The projects will be funded with a combination of Local, State and Federal Grant Funding through the Illinois Transportation Enhancement Program (ITEP). The project is scheduled for the November 2021 IDOT Letting and is anticipated to be constructed primarily in the Spring and Summer of 2022 with project closeout to follow. Among other criteria, the selection process will evaluate the service provider’s ability to perform the work, work capacity, and experience with similar projects. Provide a brief description of the history, structure, and business operation of the firm, including a brief summary of your firm’s work experience and the type of professional services provided. 3. Discuss your current work backlog in general terms and confirm your availability to staff the construction engineering work associated with the project timeline. Do you commit to having staff with the required experience needed for federally funded transportation project during the proposed timeline? 4. Name and contact information for the person to receive information concerning the RPF/LOI; include mailing address, phone numbers, and e-mail addresses. 5. Provide brief description of the firm’s experience and information as outlined in the bulleted list below. Provide information about your firm’s experience, specifically your local office that will be providing services. Experience of specific personnel that match up with these needs can be provided in later section of your response. Experience with projects involving federal funds or federal Grants. • Do you have staff that are certified with IDOT for construction documentation and familiar with IDOT computerized reporting that may work on the project?

• Does your firm have experience with the project close out procedures for state monitored federally funded projects—carrying project through final inspection, materials certification, audit, and final close out.

• Ability to provide professional engineering and construction surveying support to construction observations staff. Contractor is responsible for layout, but construction surveying staff may be needed to troubleshoot a problem or assist with measurements.

• Experience on projects with street lighting.

• Experience work with IDOT District 5 construction engineering staff while providing construction engineering services.

• Experience working in the vicinity of University of Illinois facilities.

• If available, provide examples of local (Champaign County) projects that meet some or all the criteria listed above). You can tag projects listed in other sections with a bold “LOCAL” rather than relisting projects.

• Experience working with construction materials testing firms in the Champaign-Urbana-Savoy area.

6. Briefly describe your firms approach to providing construction engineering services, how you

ensure quality, accuracy, and how you work to avoid or overcome unexpected construction issues.

7. A list of subconsultants the firm plans to use for this selection. What work will the proposed subconsultants be doing? While subconsultants are not required, please be prepared to meet any requirements of typical federally funded engineering projects. If needed, do you have relationships with certified DBE firms?

8. The method of compensation for professional services will be based on an hourly rate with a “not to exceed” limit in accordance with IDOT agreement requirements. Please indicate whether the firm is agreeable to this method of compensation. Specific multipliers and labor rates will be discussed as part of the negotiation phase.

9. Provide information on the firm’s workforce diversity and Affirmative Action policies, and efforts to develop a more diverse workforce.

10. Personnel to be assigned to this project. Include a short description of each person’s work experience (a few pertinent projects) directly related to the type of work included with this project. Do not list persons that are unlikely to be assigned.

11. The firm’s entire Letter of Interest shall be no longer than ten (10) pages (including employee experience).

The submittal for this selection will be electronic and in PDF format. Please email your Letter of Interest to the contact below. You will receive and email back letting you know your submittal was received within three days. All Letters of Interest must be received by no later than 3:00 p.m. on Thursday, September 30, 2021.

All questions shall be directed to the above contact. The Village will review all submitted Proposal/LOI and select firms who best meet the Village’s requirements for an interview. You should receive an email notification letting you know whether or not your firm was selected for an interview within two weeks of the submittal deadline.

The Village will not schedule debriefing meetings with firms not selected for the project.

From the interviewed firms, the Village will select one firm. It should be noted that IDOT engineering contracts/agreements will need to be executed with the selected firm and reviewed by IDOT staff in Springfield, IL. Your firm should have a general understanding of typical requirements for IDOT consultant agreements and be willing to comply with them.

During the negotiation phase with the top ranked firm the IDOT BDE DISC 2 form will need to be submitted to address any conflict of interests and the Village will use SAM Exclusion and IDOT CPO website to check or debarments.

Please be aware that it is the Village’s policy not to compensate a consultant for any time or expenses incurred during the selection or negotiation process. The consultant’s cost to perform the work will not be considered as the Village makes its selection but will be discussed during negotiation phase of the selection process.

Project Information: 1st Street Shared Use Path ITEP Project

Description:

The Village of Savoy has been awarded an ITEP Grant for a 10 ft wide concrete (PCC) shared use path along the west side of south First Street from Curtis Road to Windsor Road along with required grading, drainage structures, driveway approaches, street lighting and project signage. Construction costs for this project is estimated to be about $1.2M. The project is scheduled for the November 2021 letting and are expected to be constructed during the 2022 construction season.

Construction Engineering Services: The selected firm will be expected to provide staff for construction observation, construction documentation, and materials certification in accordance with IDOT requirements for federal aid projects. Construction engineering services will start with an initial project kick off meeting hosted by IDOT and continue with the anticipated start of construction in the spring of 2022 and the completion of the project during the 2022 construction season. Services will include onsite resident engineering services to ensure the project is built essentially to the parameters of the plans and specifications, in accordance with IDOT standards and specifications, concluding with documentation audit and necessary activities to reach project close out.
