Lisburn, suspect reported harassment from family member;

Theft/Access Device Fraud: Victim had her credit/debit card stolen from parking lot of Walmart and used for fraudulent purchases (2) at Walmart as well as Simpson Ferry Road Gulf. A suspect has been identified.

CSO PROGRAM: CSOs conducted 3 barn details this month in addition to staffing Homecoming at Cedar Cliff High School, a picnic detail for Vantage Foods, and filling as much of the 54 hours of street shifts and the Sunday traffic details as possible. Several shifts remained open, as CSO Wolf is on a leave of absence, as is CSO Jernigan. CSO candidate Joshua Stambaugh will begin working in October to help with our staffing shortage, with two additional hires soon to follow. CSO Crane has been assisting with scheduling.

RECORDS FUNCTION:

Records staff continues the normal daily routine of organizing, filing, and distributing paperwork as appropriate, as well as fielding calls for service over the phone and handling or directing walk-up customers. The Lower Allen Twp. Police Dept. (LATPD) had 1,173 dispatched calls for service from Cumberland County Communications in September 2016. There were no CSOs or police officers assaulted or injured in the month of September 2016. During the month of September 2016, LATPD issued 80 traffic citations, 21 non-traffic citations, 24 parking tickets and 38 traffic warnings. There were 40 traffic accidents reported to LATPD in September 2016. Of these, 5 were reportable traffic accidents and 35 were non-reportable traffic. Two of these traffic accidents were DUI related.

The month of September was a very busy month for the EMS Division. The EMS Division responded to 221 emergency calls for the month. The breakdown of the calls are as follows: The MICU responded to 80 ALS calls in the Township, and the MICU also responded to 40 BLS calls in the Township. The MICU responded to 7 calls outside the township as a mutual aid MICU. And the MICU responded to 5 mutual aid BLS calls outside the township. The EMS Division responded to 34 fewer emergency calls in September 2016 as compared to September of 2015.

The second due ambulance was placed in service for 43 shifts for the month of September. During the month, the second due ambulance responded to 25 second due emergency calls. The breakdown of the calls are as follows: Ambulance 174 responded to 12 second due emergency calls, and Ambulance 274 responded to 13 second due emergency calls. The EMS Division responded to 3 fewer second due emergency calls in September of 2016 as compared September of 2015.

The month of September started off with our Public Safety Coordination Meeting. This meeting consists of Department Heads from EMS, Police, Director of Public Safety and the Fire Department and Executive Assistant Dianna Knisley. The purpose of this meeting is to get all the key players together within the Department of Public Safety and discuss any upcoming trainings or other important information needing to be disseminated by Director Holl.

During the beginning of the month of September the EMS Division started to put together their 2017 Operating Budget and the Capital Budget requests to have them ready for review by Director Holl.

I attended the Pre-Hospital Operations Committee held at the Emergency Health Services Federation Office, where we discussed the renewal of the contract with ESO Solutions for the ePCR Program. The Advanced EMT Program was a topic of discussion in how the certification would be worked into the EMS System and then out into the services. In order to have the A-EMT provide care and do skills as an A-EMT, this will need to be approved by the EMS Agency Medical Director, and the A-EMT will need to act under the provisions of a paramedic. On Sunday, September 11th, I had the humbling honor to attend a memorial ceremony at the Lower Allen VFW to give a short speech on how the job has changed in 15 years since the terror attack in New York City. I was joined at the VFW by Greg Black, Captain of the Lisburn Fire Company, and William Page, Retired Police Officer of Lower Allen Township. The patrons of the VFW wanted an EMT, Firefighter and Police Officer to attend the ceremony to speak on how the terror attack has changed our jobs in the last 15 years. As part of the ceremony, we were asked to participate in the ceremony with a fire helmet, EMS Stethoscope and a Police Badge. These items were placed at the podium as part of the ceremony. I attended a budget meeting with Director Holl to discuss the 2017 Operating Budget for the EMS Division.

EMS Supervisor Calaman and I attended a Go To Webinar sponsored by VFIS. The topic of the webinar was Emergency Vehicle Driver Training Instructor Update. This webinar gave Supervisor Calaman and Division Yohn the opportunity to receive the updates to be able to continue teaching the Emergency Vehicle Driver Training Programs. We were provided with a thumb drive of the new updates and a new power point classroom portion. I attended a meeting with Director Holl, Lt. Crone and Lt. Thomas and the representatives from the EMS Store and Point Blank Armor. The purpose of this meeting was to get prices on ballistic armor for soft concealed armor needing replaced in the 2017 budget. Point Blank was able to provide a better product which is thinner than our current vest that we are wearing. As an added benefit, this product was at a more economical price. The EMS Division participated in a Haz-Mat Drill at the New Cumberland Army Depot. The BLS Unit with the crew of EMT-II Eddy Ream and Division Chief Yohn participated in the drill. The purpose of the drill was to have the DLA Emergency Services activate their internal response plan and how they would involve the local emergency responders that would have to come on the installation in the event of an emergency. The EMS Division rounded out the month of September with the EMS and Public Safety Staff Meeting. The EMS Division also hosted a training on a Binder Lift Device, which can be applied to the patient to assist them off of the floor in the event they have fallen. This device can safety assist in lifting the patient and provides additional safety to the providers, in giving them more handles to assist in lifting the patient. Ambulance 174 has been returned from First Priority Ambulance Repair from having the floor in the patient compartment replaced.

The Public Safety Officers (PSO’s) continue to be very busy assisting the Department of Public Safety. The Public Safety Officers divide their time between the Police Division, EMS Division, Lower Allen Fire Department (LAFD) and the Lisburn Community Fire Company (LCFC). For the month of June, the PSOs responded to 15 of the 30 documented fire calls answered by LAFD. Some of the calls answered by the PSOs were as follows:

The PSO’s responded to the following calls for service from the Street shift assignment. Some of the calls for service are listed below. The Police Department also utilizes the PSO’s to handle other calls for service as well.

PSO Toot has been cleared to drive Rescue 12 and has been granted permission to start Truck 12. PSO Zeiders is still continuing his training on Truck 12. PSOs Cook and Landis continue to provide the majority of the driver training to not only the other PSOs but to the volunteers as well. PSOs Zeiders and Toot completed their car seat technician class. All PSOs are now certified in this. PSO Cook returned to full duty on September 27, 2016.
