If you have a big authority website then follow the steps number 2.

2. Start new off-site backlinking strategy and hope it brings your website back

Now it is time you start doing backlinks correctly and in more natural ways. Forget about doing it white-hat because even white-hat websites were hit hard. Google still does not know auto type backlinks if you do them right.

The first thing to do is to use anchor diversification for all your website inner pages including root domain. Use a keyword research tool and put your main keyword in it.

You will get over 50 similar keywords to target and use as anchor text.

Then make 10 random variations of your keyword, example:

Then make 10 random variations with no keyword in it:

Then make 5 more variations of cut keyword:

This way you will have 75 keywords to use as anchor and include 20 more main keywords in it making it total of over 95 keyword variations to use as anchor text with main keyword being used more than 20% of the time which is ideal.

Ok this is now taken care of now it is time for targeting inner pages.

Best way is to use softwares and search for your website indexed pages site:yourwebsite.com

That way you will get all indexed inner pages which you collect and put in separate file.

Include at least 30% your website root domain and have other 70% your inner pages urls.

Ok that's it, now you have a file of keywords and a file of inner urls.
